Hello and welcome to our March 2024 edition of Dorset Business Focus. March already, where is time going? But I can’t say I am sorry to see the gradual end of dark mornings and evenings and some days you can feel Spring is in the air! As always we are working on some exciting programmes, all with the aim of supporting our Dorset business community.
I am thrilled to say plans are coming together for the 2024 Dorset Business Festival, with the theme of “Business as a force for good”. This fits perfectly with our vision statement of “Enabling better lives through business”. This recognises the importance of the contribution of business within our wider society and it’s not all about profit generation. Business plays an incredibly important role in providing employment, fulfilling lives, contributing to our local communities, helping reduce our collective carbon footprint and supporting charities and organisations that provide vital services in our communities. This year the Festival will be over a two week period and begins on 30th September with an opening event and the grand finale will be the Dorset Business Awards on 10th October. Watch this space for more information.
We also opened our Apprenticeship Awards on 5th February and we are open for entries until 15th March. Run by Dorset Chamber working with the Dorset and Somerset Training Provider Network and sponsored by Superior, the awards recognise the incredible contribution of apprentices at all levels in all sectors and are completely free to enter. Company Culture
‘Company Culture’ can be described as the ‘personality’, ‘ethos’ or ‘shared values’ that sit within an organisation, and every company will be different.
A company’s culture is likely to move and change according to the business pressures at the time, the challenges and successes they experience and the leadership structure that is in place. The changing expectations of employees and customers will also help shape the culture of the organisation. Regardless of our role or level of seniority within an organisation, we all play our part in influencing the culture and working environments around us.
Keeping the company culture in mind and ensuring that it continues to act as a positive strength has many benefits for business owners and managers, including increased productivity and focus, helping to attract and retain top talent, reducing absenteeism and improving the overall mental and physical wellbeing of the workforce.
How do we encourage a positive Company Culture?
Everyone in the organisation should be aware of the objectives of the company, its shared values and how they personally fit into the structure. Induction programmes can help ensure that new starters to the business enhance a positive culture.
Policies and procedures, including those related to anti-bullying and harassment and equality, diversity and inclusion, should be up to date and backed up by appropriate training for all staff. Setting expectations around behaviour at work will help ensure consistency and allow action to be taken quickly and fairly if conduct falls below acceptable standards. This can help avoid poor behaviour negatively impacting the employee experience.
We have written previously about the benefits of providing effective performance management systems and fair and transparent reward schemes to help promote good company culture, but these should be regularly
reviewed and adapted in line with best practice.
Employee priorities will continue to change and adapt, for example, remote working and family friendly policies can be important, wellbeing initiatives and mental health support can be the top priority for others and some employees may be driven by financial reward.
Although policies, procedures and benefit schemes play a part, it can be helpful to look at areas that may be less obvious. For example, does the organisation welcome feedback, are managers and supervisors approachable, and do they provide a safe and supportive environment for employees to raise concerns?
Encouraging trust between employees and senior management can be helpful in improving the overall culture of the business. What does the current culture look like?
The best way to understand the culture of an organisation is to ask the workforce for their views and take time to review any available data. The contents of mental health risk assessments and exit interviews can show trends that require improvement.
If you don’t currently provide a platform for staff to give feedback, is this something that could be introduced in the form of a staff survey, an ideas box or by creating an employee forum?
Improvements don’t always need to be on a large scale. Company culture can be improved by achieving smaller ‘wins’ such as improved integration between teams, coaching and mentoring opportunities, social events or practical solutions such as adjustments to workstations, access to facilities or more certainty around working hours.
Why culture matters
A ‘toxic’ workplace culture can mean a combination of many different things, perhaps an unpleasant and ineffective environment with unmotivated employees,
badly managed teams, or an environment where exclusion, unfairness, inappropriate behaviour or poor communication is allowed to exist without being addressed.
When an organisation has a reputation for creating or enabling a hostile or toxic culture it can be very damaging. Employees can struggle to progress and find it difficult to achieve a healthy work-life balance. Whether it is down to workloads being unfairly distributed or chaotic working hours, constant worry can also lead to an increase in sickness absence and a general feeling of resentment.

A workforce for the future
Attracting and recruiting staff is a key challenge for all businesses. But when it comes to recruiting pan-sector across a wide geographical area, that challenge can become even more pressing. This month, we spoke to Erin Lawrence, Attraction and Recruitment lead at Dorset Council who are one of the county’s biggest employers. She shared insights on the changes it has made to its recruitment strategy, and the powerful impact of this new approach.
“Dorset Council has begun a strategic journey to enhance its recruitment reach and effectiveness. Addressing the decline in applications, the council introduced innovative measures to attract a diverse range of candidates, emphasising inclusivity, technology, and data-driven strategies. This approach is aimed not only to fill long-standing vacancies but also reduce retention risks, thereby ensuring the provision of efficient and effective services.
“To engage with younger demographics, Dorset Council launched an Early Careers strategy, utilising platforms like TikTok and YouTube, and an Early careers fair in March to introduce Dorset schools to local government opportunities.
“The impact of these strategies has been profound, with a 400% increase in applications for hard-to-fill roles and substantial savings in recruitment costs.
82% of roles are now filled first time, in comparison to 50% before these initiatives began. There has also been a reduction in advertising spend by 62% with a focus on data-led advertising. The council’s social media presence has grown, increasing by 63% in less than 12 months, and internal recruitment processes have become more efficient, resulting in higher retention rates and improved quality of applicants.
“Dorset Council’s innovative recruitment approach is sustained through continuous data analysis, feedback mechanisms, and improvement strategies. By involving the workforce in the Early Careers working group, the council ensures the adaptability and longevity of its recruitment initiatives.”

Hendy honours top performers from Dorset at annual Group Awards
Dorset colleagues from Hendy Group were among those honoured at the recent Hendy Group Awards.
More than 1,200 Hendy Group colleagues gathered in Bournemouth for its annual awards which this year also marked 165 years since the company was founded.
Comedian Russell Kane acted as host for the event at the Bournemouth International Centre with Hendy Group chief executive Paul Hendy paying tribute to the exemplary performances from individuals and teams and
pledging a bumper year ahead.
He thanked colleagues and manufacturers for their tremendous support over the years and promised significant plans for the future as the group continues to expand.
“2023 was the biggest year for the company in terms of revenue and growth and this year we are looking at a turnover of more than £1.2 billion,” Paul told guests. “We’re 165 years old and we are just getting started.”

“Ten years ago I’m not sure we would have expected to win, had we been shortlisted in the category of ‘Best Place to Work’.
Our exceptional track record on staff retention suggests we were doing something right, but we would have thought the title of ‘best place’ was reserved for those with office spaces in more glamorous locations, with mini fridges and pool tables.
I think the past decade has proven that people across all generations are looking for something more from their employer than superficial gestures to make it appear that they care about their staff.
I wrote on World Mental Health Day this year about how Grapevine didn’t need a formalised mental health and wellbeing
strategy for its first three decades in business. Staff displayed immense loyalty to the company because care and consideration for its people came naturally. Showing respect and understanding for the inevitable complications in life, whenever they should occur for each employee in the business, gave individuals the breathing space when they needed it most.
In the spirit of not resting on our laurels however, we recently took our unspoken commitment a step further with colleagues across the business completing a mental health ‘first aid’ training course.

Southern England Farmland Supply and Growth Forecast
The supply of farmland in the south of England continued to rise in 2023, which was a pivotal year for farmland supply across Great Britain.
In the South East of England 17,000 acres of farmland were marketed during 2023 compared with 14,900 acres in 2022, an increase of 15%. In the South West, 21,200 acres of farmland were marketed during 2023 a 13% increase from 18,700 acres in 2022.
Great Britain as a whole saw 157,200 acres marketed, which is 20% more yearon-year and 15% more than the previous five-year average, but still below the 162,000 acres average recorded during the years between 2003 and 2016.
In its latest rural research publication ’Spotlight: The Farmland Market’ Savills suggests there is potential for publicly marketed supply to increase further with around 180,000 acres forecast per year by 2028.
Andrew Teanby, associate director Savills rural research commented: “Farmland supply is increasing because of changes largely driven by the agricultural transition; and our research into the number of machinery sales would seem to support this.”
Over the past three years, retirement and change in farming policy have become far more common reasons for farmers selling their farm machinery compared to 2015, when new agricultural policies were not on the horizon. According to Savills analysis there were 71% more machinery sales in 2023 than in 2015 (GB).
Values
The Savills Farmland Value Survey shows that during 2023 the average value of grade 3 arable land in the South East rose by 2.4% to £9,600 per acre. In the South West average values increased by 7.7% to £9,900 per acre. This compares with an average increase across Great Britain, for grade 3 arable land, of 1.9% (to average £8,700 per acre) for the same period.
The survey also shows that during 2023 the average value of grade 3 pasture land in the South East rose by 4.6% to £8,000 per acre and in the South West it increased by 9.2% to £8,500 per acre.
Savills value forecasts for the farmland sector during the next five years are influenced by continuing economic challenges, weaker demand from all types of buyers in the marketplace and increased availability of farmland.
By land type across GB, forecasts include 2.5% average annual growth for grade 3 farmland and 2% per annum for grade 3 pasture. Prime arable land, where
the main purpose is food production, will continue to appeal and average values are forecast to increase by 3% per annum over the next five years.
Geoff Jones, Savills head of rural agency in the south, said: “Within any land type the range of values achieved remains significant. Individual sales will be influenced by specific property attributes and marked dynamics such as the location and strength of neighbour interest. However, as we have witnessed recently unforeseen global and economic shocks have the potential to impact all markets.
“Demand for all land types across the south west continues particularly for commercial farms and bare land blocks where interest was competitive due to the constrained supply. The off-market and private sale remains highly active. The key to a successful sale continues to be thorough preparation prior to launch and realistic pricing to encourage competitive interest.”

Calls for action as steelwork sector launches industry manifesto
A campaigning business leader has called for greater financial backing for the structural steel sector at a manifesto launch at Parliament.
Simon Boyd, managing director of Dorset-based REIDsteel, demanded government deal with the difficulties businesses face in seeking access to finance at the British Constructional Steelwork Association (BCSA) event in London.
The BCSA, which is the trade body for UK and Irish steelwork contractors and its wider supply chain, held the summit at the House of Lords to set out five key measures vital to sustain and promote its members and the industry.
Mr Boyd, whose company designs, manufactures and installs steel structures for customers throughout the UK and worldwide, was among the speakers urging politicians to take action.
He said: “The focus of government over financial institutions and big businesses needs to be adjusted to see the potential for UK plc through the many SMEs who provide most of the employment in this country.
“We need government to facilitate access to finance so that we can vastly improve our productivity and the pay packet of our people.
“This could be done by government making regulatory changes to the banking world or by giving the British Business Bank or LEPs the financial firepower to provide appropriate loans direct to SMEs.” www.reidsteel.com
New support hub opened in The Dolphin Poole
The Dolphin Poole has expanded its community offering, with the introduction of a new support hub, Access Wellbeing Poole. The facility operates from the old Eco Hub in the Link Mall on the second floor of The Dolphin and opened on Monday 29th January 2024.
Access Wellbeing Poole is a partnership between local charities and community groups (sometimes referred to as the voluntary and community sector), the NHS, local authority, and Legal & General, and is facilitated by The Dolphin Poole.
The new hub will offer a welcoming space to find support on the issues that matter to members of the local community. The hub’s friendly Wellbeing Coordinators will take the time to listen, then help people to access support and advice on a wide range of topics.
John Grinnell, Centre Manager, said: “The opening of Access Wellbeing further underlines our desire to place The Dolphin Poole at the centre of our community. As the needs of our visitors evolve, so must the services we provide, and we know the Poole community engages with The Dolphin for more than just shopping. For many in the community, we offer a place

Chris Billam-Smith joins forces with Bournemouth Foodbank as ambassador
In an exciting development for the community, Bournemouth Foodbank is delighted to welcome renowned professional boxer and WBO cruiserweight champion Chris Billam-Smith as its new Ambassador. This partnership marks a significant step in the Foodbank’s efforts to raise awareness about the broad scope of its work in the Bournemouth area.
Chris is passionate about the local community and wants to see it uplifted. Their collaboration with Bournemouth Foodbank will bring much-needed attention to the food bank as well as various critical programs beyond the provision of food.

Dorset Chamber appoints new Project Manager
Dorset Chamber has welcomed onboard Project Manager, Laura Bush to support Dorset based businesses to open their doors to local young people.
Working with the LSIP team and Dorset Careers Hub, this project focuses on students experiencing the workplace before they leave education, thus developing their work readiness skills for them to become Dorset’s future workforce.

Weymouth College was joined by special guests on Friday 9th February to round off events celebrating National Apprenticeship Week 2024.
South Dorset MP Richard Drax, BBC political reporter Tristan Pascoe and the
Mayors of both Weymouth and Dorchester were among the guests at a celebration lunch, held in the College’s Bay Theatre.
National Apprenticeship Week highlights the significance of apprenticeships in fostering skills development, bridging
the gap between education and employment, and propelling individuals towards successful careers.
Guests were given the opportunity to network and talk about apprenticeship opportunities with Weymouth College staff, before enjoying a buffet lunch and the guest speakers.

Hospice launches Golden Anniversary with exciting fitness fundraiser ‘Attack for The Mac’
Fundraising for The Macmillan Unit’s 50th anniversary year got off to a strong start with a gruelling, five-hour, exercise class called ‘Attack for the Mac’.
In January this year, over 80 brave participants took part in the event at The Village Hotel Bournemouth’s leisure club.

Double win for Lighthouse at Dorset Tourism Awards

The country comes to Poole for YATM Creator Day

The new ‘Store & Secure’ stand behind one of the goals is now resplendent in the local company’s bright branding.
Forced to pull out of the Southern League Division 1 South in October due to ground-grading issues, the Hammers have now satisfied the sport’s authorities and have their sights set on a return to the higher divisions of local football.

Family brewer, Hall & Woodhouse (H&W) announced the successful recipients of more than 20 grants totalling over £27,000 at its annual Community Chest Awards which took place at The Brewery, Blandford, on Friday 26th January. The funding is part of a wider £55,000 being donated to other areas where H&W operates, which is the highest sum since the Community Chest initiative began in 2002.

Record-breaking year for visitor numbers at The Tank Museum
The Tank Museum welcomed over 220,000 visitors in 2023 in a recordbreaking year that commemorated the centenary of the Museum.
For their 100th birthday, The Tank Museum opened the successful new exhibition ‘Tanks for the Memories’, displaying how the tank has been portrayed in popular culture through games, toys, film, and the media.

Performance Management covers a wide range of approaches from the informal exchange of feedback, through to formal processes such as annual appraisals or personal development plans. Successful performance management requires good communication skills, clear and reasonable expectations and regular monitoring of progress. It is a skill that managers and supervisors will be keen to develop in order to manage their teams effectively and maximise the potential of each employee. Good performance management takes time and commitment from both parties. It is useful to set both short-term and longterm goals, scheduling regular review periods along the way to keep progress on track. This allows interventions such as additional training or coaching to be put in place as necessary. Regular reviews will also help plans adapt according to changes in business need and team focus.
When setting objectives many companies continue to make use of the SMART criteria: Specific – Avoid objectives that are too vague. Be clear what the requirements are.
Measurable – Can you accurately and fairly measure progress.
Achievable – Ideally you will have both agreed what is achievable.
Relevant – Is the goal relevant to the longer-term strategy for the business?

CDS Imports – Know your Waiver Codes
Dorset Chamber International Trade Specialist, Tom Bennett, has summarised recent changes to document codes for CDS imports.
Effective 1st February, document code 999L is no longer valid for import declarations.
Waiver document code ‘999L’ has now been permanently removed for use on import declarations on the Customs Declaration Service (CDS).
This waiver document code had been previously used to say that the goods doesn’t have any documentary or licensing requirements to be imported and waive the requirement for further information.
HMRC have published new national waiver document codes to the UK tariff that should be used. These are in addition to the EU waiver document codes that should be used for other import measures.
If you use the 999L waiver document for imports after the deadline, your declaration will not be accepted.
Each commodity code does have a waiver code that usually starts with a ‘Y’ which, depending on the commodity, can be straightforward or have multiple ‘Y’ code options and can be quite extensive. These are linked to legislation and regulations written into UK law so understanding of these is key.
We encourage businesses who have used 999L for their import declaration to review their commodity codes through the UK Tariff to check on licensing requirements to provide the most appropriate codes for their declarations. A regular review of commodity codes is also encouraged as these changes can happen at any time throughout the year.
Regardless of the codes provided, documentary evidence will need to be retained to provide upon HMRC request to explain the rationale behind the selection of a code declared.
