Parking Charges proposed in Welwyn Plans have been proposed by Welwyn Hatfield Borough Council (WHBC) to introduce parking fees and restrictions for the car parks within Welwyn Village. The proposal would see the 100 or more currently free parking spaces being paid for, specifically the High Street and Lockleys Drive car parks. Residents could also be forced to buy parking permits. WHBC claim that these measures are to alleviate ongoing parking issues in the village and that the long term aim is to support the local businesses and protect residents parking, whilst increasing the availability of short term spaces for shoppers. Locals fear that this will be the death of the village, it will actually reduce the number of visitors and will have a knock on effect on the local businesses. Many of the surrounding villages use the high street on a regular basis, the doctors surgery alone has a large catchment area. This is perceived by many as just another means by which the Council collect a stealth tax, when they should be squeezing out waste and inefficiencies. The revenue from the parking could earn WHBC £20,000 a year. In the Cotswolds a few weeks back, campaigners forced council chiefs to scrap car parking charges after 3,000 people signed a petition and Cirencester Town Council threatened a judicial review claiming the proposals were illegal. (It is illegal to profit from parking charges).
In response to the proposals, Welwyn Parish council have formed a working group with some of the local businesses to try and come up with an alternative. There are posters in all of the shops on the high street, a website has been setup and a written letter has been sent to David Cameron. A petition with 3,500 signature was handed to the Mayor of Welwyn Hatfield and the Chief Executive of the Borough Council on 23rd September. Parish Councillor Bob McKay told us, “This is technically, morally and procedurally wrong. It is against localism, the big society and everything that central government wants to happen. All of the local businesses feel the same way and the whole village is completely opposed to this!” We believe that this has much wider implications as WHBC have stated that this is the template for rolling car parking charges out across all Borough Council owned car parks.” Welwyn Hatfield MP, Grant Shapps confirmed that he is committed to working to try and bring this situation to a successful conclusion. So what can you do to help? Visit the website – www.saveourvillage.org.uk where you can sign an online petition and also voice your concerns. The working party would be pleased to hear from anyone outside of Welwyn Village who has not been informed. They are also looking for volunteers to help distribute information. We will keep you updated on progress.

Stopping smoking The fun in Marilyn Tuck’s work is the variety. People see her for all sorts of things: snoring, teeth grinding, and sleeping; flying, needles, thunder and claustro phobias; finding, mending and improving relationships; and, as she mentioned before, emotional stressy stuff that brings on anxiety, anger, sadness, comfort eating, drinking and smoking. Often entwined these can be unpicked and leave a person really pleasantly changed within a few weeks, or a few months. The trick is motivation, want to do it, ask for help, and then let it happen.

his is for those of you who smoke and have talked about giving up. In past articles I have talked about removing blocks that maybe holding you back, blocks that are stopping you putting your foot down and enjoying life.These blocks could be things like anxiety, emotional hang ups, all sorts of worries, weight, health and habit issues. Now, whether you consider cigarettes and smoking fall into this category in your own life, it doesn’t really matter, but smoking has certainly settled inside you permanently. It has indeed become a habit and is constantly there reminding you that you need to light up at various times throughout the day.That you need to go out the door, need to hover in a corner from the rain, need to walk away from a good conversation, that you need to light up and take time out. I am sure I don’t need to tell you this. If you think about it smoking has actually become a huge part of your life – your day revolves around where you can smoke and where you can’t, 6
how many you have left, when you need a smoke, and why you need to smoke.You know you use it to calm down, to get away from difficult situations, to think, to clear the air, to relax, to accompany a drink, and so on. You also know that if you haven’t talked about giving up at some stage then someone close to you probably keeps reminding you that you should. This, of course, makes you dig your toes in. No one likes being told they should do something. I should point out here that nicotine is one of the most poisonous substances known to man.The nicotine extracted from one cigarette and injected directly into the vein will kill in seconds. It is enough to kill a horse.Yet, nicotine is just one of the many toxic substances, including arsenic, cynanide, carbon monoxide, and prussic acid, in a cigarette. Believe it or not a smokers body is in constant stress. It is continually trying to fight off these substances and it is continually being fed them. It gets no time to relax. Nicotine is a vaso constrictor, arteries narrow and
the heart has to work much harder to push the blood around, getting vital oxygen to every organ, while rubbish in the lungs reduces their capacity to produce the oxygen. Resistance to infections, viruses and cancers is impaired due to the immune system being otherwise occupied. Reproductive potency is detrimentally affected… And so it goes on. Every cigarette that you smoke will rob you of six minutes of life expectancy. If you smoke 20 a day that’s 2 hours, 30 days a year, plus £2000 up in smoke! The comforting thought is that you were born a non smoker and you have the blueprint within you somewhere that can be reactivated.There is hope. M Revenue and Customs (HMRC) has released guidance for self-employed people waiting for their first tax bill. According to HMRC, when you start self-employment, you do not get your first tax bill for a while, which means that you need to start setting aside money to make sure you can afford to pay your bill. As a result, HMRC has put together guidance on how much to set aside for tax and Class 4 National Insurance Contributions (NIC) based on estimated weekly and monthly profit figures.
The guidance below does not take into consideration Class 2 national insurance, which you will need to pay separately – around £2.50 a week for 2011-12. The information below uses estimated weekly/monthly profit figures and is based on a self employed individual, who has no other income which should be taxed and is entitled to a basic Personal Allowance. Profit is your income less expenses. Once you have completed your self-assessment tax return then you can work out the exact level of tax and/ or Class 4 NIC due.

T
he truth is that you will not benefit directly from drafting a Will, unless you count the peace of mind that they provide.What is important is that your loved ones will benefit. A Will is not about you – it is about how you wish to provide for those around you; your children, family, friends and even causes that are close to your heart – after you are gone. What a Will provides is a guarantee that your final wishes will be followed to the letter, meaning that you can provide for your loved ones exactly how you see fit, and not how the law decides. By making a Will you can also appoint Guardians and create Trusts that will safeguard the future wellbeing of your children in the event that you cannot be there for them.Without a Will the state could decide on this matter. But a Will is not just about dividing wealth, they can also be used to maintain the value of your estate by limiting the amount of inheritance tax that the government can claim from your assets. So, by managing the division of your estate through a Will and professional Estate Planning you can ensure that more of your hard earned assets can go to those you care about and not the State. Although it is possible to write a Will by yourself or even on-line, it is advisable to seek professional help – a poorly drafted Will may not be worth the paper it is written on and could even lead to confusion over the division of your assets. Simple Wills are just that-they simply distribute basic assets and offer no protection to the home, assets or estate.
By enlisting professional help, you can prevent unnecessary stress, despair and family rifts after your death. A Will and Lasting Powers of Attorney ensure it is you and NOT THE STATE who decides who gets what, who is to look after any orphaned child (Guardian) and who is to manage your affairs when you cannot, whether due to illness, accident or death. WITHOUT A WILL the STATE will take the maximum tax from your estate when you die. It does not have to be this way – WITH A WILL none of these things need to happen –YOU DECIDE. By using a Will and Trusts as part of your Estate Planning you can ensure your loved ones and not the State benefit from your hard earned savings and property when you die.
A Trust may protect its assets from • contributing to long term care costs • the actions (e.g. remarriage) and debts of a surviving partner • the house from being the subject of an enforced sale AND will • Remove, or at least minimise, any 40% inheritance tax liability • Guarantee that the beneficiaries of the Trust, e.g. your children, will receive all the assets held in the Trust, not the State.
