VALLE DI BLENIO: MAKE THE VALLEY GREAT AGAIN! Investigate the real!

The Summer School Ticino 2018 will take place in the Blenio Valley – the valley of the sun – a place that has a great architectural and naturalistic charm, but that in recent times has difficulties related to depopulation, like in several other mountain regions. More and more people prefer to move to the centers and so, one by one, the workshops, stores, offices and villas close their doors.

With the 2018 Summer School we would like to find new forms of housing, commerce and use for abandoned spaces. The La Fabbrica del Cioccolato foundation, which is based in the historic Cima Norma company in Dangio, has decided to bring a new spirit to the valley through art and culture. With temporary residencies for artists, creative installations and much more, it is revitalizing a small village. The intention, however, is to gather ideas, which can help revive the whole valley step by step.

A new living concept!

The cultural „district“ to which you will work, intends to involve the five villages of Blenio: Aquila, Torre, Campo Blenio and Ghirone. It is focused on traditional culture and activities, but also on innovation, starting from the chocolate factory, as an attractor and stimulator. The fundamental necessity is that any new idea is harmonious with the place, the infrastructures, the mobility and the resident population. The intervention must be modular, expandable and integrable in the different areas of the valley, almost in a form of „widespread cooperative“.

Summer

The exercise is both architectural and urban, and sociological and economical. Students deal with the area, identifying the ingredients necessary for the development of their own idea.

A Project brief

INTRO The Summer School Ticino 2018 took place in the Blenio Valley (Valle di Blenio) the valley of the sun - a place that has great architectural fabric and naturalistic charm, but that in recent times has had difficulties related to depopulation, a common problem many mountain regions are struggeling with. More and more, people prefer to move to the urban areas and so, one by one, the workshops, stores, offices and villas are forced to close their doors. The La Fabbrica del Cioccolato foundation, which is based in the historic Cima Norma company building in Torre, wants to bring a new life to the valley through art and culture. With temporary residencies for artists, creative installations and much more, it started to revitalize the small village of Torre. Within the frame of the Summer School, wich took less than ten days, we tried to find scenarios composed out of realistic, fresh and unexpected ideas which can help to revive the whole valley step by step. A broad and deep analysis was important to guarantee a strong basis to develop realistic ideas. We were watching out for new forms of housing, commerce and possible use of abandoned spaces. The intention, however, was to gather creative ideas, which could bring a sustainable development to the valley. The Blenio Valley is located between two major North-South connection through the alps, the Gotthard connection to the west and the San Bernardino connection to the east. Without big transport infrastructure and big industrial companies the Blenio Valley feels almost idyllic. But not only the history of production of chocolate makes the valley an interesting place. The La Fabbrica del Cioccolato foundation asked us to study a new living concept for the Blenio Valley. They suggested to give a closer look to the former factory building and its relation to five selected villas from the larger neighborhood. Those given buildings have a historical connection to each other. Therefore it was important to not only analyse the present resources and competencies but also the history. All the given individual pieces eventually formed the basis for a future scenario.

Project brief A

ANALYSIS (OF THE CONTEXT): Each team was asked to analyze the valley based on a series of criteria. There was no need to quickly find to a proposal. A good analysis needs time and it was important to get to know the valley before coming up with new ideas. Therefore we started with very basic questions such as: - What is the point of thinking about the Blenio Valley? - What and who makes the Blenio Valley unique? - What is the importance of the Blenio Valley? Different readings (technical, infrastructural, sensory, atmospheric, economic, and ecological) of the conditions and potentials of the valley would produce different scenarios in the end. At some point in the process one had to decide on the zoom factor. Both were possible, to look at the valley as a whole or to zoom-in on just one part of the territory. First of all we all were interested in the bigger scale and bigger picture of Blenio Valley. The research therefore was as broad as possible. A positive and sustainable development could only happen, when there was a greater idea to the context. The following principles and questions helped to approach the task: - Nature today is relative, it is almost always influenced by human needs. - Be sensitive to parallel ongoing developments and to development that was happening in the past. - Learn about references, such as the ones shown in the booklet, they serve as (successful) precendents. - Look for facts and figures (Who are/were the important actors of the valley, personalitites, industries, ...?) In a next step, the students were asked to narrow down their analysis and address precise terms and their relationships like: - public (communities) vs. privat (villas) - growing vs. shrinking (population) - landscape (nature) vs. economy (culture)

A Project brief

SCENARIO Based on the analysis, each team was creating a scenario based on viable argumentation for what the scenario will achieve for the Blenio Valley. Within the Summer School we were not bound solely to realistic proposals but the goal was to create a wide palette of well thought through, useful, innovative and interesting ideas that lead to a scenario weaving together societal, ecological and economical needs. The task was about making a suggestion for the new living concept. A single scenario would include the following qualities: - Find a vocabulary to articulate how your team reads the task of creating a scenario for a new living concept. - What makes the scenario specific to the location, what is the strong identity, what are the characteristics given by the site and created by the scenario? - How could the scenario change over time (day to night, seasons, years)? - Longterm development (there is no economic pressure for short-term development), make phasing possible - The valley has low or average amenity, mid price at the most. Low start-up costs and low pre-investment is most realistic - What is the potential of public transport, is there possible alternative concepts for motorized private transport - Is there additional infrastructure needed to make the scenario work well? - For whom are you designing/not designing? Maybe Places for meeting and social exchange, mixed use (- We didn't want to think of housing for commuters and we didn't want to go into the direction of leisure and mass tourism)

TEXT BY CIPRA - LIVING IN THE ALPS "Promoting sustainable development with creative ideas" Source: cipra.org/en/topics/social-innovation The challenging situations that exist today in the Alps such as a population exodus, climate change mitigation, mobility, and the consumption of resources cannot be solved through technological progress alone; instead, they require social change too. In its core theme of ‘Social Innovation’, CIPRA is tackling these challenges from a societal point of view and the potential that lies within society. Personal initiatives, new collaborations, and a backpack full of ideas are needed in order to bring about change in social as well as economic practices. Taking centre stage is the vision of a strong society capable of carrying sustainable development in the Alps by pooling their resources. Social innovations comprise new approaches, combinations and forms of social interaction in order to promote sustainable development, good governance and quality of life in the Alps. (...) The aim of CIPRA International is to use communication, political work and projects to promote social innovations and improve the outline conditions for their emergence and consolidation. It addresses social issues such as pluralism, the participation of young people, sustainable lifestyles and self-determination in various projects and activities.

CIMA NORMA Multiple buildings Place: Dangio-Torre

The Fabbrica di Cioccolato Cima Norma S.A., alias Chocolat Cima-Norma S.A., located in Dangio-Torre (today part of the Municipality Acquarossa) was a company of industrial chocolate production in the mountainous north of the canton of Ticino in Switzerland. It was founded in 1903 and had to cease operations in 1968. The company Cima Norma S.A. represents the ambitious goal to promote the economic development and modernization of the peripheric Blenio Valley at around 1900. TEAMS 1, 2, 3, 4, 5 The group of students was working in teams of 4 students each. Each team was composed out of one architect (Swiss student) and either 2 landscape architects and 1 urban planner (from Taiwan) or 1 landscape architect and 2 urban planners (from Taiwan). Team 5 and 6 merged during their work into one unified team 5. The 5 intercultural and interdisciplinary teams were developing each their own concept based on a proper analysis on what they were interested in. At the end of ten days of Summer School they all presented their line of thoughts with a final proposal. TERRITORY: GROWING LOCAL FOOD Anika Naef Ke Jia Zhang Dejing Zeng Chih-Yao Chang

Team 1 reflects the meaning of local food production and consumption on the territorial scale of the valley according to the local climate. By reading the site with three different bus stops the team introduces a layer of cultural activity where people can meet and exchange their goods. Overall, the proposal is a sophisticated vision for a future with a smaller radius of action for the inhabitants of the valley. VILLAS: PUBLIC AND SEMI-PUBLIC SPACE Remo SchnĂźriger Wangyi Feng Li Ming Zixuan Shao

Team 2 investigates on the scale of the buildings and comes up with ideas for their future use. The villas are part of the cultural heritage of the valley and therefore could be meaningful for communal use. With subtle changes of the surrounding landscape architecture, the villas can be transformed from private use to semi-private or public use. Like this a childrens playground, a library or a workshop space can be imagined. HOUSING: IN DANGIO-TORRE Emanuel Stieger Shu-Han Yang Xiling Qu Chih Ling Lin

Team 3 looks at the neighbourhood in walking distance and makes a proposal for bringing life back to Dangio and Torre. By analysing age and use of the existing buildings the team understands where there could be improvements on an architectural and urbanistic level. Both an activation of vacant houses through architects and an intergenerational living model are ideas for trading free rent with other values. THE CHOCOLATE FACTORY BUILDING Patrick Goldinger Yiqi Tang Yi-Hsuan Li Ting-Yen Pan

Team 4 brings ideas how the factory building could express its new content to the outside and how the building could be organized different from now. They show successful examples of transformed buildings that keep the unique caracter of the old but come up with new elements that can shine bright like a lighthouse and are therefore preceived from far away. The transformation can be done in phases. Team 5 shows an idea of how work by artists in residence at the factory would bring added value to the valley. Artists combined with local craftsmen bring a huge potential of unique work with high quaity. A local network combined with a network to the greater region, like back in the days, could make the valley great again. INTRODUZIONE La Summer SchoolTicino 2018 d stata ospitata in Valle di Blenio - conosciuta anche come la valle del sole - una zona con un interessante tessuto architettonico e uno charm naturale, ma che in tempi recenti e andata incontro ad alcune difficoltd legate allo spopolamento, un problema comune a diverse zone di montagna. Sempre pii persone che preferiscono trasferirsi in zone urbane, causando di conseguenzala chiusura di officine, uffici, negozi, ville. La Fondazione La Fabbrica del Cioccolato, con sede nello storico edificio della Cima Norma a Torre, ha come scopo di portare nuova vita in valle grazie all,arte e alla cultura. Promuovendo residenze d'artista temporanee, installazioni creative e molto altro, ha iniziato a rivitalizzare il piccolo paese di Torre. Nell'arco di meno di dieci giorni abbiamo cercato di trovare degli input che nascessero da idee realistiche, fresche e inaspettate e che aiutassero afare rivivere la valle passo dopo passo. E stato importante effettuare un,ampia e profonda analisi per garantire una solida base utile a sviluppare idee realizzabili. Sono stati cercate e studiate nuove forme abitative, commerciali e di uso di spazi abbandonati. L'intenzione d stata quella di raccogliere idee creative che potessero portare ad uno sviluppo sostenibile della valle. La Valle di Blenio d situata tra le due maggiori vie di collegamento Nord-Sud delle Alpi, il Gottardo a ovest e il San Bernardino a est. L,aura idilliaca della Valle di Blenio d dovuta anche all'assenza di grandi reti infrastrutturali e complessi industriali. Non d quindi solo la tradizione della produzione di cioccolato a rendere questa valle un luogo interessante. La Fondazione La Fabbrica del Cioccolato ci ha chiesto di studiare un nuovo concetto abitativo per la Valle di Blenio. Ci hanno suggerito di studiare la relazione tra l'edificio dell'ex fabbrica e cinque ville selezionate nelle sue vicinanze: ville che tra esse presentano una connessione storica. E stato quindi necessario andare oltre le attuali risorse e caratteristiche e analizzarne il vissuto. ln conclusione, tutti i singoli pezzi compongono la base per un futuro scenario.


ANALISI DEL CONTESTO Ad ogni team d stato chiesto di analizzare la valle sulla base di una serie di criteri, Non c'era la necessitd ditrovare immediatamente una proposta. Una buona analisi ha bisogno di tempo ed d necessario farsi un'idea precisa della valle prima di proporre delle soluzioni. Per questo si d partiti da domande basilari come: Perchd la Valle di Blenio? Qual d la sua peculiartdt? Cosa e chi rende unica la Valle di Blenio? Qual d I'importanza della Valle di Blenio?

Diverse letture (tecnica, infrastrutturale, sensoriale, atmosferica, economica ed ecologica) delle condizioni e del potenziale della valle hanno prodotto alla fine scenari diversi. Ad un certo punto di questo processo, gli studenti hanno dovuto scegliere il loro "fattore di zoom": guardare alla valle come un tutt'uno o focalizzarsi su una sola porzione di territorio, entrambi erano possibili' Prima di tutto l'interesse si d focalizzato sulla grande scala e quindi sull'immagine complessiva della Valle di Blenio' La ricerca si d dovuta aprire il pir) possibile. Uno sviluppo positivo e sostenibile pud awenire solo quando c'd un'idea che vada oltre il contesto. Di seguito alcuni principi e domande che si sono rivelate utili ad approcciare il compito:

Oggi la natura d relativa. Quasi sempre d influenzata dai bisogni umani. Attenzione ai parallelismi tra gli sviluppi presenti e quelli passati. Tenere in considerazione le referenze come quelle presentate all'interno del booklet, utili come precedenti di successo Ricercare fatti e dati (chi sono/erano i principali attori, personalitd, campi di produzione della valle...?) Nello step successivo, gli studenti hanno dovuto circoscrivere l'analisi e indicare precise categorie e le relazioni tra esse instaurate come:

pubblico (comunitd) vs privato (ville) crescita vs riduzione (popolazione) paesaggio (natura) vs economia (cultura)

SCENARIO Ogni team ha presentato uno scenario basato sull,analisi della situazione. ll lavoro della Summer School non era legato unicamente a proposte realistiche: l'obbiettivo era quello di offrire una palette di idee ben strutturate, utili, innovative e interessanti che avrebbero condotto ad uno scenario che comprendesse bisogni sociali, ecologici ed economici. ll compito era quello di dare suggerimenti per un nuovo concetto di sviluppo. Queste proposte includono le seguenti caratteristiche: lndividuazione di un vocabolario adatto ad articolare il modo in cui ilteam interpreta il compito di creare una proposta per un nuovo concetto di sviluppo. lndicazione di cosa renda la proposta adatta al luogo in oggetto, qual sia la sua forte identitd, quali siano le caratteristiche intrinseche del luogo e quelle create dallo scenario. Descrizione di come possa cambiare la proposta neltempo (dal giorno alla notte, in una stagione, negli anni) Previsione di quale sia lo sviluppo di lungo termine della proposta (non c'd pressione economica per uno sviluppo di breve termine) che permetta un incremento graduale. La valle offre servizi semplici o mediamente strutturati, principalmente di fascia media. Sembrano realistici costi di awio e pre-investimento bassi. Analisi di quale sia il potenziale del trasporto pubblico, se ci sia un concept alternativo altrasporto privato a motore: Valutazione della necessitd di uno sviluppo infrastrutturale addizionale per rendere la proposta sostenibile Attenzione verso chi si sta/non sta progettando. Considerare luoghi d'incontro o scambio sociale, ad uso misto (non interessa pensare ad abitazioni per pendolari e non ci sivuole indirizzareverso il divertimento e ilturismo di massa)

I TEAM Gli studenti hanno lavorato in team formati da quattro componenti ciascuno. Ogniteam era composto da un architetto (studente svizzero) e due architetti paesaggisti e un urbanista (studenti taiwanesi) o da un architetto paesaggista e due urbanisti (studenti taiwanesi). Durante i lavori, ilTeam 5 e 6 sono confluiti in un unico team. I cinque team interculturali e interdisciplinari hanno sviluppato il loro concetto in maniera indipendente, basandosi su analisi accurate di tutti gli aspetti coinvolti nel loro tema di indagine. Alla fine dei dieci giorni di Summer School, ogniTeam ha presentato le proprie valutazioni all'interno di una proposta finale. I risultati mostrano una grande varietd di scenari:

Team 1: TERRITORIO: COLTIVARE GIBO LOCALE llTeam 1 riflette sul peso della produzione e del consumo dei prodotti locali all'interno della Valle in rapporto al clima, Rappresentando lazona con tre diverse fermate del bus, il team introduce un perimetro di attivitd culturale dove le persone possano incontrarsi per scambiarsi quanto prodotto. Pir) in generale, la proposta d una visione sofisticata per un futuro in cui gli abitanti agiranno in un contesto di distanze sempre pii ridotto. Team 2: VILLE: SPAZI PUBBLICI E SEMI- PUBBLICI

llTeam 2 investiga alla scala degli edifici e propone idee per il loro futuro utilizzo. Le ville sono parte del patrimonio culturale della valle e quindi d coerente e auspicabile una loro destinazione pubblica. Team 3: ABITARE A DANGIO-TORRE team 3 guarda all'abitato in un raggio di breve distanza e fa una proposta per rivilalizzare Dangio e Torre. Analizzando l'etd e gli edifici esistenti, il team rileva le aree di intervento per un miglioramento a livello di architettura e urbanistica. Una riapertura di case sfitte con il coinvolgimento di architetti o un modello abitativo intergenerazionale possono entrambe essere delle idee di scambio per un affitto gratuito con altri "valori". ll

Team 4: L'EDlFlClO DELLA FABBRTCA DEL CIOCCOLATO Team 4 porta delle idee su come l'edificio della fabbrica potrebbe esprimere suo nuovo ulilizzo all'esterno e come l'edificio potrebbe essere organizzato in maniera diversa rispetto ad ora. Portano esempi di successo di edifici trasformati che mantengono il carattere unico dell'originale ma con nuovi elementi che possono essere illuminati come un faro e che quindi possono essere visti da lontano. La trasformazione puo awenire in piir fasi. ll

Team 5: COLLABORAZIONE: ARTISTI E ARTIGIANI Team 5 mostra come il lavoro di artisti in residenza presso la fabbrica potrebbe portare valore aggiunto alla valle. Artisti che collaborano con artigiani locali offrono un grande potenziale di produzioni uniche e di alta qualitd. Un network locale combinato con un network a livello regionale, come ai vecchi tempi, avrebbe la possibilitd di riportare Ia valle ai fasti di un tempo. ll comune o l'ufficio delturismo potrebbero awiare dei progetti in collaborazione con la fabbrica. ll
