Help to buy – and interest rates...

N OUR COUNTRY it is seen as a step to adulthood. You leave education, start your career and then take your first step on the housing ladder. Since the credit crunch, this has been sent into disarray as young people have not had the means to save for the large deposits required. Some have been lucky and the bank of mum and dad has helped. Many of the first time buyers I have seen in the last few years have had deposits funded by their parents, some of which have raised the finance on their own properties. For those people less fortunate, it has been a case of waiting; the choice has been to stay at home and save, or pay high rents, making saving more difficult. In our area there has also been an uneasy feeling that if people didn’t buy now, when would they ever be able to? Prices have been steadily rising making the dream of owning property for many seeming more and more distant. 2013 saw the introduction of the Help to Buy equity loan scheme. The scheme lends up to 20% to assist with buying a new build home. This means that you don’t own the whole property, part is owned by the Government. So at some point you would either have to buy them out, or start paying interest on their share from year 5 of owning the property. This works really well for some people, but isn’t ideal for others. Also, on this scheme you can only buy a new build property. Then Help to Buy 2 was launched which works differently. This scheme applies to new and older properties. It is available to both first and next time buyers who can obtain a 95% mortgage just as before. In the background the lenders get guarantees from the Government, this lessens their risk and allows them to lend the higher percentage. Firstly only a few lenders came on board but the new year has seen more lenders joining. The rates are higher on these types of mortgage, but at least it is a chance for more people to buy. So, if a deposit has been your problem, this could be a solution.

And what about interest rates?

The Bank of England has kept the underlying base rate at 0.5% for almost five years now. Despite reaching their inflation target of 2% the Governor has said that they won’t raise interest rates until unemployment reaches 7%. It recently fell from 7.8% to 7.4% making us all wonder if it would reach it’s 6

target sooner than expected. Many economists still predict that the rate won’t rise until mid 2015; even if unemployment falls to 7%, they feel an increase in base rates will damage the fragile recovery if raised sooner. If you need independent advice on mortgages or any other financial matter please call me Claire Cook on 01403 330822, I would be happy to assist. THE HOWLING BOYS GO

APPLE WASSAILING

A

STRANGE OLD custom associated with Sussex in early times was the ritual called Apple Wassailing, performed by groups known as Howling Boys. Across the county, including the orchards of Shoreham and Southwick, groups of men would turn out each year, with the aim of protecting the precious fruit trees from evil spirits and to ensure a good crop of fruit in the coming summer. In the days before the pests and diseases affecting apple and pear trees were fully known, and their cures widely available, a farmer or grower could do worse than pay the Howling Boys a sixpence to protect his crop. Howling Boys tended to perform their magic during the twelve days of Christmas, and the eve of Boxing Day was a favourite time for them to set out. They would arrive after dark, in groups, like carol singers, but dressed in strange clothes, and carrying drums, cow horns and anything else that made a loud noise. They would then request permission of the farmer to go ahead with their rite. Having gained permission, the Howling Boys would gather around a tree and sing an ancient rhyme praying to the Gods to send them a good howling crop of apples. The words of a traditional Apple Wassail usually contained something like this: ‘So here my old fellow I drink to thee And the very health of each other tree. Well may ye blow, well may ye bear Blossom and fruit both apple and pear.’ One Apple Wassail from Sussex, recorded in the 19th century says:

10

‘Stand fast root, bear well top Pray the God send us a howling good crop. Every twig, apples big. Every bough, apples now.’ At each word of their chant the Howling Boys would make arm gestures towards the tree, or hit it in time with their words. At the end they would shout and cheer, and occasionally it was known for them to tip cider over the roots of the tree, or even fire a gun into its branches. Sometimes slices of bread or toast were laid at the roots or tied to branches. Once completed, the ceremony was said to “bless” the trees to produce a good crop in the forthcoming season. The origins of the Howling Boys are not known, though it appears to be a pre-Christian tradition. The first recorded mention however was at Fordwich in Kent in 1585. In pagan times it was often believed that apple trees (and some other species such as oak) had guardian

spirits living within them. To ensure future good crops, it was believed that a few apples should be left in the orchard at the end of the season as a gift to its resident Appleman or guardian. A folktale from Somerset reflecting this custom tells of the ‘Apple Tree Man’, the spirit of the oldest apple tree in an orchard, and in whom the fertility of the orchard was said to reside. In the tale a man offers his last mug of mulled cider to the trees in his orchard and is rewarded by the Apple Tree Man who reveals to him the location of buried treasure. The Howling Boys needed to be paid for their efforts, if all was to go well the following season, but this could be in money or a strong drink, often one made from apples, such as a hot, mulled cider. With many orchards to attend to in an evening, the Howling Boys did tend to get steadily drunker as the night progressed. Their chanting in consequence tended to become more raucous, which may account for their name, though it was also said to come from the Anglo-Saxon word meaning ‘Yule’. The custom gradually became more an excuse for revelry than any real belief that it might improve the forthcoming crop. In some areas the Howling Boys also chanted and beat beehives, to bless them with a bountiful supply of honey. In 1967 the Chanctonbury Ring Morris Men revived the tradition and other groups around the county have since done the same to ensure this intriguing and good spirited custom remains associated with our area. Here comes the spring

S

O FAR THE weather seems to have been wetter this year, and we’ve managed to avoid a repeat of the snows of last year. In the main it has been mild; although we have avoided some frost, don’t let your guard down. December had some very high winds causing all sorts of problems with fences, but also with damage to trees and shrubs. If any of yours have suffered damage make sure you remove any broken branches if it’s safe to do so. When you remove them, make sure that you make a clean cut past the damaged

12

torn area. This will help to prevent any diseases getting into the shrub. Don’t be tempted to paint any sort of treatment onto the damaged area to seal it. Let nature take its course and it will heal on its own. Looking ahead the winter has been less than dry so far, unlike Autumn and Summer. It’s a good idea to make some preparations now and check your water butts. Deal with any leaks or dripping taps. Also check that the water is actually getting into them, as quite often the downpipes become detached. If you need extra ones get them installed now, whilst the chances of rainfall are higher to help you through the drier months. Whilst we are on the subject or preparing, if your efforts at composting have been fairly poor to date, then why not empty the compost bin and start again ready for the new season. The contents can be emptied onto any beds you have. Make sure the bin is sited where it is easily accessible, and where it will get some sun, as it needs heat to help in the composting process. A good mix of fresh uncooked kitchen vegetable peelings, teabags, shredded paper and general garden waste well mixed in, should produce a good batch of compost within a few months. Not only is it good or the garden, but it helps reduce on the removal of garden waste to the tip. It’s a very satisfying feeling producing a good compost out of waste, so give it a try This really is the time of the year when were on the starting blocks in the garden, itching to go, so there’s plenty that you can do in the greenhouse or on the window cill if you don’t have a green house to start the growing spring season off. Plenty of vegetable seeds can be grown into pots or trays, such as tomatoes, peppers, courgettes, cabbage to give you that head start. If you’ve never tried it before then get a few cheap packets of seeds of something you enjoy eating and give it a go, it really is a very satisfying feeling to see plants staring to grow within a few weeks. Make sure you give your seeds the best start you can, with fresh compost and clean pots. I love this time of year as it begins to feel like spring is around the corner as more and more plants start to show growth in the garden, so take the chance to get out and have a look around in the garden and make plans for the coming months, but don’t plan for too long as spring will be here sooner than you realise! VALENTINE’S DAY

A HISTORY

S

PRING IS ALMOST upon us and, like the rest of nature, our thoughts are turning to romance. As bulbs begin to peep out of the ground and birdsong our gardens, there is a noticeable change in the air as St Valentine’s Day approaches. Embracing a time of year that is historically associated with love and fertility, St Valentine’s Day encompasses the marriage of Greek gods Zeus and Hera and the Ancient Roman festival of Lupercus, the god of fertility. There is some dispute over the original date of this festival but since 496 St Valentine’s Day has been celebrated on February 14 when Pope Galasius named it in memory of a third century Roman priest. While there were two other St Valentines, one a priest in Italy and another who lived and died in Africa, it is widely accepted that the Bishop of Interamna (now Terni in northern Italy) is the basis for the modern saint. Valentinius was a devout Catholic who dared to flout Roman Emperor Claudius II’s edict which banned soldiers from marrying, as he believed it weakened their military resolve and focus. Instead, all young Roman men were ordered to worship their twelve gods and every February 15 they celebrated a fertility

festival where the men were allowed to choose a sexual partner from the young women gathered. But Valentinius encouraged the men to shun the heathen practice and dedicate themselves instead to Christ and the sanctity of marriage. He preached Christ at the threat of death and officiated secret weddings on February 14. He continued to conduct marriages in secret between young people, sometimes as young as twelve, and was eventually arrested. During his imprisonment, Valentinius taught Julia, the prison commander’s beautiful but blind daughter, about Roman history, arithmetic and God. Spurred on by her faith, he prayed for her and she received her sight but only in time to read his last note on the eve of his execution, urging her to devote her life to God and signed “from your Valentine”. He was killed the next day, February 14, 270 AD, and Julia and many whose lives were touched remembered him every February 14, by sending notes and gifts to others to celebrate his life. That tradition has grown rapidly worldwide and an estimated one billion cards are now sent each year, making it the second largest card-sending holiday of the year after Christmas. However, many centuries later, St Valentine continues to be the source of fervent discussion and disagreement. Far from the passion and heat of the Italian capital, two Celtic nations are at loggerheads over who can lay claim to the saint’s holy relics. Franciscan friars in one of Glasgow’s most deprived areas insist they were asked in 1868 to look after the remains by a French family who owned other religious relics. The relics spent more than a century in a side aisle of St Francis’ Church, Glasgow, and in recent years were kept in a wooden casket in a cardboard box, on a wardrobe in a nearby chapel house. They were recently moved to the church of Blessed St John Duns Scotus in the Gorbals and were put on display for a special Valentine’s service in a bid to bring a little romance to the Scottish city. However, the Scottish ceremony did not find favour across the Irish Sea where the remains of St Valentine are said to repose in a casket at Whitefriar Street Church in Dublin. The Irish say they were passed on as a gift from Pope Gregory XVI to the respected Dublin Carmelite, Father John Spratt. Whatever the truth of the matter, it is unlikely that the confusion will not detract from the true message of the saint’s day. © Freefeatures.com.

CITIZENS ADVICE BUREAU

HAS MOVED

Charity is now offering advice from a new location at the Adur Civic Centre

S

TAFF AND VOLUNTEERS at Shoreham-by-Sea’s Citizens Advice Bureau have said goodbye to the building they worked in for thirty three years, and are now based in a new location at the Adur Civic Centre. The old CAB Advice Centre, in Shoreham’s Pond Road, is being demolished. It will eventually reopen in the same location in a brand new, purpose-built centre, being built for the charity as part of Adur District Council’s plan to redevelop the Shoreham Centre. While this construction takes place, the CAB Advice Centre is being housed on the ground floor of the Adur Civic Centre. They are using office space freed up by the Adur District Council staff’s recent move to Worthing, and the council has now generously offered this space to the CAB. The move has been welcomed by CAB staff and volunteers, who moved into Pond Road in 1980 in what was seen at the time as a temporary measure. The building was long unsuitable for its purpose, being very cold over winter months and neither attractive nor welcoming from the outside. At a time when the CAB’s services are more in demand than ever, it is vital that the centres themselves are comfortable, so that the charity’s many clients feel happy

and confident to visit and ask for advice. The Civic Centre, which remains the location for the Adur District Council Help Point, certainly fulfils this requirement, and is only a short walk from both Shoreham rail station and the town centre. Sarah Hyde, Chief Executive of Central and South Sussex CAB, says of the move: ‘During a time when many people are experiencing hardship, our services are needed by local people more than they ever have been. As such, it was not ideal to have to offer advice from a location which unfortunately did not offer a great deal of comfort to clients – or, indeed, a pleasant environment for our volunteers and staff to work in. We are therefore delighted to have been offered the space in the Adur Civic Centre while our own centre is being rebuilt, and we look forward to welcoming our clients there. While remaining an independent charity, we thank Adur District Council for the generosity and flexibility they have shown, which has allowed the move to happen.’ Councillor Neil Parkin, Leader of Adur District Council, said: ‘I am pleased we are able to help the CAB get out of their old 33 year temporary huts. They are welcome at the Civic until the new Civic building is completed.’ Cabinet Member for the voluntary

sector, Councillor David Simmons said: ‘The CAB has a long record of providing essential services to people across the Adur District. I am proud of the fact that this council not only recognises the importance of volunteers in providing that service, but has provided much needed quality accommodation at the Civic Centre for them in the short term before a future move into bespoke accommodation in the new ‘Civic Presence’ shortly to be constructed in Pond Road, Shoreham.’ New volunteers are required to work alongside our current team in the new centre, with a particular need for new receptionists. If you would like to find out more about this challenging, yet highly rewarding opportunity, please send an email to volunteer@ westsussexcab.org.uk. For details of all CAB Advice Centres in Central and South Sussex, and information about services available, please visit www. centralandsouthsussexcab.org.uk. A

N ONLINE SURVEY has been launched seeking residents’ views on the Citizens Advice Bureau service in West Sussex. It will be looking at how well known the Citizens Advice Bureau service is across the county and how effective it is when helping residents – although it will not be asking for the reasons people may have turned to the service for support. The survey runs until Friday February 14 2014 and can be found on the West Sussex County Council website, www.westsussex.gov.uk/ haveyoursay, under ‘live consultations’ or directly: http://tiny.cc/02f39w

26

Cabinet Member for Community Wellbeing Christine Field said: “We are asking residents what their experiences of the service have been. “Finding out about people’s experiences and what worked, or what perhaps didn’t work quite so well, will help when developing the service for the future.” In West Sussex, the County Council working in partnership with all of the District and Borough Councils fund the Citizens Advice Bureau to provide advice services across a variety of locations in West Sussex. When this service was reviewed by a Joint Scrutiny panel last year, it was

agreed that it would be helpful to take account of the views of the residents using the service – both in terms of what worked and what could be improved using a public survey. The results from the survey will provide countywide independent feedback which will be used to develop the service. To advertise call: 01273 452065
