Plans for the 2024 Dorset Business Festival are now well underway, and I’d like to say a huge thank you to our 2024 Premier Festival Partner Lester Aldridge and our Festival Partners Bournemouth and Poole College, Blue Sky Financial Planning, Dorset Council, ElectriX and YMCA Bournemouth for their support. Successful businesses and developments rely on good quality infrastructure. Whether you are requisitioning a supply for your development, need new services for your business premises or have been asked to allow pipes or cables to run under or over your land, you need to consider several points. Rights and obligations
Landowners have the right to negotiate the terms of any agreement with a utility provider. The terms should include the location of the infrastructure, rights to access land, the duration of the agreement and compensation for any land use or disruption caused by installation and maintenance activities. However, most utility providers have statutory powers to require access to private land for the installation and maintenance of infrastructure. These powers are subject to procedural requirements such as notifying the landowner and offering compensation for damage to the property or crops. Most are also obliged to try to reach a reasonable agreement with the landowner before resorting to their statutory powers.
Future Development
Whatever the nature and term of the agreement, though, once their equipment is on or in the ground, utility providers have statutory rights to keep it there. Moving it can be time-consuming and costly. Utility providers are usually willing to include provisions to move their equipment and reroute pipes or cables on request, but it will be at the landowner’s cost.
Utility providers occasionally need to carry out repairs or upgrades to the apparatus. Parts of your land may be cordoned off for safety, or access roads and pathways may be partially or fully obstructed. Infrastructure agreements normally include minimum notice provisions, but in case of an emergency, such as an interruption in service, no notice is required.
Other parties may also need to consent to new infrastructure. Landlords could require the consent of their tenants and lenders to run infrastructure through their site. Tenants may need to surrender part of their lease to allow infrastructure apparatus to be placed on their land, even if the tenant has requisitioned the supply or benefits from it. Neighbouring landowners may be required to grant rights of way where the apparatus is accessed via a private roadway.
Key points to consider:
• Assess the potential impact of the infrastructure on the land, including environmental, aesthetic, and economic considerations, so that appropriate safeguards, mitigation measures and/or compensation can be agreed upon.
• Consider the impact of maintenance works on business activities or use by the occupiers. Can the site cope with increased load from heavy plant? Can businesses remain open if the main accessway is blocked by excavation?
Take early advice from specialist professional advisors to avoid unnecessary future costs or delays.
• Will a particular cable route or a site for the apparatus hinder long-term development plans or make them financially untenable? Could an alternative route be agreed upon? Alternatively, will future development require greater capacity? If so, would it be more cost-effective to plan for the increased capacity now?
• Engaging with tenants or neighbouring landowners early on, can help to mitigate or avoid disputes.
• Understanding landowner’s rights when negotiating infrastructure agreements can empower landowners to negotiate fair terms and compensation.
• Take early advice from specialist professional advisors to avoid unnecessary future costs or delays.

George Orwell’s 1984 novel was published, Wolves won the FA Cup and the then Princess Elizabeth visited Dorset when the county’s chamber of commerce was founded 75 years ago in 1949.
Now Dorset Chamber is holding a glittering black tie gala dinner on June 27 to celebrate the landmark anniversary and three-quarters of a century of supporting businesses.
It is also calling for people to come forward with their memories, experiences and pictures involving the chamber to help it commemorate the milestone – known as a ‘diamond’ anniversary – in style.
Dorset Chamber is the county’s leading business support organisation and the county’s voice of business with nearly 700 members representing 37,000 employees.
Chief executive Ian Girling said: “When the Chamber launched in 1949, the county was still in the grip of post-war recovery.
“The year we opened our doors to our first members was a time when horses were still regularly used as a form of transport, a woman’s place was in the home, computers were things of fiction for most people and much of the county was still farmland. Fast forward to 2024… How times have changed!”
He added: “For 75 years, Dorset Chamber has been working tirelessly with businesses and organisations to help them grow and prosper.
“We are proud to be at the heart of the Dorset business community,
supporting our members through the good, and the challenging, times.
“Our celebration dinner will be a wonderful opportunity to celebrate this significant milestone with friends and fellow members of the chamber business community, as well as the chance to look forward to the future.”

The progress of AFC Bournemouth’s impressive new training complex at Canford Magna continues with several key areas progressing following the opening of the covered 4G pitch including the concrete frame of the main building and the external façade.
The pitch maintenance building’s steel frame is complete, including the roof and mezzanine level. Wall cladding and windows are expected to be installed by the end of April; an internal fit out will then follow.
Pitch construction is underway and all three first-team pitches are due for handover in June.
Circulation roads are well advanced, with works now progressing on car parks. A sitewide distribution of new major services are also being installed.
Speaking with Sky Sports News during his recent visit to the new training complex, AFC Bournemouth owner, Bill Foley, said: “The complex will hold the women’s, academy, and first team and unbelievable facilities are going to be here. This will be one of the best training facilities in the league.
“With a new stadium and the new training ground, we can keep on doing better every year.”

Jet2holidays will operate up to 27 weekly flights, including multiple weekly flights to popular destinations across the Canary Islands, Balearic Islands, Turkey and Greece as well as services to hotspots such as Mainland Spain, Portugal and Madeira.

Dorset Local Enterprise Partnership (Dorset LEP) has been selected as a winner in the Visa ‘Let’s Celebrate Towns’ Awards for the work they are doing to benefit the community of Boscombe tackling digital exclusion at the Digital Skills Hub. The award win means Boscombe’s Digital Skills Hub are recipients of a £15,000 direct investment into a community project.
As part of Dorset LEPs vision for a highskilled workforce that meets the needs of Dorset’s growing economy and priority sectors, they work with partners to ensure residents have the right skills mix for the jobs in demand. Their work to deliver the Digital Skills Hub in Boscombe is just one example of this. Bournemouth and Poole College has proudly announced the start of construction to transform its Bournemouth campus into a worldclass learning environment, at a groundbreaking event that gathered esteemed guests and community leaders.

The charity’s biggest fundraising event of the year, on Saturday 12th October 2024, raises money to contribute towards YMCA Bournemouth’s work to support vulnerable people across Dorset. To date, BIG Sleep Easy Bournemouth has raised over £130,000 to support homeless individuals in the local area and beyond.
BIG Sleep Easy invites colleagues, friends and teams from local businesses to take part in a night sleeping outside, with participants constructing their own shelters to protect
themselves from the inclement October weather. Alongside raising vital funds for charitable work, the event also aims to raise awareness and a greater understanding of the complexities of homelessness.

University Hospitals Dorset NHS Charity has launched a £1.5million fundraising appeal to take the Royal Bournemouth Hospital into the future.
The BEACH Appeal is the charity’s biggest ever fundraising appeal to provide additional items for the new six-storey building at the Royal Bournemouth Hospital to help transform healthcare across Dorset.
The new building is the size of 115 tennis courts and known as the ‘BEACH’ for Birth, Emergency And Critical Care and Children’s Health. This building will provide new purpose-built maternity and children’s units, an improved major emergency department and one of the biggest critical care units in the country.
The BEACH Appeal follows the work started in 2021 to reconfigure the services at University Hospitals Dorset to improve the way care is provided for the hundreds of thousands of patients that are cared for each year. As a result, Poole Hospital will be focused on planned care with the investment of the new theatres we fitted last year and our construction teams have been flat-out building the BEACH Building at the Royal Bournemouth Hospital, ready for spring 2025. Dorset Chamber appoints new Project Officer
Dorset Chamber has appointed Victoria Hickman in the role of Project Officer to support the delivery of the Dorset Local Skills Improvement Plan (LSIP) and assist the membership team.
Since the launch of the LSIP in 2022, the project has gained significant traction in the county and continues to expand its activities with a strong focus on strategic communications.
Victoria has a wealth of experience in the communications sector both in the UK and abroad. Working within a broad spectrum of industries from hospitality, business services and the motor industry, she has helped businesses achieve their strategic goals.

Dorset Wildlife Trust and Natural England have purchased 335 hectares (833 acres) of chalk downland and farmland at Lyscombe, 10 miles north-east of Dorchester. The land has been acquired for nature conservation and environmental restoration. It was made possible through funding from Natural England’s National Nature Reserves programme, and planned nutrient mitigation credit scheme, alongside generous donations from Dorset Wildlife Trust’s members and supporters.

The hope is that the software would enable community organisations to more easily demonstrate the long-term benefits of services on public health and enable stretched organisations to secure further funding.

Anthony Woodhouse, chair of Hall & Woodhouse, became Dorset’s next High Sheriff at a ceremony held at the Tank Museum on 25 March.
The office is an independent and nonpolitical position appointed by the monarchy for a single-year term.
The High Sheriff is the King’s representative in the county in respect of law and order. Established before the Norman conquest of 1066, the role of the High Sheriff was established by royal appointment, and in contemporary times, plays an active role in supporting work being done across the county, both in areas of emergency services as well as public sector bodies such as probation and prison services.
High Sheriffs also play an increasingly active role in promoting the voluntary sector within their communities and highlighting the work of often unsung heroes.

Wessex Internet has won a major government contract to deliver lightning-fast broadband to 21,400 homes and businesses in rural areas of South and West Dorset, and South Somerset.
The contract – worth £33.5 million –was signed as part of Project Gigabit, the government’s £5 billion mission to upgrade digital connectivity in hard-to-reach areas of the country that would otherwise be left without the economic and lifestyle benefits provided by ultrafast broadband.

The Great Tail Trail is the UK’s first ever mermaid tail sculpture trail. For 8 weeks from 5 April 2025 the colourful sculptures, which are 1.8 metres tall, will be on display in popular locations across BCP – you’ll find them along the coast and in the towns and parks, shining a light on the landmarks and culture that are at the heart of our beautiful area.
As well as encouraging local residents to re-discover the towns they love, the fin-tastic public art spectacle is expected to attract thousands of visitors from outside the area, providing a welcome boost for local businesses and raising the profile of Bournemouth, Christchurch and Poole.

Over 400 people and 200 dogs took part in the LewisManning Hospice Care’s second ‘Muddy Dog Dash’ which took place at Upton Country Park on 17 March and raised an incredible £15,000 which will support patients and families facing a life limiting illness across East Dorset and Purbeck.
Participants and their four legged friends took on the exceptionally muddy 2.5km or 5km obstacle course across fields and woodland, consisting of various exciting obstacles including ramps, tyre runs, wiggle poles, tunnels and much more!
Director of Fundraising Tom Goodinge said: “We couldn’t have wished for a better turn out, there was such a great atmosphere – It was fantastic to see so many runners, dogs and families supporting the sell out event. The weather also didn’t disappoint, the sun shone all day on a very muddy course.

The new logo has been created in conjunction with Bournemouth based creative agency, Studio Global who has been a creative partner to Diverse abilities for almost 10 years and specialise in brand and video storytelling. The new look has been produced following a lot of research to ensure the logo is accessible, clear and easy to read, as well as being something that truly represents the charity through it’s 70th anniversary next year, and beyond.

From 30th April 2024, physical checks of imports from the EU of certain sanitary and phytosanitary goods will be introduced.
To ensure goods meet the sanitary and phytosanitary requirements you will need to:
• Create Part 1 of a Common Health Entry Document (CHED) import notification using the import of products, animals, food and feed system (IPAFFS) in advance of the consignment arriving to the UK. You should do this at least one working day prior to departure.
• Make a customs declaration using the Customs Declaration Service (CDS)
• Pre-lodge your customs declaration using the Goods Vehicle Movement Service (GVMS), if you’re moving your goods through a port that uses GVMS
If you make a mistake your goods won’t pass customs controls or be released to the UK market until you’ve corrected any errors.
If the information on the CHED and the customs declaration don’t match, the CDS and IPAFFS dashboards will show a no-match status. In some cases, an email will also be sent but please check the dashboards on both systems as this is not guaranteed.
If you receive a no-match status, you will need to amend the CHED via IPAFFS, or the customs declaration via the CDS, to correct the mismatching information. You should do this before the consignment reaches the port of departure.
All businesses are now able to move their export declarations to the CDS and have until Tuesday 4th June 2024 to do so.
After this date, customs declarations will no longer be able to be submitted through the Customs Handling of Import and Export Freight (CHIEF) system.
HMRC will continue to provide guidance to support businesses making declarations through CDS.
Making sure your CDS export declarations are legally compliant
HMRC are aware that some export declarations are being submitted to the CDS with key information missing.
Value Data Element 8/6 (Statistical Value) is legally required for the majority of export declarations. Businesses must complete this value unless the declaration completion instructions state that this is not required.
Businesses must take care to provide all required information, otherwise declarations will not be classed as legally compliant, and may become liable to penalties.

It’s the brain’s perception of how much danger you and your body are in.
When you’re affected by pain, it can have a significant impact on all aspects of one's life. In the workplace, it can impact productivity, morale and even safety. It can lead to absenteeism, increased healthcare costs, as well as potential legal risks for employers. So, looking at ways of supporting or managing persistent pain, particularly preventative measures, can make a considerable difference.
Paul O’Connell from Bridge Health and Wellbeing, has shared some tips and tools for managing persistent pain.
“Whether it’s post-surgery, a childhood injury that has never really gone away, an acute injury or posture-related pain, your body has a lifetime of learned experience about what is “pain” and what isn’t. But sometimes, the brain can be wrong.”
When someone has pain longer than a “normal” healing time post-injury, the tissue itself is healed, but the brain is still telling the body that something is wrong in that area and still needs protection. Pain has physical, cognitive and emotional components to it, and it is important to address each of these realms to be effective.
First of all, take care of your emotional health just as much as you take care of your physical health
A negative mindset and low mood are associated with persistent pain. Emotions like stress, sadness and anger can all increase the pain experience, whereas positive emotions such as happiness and joy decrease it. Some ways to take care of your emotional health include: meditation, massage therapy, self-care (with hobbies you enjoy), spending time with loved ones.
Secondly, start pacing your return to activity
Pain tricks us into believing that we need to rest for months, or maybe even years and that avoiding activity is better than risking the pain experience again. Reducing activity and avoiding movement only leads to an increase in your sensitisation system aka more pain!
It’s never a good idea to go straight from sitting on the couch to running a marathon. That is true whether or not you are on the couch because of pain. Getting back into activity is about pacing yourself. It’s about going SLOW but always BUILDING. It can be done with any activity.
When thinking about your pain, think sensitivity, not damage, when moving. Pain tries to rob you of every activity you enjoy. Don’t let it win.”

Some tips to help do that:
• See a physio; they can create a personalised plan with you to increase your activity level in the right way and at the right pace (They will even keep you accountable for it)
• Start a beginner class of an exercise you enjoy i.e. yoga, pilates, paddleboarding, cycling
• Set reminders in your phone to move regularly
• Finally, practise good sleep hygiene by getting approximately 8 hours of uninterrupted sleep every night
• There is so much evidence for sleep being an important indicator of health. Poor sleep can negatively affect all aspects of life. Unfortunately, when it comes to chronic pain, it becomes cyclical. When you are in pain, it’s hard to sleep, which makes the pain even worse, which makes it even harder to sleep. That’s why it is important to develop healthy sleeping habits to help break that cycle:
• Avoid caffeine, nicotine and sugar before bed
• Stick to a sleep schedule; set an alarm and get up at the same time every day. That means getting out of bed even if you’ve had a poor night of sleep
• Take a hot bath before bed
• Make sure your bedroom is dark and cool…..and gadget-free
