It’s an extremely busy start to the month with the Dorset Business Festival taking place.
We began the Festival on 30 September with a packed launch event with our guest speaker Lord Matthew Elliott of The Jobs Foundation who gave a fascinating talk on why it’s so important for business to be seen as ‘a force for good’, the theme of our Festival.
On 2 October at the Hilton Bournemouth, we are holding a packed Business Expo, on 9 October we have our conference, and the following evening the 2024 Dorset Business Awards. The end of October will see the Autumn Budget delivered by Chancellor Rachel Reeves. The Government has been giving very gloomy signals ahead of the budget and it’s fair to say there is real concern within the business community regarding this. At the time of writing, we are undertaking a snap poll on LinkedIn, asking business how they are feeling about the forthcoming budget. So far, 11% of businesses responding say they are not concerned about the Autumn Budget, 42% report they are somewhat concerned and 47% report they are very concerned. We will be providing a full update on the budget in November but we share these concerns. It’s been an incredibly challenging few years for business and it’s vital we create an environment where businesses can prosper and grow.

The provision of free professional services (pro-bono) to charities and not-for-profits can be mutually beneficial. This article will focus on what businesses and charities must consider and where the risks are.
Pro-bono work is one way for businesses to fulfil their environmental, social and governance quota, and allows charities to receive support that they may otherwise struggle to pay for. It’s a win-win.
However, to make the most of pro-bono work, businesses should assess where their services would have maximum impact and charities should consider how to make the most of these opportunities.
There are different routes businesses can follow when looking to support a community organisation:
1. Pro-bono work: a contract with a charity to provide a specified service (e.g. legal, IT or accountancy support) for nil consideration. Businesses can benefit from the community ties and networking opportunities this provides.
2. Corporate volunteering: staff may take part in team charity volunteering days. This encourages teambuilding, confidence, and social and communication skills.
In either case, businesses will need to assess how the recipient organisation is structured and run, whether there is a good match, and the business is able to provide the relevant support and any follow up in line with the relevant charity/regulatory context. Check that your insurance adequately covers you for this activity and that appropriate risk assessments are undertaken.
Alternatively, business may grant staff leave to arrange their own volunteering. Unlike 1) and 2), you are not involved in the
arrangement. The staff are volunteers in their personal capacity, and you would need to make it clear that the business has no responsibility for the activities carried out during this time.
Allowing staff this opportunity supports local charities, encourages employee retention, and builds employee skills. Businesses must manage time off / unpaid leave requests, but ultimately staff take full responsibility for their own safety and must follow all training and codes of conduct provided by the charity (rather than this being the responsibility of the business/employer).
The voluntary sector, as the name implies, relies heavily on volunteers giving up their time to help. A non-exhaustive list of matters that charities must consider when using volunteers include:
• having a clear volunteering charter or code of conduct and expenses policy;
• being careful to ensure volunteers do not acquire employee/workers’ rights;
• equal opportunities, recruitment and vetting procedures;
• ensuring appropriate data protection, safeguarding, and health and safety procedures are in place;
• having appropriate insurance cover for their volunteers; and
• ensuring that trustees who also volunteer for the charity understand that the two roles are separate.
Charities can benefit from both pro-bono and corporate volunteering. However, they in turn, should be alive to the risks associated with these, in particular:
1. When charities accept pro-bono services, they will want to ensure that the supplier is suitably qualified and the service
to be provided is fit for purpose, preferably documenting key terms in a written agreement. They may need to have recourse for any loss that occurs due to negligent advice.
2. When considering whether to accept corporate volunteers, charities must work with the business providing the volunteers to ensure that appropriate insurance, vetting, data protection, risk assessments and H&S policies are in place.
Charities of course must always consider on a cost/benefit analysis whether it is in the best interests of the charity to accept any voluntary or pro-bono work. Free advice on complex issues may not always be appropriate.

The tradition of business is evolving. Today, businesses are increasingly being asked to act as a force for good; realising the power and sustainability of business by addressing social, environmental, and economic challenges alongside profit. Redefining value creation, not just for shareholders, but for all stakeholders; employees, customers, communities and the planet.
Central to this evolution is purposedriven business, movements such as certified ‘B Corps’; identify companies that meet rigorous standards of social and environmental performance, accountability, and transparency. Lighthouse Poole has announced record breaking, Poole-based solo yachtswoman Pip Hare has become its latest Patron.
Pip, who is the eighth woman to complete the Vendée Globe single handed nonstop 24,000-mile round-the-world yacht race – more men have walked on the moon, took time out from her preparations for this year’s race, which starts on 10 November, to show her support for Lighthouse.
“I am honoured to be asked to become a Patron of Lighthouse. As one of the largest cultural organisations outside of London, Lighthouse has been instrumental in putting Poole on the map and focussing the attention of the wider world on our wonderful town. Poole is home to my Vendée Globe campaign. I have a brilliant team here, I love being part of this community, and I am incredibly grateful for the ongoing support of local people and companies.”
Pip is at the centre of a small but growing team of expertise in ocean racing in Poole and has overseen the upgrade of her yacht Medallia with new foils that last summer saw her hit speeds in excess of 36 knots, with the knowledge there is more to come.
A regular at Lighthouse, where she has hosted two fascinating ‘Evening With’ events, she is currently training, race testing and, of course, fundraising for her latest bid to compete as hard as she can in the Vendée.

Apartments and mews houses within the much-anticipated Brewers Quay redevelopment in Weymouth have come to the market.
This first release includes a variety of one, two and three-bedroom apartments, as well as two and three bedroom mews houses. The redevelopment of the historic building incorporates retail units on the ground floor alongside Weymouth Museum, with 49 apartments over five floors.
The buildings suffered considerable damage in the Second World War, requiring rebuilding. In 1960, Devenish took over the Groves business and ran them together until the last brew in 1985. The brewery building is now being redeveloped into stylish apartments, with the mews style houses to the rear, accessed by a secluded courtyard area.

Bournemouth and Poole College has partnered with the Chartered Institute for the Management of Sport and Physical Activity (CIMSPA) as a Further Education partner, ensuring that all sports qualifications align with the needs of local employers in Dorset.
The partnership will deliver courses which are tailored to industry recognised standards, meaning that students at the college will earn CIMSPA endorsed qualifications. The partnership has led to the creation of a Local Skills Advisory Board for the sport and physical activity sector to review the qualities required for the sports sector.

The Christchurch-based structural steel company will also continue as an official partner of the Community Sports Trust for 2024/25.
Premier League Kicks was formed in partnership with the Metropolitan Police with the aim of involving young people in regular physical activity to help create safer and more inclusive communities.The project offers free football and additional opportunities to more than 1,000 young people locally every year. Sessions take place at Mudeford Wood Community Centre between 4-5pm on Wednesdays for ages 8-10 and between 5-6pm for ages 11-14. There is no preregistration needed for any of these sessions as they all operate on a turnup-and-play basis. The initiative will see a player ambassador from both the AFC Bournemouth women’s and men’s teams take part in a session.
AFC Bournemouth commercial director Rob Mitchell said: “Premier League Kicks is an extremely valuable and worthwhile initiative which encourages young people to take part in regular physical activity to help create safer and more inclusive communities. As a club, we are very keen to support the project and having a local company like REIDsteel backing it helps us do this so we are very

This edition of the magazine is published in the month that Dorset Chamber holds the Dorset Business Festival with the theme “Business as a Force for Good”. The festival was a huge success last year and many attendees and businesses found it a great source of information and inspiration but also very, very enjoyable. I would like to thank all those businesses and individuals who supported the event in the last two years and a special thanks to the Chamber team who contributed so much energy and time for our benefit.
In today’s evolving world, businesses have the potential to be drivers of positive change, acting as a force for good beyond profit. By taking on socially responsible practices, businesses can improve communities, protect the environment and address pressing issues such as poverty, inequality and even climate change. Ethical companies not only generate wealth but also invest in sustainable development, creating value for everyone concerned such as employees, customers, suppliers and the community as a whole.
Businesses that integrate social and environmental goals into their own core strategies can contribute to a fairer and more sustainable world and in doing so they can build up trust, create lasting value and prove that businesses can indeed be a force for good.
Progress report highlights successful response to employers’ workforce development needs
Funded by the UK Government via the Department for Education, the Dorset Chamber has developed one of 38 local change plans across England to more closely align apprenticeships and funded training provision for all ages with the specific needs of local businesses. The progress reflects a year of change in the local skills landscape, driven by worker and employer needs and new strategic partnerships and collaborative education initiatives.
Minister for Skills, the Rt Hon Baroness Smith of Malvern, said: “I welcome the publication of the Local Skills Improvement Plan Progress Report for Dorset. These reports set out progress made on meeting the skills needs of local employers. As well as being a valuable source of information for local skills deliverers, employers and stakeholders, the reports along with the LSIPs themselves, will provide important intelligence for the newly established Skills England.”
Identified by the LEP’s Dorset Skills Board as high need, growth and innovation sectors, the LSIP focuses on the skills needs in the sectors of: Health and Social Care, Advanced Manufacturing and Engineering, Construction, Digital Tech and Creative, and Agriculture, Agri-tech and Aquaculture. It also
reflects cross sector skills needs – Net Zero, leadership and management and digital.
The progress report highlights how identified employer asks are being met throughout the county. Significant projects funded through the Local Skills Improvement Fund (LSIF) which align with the priorities of the LSIP feature within the report.
A new Modern Methods of Construction (MMC) Centre is now in place at Weymouth College and a new green construction centre will be opened within the Bournemouth and Poole College campus in Poole before Christmas 2024.
Paul Read, Director of Sustainability and Investment, Magna Housing said: “Since the LSIP process started in late 2022, Magna has been pleased to contribute to the research and to defining potential actions. The LSIF funding awarded to deliver new training resources has been a huge step forward. Energising a local MMC community to be part of the course content development.”
The reports demonstrates that in all areas partners are working hard to promote the advantages of a more diverse workforce. Schools and colleges are raising the aspirations of SEND young people. In 2022/3 nearly 40 young people with special educational needs and disabilities were participating in a Supported Internship programme. These are now offered at all

Those joining the local workforce in the next few weeks and years are crucial to our economic and social prosperity, they need to be nurtured and celebrated.”
Commenting on Dorset’s current skills Iandscape, Ian Girling, Chief Executive Officer said: “All businesses should be maximising the benefits of English-funded post-16 technical education, training, and employment support to secure the workforce they need. There are many vacant roles to be filled in Dorset, and many people of all ages seeking a secure job who are willing to train or retrain. Dorset Chamber will continue to advocate for skills funding and more housing, public transport and childcare capacity too. In workplace investigations, the rules and procedures used in civil and criminal courts don’t apply. However, investigators often use the civil standard of proof to decide if an issue or complaint is valid.
But, what exactly is the burden of proof? How does an investigator make a decision? And what do you, as an employer, need to be careful of?

What is the burden of proof in HR investigations?
In practice, the burden of proof in workplace investigations means deciding if something is more likely to have happened than not. This is known as the “balance of probabilities.”
If there is a 50% chance something happened, it doesn’t meet the standard. If there’s a 51% chance, it does. While this seems straightforward, evaluating evidence is more complex.
How does a workplace investigator make a decision?
An investigator’s primary role is not to make final decisions on disciplinary actions or outcomes, instead, they serve as impartial factfinders. The investigator’s job is to establish a clear, unbiased
account of the events by carefully gathering and analysing evidence.
To do this, an experienced investigator will apply the “balance of probabilities” test. This legal standard requires the investigator to decide whether it is more likely than not that an event occurred.
Unlike the criminal standard of “beyond a reasonable doubt,” the balance of probabilities is a lower threshold and is appropriate for civil matters, including workplace investigations.
What happens once an investigator submits their report?
An investigator will submit their report to the appropriate decision-maker within your company, such as a member of the senior management team. The decisionmaker then reviews the findings and decides what actions should be taken.
So, while the investigator plays an important role in uncovering the truth and providing a factual basis for decision-making, they do not make the ultimate decisions.
What evidence do investigators look for?
A skilled investigator will actively seek evidence that both supports and contradicts the allegations made to establish what did or did not take place.

Limited are on the home-run of a 34 week project to fully restore the Newbery Steps building at Dean Park Cricket ground, Bournemouth. The dilapidated timber-framed building, which had only been used in recent years for storage, is being rebuilt in the spirit of the original design re-using a number of its existing elements, including some of the original floorboards being used as external timber cladding, existing sarking board being reinstated, re-using tongue and groove panelling, and the original timber shutters being installed as a decorative feature. The Newberry Steps building will also benefit from new finishes throughout, and new mechanical and electrical installations, including an air
source heat pump for under floor heating.

Langside School, a SEN school in Poole, is the first school to use software from Nourish.
Langside School is Diverse Abilities’ visionary school for pupils aged two to 19 with profound physical and learning disabilities, and complex medical needs.
Nourish Care is a Care Management Platform used to manage care plans and promote person centred care which is used in a wide variety of health and care settings including Care Homes, Day Centres, and Domiciliary Care.
The school now uses Nourish to record school attendance, medication, messages from parents, appointment notes from consultants, doctors and the school’s team of Nurses, Physiotherapists and Occupational Therapists. It also allows for better communication between parents and teachers at the school.

Fifteen youngsters across rural Dorset have been awarded vital grants to help them pursue their ambitions to work in agriculture, animal welfare and conservation.
The Student Support Fund is managed by Gillingham and Shaftesbury Agricultural Society, organisers of the Gillingham & Shaftesbury Show. This fund is specifically set up to support students entering into agricultural, horticultural, countryside and land-based industries
It offers help with costs towards college or university course fees, books and equipment or even to help meet transport costs of getting to a place of study from a rural location. This year, a record number of students were awarded grants via the Support Fund which is in its fourth year, totalling around six thousand pounds.
Georgia Angel, 21, from Margaret Marsh, is one of the lucky students to be awarded a grant to support her further education. Georgia has a degree in Biological Science and will now go onto study at the acclaimed Bristol Veterinary School.
Twelve-year-old Oliver Swanton, from Shaftesbury, who is keen to work in agriculture, will use his grant to help with a bus journey to the Dorset Studio School, a mainstream school in Dorchester for students who wish to pursue careers in the land and environment sectors.
Matthew Price, chair of the Student Support Fund said: “There is a huge amount of positivity about these youngsters and many display a great work ethic.
“Just the cost of getting to college for some youngsters who live in rural Dorset can be £1500 a year and that’s before they have bought necessary equipment. The Student Support Fund can make all the difference for a rural youngster in continuing their education and helping to create our county’s farmers and countryside custodians of the future.”

PKF Francis Clark has welcomed a new intake of 63 accounting and tax trainees, as the firm continues to invest in growing its own talent
Those joining the firm this month include 57 apprentices – including six in Poole – bringing the total to start accounting or tax apprenticeships with PKF Francis Clark this year to 73. In addition, six undergraduates are starting the firm’s new 12-month industrial placement scheme.
The new trainee accountants and tax advisers include graduates from the universities of Exeter, Bristol, Cardiff, Bath, Plymouth and Southampton among others. In addition, the trainees include recent leavers from Parkstone Grammar School in Poole and Twynham School in Christchurch.
