Overview 2 Maguindanao is basically an Agricultural Province. It is blessed with rich Agricultural resources for socio-economic development of approximately 65% of the populace. The quality of life of the farming communities depends much on how 2 the national and local government leadership develop the potentialities of the countryside. With the challenges brought in by the approval of the GATT and the BIMPEAGA which opens the door of the foreign countries for Philippine projects, the province as one of the potential producers of quality agricultural products notably can compete with other regions in the world. Towards this end, the government must invest some of its resources for the development of commercial and industrial crops. As an offshoot to the series of our validation and consultation relative to the suitability of Planting Oil Palm and Rubber, it was suggested that aside from rice and corn, the farmers should grow high value crops to augment their incomes. In the light of this, the rubber and oil palm seedlings distribution was proposed priority project.

Objectives 1. The general objective of this program is to reduce incidence of poverty by 3 distributing Oil Palm and Rubber seedlings to the poorest farmers in the thirty six (36) municipalities of the Province. 2. This seedling distribution program also aims to answer the problem for planting materials. Specifically, the program will hopefully serve as, viz: 3. To serve as demonstration farm to the farmers in different municipalities of the province the economic importance of the crop. 4. To help effect the poverty alleviation program of the provincial government thru Oil Palm and Rubber production as key towards economic stability among farming sector.

Qualification of the Recipient Each of the recipients should have these minimum qualifications in order to avail this free oil palm seedlings: a. A bona fide resident of the province; b. Must belong to the poorest of the poor farmers (To be assessed by the Provincial Team); c. Must have a minimum area of at least two (2) hectares allotted for oil palm plantation; d. Must be willing to undergo series of trainings and workshops for oil palm production; and e. Must be willing to enter into a Memorandum of Understanding with the Provincial Government and a contract with the AGUMIL.

Oil Palm Seedling Distribution Guidelines Series of activities were done such as: 1. Orientation of beneficiaries, all MAOâ€&#x;s and Provincial Staff on Cultural Practices of Oil Palm. 2. Signing of MOA with the BH Corporation and Company and Governor Esmael G. Mangudadadtu on August 23, 2010. 3. Consultation meeting with PAO and the staff of OPAg regarding strategies of implementation, re: - Coordination - Selection of beneficiaries - Social Preparation

The Oil Palm and Rubber Seedling Distribution This Oil Palm and Rubber seedlings Distribution is one of the priority project of the present administration under the leadership of Governor Esmael G. Mangudadatu about Eight Million (PhP 8,000,000.00) Pesos was appropriated by the Sangguniang Panlalawigan for the purchase of Oil Palm Seedlings and another Two Millio (PhP 2,000,000.00) Pesos for rubber. As stipulated in the marketing Agreement signed between B.H. and Associates of Makilala Cotabato and the Provincial Governor, the mentioned corporation will supply 30,000 hills of Oil Palm seedlings and that the remaining 10,000 pieces/hills be supplied by CENCOT and General Services based in Isulan, Sultan Kudarat. On Rubber Seedlings, JRMC Nursery of Saging, Makilala, Cotabato signed Marketing Agreement with the governor of the Province to supply 100,000 pieces/hills of PB 260 variety with a ttal cost of Two Million (PhP 2,000,000.00) Pesos only. To date, there were 20,825 hills of Oil Palm Seedlings distributed to *municipalities while the remaining 9,175 hills will be distributed to *remaining LGU‟s with balances and **LGU‟s with no delivery. On the distribution of Rubber Seedlings to the Seven (7) target LGU‟s, 42,047 hills were distributed to date. Some of the problems encountered in the distribution of seedlings are: (1) Loading labor, (2) Lack of Crude Oil to fuel Damp Trucks of the province, and (3) Slow preparation of land for planting by beneficiaries.

Ceremonial Signing of Marketing Agreements on the Procurement of Oil Palm and Rubber Seedlings Ceremonial signing on Marketing Agreement between Provincial Governor Esmael G. Mangudadatu of Maguindanao and BH & Associates, Inc. on the procurement of Oil Palm was conducted last August 15, 2010 at BBGM Restaurant, Buluan, Maguindanao. The activity was witnessed by the different head of offices such as Provincial Administrator Engr. Tunga, Provincial Agricultural Officer Daud Lagasi, Provincial Agriculturist Mosibicak Guiabel and former Provincial Treasurer Mamakan Latip. In this same manner, the Provincial Government and JRMC Rubber Nursery signed their Marketing Agreement on the procurement of Rubber seedlings last December 8, 2010. During these two signings, it was agreed that the BH Corporation will be providing 30,000 seedlings of Oil Palm; while, the JRMC Rubber Nursery will be distributing 100,000 seedlings of Rubber.

Orientation of Municipal Agricultural Officers on Cultural Practices of Oil Palm The Municipal Agricultural Officers (MAO) was oriented on the cultural 8 practices of Oil Palm by the manager of the BH Corporation the legitimate supplier of the seedlings at Le Reve Makilala, Cotabato. The two (2) day orientation was conducted, rigidly discussed the economic importance, agronomic characteristics, and the basic cultural management of the commodity. The orientation composed of lecture type wherein the resource speaker distributed the instructional materials and discussed. And hands on or Field activity in which the participants see for themselves the agronomic characteristics and some physiology of the crop. They also actually see the applied cultural management of the commodity in the oil palm plantation. The consultant of the provincial government on oil palm production Datu Tungal Piang, did one day quick orientation to more observance of important management of the commodity to ensure proper planting and other care and management of oil palm. The participants were able to know the different methods of planting and hands on the field lay outing of each method. After the orientation, the MAOs were properly equipped with the technology on Oil Palm Planting. Partial schedules on series of trainings on the actual beneficiaries of the project were also deliberated and agreed.

Ceremonial Distribution of Oil Palm and Rubbers Seedlings 12 On October 10, 2010, after the delivery of Ulat sa Bayan of the Provincial Governor, the ceremonial distribution of the Oil Palm and Rubber seedlings was held at the Municipal Ground, Buluan, Maguindanao. The activity was witnessed by both the executive and legislative bodies of the provincial government with the participation of the different local government units and line agencies. The provincial governor pronounced that he will be distributing these seedlings to the entire 36 municipalities for free when the recipient met the set qualifications.

BRIEF BACKGROUND AND DESCRIPTION ON OIL PALM Oil palm is a plant that belongs to a family of more than 3,000 palm species, some of these are the Coconut, the Date palm, and other decorative palms. Among these palm species, Oil palm ranks most productive in terms of economic importance. Comparing it to coconut, Oil palm produces at least 10 times more. There are two species of oil palm, one originating in Africa, the “ Elaeis Guineesis” also known as the African Palm”, hence, locally referred to as” African” The original oil palm „‟African” was less productive in terms of oil content compared to hybrid variety today. It was then bred, cross-bred, and still being recross-bred to obtain better characteristics such as early maturing, more oil production (heaver), promiscuity, more bunch production, drought tolerance, suitable to high elevation, low height increment, and many others. In Africa alone, there are different varieties of oil palm. Varietal names were dependent on their location or where they are found. The oil palm hybrid utilized today is called “Tenere”. This variety was produced from a cross of “DURA” and “ Pisifere”. Dura has thin mesocarp and thick sheels covering the seed, while Pisifera has very thick mesocarp and almost no seed-highly sterile. As mentioned, the Dura and Pisifera carry the name where they are found. For the Dura, the most utilized variety grown in Indonesia at the Bogor Garden, in Deli also came from Africa. Pisifera, comes directly from Africa, either Ghana, Ekona, Tanzania, Nigeria, Yagambi, La Me‟or experimental station like AVROS. The American palm is also utilized in crossbreeding because of certain characteristics.

Today, the seedlings available in the oil palm nurseries in the Philippines imported from different countries. It is also product of different crosses. The first oil palm planted commercially in the country came from Malaysia sometime in the middle of 1960‟s. It carries the name “Chemara”. Through continuous breeding, palms with much better characteristics have been produced and are available now in private nurseries.

Farmers Field School under World Food Program 3. RICE-BASED FARMING SYSTEM Farmers Field School is a Season-Long training with 35 farmer participants per site, discussing the useful technical and practical information on cultural practices and management of rice production, featuring the Agro-Eco System Analysis (AESA) involving land preparation, raising of healthy seedlings, fertilization, water management, pests and diseases management. The methodology used was Integrated Pest Management (IPM) because it is low cost technology, practical and environmental friendly approach; however, use of pesticides is the last recourse in times of emergency.


This field school is an onsite and hands on farmersâ€&#x; practical classes were Agricultural Technologist, serves as facilitator, teach the farmers in using the AESA in both identifying and recommending appropriate course of action on pest, diseases, water, nutrients problem and factors that lead to yield reduction or even failure of the rice farmers.

Farmers Practical Classes: Farmer Practical Farming Classes were conducted in 7 sites with 210 participants successfully completed the season-long training course under the World Food Program. Farm and home visits by the ATs/extensionists remain an effective technology transfer strategy. Demonstration farm was also part of the activity that aims to showcase modern Agri-technology to the neighboring barangays.
