ounded by Eugene McHugh 33 years ago, McHugh Fuels has established itself as one of the North’s foremost suppliers of fuels and lubricants. Based in Ederney, Co. Fermanagh, the family-run company has built up a strong reputation for delivering high-quality products to many homes and businesses in Fermanagh and Tyrone, and neighbouring counties. This, coupled with a

In the event of an emergency and you run out of home heating oil, it’s reassuring to know that McHugh Fuels are just a phone call away and will endeavour to get to you as soon as possible. They offer a six-day delivery service (8.30am to 5.30pm Monday to Saturday) as well as emergency and top-up services. An Oil saving scheme through the standing order bank facility is also available to customers. This helps the customer to save regularly for their oil which removes the pressure of paying out large sums of money at once. In addition, McHugh Fuels provides a five-day door-to-door coal run in a number of designated areas throughout Fermanagh and Tyrone. ranging from coal and gas to diesel and lubricants, from the McHugh Fuels depot in Ederney, which is 15 miles from Enniskillen and Omagh. “We are a family-owned and managed company with over 30 years’ experience supplying oil, coal, lubricants and other related products to customers in our area,” explains office manager Dearbhaile McHugh, who is Eugene’s daughter. “We have a large customer-base which has been built up over many years through our commitment to service, delivery and value-for-money. We only sell products that are of the highest quality.” Home heating oil followed by gas oil, is McHugh Fuels’ biggest selling product. Many customers drop into their cash and carry to avail of their excellent range of products which are significantly cheaper than garages and supermarkets. Owners of diesel cars, vans, trucks and tractors can fill up at their fuel pumps, while varying quantities from a 20litre drum to a 205litre barrel are also available. McHugh Fuels are leading stockists of smokeless and bituminous coal. Their smokeless coal products, which are suitable for glass fronted fires, include phurnacite, redflame, calco and cozy flame. Their bituminous coal products, which are suitable for open fires, include Columbian coal and doubles and domestic slack. Turf, peat briquettes, logs and firelogs are among the other products also stocked. All solid fuels are bought in bulk quantities as to pass on the most competitive prices to customers. McHugh Fuels are renowned for stocking a large range of lubricants products, including fully synthetic engine oils, semisynthetic engine oils, greases, heavy duty diesel engine oil, mineral-based oils, gear oils, metal working fluids, automatic transmission fluids, process oils, transformer oils and passenger car engine oils. A wide selection of top-quality oil tanks and coal bunkers can also be purchased from McHugh Fuels. Among the oil tanks they stock are Titan Environmental (produced by Kingspan Environmental), Harlequin and PC Roto. McHugh Fuels operate a modern fleet of radio controlled tankers which are fitted with electronic meters that are regularly calibrated and tested by Trading Standards weights and measures. “We are running three oil tankers and one coal lorry at the

moment,” Dearbhaile explains. All of our oil tankers are MAN. We have stuck with MAN over the years because they are a reliable, economical and comfortable truck. We have five drivers who are highly skilled, experienced and courteous. They are Charles McHugh, Michael Maguire, Damien Maguire and Ken Irvine along with my brother Emmett.” Managing director Eugene McHugh set up the company in 1979 after working as a mechanic in England and for Michelin in Ballymena, Co. Antrim.

He started off with a man coal run before extending into oil distribution in 1989. Eugene’s wife Colette is also involved in the business along with their children Emmett and Dearbhaile, while extended family members Charlie McHugh, driver, Anne-Marie McVeigh, sales, and Ryan Walsh, yard man, are also employed. Dearbhaile admits that business was down slightly last winter due to the unseasonably mild weather, high oil prices and on-going economic recession. “Compared to the previous winter, last winter was very mild and that obviously had an impact on sales,” she says. “You’ve also got to factor in the cost of oil at the moment. It’s $122 a barrel at the moment, which is very high. It’s not

far off the record high of $148 in 2008. But despite this and the fact that there’s not a lot of money around, people still have to keep warm and that’s where we come in. We have an oil saving scheme where customers can pay into an account over a period of time, and this has proven to be very successful along with the acceptance of the SVDP Oil saving stamps. “We will continue to offer a low-cost fuel, lubricant and cash and carry service to our customers, whose business we greatly appreciate.”

012 is a special year for one of Ulster’s best-known private coach and minibus hire companies, Eurocoach NI Ltd, which celebrates its 21st birthday. Starting out with a single bus in 1991, Sam Sinnamon and his family have grown the business to such an extent that they now operate a fleet of 25 coaches and minibuses from the tiny village of Bush, which situated a short distance from

Dugannon in Co. Tyrone. Sam runs the business along with his wife Lorna and son Nigel, who are fellow directors. Sam is an engineer by trade, while Nigel is an expert in coach painting and bodybuilding. The Sinnamon family pride themselves on the excellent reputation they have built up, which is based on customer service and reliability. comfort, reliability, value-for-money and excellence, they have few equals. “We’ve come a long way since starting out with a 49-seater Ford R Series coach 21 years ago,” Sam proudly states. “We started out doing runs for local football teams. We then bought a second coach – a 19-seater Mercedes – and we’ve been adding to our fleet ever since. Our coaches range in size from 16 to 70-seater. We have a wide and loyal customerbase which is the envy of many of our competitors.” Eurocoach work for customers across Northern Ireland who require group travel and transport for day trips, group outings, church outings, tours in the UK and Ireland, school trips and airport transfers. A member of the Federation of Passenger Transport (NI), Eurocoach operates a modern fleet of coaches which are DOE approved, fully insured, are fitted with seat belts and are manned by experienced, highlyskilled, courteous and uniformed drivers. The newer coaches come with air conditioning, toilets and DVD players, while some have wheelchair access and are suitable for persons with special needs. While the Eurocoach fleet is dominated by Volvo and Mercedes, one of the company’s two 70seaters is a DAF. Their larger coaches are red and orange in colour, while the minibuses are white. “The main reason why we buy Volvo and Mercedes is because they are the nearest dealerships to us,” Sam explains. “Dennison Commercials are main Volvo dealers and they are only a couple of miles away from us. As well as providing an excellent service, they are very good when it comes to offering technical advice. Also, if you order a part from them, you can be guaranteed to have it the next day. “Mercedes Truck & Van, who are the local Mercedes dealership, are even closer to us. They are only half-a-mile away. They provide a very efficient service and next-day delivery service also. “Whereas our larger coaches are predominantly Volvo, our minibuses are predominantly Mercedes. Our 51, 53, 55 and 57-seater executive coaches are always in big demand with school and sports groups.” One of Eurocoach’s big selling points is its location close to the M1 motorway, which is a central position to serve their Northern Ireland customers. “Not only is Dungannon in the heart of Ulster, but it’s also just a few miles from

the border with the Republic. We couldn’t ask for a better location,” Sam enthuses. The family-run business employs 20 staff, which comprises 15 drivers, three bus escorts and two mechanics. All servicing, maintenance and repairs are carried out at the company’s state-ofthe-art workshop. All driver training also takes place in-house and complies with

Before obtaining his bus operator’s licence and setting up Eurocoach, Sam worked as an engineer with Ulster Bus and was sales manager for Wright’s Coach Works in Ballymena for three years. He also spent 11 years working in Dublin where he was Farm Hand’s sales manager for Northern Ireland. Nigel, whose wife Leanne is also involved in the business, served his time as a coach painter and bodybuilder with Gary O’Neill, whose company G-Com in Toomebridge, Co. Antrim specialises in paint spraying. Eurocoach is now benefiting from his skills and expertise. Sam is full of praise for the role his wife Lorna has played in the success of his company. “Eurocoach wouldn’t be the business it is without Lorna. Her hands-on approach has played a huge part in its success. survival in the current economic climate. “The recession is hitting every business hard, but thankfully we’ve coped okay so far. What we have found is that people are more conscious about what they’re spending their money on, and you won’t get any business if you don’t give them value-for-money. Rising fuel costs have hit us badly, and we’re having to run a tight ship as a result. But we’re getting by alright.” Sam continues: “We’re not operating any service runs at the moment and that is something we’d like to do in the future. We would love to

be able to give customers an alternative to Ulster Bus, who have a monopoly on it. It’s very difficult for a private operator to get a licence for service runs, but that won’t stopping us from trying.”

Championing Ireland’s ‘Architects of Transport’ The Irish International Freight Association (IIFA) is celebrating its 50th anniversary this year. To coincide with this landmark date, Irish Trucker met up with CEO Colm Walsh to take a closer look at this stellar representative body, which provides a vital service to Ireland’s freight forwarders.

T

he Irish International Freight Association (IIFA) is the sole representative body and official voice of freight forwarding in Ireland. Established in 1962, it has over one hundred (trading and affiliated) members who between them employ more than 3,000 people, handling some 90% of Ireland's €148 billion international merchandise trade. To understand the role of the IIFA, it is first of all important to realise exactly what a freight forwarder is: according to the Association, freight forwarding – separate from haulage - is the business of deciding the best modes and methods for moving specific goods according to a specific requirement, on a worldwide scale. The freight forwarder has often been described as a travel agent for cargo; however, they are more widely known as ‘architects of transport’. The freight forwarder acts as professional intermediary between the client and the transportation services utilised, and boasts the specialist knowledge and expertise needed for the consolidation, storage, handling, packing, and distribution of physical merchandise. He / she will also service the client's ancillary requirements, including customs clearance (for imports and exports), duty payment, and documentary credit arrangements. Through its membership of the Customs Consultative Committee (CCC) and Trade Facilitation Ireland (TFI), the IIFA participates in discussions on local issues affecting international trade, while representation at international level is conducted through membership of FIATA - International Federation of Freight Forwarders' Associations. have a Code of Conduct, to which all our members must adhere. At the moment, we have around 90% of freight forwarders in Ireland on board and this figure has remained consistent, even during the recession.” What are the challenges facing the Irish International Freight Association? “In recent years, one of the big challenges has arisen where manufacturing companies have moved abroad, which means the cake has got smaller and the number of shipments being exported is down. But, having said that, freight forwarding is as much concerned with imports as it is with exports. As a result of the drop in shipments, many of our members have decided to focus on other areas, such as warehousing and other logistics services. “Freight is now much more of a commodity than it used to be and margins have been getting tighter and tighter over the past ten - fifteen years. Factors like shipping rates and fuel prices will affect the whole area of supply chain management, and these are changing constantly. Shipping rates are falling dramatically – you can now bring in a 20-foot container from the Far East for the same price as a first class airplane ticket. “Also, with ongoing changes in technology, freight forwarding is evolving rapidly all the time and SME’s have much better access to technology than ever before.” Indeed, as the IIFA website points out, freight forwarding in recent years has undergone a massive transformation in

Road safety a top priority for Laois County Council Laois County Council is committed to improving road safety as Senior Engineer for Roads and Environment John O’Donoghue explains.

L

ike every other local authority, Laois County Council is feeling the effects of reduced funding and staff levels caused by the recession. In spite of this, the Council remains committed to providing the best service it possibly can and to improving road safety by, among other things, carrying out low cost safety improvement works. Overseeing some of the busiest routes in the country, Laois County Council staff work hard to ensure their roads are maintained and repaired at all times. Allocations are provided for schemes on non-national roads by the Department of the Environment, Heritage and Local Government, while the National Roads Authority (NRA) provides funding for similar schemes on national roads. Works carried out to date include the provision of signs, lines and turning lanes at junctions on main roads, the provision of chevrons signs and road edge

delineation along entire routes, and the improvement of sightlines and junction layouts at substandard locations. In certain circumstances, low cost safety improvement measures may not be suitable, and more comprehensive improvement works are required. In these cases, specific allocations must be made available. Traffic calming schemes form another part of the overall approach to improve road safety in the county. Traffic calming measures have been used in many locations throughout the county, including Ballinakill, Portlaoise and Mountrath. “Road safety is one of our main priorities,” says Laois County Council Senior Engineer for Roads and Environment John O’Donoghue. “But it’s proving to be a big challenge in the current economic climate. with our spending. How we spend our budget is the big issue at the moment. Our budget for 2012 is €13.2 million, which is down 10 per cent on last year. To compound matters, staff who are retiring aren’t being replaced. It’s a tough time, but we are determined not to allow our standards slip.” The road section of Laois County Council employs about 100 staff, 30 of whom are administrative. A native of West Cork but now living in Mullingar, John O’Donoghue has a wide remit that includes traffic and parking, road works, road safety, community schemes, proposal for new routes under roads section, environmental awareness, community initiatives, public amenity parks, environmental protection, street care and cleaning, waste management and litter management under environment. The county is divided into three operational areas for the purposes of maintaining and improving its road network. The Central Area comprises the towns of Portlaoise and Mountmellick and environs, the Eastern Area comprise the towns of Stradbally, Graiguecullen and Portarlington and environs, while the Western Area comprises the towns of Abbeyleix, Durrow, Mountrath, Rathdowney, Borris-in-Ossory and environs. Laois County Council’s road maintenance staff experienced a quiet winter compared to previous years when frost, snow and ice made driving conditions extremely dangerous. Between the months of October and April, ground and air temperatures are monitored by Council staff and, when appropriate, salting and gritting crews are called out. The winter salting programme results in safer roads with an average annual IRISH TRUCKER & LIGHT COMMERCIALS

spreading of over 2,100 tonnes of salt on national and regional roads in Laois. The Council’s winter maintenance policy for roads is to endeavour within the limited resources available to maintain traffic routes in a passable condition in the interest of maintaining road communication. However, the primary responsibility for road safety remains at all times with drivers of vehicles and while the Council endeavors to maintain the

main routes in a passable condition, each driver must exercise sufficient caution to take account of the prevailing road conditions. “Our winter gritting season starts in October and runs to April. By Christmas 2011, we had only 22 callouts compared to over 50 at the same stage in 2010. We ended up with over 100 callouts last year which put a huge strain on our grit supplies. We had no such problems this year thanks to the mild winter.”

A staff of 30 is employed in Laois County Council’s environmental section. The Council operates a landfill site and recycling centre at Kyletalesha, on the Portlaoise to Mountmellick Road, which has had an Environmental Protection Agency Waste Licence since May 2000. The landfill, which is the only one in Laois, accepts non-hazardous municipal, commercial and industrial waste from households throughout the county at a rate of up to a maximum of 47,100 tonnes per year. Kyletalesha’s state-of-the-art recycling centre accepts a wide variety of materials for recycling, including: aluminium cans, beverage cartons, car batteries, cardboard, clothes/textiles, engine oil, fluorescent tubes and light bulbs, gas cylinders glass, household batteries, household hazardous waste, metal paper sheet glass, newspapers and magazines, plastic containers, steel food cans and waste electronic and electrical goods. Laois County Council conducts many anti-litter campaigns and educational programmes. The purpose of these campaigns are to make Laois a cleaner and better place to live in and to highlight the fact that a litter offence is subject to an on-the-spot fine of €150 which may increase if a litter offence goes to Court. As the owner of a certified and fully approved recovery service, Andrew is frustrated at the lack of regulation in the sector. “We would have a serious gripe with fellas who use substandard equipment to recover broken-down vehicles and who are still get paid the same money as us. Of course, there is nothing to stop them from attending to a breakdown because you don’t need a permit for this line of work. There’s very little regulation. “When we started out in this business, we decided to do things properly and our customers recognise that. ounded 24 years ago by Tommy Leahy, West Auto Electrics Ltd has established itself as the number one VTN vehicle test centre in West Limerick. Based in Gortboy, Newcastle West, the garage was previously a DOE test centre before joining the VTN network six years ago. West Auto Electrics has been testing vehicles for the past 20 years and has built up a large customer base in that time, primarily in the haulage, construction and agricultural sectors. “We’ve been in this business since 1992 and have got great

support from owners of vans, buses and trucks in West Limerick, North Cork and North Kerry,” Tommy explains. “We’ve invested heavily in providing the best possible facilities for our customers, whose business we value and appreciate very much. When the changeover from DOE to VTN happened, we extended our premises and introduced a host of new testing facilities. We have two light testing bays and one heavy. They regularly attend courses to keep up to speed with the latest developments and changes in vehicle testing.” The rates for each vehicle category have been set by the Road Safety Authority and not by the testing centres, which don’t charge anything extra. Customers are advised to book early to avoid disappointment. Tommy elaborates: “Our objective is to cater for everyone as quickly as possible. We don’t want to keep them waiting.” The VTN (Vehicle Tests Network) is a network of test centres appointed in each county by the relevant local authority and is regulated by the Road Safety Authority. It is mandatory for commercial vehicles to be tested yearly. There are two classifications of vehicles – LGVs and HGVs. The purpose of the network is to provide a strong and vibrant network of test centres, which are required to operate to the highest international standards. Each VTN centre uses the VTM (Vehicle Test Manager) software application which has been developed to satisfy the requirements set out by the Department of Transport for vehicle roadworthiness testing of both light and heavy commercial vehicles. The application was approved on January 23 2004 after a thorough testing process. VTM is user friendly and designed to easily incorporate future enhancements and future State requirements and regulations. Because VTM was developed in conjunction with authorised test centres, testers and

mechanics, the application not only satisfies the testers’ requirements, it supersedes them.
