MADISON–Aspiring newcomersenjoyedataste (literally)ofoneofMadison’smostpopularyouth organizationswhenprospectiveandactiveGirls Scoutsandtheirleaders metfortheannualrecruitmentsession.
“WehadagreatrecruitingeventonAug.11at AsburyChurch.Sofar, wehave70girlswhohave requestedtobeintroops,” BethCrockersaid.CrockerisTroopLeaderforGirl ScoutTroop10708and spokespersonforMadison troops.
“Sincethebeginningof therecruitmentseason, wehavehadover75girls asktobeputinoneofour MadCity(CityofMadison) troops,”Crockersaid.“We willendupstartingsixor
sevennewtroopstoaccommodatethatnumber.”
Whilethe gureshave grownsince,asofMay 2024theCityofMadison had36GirlScoutTroops with413Scouts.

RedstoneArsenal(RSA)hasidentifiedtheneedforanewprimaryelectricalsubstationinthecentral portionoftheinstallation.RSAproposestoconstructPrimarySubstation4attheintersectionofPatton RoadandMillsRoadandthesupportinginfrastructurenecessarytointegratethenewprimarysubstation intotheinstallationelectricalgridtoprovideenergysecurity.
1.PURPOSEANDNEED
ThepurposeoftheproposedactionistoupgradeandexpandRSA’selectricalpowergrid,increase electricalcapacityfrom52megawatts(MW)to80MW,accommodatedevelopmentacrossthe installation,andaddenergysecuritywithathirdfeedfrom theTennesseeValleyAuthority.RSAhas manytenantsthatrequireanuninterruptedsupplyofelectricity.TheproposedactionwouldprovideRSA withsecurityandredundancytoprovidereliable,resilientpowertosupportcriticalArmy,Departmentof Defense,andDepartmentofJusticemissions.
Theproposedactionisneededtoalleviateperiodicpoweroutagesthatoccurbecauseofanagingand overburdenedelectricalsystem,relievestressonandexpandtheexistingelectricalgrid,replaceoutdated electricalinfrastructure,andincreaseelectricalcapacitytohandleadditionalelectricalloadsrequiredfor RSAfacilitiesunderconstructionatthetimetheenvironmentalassessment(EA)wasbeingpreparedand forplannedfacilities.
Asinstallationdevelopmentincreases,thedemandforelectricpoweralsoincreases,and,withoutthe proposedupgradeandexpansionoftheelectricalgrid,facilityelectricalneedswillincreasinglybeunmet.
2.DESCRIPTIONOFPROPOSEDACTIONANDALTERNATIVES
ProposedAction: Thepreferredalternative(proposedaction)istheconstructionandimprovementof newandexistingelectricalinfrastructureatRSA.TheproposedactionincludesconstructingPrimary Substation4,upgradingPrimarySubstation2,androutingnewelectricaltransmissionlines.

TheproposedactionisneededtomeetmissionrequirementsforE3testingofequipment,vehicles, weaponsystems,andaircraft.TheexistingRTCfacilityfor vehicleandaircrafttestingisanoutdoor pavedareaenclosedbya4-inchmeshFaradaycage,1 whichfailstoprovidefullelectromagnetic interference(EMI)noiseshielding.Themeshcageprovides limitedEMIprotectionfromexternal sources,requiringrepeattestingtoconfirmthereliabilityofresults.Testingalsoisaffectedbyinclement weatherfactors(e.g.,lightningandheavyrain),whichthenpresentsschedulingissues.Sensitive equipmentisfrequentlystoredoutdoorsandsubjecttoweatherexposure,requiringmorefrequent equipmentrecalibration.Becauseofinadequatetestingfacilities,largevehiclesandaircraftmustbe shippedoff-sitetoEglinAirForceBaseorNavyfacilitiestoconductteststhatarenotexecutableatthe RTCfacility,whichrequiresstafftotravel,incurscostsfromvehicletransportation,andcausestesting delays.Testsarefrequentlydelayeduptoseveralmonthsbecauseofoverridinglocalprioritiesand missions
2.DESCRIPTIONOFPROPOSEDACTIONANDALTERNATIVES
ProposedAction: Theproposedaction(preferredalternative)istoconstructandoperateanewMSETS facilityandsupportinginfrastructureattheRTCElectromagneticEnvironmentalEffectsTestComplex offofBuxtonRoadnearthesoutheasternboundaryofRSA.
AlternativesConsideredandEvaluated: Twoalternativeswereevaluated:Thepreferredalternative (theproposedaction)andthenoactionalternative.Underthenoactionalternative,theArmywouldnot implementtheproposedaction.
TheArmyconsideredfiveotheralternativesthatwereeliminatedfromconsideration:
• Renovation(oramixofrenovationandnewconstruction)was notconsideredaviablealternative becausethemeshedcagefacilityonRSAdoesnothavethecapacitytotesttheoperational requirementsofhelicoptersandonboardinstrumentationandtherearenootherfacilitiesonRSA thatcouldberenovatedtomeetmissionrequirements.
• Leasingcommercialspaceorcontractingoutserviceswerenotconsideredviablealternatives becausespacethatcouldmeetoperationalandsecurityrequirementsisnotavailableinthe Huntsvillearea.
• UsingfacilitiesatotherDoDorfederalagencylocationswasnotconsideredaviablealternative becausetherequiredtestingcouldbeperformedatEglinAFB buttestingatthatbaseisfocused ontheAirForcemission,wouldnotadequatelysupportthetestmissionoftheArmy,andwould beatahighercostbecauseoftheaddedexpenseofrelocating atestteamtothebase.
• UsingotherfacilitiesonRSAwasnotconsideredaviablealternativebecausetherearenoother facilitiesonRSAthatwouldmeetthemissionrequirements.
