The end of the year offers us all a time to reflect on the prior year and build on our knowledge and experience in the hopes of making next year even better. As we all continue to navigate the challenges that life continues to present, we don’t let it divert our focus on the Lakewood Community. The Board of Directors has approved a 2022 Improvements Program that will continue to support our mission of enhancing your property values through programs, projects, and community appeal. In reflecting, 2021 was a wonderful year. The spirit of the community was fantastic, the weather was great, and the lakes were full. Golf, Tennis, Pools and Food and Beverage continued to utilized extensively which makes for a very good year financially. We carry on into 2022 with the confidence that we will have another wonderful year. From all your staff at the Lakewood Property Owners Association and the Lakewood Oaks Country Club, we wish all of you a safe and joyous holiday season and we look forward to serving you well again in 2022.

Uplift Sock Drive Drop off new socks in the lobby of Lakewood Oaks Country Club throughout the month of December to provide to the thousands of individuals experiencing homelessness in the Kansas City area. This event is provided by Uplift, Kansas City’s volunteer homeless outreach program. If you are looking for more ways to give to our homeless population during this holiday season, find all the ways to donate and volunteer on Uplift’s website, uplift.org.

From the Boardroom Dave Petet, At-Large Board Member and Treasurer LPOA/LHC On Thursday, November 11th, the Board passed several items related to the 2022 Financial Plan for LHC and LPOA. As I am always fond of mentioning, the LHC and LPOA as entities represent a collective scope of size and responsibility similar to many small towns in our area. Grain Valley and Oak Grove come to mind. The Community Association Institute classifies Lakewood as a “Large Community”. Consider these numbers and facts: • 2,450 current homes that will grow to 2,600 at full build out • An estimated 7,000+ residents (Lee’s Summit averages 3 people per home) • Two lakes, combined at 365 acres with 2 marinas, 480 boat slips and 54 pleasure docks • A country club with a regulation 18 hole golf course and full service restaurant • 3 swimming pools plus a beach • Lakewood is 6.6 square miles in total with 300 acres of common ground We are effectively a small city and our budgets reflect this - they are complex, detailed (down to the line item level) and extremely well vetted and scrutinized. They are created using historical reference against the current economic climate. Then they are reviewed AND thoroughly re-reviewed by the LPOA/LHC financial staff and management, the finance committee, the facilities committee and the Board of Directors. They are presented internally to staff, management and the Board several times, and ultimately presented in a public forum for the residents (this occurred on November 4th). This process has been honed and refined over decades and it works well. It creates checks and balances as well as providing management the direction and tools they need to keep our community up-to-date and a model for every other neighborhood in Eastern Jackson County.

On top of this detailed, time consuming approach, we are lucky to have vast years of “Lakewood experience” supporting our Budgets. Staff collectively has countless years of experience working and living in Lakewood. Added to this, the Board has over 175 years collective experience as residents of Lakewood. One of the biggest points of discussion throughout the 2022 Budget was that dreaded word “INFLATION”. Compounding inflation is a 2021 phenomena called “Supply Chain Disruption”. The best description I have heard so far is “rising demand but troubled supply”. Unfortunately, Lakewood is not immune to these and both will have an impact on 2022. The Bureau of Labor Statistics uses “CPI” or the Consumer Price Index as a measure of inflation and its impact on our ability to purchase items. The exact definition from their website is: “The Consumer Price Index (CPI) is a measure of the average change over time in the prices paid by urban consumers for a market basket of consumer goods and services.” As of 11/12/2021, the date I am typing this, the CPI is 6.2% meaning that the average price we are paying for goods and services is 6.2% higher than at this time last year. There is another measure the Federal Reserve uses to watch price fluctuations called the Personal Consumption Expenditures Index (PCEI) - this percentage measures the scope of items rising, or what percent of our purchased items have increased in price or will increase. That number is currently 84%. This tells you almost everything we purchase has or will go up in price. Even more shocking, the Bureau notes that consumer prices for meats, poultry, fish and eggs were up 10.5% for


the month ended September 2021. This really impacts us on a daily basis at the grocery store and our local restaurants.

Obviously, our neighborhood is not immune from inflation and supply chain disruptions. As with our overall economy, we all end up paying more for the goods and services we use and need. It WILL cost more to maintain our neighborhood.

The bottom line: the Board of Directors is obligated to act in a fiscally responsible manner. For the 2022 Budget Year, the Board voted to increase homeowner’s dues the maximum allowed by the formula defined in our CC&Rs which is roughly 8%. This is what it will take to remain at our current levels of maintenance, care and overall excellent standards. Staff does an incredible job watching every penny and stretching each dollar. But we must increase our monthly homeowner’s dues appropriately or we risk our neighborhood falling behind on the simple things like maintenance and upkeep on our facilities. I can assure you, there is no “fluff ” in this budget, and in all candor, the accountant side of me worries that we aren’t able to increase our dues even more. Please also know that the budget does include modernizing (or restoring) some existing amenities including parks, pleasure docks and boat slips. We can also welcome the addition of the long discussed lighted pickle ball courts. Finally, some of you may be angry about the annual increase. Well... I am not happy about it either. I am personally opposed to higher taxes, higher fees, etc. But if we want to continue to make Lakewood the most desirable community in Eastern Jackson County (and I believe in the Missouri/ Kansas region), this is how it works. The long term benefits will be higher and higher home values, and I believe we all agree that’s a good outcome. In accordance with the stipulations set out in documents governing the LPOA, the Board of Directors each year must approve a “Maximum Annual Assessment”, prior to approving the “Actual Annual Assessment”. Following those guidelines, at their November 11, 2021 meeting, the Board voted to set the Maximum Annual Assessment for 2022 at $1,909.08 annually ($159.09 per month), for a basic single family home and 80% of that amount or $1,527.27 annually ($127.27 per month) for multi-family units.

Budget Summary 2022

2021 – 2022 LPOA Employee Appreciation Luncheon The Lakewood Garden Club hosted the LPOA Employee Appreciation Luncheon for 2021 and 2022 on October 20, 2021. The LPOA Employee Appreciation Luncheon which normally takes place in January was cancelled due to Covid. It was decided to combine 2021 and 2022 into one event on October 20, 2021. The Lakewood Garden Club members prepared and served food to the LPOA staff. Tom Schmidt, Garden Club President kicked off the luncheon by recognizing the outstanding work the LPOA staff has done throughout the community. The LPOA staff cares for our golf course, fountains, pools, common areas, tennis courts and all the landscaped areas in Lakewood.

Christmas Tree Pick Up Christmas tree pick up will be available starting Monday, Dec. 27 and ending Friday, Jan. 14. The cost is $5 per tree. Please call 816.373.4326 to schedule. Trees should be placed at the curb for pick up the following morning.

Did You Know? Snow Removal Policy

Snow removal in Lakewood starts as soon as snow accumulation reach two inches. The goal of the maintenance crew is to have all streets plowed and treated by 6:00 a.m. for the residents’ morning commute to work and school. Storms are unpredictable and come with many variables, therefore, please keep in mind that each storm and its circumstances dictate the policy of snow removal. The LPOA is responsible for snow removal on all streets within Lakewood with the exception of: Lakewood Boulevard, Lake Drive, Gregory Drive, Channel Drive, Dick Howser Drive, Fairway Homes Drive, Northgate Crossing and Beechwood. Those streets are the responsibility of the City of Lee’s Summit. Driveways and Sidewalks Responsibility of the Parcels: Lakewood Bay, Landings, Lakeshore Townhomes, Lakeshore Condominiums, Waters Edge, Clubhouse Cottages, Lakewood Shores, Chapel Ridge-Woods, Chapel Ridge-Greens Lakewood Maintenance Does All Other Streets Here are some tips will ensure each street gets treated properly. If there are any vehicles that can be parked in the driveway, please do so. If a street is crowded with vehicles, it cannot be plowed or treated property. Piles of snow are left up and down the street when maintenance vehicles have to dodge parked cars, making it impossible to clean the road all the way to the curb. Removing trash cans and basketball goals from the curb during snow plowing season can help prevent delays and improve the snow control process. When using snow blowers or shoveling snow from your driveway, please try to direct output to the yard and not into the street. Nothing is more frustrating for your neighbors than having a freshly cleaned street filled with snow from several driveways. If possible, clear snow from around fire hydrants so they can be easily located during emergencies. Do not make snow tunnels on or near the street and driveways. Snow plows and other drivers may not see these and could accidently injure someone playing inside of them. Please be patient. If you feel the job was not done properly, you are welcome to contact the administrative office. We will happily assist you, but keep in mind that staff ’s first priority after a snow storm it to open up the roadways. We then return to each area for more detailed clean up. Lakewood is comprised of more than 2,000 acres, and our crew works as quickly and safely as possible to ensure that everyone makes it in and out.

Bill Carter

A Man of Many Talents

Lakewood Artist Series - A place to present artists of all kinds and mediums. Our Lakewood neighbor, Bill Carter, has done it all and so much more. When Bill turns 100 years old on Christmas Day, his family and friends will also be celebrating this generous man for dedicating his many talents to servicing to others.

Bill’s daughter, Kathy, says her dad quickly became an expert at anything he attempted. Bills favorite project has always been “the next one.” That included needlepoint and toll painting, which were originally his wife Bonnies’ hobbies. As he moved on to perfect wine-making, stained glass, caning and wood working, Bonnie warned him to stay out of her kitchen. She would be “the only cook.”

As Bill Carter celebrates his 100th Birthday on Christmas, we thank him for the many community service projects and teaching moments he has given to his neighborhood and beyond. A man of many talents, humility and good will lives among us in Lakewood.

Bill used his talent as an organizer to direct projects such as building bunk beds for Shiloh Ranch, a youth home in Clearance, MO. Ready for another challenge, Bill became “facilities manager” for the construction of Woods Chapel Methodist Church. For a pre-determined salary of $1 (his stipulation), he could supervise the building progress from Happy Birthday, Bill. May your next his kitchen table in Lakewood, and still be at the church project always be your favorite one!

Please be advised that beginning with the 2022 registration year, the following insurance requirements will be enforced prior to registering a motorized watercraft for use on Lakewood’s lakes. This language matches the requirement for boats that occupy slips, and was approved by the Board of Directors in August of 2021, with notification published to membership in August and September. LPOA Rules and Regulations 2.020 (b) For Motorized Watercraft Registration, present proof of liability insurance, with LPOA named as additionally insured, with a limit of no less than $300,000.00.

Beginning in 2022, anyone purchasing a boat sticker for their watercraft, will receive only 1 sticker. In the past, you had 2 stickers, one for each side of the boat. If you had a trailer, you received 3 stickers. We are no longer issuing stickers for trailers. That 1 sticker will be placed on the right side – rear side, of the boat, above the waterline. (same as prior years, just one side) Sticker for kayaks and paddleboards will be placed on the top – front of the watercraft.

Water Aerobics Club

While class size is limited due to space and to maintain some distance, there are often spots open in a particular class. While all fitness levels benefit from the barre Pilates method that we follow, please check with your physician for approval - a waiver is required prior to attending the first session. Clubhouse protocol are to be followed with respect to masks.

The Lakewood Sail & Paddle Club is celebrating its 20th year of providing “On The Water” access for Lakewood residents. To help celebrate our 20th anniversary, the club will keep last year’s COVID-19 reduced annual membership fees.

Water Aerobics looks forward to seeing you during our season, Memorial Day (beginning at Lakewood Oaks Pool) until Labor Day. Two sessions: 7:15 and 8:15 a.m.

No class on Dec. 25 or Jan. 1! Yoga will meet live in the Augusta Room in the Lakewood Clubhouse. Please bring your own mat and props. You will be asked to sign a waiver on the first visit. Consult your health care provider for approval before starting a new activity such as yoga and follow any restrictions recommended. All levels of experience including beginners are welcome. Monday 5:30 - 6:30 p.m. medium level class Wednesday 5:30-6:30 p.m. all levels Saturday 9:00 -10:15 a.m. active level class Masks required while Jackson County mandate in place.
