A council-manager form of government serves residents of Northfield. The council consists of a village president and a sixmember board of trustees elected for staggered terms of four years. The president and board are responsible for establishing policies, enacting ordinances, approving expenses and appointing the village manager, village treasurer and members of the various boards and commissions.

The village manager is the chief administrative officer. The duties of the manager include appointing the village attorney, engineer and prosecutor, overseeing all the operations of all village departments (police, fire/rescue, public works, finance and community development) and ensuring the enforcement of ordinances, policies and rules established by the board. The village manager is also responsible for advising the board on establishment of new policies, preparation of the annual budget, appointment of all village employees, and review and supervision of departmental performances.
