Stay strong

This a time of uncertainty and fear as we deal with the worldwide COVID-19 pandemic. We understand. Our hearts especially go out to those who are personally dealing with the virus itself. We equally pray for the many businesses—big and small—that are suffering and that have had to shut down. When we first started Fountain Valley Living Magazine 12 years ago, we did so specifically to help keep Fountain Valley a vibrant community with a strong economy. Our goal has always been to keep residents informed and entertained by offering hyper-local advertising opportunities in a free monthly publication that is mailed to every physical address in the city. We have celebrated the city’s efforts to keep our neighborhoods strong and safe and presented timely news about all of the events the city presents to its residents each month: Summerfest, the annual Tree Lighting, Concerts in the Park, Movies in the Park, the Easter Egg Hunt, the Great FV Campout, the 5K Fun Run and more. We applaud the city for its efforts to help everyone cope with the pandemic by offering innovative and safe alternatives that provide fun and comfort, through numerous virtual events, the Drive-

Meet FV’s new senior center manager A chat with new Community Services Manager Yvette Aguilar Photo by LYNN SEEDEN / Seeden Photography

Fountain Valley Living Magazine

eet Fountain Valley’s new community services manager, Yvette Aguilar. Most recently the city of Costa Mesa’s recreation manager, Yvette comes to Fountain Valley and replaces Nora Webb, who retired after a long and successful 15-plus years with the city. We sat down with Yvette and talked to her about her new position. Tell us a little about your professional background and how it has led you to Fountain Valley. My career in parks and community services began with the city of Covina in 2006, when I was initially hired as a part-time staff youth sports coach. I was able to promote within the city where I had the opportunity to work an array of traditional recreational programs and services. I attribute my fundamental knowledge of the field to the work I did while in Covina. In 2015, I was fortunate to serve as program administrator for the city of Costa Mesa, where I was hired to shift the operations of the Senior Center from nonprofit to city-operated. After two years, I was able to transition and oversee the community centers in the downtown campus of the city, which included the aquatics center and the development of a new park space. In 2017, I was promoted to recreation manager, and subsequently became the acting Parks and Community Services Director in 2019, where I worked with various departments and colleagues to update the arts and culture master plan and open space master plan, and was responsible for oversight of 30 parks, including a dog and skate park, and animal services. In July 2020, I was hired by the city of Fountain Valley, which I consider a unique opportunity because when I was first hired in Costa Mesa, I emulated the culture and programs that Fountain Valley offered to its seniors. I have always had a passion for seniors, and www.FountainValleyMagazine.net

believe that the senior community is critical, especially with Orange County’s aging population growing at a faster rate than the national average. As an individual who grew up with elders that I looked up to, respected, and who helped me establish strong ethics and values, I think the senior community offers a unique perspective due to their experiences and knowledge about the world. How is it going so far—adapting to a new job and a new staff? Fountain Valley has a “hometown” feel and charm that larger cities do not have. I appreciate that and am enjoying the opportunity to meet and engage with the team. I’ve had the opportunity to touch other special projects, such as the establishment of the Art on a Box program, and worked to implement the

Senior Social Services program through a collaborative partnership with Fresh Beginnings Ministries, which was one of my personal goals when I arrived. I am fortunate to have the support of Rob Frizzelle, our director, who allows me the flexibility and opportunity to create and use my experience as a tool in Fountain Valley. To that end, I feel lucky to be working with a team that is small but impactful, and truly has the compassion, empathy, and desire to work to provide quality services and programs to the community. How are you coping with a new job in the midst of a pandemic and what are some of the innovative things you and your staff are doing to reach out to seniors? The pandemic certainly has created

some challenges, such as the limitation of interaction and formal introduction to the community, but it has also allowed our team the opportunity to recreate the way we think and envision traditional recreation programming and services. The meal grab-and-go distribution program is a perfect example of how creative teams can be when confronted with challenges. Another example of this is the new Social Services program for seniors that’s in response to the COVID-19 pandemic. Once the Senior Center closed due to the pandemic, we utilized CARES Act funding to help alleviate some of the challenges specific to seniors and augmented the services and resources to help seniors remain engaged during the stay-at-home order.

The city has introduced a new community pride project called “Art on a Box” and is looking for local artists to participate. The project involves beautifying the utility boxes you see on city streets and is designed to promote local artists, local history, and create a sense of community engagement, civic pride, and heritage, city officials said. The program supports the creation of public art by sponsoring artists to improve the visual aesthetics and invigorate utility boxes by turning city-owned utility cabinets into canvases for art. The program launched Nov. 1 with an official call for artists who may be interested in participating in the program. To be eligible, artists must be 18 years

Groundbreaking ceremony held for affordable housing development City Council members and officials from Irvine-based Related California take part in a ceremonial groundbreaking for Prado, a 50-unit affordable development on Harbor Boulevard near the city’s eastern border. City officials on Nov. 16 held a groundbreaking ceremony for a 50-unit affordable development on Harbor Boulevard near the city’s eastern border. City Council members and other city dignitaries were on hand for the groundbreaking ceremony. Prado, developed by Irvine-based Related California, will be built on a 1.95-acre parking lot. It will be comprised of four residential buildings and one community building. The project will be for extremely low and very low-income families. Eight of the units have been designated as “Permanent Supportive Housing” for veterans who are homeless or at risk of homelessness. “The city of Fountain Valley is a nice place to live for many people, but due to our desirable real estate in our city it is a tough place to live for those that do not have significant resources to purchase 8

a market-priced home,” said City Manager Rob Houston. “This affordable housing opportunity will provide a chance for individuals and families that need a lower rent cost to be able to live and enjoy life in our great community. It should be noted the incomes of approximately $60,000 and $70,000 per family unit could still qualify for these units due to the high cost of housing in our city,” Houston added. Construction on Prado is scheduled to begin in December and is expected to be completed by February 2022. The development will consist of 23 one-bedroom, one-bathroom units that are approximately 485 square feet; 14 two-bedroom, one-bath units that are roughly 770 square feet; and 13 three-bedroom, two-bath unites that are approximately 1,085 square feet.

On-site amenities will include a multipurpose room, tot lot, barbecue and picnic areas, community laundry area and outdoor area for teen fitness and recreation. Rents for one-bedroom units are expected to run between $618 and $1,441 a month; $695 to $1,729 for two-bedroom units; and $773 to $1,998 for three-bedroom units. “This property will be built to a high standard of quality and be maintained at a high level to ensure that it creates a positive improvement to the neighborhood it will be built in,” Houston said. www.FountainValleyMagazine.net

PASSION for PARENTING: Jack and Diana Suber decide to retire after 55 years as foster parents

By CURT SEEDEN Fountain Valley Living Magazine

A

fter 55 years of providing loving homes for Orange County children, Fountain Valley residents and foster care parents Jack and Diana Suber have decided to call it a career. Jack is turning 88 soon and Diana will be turning 80. The Subers have been married for 60 years and together have cared for 202 babies since 1965, including newborns, children with Down syndrome, and special need babies. They said their state foster license expires on Dec. 31, so they made the decision to retire. “I was the eldest of six children and my mom had twins when I was 10,” Diana said. “She always needed help with the kids, so I was the little momma in the family.” That experience led to her passion for Foster parenting. They began their foster care with the Children’s Home Society, caring for newborns for a short time before adoption, Diana noted in a Foster Care Auxiliary newsletter back in 2006. E-mail: fvmagazine@live.com

Jack and Diana Suber have cared for more than 200 children since 1965 as foster parents.

“In those days the stipend we received was $54 a month, which covered everything we needed for babies. It turned out to be $1.57 a day. But that was back in the ‘60s so that was fine.” “After 29 years with CHS, we transferred to the county with our dear friends Sharon and Joe Dooley,” she said in the newsletter article. “When we went to the county, they put us in the medical unit. When you take a child that is damaged you keep them from start to finish. You take them until they go to their forever home—either reunification with parents and family members, or they’re adopted,” she said. The Subers have four grown children of their own, eight grandchildren, and are awaiting their third great-grandchild. Diana said their children’s involvement with the care of 160plus foster children has helped each of them “become wonderful parents.” In 2015, the Orange County Board of Supervisors honored the Subers with a resolution recognizing the couple for: “Contributing to the well-being of

children and families and the support of family reunification by providing a loving home for approximately 200 dependent Orange County children, and by supporting and mentoring biological parents working to reunify and strengthen their relationships with their children.” Further, the resolution lauded the couple for their care and support of medically fragile children and children in need of extended medical care. In 2005, the Subers chose to become ESH, or Emergency Shelter Home parents. “We decided that short-term would suit our lifestyle better because of our age,” Diana said. “Because of our membership with Foster Care Auxiliary of Orange County, we have met and become good friends with many dedicated foster parents who share many of the same joys and challenges we face every day,” Diana noted in the newsletter article. “The Auxiliary has many resources and support for members in addition to fun events for the families throughout the year.”

FV native earns Army honor what they needed to be successful with her. Their parents were not involved, and they demonstrated they knew how to tap into their own innate ability to solve any challenge that came their way. Victoria said she did not find homework a bonding experience between her and her daughters. So, she did something in the ‘80s that no other parents were doing: She refused to help with homework. What she did do is empower them with the language they could use to communicate their unique needs to their teachers and later their professors. They did so from kindergarten through graduate school. It is the same skill set she empowered her third-graders with the past 25 years.

As a parent, Victoria was an active participant in helping to fund programs for students at Cox, Masuda, and Fountain Valley High. She is remembered by the community as the Pancake Lady who ran pancakes breakfasts to help fund science and athletic programs when funding was cut. She also taught the Meet the Masters program at Cox Elementary when the funding was cut for fine arts. Victoria is also being profiled for the third time by Marquis Publications’ “Who’s Who in America“ biographical series for her contributions to education. FVPD receives trafficsafety grant

ADVERTISEMENTS

The Fountain Valley Police Department has received a $53,000 grant from the state Office of Traffic Safety, which will assist the department’s efforts to assure traffic safety in the city. “These are trying times, and now more than ever, it is important that we are at the forefront of traffic safety,” Police Chief Matt Sheppard said. “This funding allows us to educate and enhance the safety of all residents.” The grant will fund several traffic safety programs, including: ■ Patrols with emphasis on alcoholand drug-impaired driving prevention. ■ Patrols with emphasis on awareness and education of California’s hands-free cell phone law. ■ Patrols with emphasis on education of traffic rights for bicyclists and pedestrians. ■ Patrols with emphasis on awareness and education of primary causes of crashes: excess speed, failure to yield, failure to stop at stop signs/ signals, improper turning/lane changes. ■ Community education presentations on traffic safety issues such as distracted driving, DUI, speed, bicycle and pedestrian safety. ■ Collaborative efforts with neighboring agencies on traffic safety. ■ Officer training and/or recertification: Standard Field Sobriety Test, Advanced Roadside Impaired Driving Enforcement, and Drug Recognition Expert. “Through education and behavior changes, we hope to create an environment that is safe and equitable for all road users in our community,” Chief Sheppard said. Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

A sophisticated treatment that gets you back to the simple things. We’re here with an incisionless Essential Tremor (ET) treatment. Now you can get back to the simple things, whether it’s writing a letter, cooking, or combing your hair, all with a minimally invasive procedure. Introducing the new MR-guided Focused Ultrasound treatment. Offered through Orange Coast Medical Center — one of only two centers in Southern California to offer this procedure — to treat ET and Tremor-Dominant Parkinson’s disease in the dominant hand. Incisionless. Fast recovery time. And shown in clinical studies to provide immediate tremor improvement. Now you can get back to enjoying life’s every moment — with one treatment. Pure and simple.

Find out if treatment is right for you. (800) 758-5817 | memorialcare.org/OCTremorTreatment 24 DECEMBER 2020 Fountain Valley Living Magazine
