Hello and welcome to the final edition of Dorset Business Focus in 2024. Can you believe it’s already December? Whilst it feels like the last 12 months have flown by, it’s certainly been an eventful year for businesses.

Finally, after three years of interest rate rises to combat soaring inflation, the Bank of England cut the base rate by 0.5% with two consecutive cuts, bringing the rate down to 4.75%. Whilst these are small cuts, it does indicate the Bank is starting to feel confident that the inflation rate is sufficiently falling. However, as we heard in the Autumn budget, growth within the economy next year is forecast to be pretty flat.

On 30 October the Labour Government delivered their first Budget in 14 years. Both the Chancellor and Prime Minister were giving out some gloomy signals before the Budget but the huge increases in National Insurance still came as a shock to many. Although there is some relief for very small businesses, this is a huge concern for many businesses and charities that are now facing soaring wage bills. We are going to be undertaking a survey to understand the impact of this increase on businesses and charities and taking this issue forward through the British Chambers of Commerce.

As we look forward, we will continue to do our very best for Dorset businesses. Our Dorset Business Festival this year was a huge success with a footfall of over 1,000 people and we are already making plans for next year. We will also be launching a series of new training programmes around leadership and sales as well as pushing forward with our new AI programme, Campfire, in partnership with Intergage.

The Autumn 2024 Budget

The Autumn Budget 2024 was presented to the House of Commons on October 30 by Chancellor of the Exchequer Rachel Reeves. This was the first Budget delivered by Reeves since the Labour party returned to power in the July general election.

Highly anticipated and discussed, here are the initial responses from the October announcement:

“Many businesses in Dorset will have concerns about the Budget. There is some comfort for small businesses with employment allowance increases for National Insurance but rises in employer National Insurance contributions and the minimum wage mean that employment costs are significantly increasing.

“This comes at a time when wages have been pushed up by significant recruitment challenges for businesses. It is highly likely this will impact on recruitment, which will have a knock-on effect in terms of future business growth.

“It is encouraging to see a focus on affordable housing as this is a barrier to growth for businesses, but I am not sure that it is enough. Economic growth projections over the next three years are very low, which hardly inspires confidence among businesses and consumers.

“Dorset Chamber will continue to support businesses and make the county’s voice heard in the corridors of power in our work with the British Chambers of Commerce (BCC).”

Ian Girling, Chief Executive, Dorset Chamber, said:

“The Chancellor’s first budget has disaster written all over it.

“It is not a budget for growth, it is a budget for decline and she is deluded if she thinks otherwise. SMEs are the lifeblood of our economy, accounting for 99% of the business population according to the House of Commons library.

“By the government’s own definition, small businesses are those with less than 50 employees and medium sized firms are those with less than 250 people.

“A vast number of these businesses will be facing significant increases, not least through the double-whammy of increased employer National Insurance contributions and a cut in the threshold for payments from £9,100 to £5,000.

“Many SMEs will be wondering where they are going to find the extra money from to pay such additional taxes. Coupled with damaging measures in the Employment Rights Bill, it is nothing less than a tax on jobs. With all of the noise prior to her announcement, the Chancellor may have considered her maiden budget a political success with measures such as the continuation of the fuel duty freeze appearing to soften the blow for the public.

“However, it is a simple case of smoke and mirrors which cannot obscure the fact that a bad budget remains a bad budget. The OBR’s anaemic growth forecasts heralded by the Chancellor at the opening of her budget statement are an embarrassing admission of defeat. If the government is serious about economic growth, it needs to support this country’s 5.51 million SMEs and the private sector, not add to their regulatory burden and tax them further.

“Without a thriving private sector, there is no public sector. The government would do well to remember that business is a force for good, not a cash cow to be milked at its convenience.”

“These measures will have an effect on businesses. We are particularly concerned for businesses in the hospitality and childcare sectors who traditionally employ a larger number of staff on minimum wage. They will see a huge increase in staff costs, as a result, and with the added burden of an increase in employer national insurance contributions, we envisage an increase in enquiries.”

“The Government budget brings challenges and opportunities. A focus on investment with new tax measures aimed at raising additional revenue will clearly have impact.

“Key changes include an increase to employers’ NIC and lower threshold at which it is payable, increases in CGT and a Corporate Tax Roadmap aimed at giving businesses confidence and certainty. Increased wages may impact profitability, but consumer spending power and employee retention may increase.

“Businesses will need to increase efficiency to offset higher costs. Although challenging, it may result in a stronger, more resilient commercial environment.”

“We saw this coming and that it was expected that we would need to pay more tax to make much needed improvements to public services, however, employers will feel it more than others with the double whammy of salary increases and a hike in employers’ NIC.

“There was still good news for businesses though in the shape of Corporation Tax rates and Annual Investment Allowances remaining unchanged as part of the Government’s Corporate Tax roadmap. We also welcome a 40 per cent business rates relief for retail, hospitality and leisure business, capped at up to £110,000 per business for next year and 2026.

“Whilst there has been a significant increase in HMRC enquiries into Research & Development claims recently, the Chancellor made clear that this relief is staying and is fully supported, which is welcomed where the relief is vital to so many businesses.“It was no surprise to see that the Government support is only for valid claims. In line with her predecessor, the Chancellor has continued the attack on those seeking to abuse the system, whether through fraudulent welfare or covid claims.”

“If this was meant to be a no tax increase budget, I’d hate to see one when the Chancellor was really trying.

“SMEs are the backbone of the economy, representing 99% of the UK’s business population and accounting for 61% of the country’s employment.

“The increase in employer National Insurance contributions will have an inevitable impact on many of the 27 million working people in the private sector.

“It will have unintended consequences, including pressure on wages, increased prices and in the worst case scenario it could lead some businesses to fail.”

President’s Column

As the President of Dorset Chamber, it’s my great pleasure to wish each and every one of our members a very Merry Christmas and a prosperous New Year! At this time of year, as we scramble to remember whose Secret Santa we’ve forgotten and struggle with the tangle of last year’s Christmas lights, it’s important to take a moment to reflect. 2024 has been a year full of opportunities, challenges, and, dare I say, a few “character-building” moments. But we’ve navigated it all with the classic Dorset spirit — a mix of resilience, camaraderie, and just enough tea breaks to keep us going. As we look to 2025, I’m confident that together, we’ll embrace whatever comes our way, whether it’s fresh innovation, new partnerships, or just learning to finally properly mute ourselves on video calls.

So, here’s to a season of joy, relaxation, and well-earned celebrations. May your holiday be as bright as your ambition and your New Year’s resolutions last longer than January!

A Memorable Evening at The Net’s Annual Directors’ Dinner with Chef Michel Roux Jr.

Last month, The Net, AFC Bournemouth’s Business Club, hosted the annual Directors’ Dinner at Vitality Stadium with an evening that was equal parts delicious and inspiring.

Official partners and local business club members gathered for this special occasion, where guests were treated to a three-course meal inspired by none other than this year’s guest speaker, Michel Roux Jr.—a chef whose name is synonymous with British culinary excellence.

Hosting the evening was Harvey Thorneycroft, who welcomed guests and introduced Chef Roux to the stage. In a candid and heartfelt talk, Michel shared stories from his renowned twoMichelin-starred restaurant, La Gavroche, recounting the joy and creativity that fuelled its success and the bittersweet decision to eventually close its doors.

His reflections were rich with insights into his career and life, including the deep influence of his father and uncle on British food culture—a family legacy that has

shaped Michel’s passion for cuisine.

The Employment Rights Bill: Key Reforms Employers Need to Prepare For

The UK’s Employment Rights Bill, introduced in October 2024, is intended to bring comprehensive reform and change to employment rights.

The changes will impact various aspects of the employment relationship. Below, we highlight some of the key changes proposed and identify how employers can start preparing for these:

Unfair

Dismissal – Day One Right

This will allow employees to claim unfair dismissal from their first day of employment. It eliminates the existing two-year waiting period and provides new hires with immediate protection against unfair treatment. The Bill sets out statutory guidelines on probation periods, potentially capping them at 9 months, though this may be subject to change after further review and consultation.

Statutory Sick Pay Reform

The Bill enhances sick pay provisions and will remove the lower earnings threshold, so all employees will be eligible for statutory sick pay from their first day of sickness, instead of being required to wait 4 days.

No

More “Fire and Rehire”

The ability for companies to dismiss employees and rehire them on less favourable terms will largely be banned. Exceptions will only apply in extreme cases, such as when evidence of financial difficulty affects an employer’s viability.

The End of Zero Hours Contracts

The reforms aim to counter exploitative practices and ensure guaranteed hours for qualifying workers, with notice requirements for shifts and compensation for last-minute cancellations.

Flexible Working

Despite being alleged to become the default, a flexible working request can still be refused on one or more of the eight existing statutory reasons. However, an employer will now be required to explain why they consider it reasonable to deny the request based on these grounds and must consult with the employee before rejecting any request.

Additional Protection Around Sexual Harassment

Following the implementation of the Worker Protection Act on 26 October 2024, an employer will be responsible for taking “all reasonable steps” to prevent workplace harassment. How to Prepare?

Employers need to:

Review their contracts and procedures to understand how their existing terms and procedures compare against the proposed and envisaged changes. Identify and assess what preparatory changes to contracts and procedures can be made and implemented now:

Probationary Period - Implement a more proactive, regimented probationary process, create a list of objectives to be completed within specific time periods, and train managers to build, prepare, conduct, and assess employees before they gain unfair dismissal rights.

Sickness – Review sickness absence over the last 6 months, assess potential cost impact against the new regime, review sickness absence procedures, implement a more proactive system for addressing and monitoring sickness absence, conduct returnto-work interviews, and identify parts of the contract that will need to be updated in the future.

Zero Hours Contracts – Review practical arrangements, identify how the new rules will apply to your circumstances, and consider future adjustments to ensure compliance.

Changing Terms – Identify changes that can or need to be implemented now and address these accordingly.

Flexible Working – Review the process and train managers on how to handle these requests.

Sexual Harassment – Assess and identify your organisation’s risk, including risks posed by third parties, and evaluate the risk similarly to assessing physical injury risks in the workplace, especially in situations involving alcohol or power imbalances.

Official Launch of Health Sciences University

Health Sciences University (HSU) celebrated its official launch on 31 October, marking a significant milestone in its journey. This momentous occasion was marked by the installation of Her Royal Highness The Princess Royal as the university’s inaugural Chancellor.

BIG Sleep Easy Raises Over £11,000 for Homelessness in Dorset

Charities biggest fundraiser of 2024 generates vital support for vulnerable people in Bournemouth and beyond

YMCA Bournemouth’s BIG Sleep Easy 2024 has raised a total of £11,993 (Including Gift Aid) toward the charity’s work supporting homeless people in Dorset.

45 people from 19 different local businesses constructed their own shelters and spent a chilly Saturday night (12th Oct) sleeping under the stars, to raise awareness of the harsh conditions facing the homeless community all year round.

To date, the BIG Sleep Easy has raised more than £110,000 to support homeless people in the local area and beyond.

A study conducted by charity Shelter in 2023 estimated that roughly one in 366 people across the Bournemouth, Christchurch and Poole locality are homeless, combining those sleeping rough with those in sheltered accommodation.

Philip Warr, Deputy Lieutenant of Dorset and CEO of YMCA Bournemouth Dr Gareth Sherwood judged the structures on Saturday night. Lorraine and Mike Stanley won the BIG Sleep Easy Trophy for their honeymoon suite, having just got married on Thursday 10th October in Bournemouth. The team from Lester Aldridge has, to date, raised the highest amount of over £1,600.

BH Live Getting More People Active

12 months on, following a six-figure investment at a local leisure centre, BH Live is seeing more people now being regularly active at BH Live Active Pelhams in Kinson, North Bournemouth.

The centre’s gym and studio facilities were completely transformed in 2023 thanks to a £600K investment from BH Live, the registered charity and social enterprise that operates the centre in partnership with BCP Council.

Since then, the team at the centre has recorded more than 190,000 visits to group classes and the gym and 66,000 swims – a 59.6% increase from the previous year. Pay-as-you-go attendance has grown too and more than 600 additional BH Live Active members have joined the Pelhams community.

Recently, the team at the centre has taken steps towards becoming more sustainable and achieving Green Mark Level 2 accreditation. This is a scheme that reviews organisations’ sustainability performances and identifies steps on how businesses can save energy, reduce waste, and become more environmentally responsible in their everyday processes.

BU Team to Develop Bespoke

AI Content Moderation System

A team from Bournemouth University will work with Wimborne-based image sharing site ClickASnap to develop a bespoke AI content moderation system for its platform.

ClickASnap is the world’s largest paid-perview image sharing platform; creators can upload their own images and get paid when others view them.

The bespoke AI content moderation system being developed in partnership with BU will allow the company to efficiently and accurately moderate user content, enhancing the platform’s safety and reducing costs.

The project is being led by BU’s Dr Simant Prakoonwit, Associate Professor of AI Games Technology, as a Knowledge Transfer Partnership (KTP) – a government-funded scheme to pair universities with businesses to drive innovation and growth.

“Our goal is to unlock ClickASnap’s growth potential by embedding long-term AI capabilities,” said Dr Prakoonwit. “With a massive number of users and uploaded

images, ClickASnap requires tailored AI models beyond off-the-shelf options. This collaboration addresses their immediate needs and sets them up for future innovations in a rapidly evolving industry.”

As well as the content moderation system, the team will also develop an AI Customer Assistance system to enhance user engagement and provide support.

Midas Touch with Latest Acquisition by ITCS

An expanding IT and telecoms provider to businesses and organisations in the UK, with an office in Dorset, has made a strategic acquisition in South Wales.

ITCS, headquartered in Bridgend and in its 20th year, bought Midas Solutions and Midas Telecom Solutions, which turned over a combined £1.2m and are also based in Bridgend.

It is the sixth acquisition by ITCS to date – Poundbury Systems in Poundbury, Dorchester, joined earlier this summer. The company recently became Dorset Chamber’s Platinum Business Partner for Telecoms and Technology.

With ITCS’s turnover now nearing £7m, its operational footprint extends through Pencoed Technology Park in Bridgend, the new South West office in Poundbury, a Midlands branch in Warwickshire and a data centre in London’s Docklands.

Bournemouth and Poole College has marked a momentous milestone in the construction of its new cutting-edge learning facilities with a traditional topping out ceremony. The event celebrated completing the structural phase of the project, as the fourstorey building reached its highest point.

Bournemouth and Poole College principal, Phil Sayles, together with teaching representatives from each curriculum area at the college, had the honour of signing the final steel beam to signify the progress towards transforming the Bournemouth campus in Lansdowne. The new facilities are a result of a multi-million-pound investment from the government’s Further Education Capital Transformation Fund. They will provide students with access to state-of-the-art classrooms, collaborative workspaces, and advanced technology to enhance learning and skill development. Speaking at the ceremony, principal Phil Sayles said: “This is an exciting day for Bournemouth and Poole College,

as the development is well on its way to completion. With the signing of this final steel beam, we are closer to creating a space that fosters creativity, collaboration, and excellence, which our students will thrive in. UK Carbon Border Adjustment Mechanism to Launch in 2027

The UK government has confirmed that it will implement a Carbon Border Adjustment Mechanism (CBAM) starting on 1st January 2027. This measure is designed to impose a tax on imports of goods produced using carbon-intensive processes, ensuring a level playing field between international and domestic producers who are already subject to environmental regulations. The move follows the European Union’s introduction of a similar CBAM in 2023.

The decision follows a 12-week consultation published in March 2024 titled ‘Introduction of a UK Carbon Border Adjustment Mechanism from January 2027’. The consultation sought feedback from industry stakeholders, addressing over 40 questions related to the implementation, compliance, payments, and liabilities associated with the UK CBAM. The consultation received more than 340

responses from a wide range of stakeholders, including domestic and international industry players, trade associations, importers, and academic institutions.

In response to the feedback, the government emphasised “Introducing a UK CBAM will ensure highly traded, carbon intensive goods imported from overseas face a carbon price that is comparable to what would have been payable had they been produced in the UK.”

Industry support for the UK CBAM has been largely positive, with 70% of respondents backing the use of domestic measures alongside international efforts to reduce carbon leakage.

The response also outlined the range of sectors that would be impacted under a UK CBAM, specifying a “smaller number of economic sectors” compared to the

EU, including “aluminium, cement, fertiliser, hydrogen and iron & steel”. Within these sectors, the CBAM will only apply to specific imported ‘CBAM goods’. These goods are determined by the product level scope of the CBAM and are identified by commodity code. Looking ahead, the government plans to continue engaging with key stakeholders, including the formation of a CBAM industry working group and an international consultation group for exporters from other countries. In parallel, HMRC will begin drafting the necessary primary and secondary legislation to pass the CBAM into law, as well as providing guidance for businesses in preparation for its implementation.

The Importance of Being Earnest

For those of you who have read Oscar Wilde’s The Importance of Being Earnest you may already be familiar with the message that you should treat all things of a seemingly trivial nature with some importance.

I make this point as it is my experience that many businesses fail to attach any importance to their Credit Control procedures. Acquit is regularly instructed to try and recover outstanding invoices that are more than a year old – shocking when you consider that in some cases the client’s terms for payment are in fact 7 days from presentation!

At the risk of sounding patronising – Credit Control in simple terms, is a system that businesses put in place to ensure that invoices are paid in a timely manner. The procedure itself will depend upon how robust you wish to be (or not in most cases!).

BEFORE however you set up your shiny new client and start moving forward providing them with your expertise, have you considered the importance of obtaining financial information regarding your new client…..

A skills gap and recruitment issues in cyber security could harm businesses across the country and impact on the nation’s economy, according to a leading cyber firm.

C3IA Solutions, headquartered in Poole, Dorset, has warned that the industry needs more qualified people and that businesses often lack internal expertise.

With cyber-attacks becoming more common and AI bringing new levels of sophistication, organisations must become more proactive in order to protect their systems and information, says C3IA.

According to the latest government report into cyber security skills in the UK labour market, nearly half of all businesses have a skills gap in basic technical areas.

And despite the number of cybersecurity graduates rising by 34 per cent, there remains a shortfall of expertise.

C3IA provides work experience for young adults and graduate placement opportunities and urges other businesses to help educate and develop the next generation of IT and cyber professionals.

C3IA’s Jim Hawkins said: “While businesses have become more aware of cyber threats over the last few years, your employees are your first line of defence and businesses need to invest in training and education that will help address many of the threats faced.

“At C3IA we understand the difficulty and recognise the findings of the government’s report which says that recruiting people with three-to-five years’ experience is the hardest area.

“This issue can be mitigated in part by providing internal training and development programmes.

“Graduates are becoming more numerous but they also will need experience in the industry.

“One of our newer staff, Hannah Baverstock, joined after graduation and is now a member of the UK Cyber Security Council Youth Advisory Panel, representing careers and qualifications.

“There are many paths into cyber security – apprenticeships, degrees, work experience, at-home training and qualifications as well as those coming into the industry from the military, and there are plenty of jobs as well as good pay.

“We encourage organisations to develop structured Continuing Professional Development (CPD) plans – ensuring teams are up-to-date with best practice and are knowledgeable on new and emerging threats.

“Ultimately the more secure businesses are, the better for the whole economy.

“There are malicious actors across the world who will target businesses, no matter their size or sector. Being a small business doesn’t mean you won’t be attacked.

“We suggest that all businesses obtain Cyber Essentials certification – this government-backed scheme is a simple way to protect yourself from common cyber attacks and includes free cyber

insurance for added peace of mind.

Greendale Construction to Give Dorchester Corn Exchange an Impressive Upgrade

Chartered Builders, Greendale Construction Limited has started a 34 week project at Dorchester Corn Exchange which will see the historic building benefit from a number of improvement and remodelling works, including, new WC’s, a new bar area, a complete knock-through on the ground floor, and works to the Town Hall. The renovation will restore the building’s original layout, with a new community meeting area created, and the foyer transformed into a welcoming, light and bright space for audiences and visitors, with a new accessible reception and box office.

Having commenced on 5th August 2024, the works are due for completion on March 31st 2025, with the building remaining largely ‘open for business’ for Dorchester Arts packed events and performance schedule.

Dorchester Corn Exchange is a Grade II* Listed Building of two storeys with walls of Broadmayne brick with Bath and Portland stone dressings, and a tile of slate roof over. The building was designed by Benjamin

Ferrey and erected in 1847-1848 by the builder Samuel Slade. Originally comprising of a corn exchange, assembly hall, and council chamber, a new market and police station were added later in the 19th century.

MP Opens Poole Bay Holdings’ new Manufacturing Facility

A new manufacturing facility which will produce up to £19 million worth of products annually has been officially declared open in Poole. PBH Manufacturing has consolidated four other sites – three in Poole and one in Blandford – into the new 44,151 sq ft facility at Broom Road. Once production is fully up to speed early next year, manufacturing in Poole is expected to represent 50 per cent of the forecast £38 million annual turnover of its parent group, Poole Bay Holdings.

The business, founded by Martyn Bright and Mike McKenna 24 years ago, is one of the UK’s leading B2B (business to business) eCommerce and catalogue marketers and manufacturers of business products. It is better known through its multiple brands and websites including JustGloves, FirstAid4Less, SafetySigns4Less, NBB Outdoors and Koolpak.

In total, more than 30,000 products are stocked, ranging from bicycle shelters and

picnic tables to first aid supplies and medical kit. It receives more than 300,000 orders annually. The new manufacturing facility, which employs 70 people, was officially opened by Bournemouth West MP Jessica Toale whose constituency includes the site.

Addressing staff and invited guests after touring the site Jessica Toale MP said: “Facilities like these are so important to our local economy. When I speak to people about this area their immediate reaction is that it’s seaside and retirement. But it’s my absolute privilege and honour to tell people about the really vibrant local economy that we have here. It’s companies like yours that are really pushing to make things and grow our economy in Britain.

Mike McKenna, Chief Executive of Poole Bay Holdings, said: “This facility looks fantastic and is a credit to everyone here. Martyn and I started our careers in manufacturing and both of us have been very keen to develop manufacturing in the UK for some years. “In a short while, manufacturing will represent 50 per cent of our turnover which I think is staggering.

The main head office and distribution centre for Poole Bay Holdings is at Fleets Corner Business Park in Poole. The company employs 226 people.

The ‘Backbone of Britain’ Goes Electric

Ford’s E-Transit seamlessly blends its iconic design with impressive electric technology, proving that it’s still the top choice in the rapidly evolving world of large electric vans. At first glance, it looks almost identical to the diesel-powered Transit, which makes sense given Transit’s long-standing reputation as the ‘backbone of Britain.’ Underneath, however, the changes are substantial — and they make a real difference.

Ford has invested heavily in this transition. The suspension is completely revamped, and the 68kWh battery pack powers a 181bhp electric motor with excellent torque. The

result? A van that feels just as capable as the traditional diesel model, with 200 plus miles of WLTP range. The higher-powered 266bhp version is available, but for most users, the standard model delivers more than enough performance for everyday tasks.

Inside, the E-Transit is familiar yet refined. The shift to an electric setup frees up space in the cab, and the 12-inch Sync 4 infotainment screen is crisp and intuitive. Though we miss physical climate controls, the tech upgrades more than make up for it.

Ford offers a range of configurations, so businesses can find the perfect setup without

sacrificing cargo space, and the E-Transit’s payload capacity is still impressive, reaching up to 1,785kg.

Yes, the E-Transit is a little pricier upfront than its diesel counterparts, but lower running costs and competitive finance deals mean it’s a solid investment. With excellent driving comfort and easy access to Ford service centers, it’s hard to imagine a better electric van for the job. Simply put, the E-Transit is still the van to beat.
