Annual 5K Fun Run will start off the new year

Want to kick off the new year on a healthy and helpful note? The Fountain Valley Community Foundation will hold its annual 5K Fun Run on Saturday, Feb. 1 at the Fountain Valley Sports Park. Once again, Nathan Sports is the name sponsor for the fun run, which will feature both a 1-mile kids run and a competitive 5K with a course that will take runners through the Sports Park and through Mile Square Regional Park. The popular run attracts local residents, families, community groups, police officers, firefighters and even costumed dogs. Cost to compete is $15 for ages 6-12 and $25 for ages 13-99. Children under 6 are free. As in years past, more than 85 percent of the proceeds raised at this event will be donated back to local nonprofit organizations. hen he’s not making sure Fountain Valley is safe, Police Chief Kevin Childe will tell you he spends a lot of time attending youth soccer games, soccer camps, soccer tournaments, soccer fundraisers and soccer team parties. Childe, 55, said he is retiring to spend more time with his family. Childe grew up in Fountain Valley, but he lives in South County where he and his wife Gretchen are raising their sons, Jeremy and Owen. “We will greatly miss Chief Childe and his unrelenting enthusiasm to make our police department and our community a better place to work and live, but know his family will enjoy seeing a lot more of him,” City Manager Rob Houston said. The city’s new police chief, Matt Sheppard added: “I am honored to have served alongside Chief Childe for the last two decades. Chief Childe was dedicated to the people and drove the

organization from good to great. His legacy is the people and commitment to always focusing on the fundamentals. The Fountain Valley Police Department thanks Chief Childe for his 30 years of selfless leadership.” Childe’s path to the top spot in the FVPD began when he was 17 years old. After graduating from Los Amigos High School, he joined the Marines. He served for six years, and for part of that time was stationed at the U.S. Embassy in Moscow. After he completed his service, he also worked security jobs in the Middle East. He then returned to Orange County and attended Golden West College. He was hired by Fountain Valley Police Department while attending the www.FountainValleyMagazine.net

Golden West College Police Academy and started his career as a police officer in 1990. Among his assignments in Fountain Valley, Childe has worked patrol, K-9 and SWAT. He was promoted to the rank of sergeant in 1999 and worked as a patrol field supervisor, detective supervisor and oversaw the department’s Field Training Program. Upon promotion to lieutenant in 2002 he returned to the patrol division and worked as a watch commander. In 2004, he was promoted to captain and assumed command of the patrol division and was responsible for frontline police services. He was named chief in June 2017, replacing Dan Llorens, who retired and then accepted a position with the Los Angeles World Airports as assistant

police chief. Childe is actively involved in the California Police Officers Association, which provides leadership training to police officers throughout the state. He has been an adjunct instructor at Golden West College for more than a decade and has taught, trained, or mentored police officers throughout Orange and Los Angeles counties. He is also passionate about and has managed the Returning Combat Veterans Scholarship Program, which provides scholarships for veterans entering the police profession. Well known around town for sitting down with residents, city officials and his own police officers over a cup of coffee at the Starbucks near Costco, Childe noted, “It’s time to have coffee with my wife.”

Be prepared: Free sandbags available

Sandbags are available at two locations in the city. Sandbag stations are at the City Yard, 17300 Mt. Hermann St., and at the Fountain Valley Sports Park, 16400 Brookhurst St. The Sports Park station is located behind the tennis courts next to David L. Baker Golf Course. Sand and sandbags are available at the sites. Residents should bring a shovel. Filling sandbags is a two-person job. One should hold the bag open while the other fills the bag. It is recommended that bags be filled half way. Residents are asked to take only what they need and be respectful of their neighbors. More info: fountainvalley.org

Pageant scenes: The 2019 Miss Fountain Valley Scholarship Pageant featured eight contestants who competed in the categories of eveningwear, fitness, talent and on-stage questions. New to this year's pageant was the Princess program, which included some of the cutest little girls in Fountain Valley. Each young princess received a sash and tiara, and participated in several events this fall.

ountain Valley Police Capt. Matt Sheppard has been named the city’s new chief of police, replacing Chief Kevin Childe who announced his retirement in December. “Thanks to Chief Childe and our FVPD team, our Police Department is in a really good place, morale is good, we have a lot of energy in their building, and they are doing good work,” said City Manager Rob Houston in a press release. “Keeping this momentum is important, and would be best achieved by doing an internal promotion to keep the culture and knowledge consistent.” 6

Sheppard is a senior captain who has been with the FVPD for almost 20 years. “In speaking to Chief Childe he strongly MATT SHEPPARD Police Chief, City of Fountain Valley recommended Matt as a great leader and team player that would make a great chief,” Houston said. Sheppard grew up in Fountain Valley. After graduating Fountain Valley High School, he was a self-employed contractor for 12 years. In 2000, after graduating from the police academy, he was hired by the Fountain Valley Police Department. He has worked a variety

of assignments, including patrol, field training officer, motorcycle officer and a crisis negotiator on West County SWAT. In 2003, Sheppard was promoted to senior officer, and in 2007 he was promoted to sergeant and worked as a supervisor in patrol, personnel/training and the detective bureau. He also oversaw the FVPD’s field training and chaplain programs. In 2012, he was promoted to lieutenant and returned to the patrol division as the watch commander. He later transferred to support services and oversaw the detective bureau. In 2017, he was promoted to captain and served as the patrol division commander responsible for frontline police services. Houston said he spoke to all city department heads and “they unanimously felt Matt would do a great job and they all have had great interactions with Matt over the years.” Sheppard was the recipient of the Medal of Merit in 2003 and the Medal for Lifesaving in 2010. He has a bachelor’s degree in criminal justice and is a course coordinator for the Golden West College Regional Criminal Justice Training Center Leadership Development Program. He also serves on the Board of Directors for the California Police Officers’ Association. Sheppard has been married for 28 years and has three children. When not busy spending time with his family, he enjoys paddle boarding. “As the new chief of police, I am humbled from the support of the community, my family, and the people who work and volunteer for our great organization,” Sheppard said. “I am especially grateful to the city manager and City Council who have given me the highest honor of leading our incredible police department.” Sheppard added: “I look forward to the future that lies ahead where we focus on building trust and providing the highest level of service for the community. “ His first day as chief was Dec. 28. www.FountainValleyMagazine.net

Retiring Public Works Director Mark Lewis has left his mark on the city

The developer of the neighborhood named several streets after city officials, including Lewis, city Water Superintendent John Hampton (Hampton Court), Public Works Director Wayne Osborn (Osborn Court), and former Assistant City Manager Don Heinbuch (Bird Court)—Heinbuch’s nickname was Bird.

ark Lewis has been a fixture at City Hall for the past 34 years. From the moment you wake up, your life is touched by the city’s Public Works Department under Lewis’ leadership. You go to the bathroom, brush your teeth, take a shower, make coffee and breakfast, walk the dog, get in your car, drive down your street, wait at a signal, admire the landscape medians and pay attention to that speed limit sign. “Public works touched your life more than a dozen times just as your day began,” Lewis said. Lewis, 56, officially retired in December, and on Dec. 17, the City Council and leaders of a half dozen municipal agencies recognized him with proclamations and words of thanks and high praise. “Fountain Valley is a whole-service city, it’s family oriented and I enjoyed working with the community,” Lewis 10

said.” It’s rewarding to see the things I was part of implementing and how it affects people’s lives for the better.” Lewis’ accomplishments: Where do you start? There’s the $20 million Sports Park expansion, the creation of the Newhope Extension, well-funded-for and developed utilities, including water wells, the city’s sewer system network, storm water pump station rehabilitation and an annual playground upgrade program (kids in the city really appreciate that one). And then there’s the current I-405 Improvement Project. Lewis negotiated with the Orange County Transportation Authority for funding for pavement restoration of city streets, land acquisitions, wider bridges with sidewalks, bike lanes and lighting, and traffic signal improvements. Lewis comes from a family of engineers. His dad, Ray Lewis ,worked for the Orange County Sanitation District in the ‘60s and ‘70s, and his grandfather, William Krelle, teamed with his

dad to form Krelle & Lewis consulting engineers. Lewis recalled that his father and grandfather tried to recruit Wayne Osborn who worked for the county Flood Control District, but Osborn instead was hired as Fountain Valley’s public works director. When Ray Lewis returned to the Orange County Sanitation District as chief engineer, he worked closely with Osborn. When Lewis was a senior at Long Beach State University, he had an interview with Osborn, which led to an internship and a 34-year public works career. Just this year, the American Public Works Association named Lewis the top 2019 leader in the public sector. Lewis and his wife, Melanie, have a son Brandon, 25, and daughter, Alexandra, 21. What’s next? “Enjoying family and friends and travel—but I’ll still stay connected to the public works profession,” Lewis said. “Fountain Valley will always be a part of me,” Lewis added. “Blood, sweat, tears, struggle, laughter, fun, the triumph— I poured my heart into it.” www.FountainValleyMagazine.net

Maaikee Pronda was crowned Miss Fountain Valley 2020 Dec. 1 at the Miss Fountain Valley Scholarship Competition. Pronda, a 23-year-old University of California, Irvine biomedical engineering graduate, performed “Journey to the Past” from the animated movie, “Anastasia.” Her platform was: “Plant the Seed: Empowering Young Women Through STEM.” Nine young women competed for the title and $10,000 in scholarship money. This year’s competition was held for the first time at the Golden West College Mainstage Theater. Pronda was sponsored by the Huntington Beach Auto Dealers Association. Helen Reynolds, a student at Irvine Valley College, was first runner-up. Her platform was “Early Awareness of Childhood Hearing Loss.” She was sponsored by the Fountain Valley Community Foundation. She won a $1,500 scholarship. Second runner-up was Bianca Singer, a graduate of AMDA College and Conservatory of the Performing Arts. She was sponsored by Hyundai Motor America. Her platform was “Arts Education,” and she won a $1,000 scholarship. Sarah Peters was third runner-up. Peters, a student at California Baptist

University, was sponsored by the Kelly Osborn Memorial Foundation. Her platform was “Project Sweet Peas – Providing Support for NICU Families.” She received a $500 scholarship. Emily Dien received the Spirit of Fountain Valley Award, and received a 1-year membership to Los Caballeros Sports Village valued at $2,000. Kayla Borack received the $400 Community Service Award from the Fountain Valley Woman’s Club, and Helen Reynolds won the $400 Platform Scholarship presented by Fountain Bowl. Maaikee Pronda won the $250 Sue Taylor-Anderko Miss Congeniality Scholarship The young women were scored in four areas: evening gown with social impact statement, talent, on-stage question and personal interview. Pronda will now compete in the 2020 Miss California Pageant in Fresno. With the crown and title, she won $5,000 and received a $2,000 diamond pendant designed by David Truong of Mimi’s Jewelry. Keeli Scott Lisack, past president of the Miss Fountain Valley Scholarship competition and Miss Fountain Valley 1977, and Dr. Aimee Le, Miss Fountain Valley 2013, co-hosted the event. Local Cub Scouts to earn Arrow of Light awards Five Fountain Valley Cub Scouts in Pack 567 will earn the Arrow of Light rank this February. The Arrow of Light is the highest rank a Cub Scout can earn. The ceremony will take place at 1:30 p.m. on Feb. 8, 2020 at The Fount Church. Logan Westrup, Preston Lampano, Aaron Rooke, Jesus Rodriguez and Benjamin Clark are looking forward to celebrating their hard work and dedication. The ceremony and the Blue and Gold banquet is how Cub Scout packs, such as Pack 567, celebrate the anniversary of scouting every February.

In addition to earning the Arrow of Light rank, the scouts will be bridging, or crossing over, into local Boy Scout troops in Fountain Valley. The fifth-grade scouts, also known as The NOVA Patrol, have spent the last 1 ½ years completing basic requirements for their ranks as well as earning various special awards. City seeks input on how to use housing funds

The city is expecting to receive approximately $1.6 million in federal funds from the U.S. Department of Housing and Urban Development (HUD) over the next five years to address housing and community needs in the city. The Community Development Block Grant funds are used for community development, public services and housing projects that meet HUD guidelines The city is seeking input from residents regarding how the federal funds should be allocated. Residents are invited to fill out a survey on the city’s website. Completed surveys must be submitted to City Hall no later than Thursday, Jan. 30. Considering a pool demolition? Don’t dive right in.

t wasn’t a sudden decision. We’d spoken the thought outloud in passing over the last couple of years, but 2019 was the year when thought collided with funds and action simultaneously. As the years folded from one into the other my husband and I have used our pool less and less frequently. Maintaining service and heating it from May through September was costing just over $300 a month. Next SUSAN SAURASTRI year a re-plaster would cost approximately $10,000. In September, I broached the subject of getting rid of the pool and re-creating an outdoor living space that we can enjoy for years to come. The concept became more than just an idea when I solicited estimates from four pool demo contractors, two of whom also do landscape design and construction. As with many remodeling ideas, what started as a simple project soon mushroomed from a pool demolition to the creation of five distinct living spaces. We both work long hours and have a great circle of friends. When we’re not working we love to entertain. Anticipating at least a week of daily jackhammers while the workers demolished the pool and the surrounding cement, I delivered notes to our neighbors asking for their indulgence. No one showed up to complain. It’s likely our project was a snooze compared to the 22

bridge closures and ongoing construction around town. Our back yard is 68 feet in length and 25 feet wide. After just six weeks, a multitude of vehicles, including a crane, and four permit inspections later, we have a barbecue island, a dining area with two built-in benches, four pilasters with flower and fire bowls, curved walkways with artificial turf, a U-shaped sectional with fire pit, a serenity garden with a foot bridge, and a fountain. Just outside the master bedroom is a spa. At dusk, remote-controlled, low-voltage lighting casts a golden glow on the landscaping from the benches and the stanchions. Twenty-four feet of pressure-treated wood planks adorned with cooper sconces is the focal point of the rear wall. A drip irrigation system on timers feeds the garden, saves water and keeps the yard low maintenance. The reality of our new outdoor living space has exceeded our expectations.

The hard-working crew of six to eight men arrived at 8 a.m. sharp and most days knocked off by 3 or 4 p.m. The general contractor, Rob Perry of In-line Construction, made promises I wasn’t sure he could keep. He did. His designer created a plan that we tweaked a few times before finalizing. He was professional and pleasant from start to finish. Senior Strum and Sing gets into holiday spirit The Senior Strum and Sing group invites local seniors to join them every Wednesday at the Center at Founders Village Senior & Community Center. The group features instrumentalists who play the harmonica, flute, accordion, ukulele, fiddle and guitar. Members of the group sing and play a variety of songs, including folk, country, pop, traditional and spiritual. Senior Strum & Sing meets 1:30-2:30 p.m. in Hall A at the senior center. You

The Year of the Volunteer This is a year to get involved with your city by volunteering.

I

t is an honor to lead our City Council as mayor in 2020. The city is in a good position. However, there are many external challenges—like the state's housing requirements —that we will continue to work hard to overcome and do our best to protect city resources. GET INVOLVED As mayor, I will encourage our community to participate and be involved. Volunteerism is what makes a community great. Fountain Valley has the right people who can bring their talents to help in so many community areas. Come out and make an impact locally. We have civic clubs like Rotary, Kiwanis and the Fountain Valley Woman’s Club. Local impactful volunteer opportunities also can be found with the Fountain Valley Community Foundation, Fountain Valley Chamber of Commerce, Fountain Valley Historical Society, Center at Founders Village, Fountain Valley Recreation Center, Police Department Retired Senior Volunteer Program, Fire Inspection Reserve Seniors Taskforce, 26

NEWS YOU CAN USE Turf removal rebates increased to $3 per square foot

The Municipal Water District of Orange County recently announced that the rebate amount for turf removal has increased from $2 to $3 per square foot, effective Oct. 1, 2019. Fountain Valley homeowners and businesses interested in taking advantage of the rebate should visit mwdoc.com/save-water/ water-use-efficiency for complete details. To be eligible for the turf removal rebate program, applicants must not remove their existing grass or turf until they have a pre-inspection and receive a “Letter to Proceed” from the water district. Projects that are started prior to this are not eligible. Homeowners who are interested in replacing their existing grass or turf with drought-tolerant landscaping can also sign up for free landscape design assistance in conjunction with the turf removal rebate program. Participants in the program receive an onsite landscape design consultation and a landscape design, including recommended plants, an irrigation plan and a materials list, from a qualified professional—all at no cost. Participation is limited. Interested homeowners must submit two applications, one for the turf removal program and one for the landscape design assistance program.

Steve Nagel earns Congressional Record recognition

City Councilman Steve Nagel has been recognized by the U.S. House of Representatives for his contributions to Fountain Valley. U.S. Rep. Harley Rouda recognized Nagel during the first session of the 116th Congress on Oct. 28. Nagel received the Congressional Record from Eric Nong, Rouda’s field representative, at the Dec. 3 City Council meeting. Rouda’s remarks read: “Madam Speaker, I rise today to honor and recognize Steve Nagel and

dedication to community outreach and engagement. “For 40 years, Mayor Nagel’s commitment to volunteerism and inclusion has helped bring the community of Fountain Valley together, helping the city live up to its motto of being ‘A Nice Place to Live.’ His strong work ethic and demonstratable leadership should serve as an inspiration to us all. “I ask that all members join in recognizing the work and contributions of Steve Nagel.” "I am humbled to receive the Congressional Record Report from Rep. Look at 2020 with a new vision By STEVE SCHULTZ For Fountain Valley Living Magazine

T

hey say hindsight is 20/20, but foresight can be 20/20, too. And in the year 2020, there is a way for you to lead with 20/20 vision. As my great teacher, Dr. Wayne Dyer, always used to say, “When you change the way you look at things the things you look at change.” So, let’s go to the STEVE SCHULTZ, Columnist eye doctor together and examine how you can upgrade to new vision in this new year. To become something new you must do something new. Let’s envision you are in the chair at the eye doctor’s office and the doctor is flipping through all those different lenses to see which version is clearer. Which lenses will you choose: A-fear or B-love, C-greed or D-generosity, E-forgiveness or F-revenge, G-violence or H-peace, I-political party or J-America? Now the doctor uses the different numbers to really hone in on your correct prescription. How will you choose: 1. kindness or 2. meanness, 3. truth or 4. lies, 5. anger or 6. patience, 7. grudge or 8. grace, 9. money or 10. morals and manners? Then the doctor has you move your eye up to the machine that shoots the puff of air into your eyeball to test your resistance—just like all throughout 2020 puffs of temptation and irritation will be shot your way to see how you respond. Will you respond to cruelty in kind or with kindness? Will you cower to temptation or resist and be disciplined? 32

Being disciplined is the practice of resisting instant gratification for lasting joy. (As someone who loves sugar, the resistance puff test is the hardest for me). I’ve been going through a long bout of insomnia lately, and one evening a few weeks ago, I was finally able to fall asleep early. But shortly after, two of my roommates came home after visiting the bar and they were incredibly loud. They started banging on my bedroom door, screaming my name, asking me to come downstairs and play. I ignored them and could feel the anger swelling up inside of me. My frustration quickly dissipated once I remembered I was looking at this situation wrong and needed to upgrade to 20/20 vision by shifting my focus from what was happening to me to what could happen in me. All our actions stem from fear, anger or love. At first I was seeing this situation from the lens of fear (will I ever be able to fall asleep now?) and anger (how dare they do this to me?), but then I started thinking about how much fun they were

having and the power I have not to ruin their fun by going into a rage, but instead, being the sage. I started quietly praying, “Thank you God for this wonderful opportunity to practice patience, empathy and grace.” As soon as I chose to see the situation with a loving lens instead of a fearful or angry one, I literally felt a physical change in my body. I felt calm and at peace, was able to smile at my roommates’ thoughtfulness in wishing to include me in their fun and before I knew it I was fast asleep. When you have 20/20 love vision you can read the tiny letters on the very bottom of the doctor’s word chart. Here are the letters you need to be able to read every day: luv>e. Can you see them? Those letters stand for Love is Greater Than Everything (LUV>E).

Community celebrates with annual holiday events

Snow arrived at the Recreation Center for the annual Tree Lighting event on Dec. 7. Thanks to Hyundai, kids and their grownups were sledding down the snow-covered hill at the event, which also featured the lighting of the Christmas tree, food, game booths and a spectactular fireworks show. One weekend later, the 36th annual Christmas in the Gazebo was held at Heritage Park, where nearly 800 people enjoyed hearing local music groups, shopping with local vendors and visiting with Santa and Mrs. Claus. (Thank you, FV Fire Department, for Santa's grand entrance at Christmas in the Gazebo! –ed.) 34
