The Summer School Ticino 2018 will take place in the Blenio Valley – the valley of the sun – a place that has a great architectural and naturalistic charm, but that in recent times has difficulties related to depopulation, like in several other mountain regions. More and more people prefer to move to the centers and so, one by one, the workshops, stores, offices and villas close their doors.
With the 2018 Summer School we would like to find new forms of housing, commerce and use for abandoned spaces. The La Fabbrica del Cioccolato foundation, which is based in the historic Cima Norma company in Dangio, has decided to bring a new spirit to the valley through art and culture. With temporary residencies for artists, creative installations and much more, it is revitalizing a small village. The intention, however, is to gather ideas, which can help revive the whole valley step by step.
The cultural „district“ to which you will work, intends to involve the five villages of Blenio: Aquila, Torre, Campo Blenio and Ghirone. It is focused on traditional culture and activities, but also on innovation, starting from the chocolate factory, as an attractor and stimulator. The fundamental necessity is that any new idea is harmonious with the place, the infrastructures, the mobility and the resident population. The intervention must be modular, expandable and integrable in the different areas of the valley, almost in a form of „widespread cooperative“.

Welcome to the 3rd Summer School organized by the Istituto Internazionale di Architettura in Lugano, the Lucerne University of Applied Sciences and Arts and the Chinese Culture University in Taipei. This year‘s tutors are Ludovica Molo and Philippe Grossenbacher.

The Summer School Ticino 2018 will take place in the Blenio Valley - the valley of the sun - a place that has great architectural fabric and naturalistic charm, but that in recent times has had difficulties related to depopulation, a common problem many mountain regions are struggeling with. More and more people prefer to move to the urban areas and so, one by one, the workshops, stores, offices and villas are forced to close their doors. The La Fabbrica del Cioccolato foundation, which is based in the historic Cima Norma company building in Torre, wants to bring a new life to the valley through art and culture. With temporary residencies for artists, creative installations and much more, it started to revitalize the small village of Torre. Within the frame of less than ten days, we would like to find concepts composed of realistic, fresh and unexpected ideas which can help to revive the whole valley step by step. A broad and deep analysis will be important to guarantee a strong basis to develop realistic ideas. We will watch out for new forms of housing, commerce and use of abandoned spaces. The intention, however, is to gather creative ideas, which can bring a sustainable development to the valley. The program aims to investigate the real, to understand and integrate the many facets and realities of regional development planning in a comprehensive coherent approach. It is an opportunity for everyone involved, the students and the experts, to get confronted with a real setting and to make a contribution to the development of an entire alpine valley affected by depopulation. 5

PROGRAM OVERVIEW
Based on inputs held on the day of arrival, you will work in seven groups. The groups will be mixed with students from all different disciplines: urban planning, landscape architecture and architecture. Group 7 is a special group because it will be composed out of members of all six other groups. Their responsibilty is to support the work and coordinate the output for making it readable as one entity. 10
There are two mile stones that we would like to achieve: The Midterm review (> Analysis) and the Final review (>Scenarios). Since time is short, try to find a smart workflow as a team that makes you work efficiently. You're free to choose whether you draw by hand or computer. Both are fine for Midterm review and Final review. For the Midterm review, each team will be asked to do a personal analysis of the valley based on all the things that can be found by researching, reading, observing, talking, photographing, sketching, brainstorming, writing, etc. The special group brings special services to the six groups. They are flexible with transportation and support the research by spreading out.
Midterm requirements:
- Plans, graphics and sketches that demonstrate the team‘s reading of the valley and their analysis The feedbacks from the Midterm review should be considered as you work on for the Final review. For the Final review we expect you working on your analysis and trying to formulate a scenario out of it. The Final review will be presented to a panel of experts. Be prepared to ask and answer questions.

PROJECT BRIEF
The Blenio Valley (Valle di Blenio) is the focus of our Summer School. The valley is located between two major North-South connection through the alps, the Gotthard connection to the west and the San Bernardino connection to the east. Without big transport infrastructure and big industrial companies the Blenio Valley feels almost idyllic. Not only the history of production of chocolate makes the valley an interesting place. 14
The La Fabbrica del Cioccolato foundation is asking us to study a new living concept for the Blenio Valley. They are suggesting to have a closer look at the former Factory in relation to five selected villas from the larger neighborhood. Those given buildings have a historical connection with each other. Therefore it will be important to understand the history of the valley, how it defines the present situation and how it could have an influence on the future. An analysis of resources and competencies will set the basis for a future scenario. ANALYSIS (OF THE CONTEXT): Each team will be asked to analyze the valley based on a series of criteria. There is no need to quickly find to a proposal. A good analysis needs time and it is important to get to know the valley before we come up with new ideas. Therefore we start with very basic questions such as: - What is the point of thinking about the Blenio Valley? - What and who makes the Blenio Valley unique? - What is the importance of Blenio Valley? Different readings (technical, infrastructural, sensory, atmospheric, economic, and ecological) of the conditions and potentials of the valley will produce different scenarios in the end. At some point in your process you will have to decide on your zoom factor. Both are possible, to look at the valley as a whole or to zoom-in on just one part of the territory. 15
First of all we will be interested in the bigger scale and bigger picture of Blenio Valley. The research therefore should be as broad as possible. A positive and sustainable development can only happen, when there is a greater idea to the context. Here are some principles and questions on how to approach the task: - Nature today is relative, it is almost always influenced by human needs. - Be sensitive to parallel ongoing developments and to development that was happening in the past. - Learn about references, such as the ones at the end of this booklet, they serve as (successful) precendents. - Look for facts and figures (Who are/were the important actors of the valley, personalitites, industries, ...?) In a next step, your analysis should get narrowed down and address precise terms and their relationships like the following ones: - public (communities) vs. privat (villas) - growing vs. shrinking (population) - landscape (nature) vs. economy (culture)

SCENARIO (OR CONCEPT / OR IDEA): Based on the analysis, each team will create a scenario based on viable argumentation for what the scenario will achieve for the Blenio Valley. For the Summer School we are not bound solely to realistic proposals but the goal is to create a wide palette of well thought through, useful, innovative and interesting ideas that lead to a scenario weaving together societal, ecological and economical needs. The task is about making a suggestion for the new living concept. Your scenario will include the following qualities: - Find a vocabulary to articulate how your team reads the task of creating a scenario for a new living concept. - What makes your scenario specific to the location, what is the strong identity, what are the characteristics given by the site and created by the scenario? - How could your scenario change over time (day to night, seasons, years)? - Longterm development (there is no economic pressure for short-term development), make phasing possible - The valley has low or average amenity, mid price at the most. Low start-up costs and low pre-investment is most realistic 17
- What is the potential of public transport, is there possible alternative concepts for motorized private transport - Is there additional infrastructure needed to make the scenario work well? - For whom are you designing/not designing? Maybe Places for meeting and social exchange, mixed use (We don't want think of housing for commuters and don't want to go in to the direction of leisure and mass tourism)

"PROMOTING SUSTAINABLE DEVELOPMENT WITH CREATIVE IDEAS" BY CIPRA The challenging situations that exist today in the Alps such as a population exodus, climate change mitigation, mobility, and the consumption of resources cannot be solved through technological progress alone; instead, they require social change too. In its core theme of ‘Social Innovation’, CIPRA is tackling these challenges from a societal point of view and the potential that lies within society. Personal initiatives, new collaborations, and a backpack full of ideas are needed in order to bring about change in social as well as economic practices. Taking centre stage is the vision of a strong society capable of carrying sustainable development in the Alps by pooling their resources. BLENIO VALLEY Canton Ticino And in dark grey the Blenio Valley
The Blenio Valley has an old history of alp transit. Already in Roman times the valley served as an important transit axis through the alps. This part of history can still be experienced, because all along the valley there is many archeological sites and many monuments from different times. Nowadays the importance of crossing the alps is not so important anymore as the train line and the car highway follows other valleys. Prosperity, poverty and migration are all issues related to the history of alp transit. Migration is a important part of history of the Blenio Valley. People like Carlo Gatti or like Ernesto and Alfonso Cima were born in the Blenio Valley emigrated because of poverty and came back to Blenio Valley as rich people. 22
The Lukmanier Pass leads from the Blenio Valley to Disentis/Sedrun in Graubünden’s Vorderrhein Valley (Lower Rhine Valley); it is nowadays passable all year. The valley, with its roads over the Passo del Sole, Greina and Diesrut Pass, is among the Alpine routes that have been used for centuries. Although it is in a rather barren mountain world, the Blenio Valley has an almost southern character: even wine-growing has a long tradition here. The mountain farmers have turned the wild valley into a scenic jewel. Tasting some of the farmers’ delicious specialties is worth your while. The valley has multifaceted cultural offerings. Among them the Museum of Blenio in Lottigna and the Cà da Rivöi in Olivone (ethnology; sacred art), the Chocolate Museum in Dangio, the mineral and fossil collection in Semione, and the Donetta Archives in Casserio/Corzoneso (Photography). There also are masterpieces of the Romanesque period in Lombardy, which include the church at Negrentino. THE FACTORY Multiple buildings Place: Dangio-Torre The Fabbrica di Cioccolato Cima Norma S.A., alias Chocolat Cima-Norma S.A., located in Dangio-Torre (today part of the Municipality Acquarossa) was a company of industrial chocolate production in the mountainous north of the canton of Ticino in Switzerland. It was founded in 1903 and had to cease operations in 1968. The company Cima Norma S.A. represents the ambitious goal to promote the economic development and modernization of the peripheric Blenio Valley at around 1900. A temporal theatre shall be built on top of the Julier pass. Corippo in the Verzasca valley A small village with all its houses has been transformed into one hotel.
The restaurant of the village becomes the reception, the village square the lobby, the streets of the village are the corridors and the houses are the hotel rooms. Located 5 km south of the Lukmanier Pass in Acquacalda area, the Center Pro Natura Lucomagno includes a hotel with a restaurant and a bar, seminar rooms and a campsite. It is located at 1750 meters above sea level in one of the most picturesque Swiss landscapes. With its purchase and renovation, Pro Natura Ticino now intends to ensure continuity of Acquacalda Center and of the pioneering work begun by Ing. Luigi Ferrari in 1985. Pro Natura wants to manage the center in an exemplary way by focusing on energy and water conservation, use of renewable sources of energy and environmentally friendly materials, as well as on the use of mainly local products. […] it was a mass of stone, which any unknowing observer would have imagined was a heap of stone cast up by the permafrost. Two assistants, who removed the stones in three hours of enthusiastic work, uncovered some kind of centre and then a rectangular shape, eventually revealing the foundations of a farmhouse. Filled up with stones, they had taken on the shape of a grave. The picture which Loos supplies for his definition of architecture ("Someone was buried here, That is architecture.") focuses on the work of both assistants: here on the Sceru Alp they have buried a house. Let us imagine that these two continue tirelessly piling up stones to form graves which tell us about houses, barns and roads.
