Established
in
the
early
stages
of
year
2021,
the
Malta
Chamber
of
Construction
Management (MCCM) with its main objective that to actively contribute towards the upscaling including the modernisation of the local construction industry. The concept towards the setting up of this institution is based on the fact that the Construction
Project
Manager’s
role
and
function
is
considered
pivotal
to
such
improvements and acknowledging this function including the value adding aspects such a function brings with it can only contribute towards improved changes within the whole spectrum of the construction industry. MCCM is providing an adequate and professional platform that shall represent and support
the
local
construction
manager
and
will
explore
areas
of
collaborative
partnership between MCCM and The Chartered Institute of Building. Members to the MCCM are the most knowledgeable and experienced on what the local construction industry really requires and so the benefits of the overall knowledge and experience gained by other foreign institutions will be translated and reflected in the local built environment. The close collaboration with foreign institutions is essential. Our aim is to build good working relationships, benefit from lessons learnt and recommend and support towards the improvements with practises and processes applied at local level. MCCM is therefore, launching its strategy ‘Malta Chamber of Construction Management Strategy
for
2021-2023’
providing
a
road
map
that
outline
the
initiatives
that
the
chamber will be focusing on along a time line that shall serve as the foundations for the longer term.

The Chamber believes that primarily, unless there is professionalism applied
in
every
level
of
construction
management
the
success
factor of any reform including new laws and regulations shall be limited. Professionalism can only be achieved through continuous training and development and the acceptance that things can be done better. Highly
trained,
qualified,
and
experienced
construction
managers
can be as innovative as any other professional involved within the local construction industry. Innovation is derived among other things, through the experience gained along the years and the continuous development
of
new
methods
of
work,
new
materials
and
new
software. Raising the bar is a prime priority to the Construction Manager and the avoidance of mediocrity and complacency is to prevail. Quality Management is related to the high standards our profession is to be linked with, and that is expected to transmit to the rest of the project team, from designers to the contractor, and related stakeholders.

Goals To acknowledge that the Construction Project Manager is a profession and seek that this profession is acknowledged with local laws and regulations. To assist those professionals that to date do not have the necessary minimum requirements advance in their profession and hence meet at least the minimum requirements in order to be able to advance to the next level in the managerial hierarchy. Measure of Success To establish itself as the main voice of the Construction Manager in Malta. To form a strong working relationship with the other local institutions working within the sector. Any respected institution must have a clear mission about the purpose of its existence, regardless its size and number of its members. The complete benefits of the collective knowledge are difficult to be achieved if the institution lacks a mission and clear goals. Our mission relates to both the management side of matters and the promotion of construction related technological innovation processes and practices. We are committed to explore different methods and processes of building. MCCM
shall
ensure
that
its
members
hold
the
highest
academic
levels.
Additionally,
it
shall
collaborate
with
the
educational institutions and assist in the development of future managers, architects, engineers and any other profession that might contribute towards the modernisation of the industry. The promotion of integrity and ethics is engraved in the soul of the Malta Chamber of Construction Management. Our members must be responsible not simply for programmes of work or project budgets but of equal importance for the lives and wellbeing of other human beings. To be able to achieve the aforementioned aims, our integrity must be unquestionable at all times. The Chamber must be one of the main drivers in the change in culture that the industry is anticipated to transform itself in the coming years. MCCM shall
raise the awareness in explaining the benefits of professionalism by all the participants and
at all stages of a project life cycle, from its `inception` to the execution and post execution life cycle.

An essential prerogative in any development, is the full and total collaboration among all the affected parties. When a project or development is analysed to identify the real participants, it becomes evident that in a way or another, everyone qualifies as a participant not only those living in the vicinity of the development. The degree of participation might vary. Yet a professional is always required to manage and organize successfully all the participants. This has to be a professional who is trained and experienced to handle situations which at times might be difficult ones. The leadership, management and interpersonal skills of this professional are of crucial importance.

Education and Development are the two main pillars on which this chamber is built upon. The minimum academic requirements expected from the members of the chamber are far from points of arrival but are just the starting points of a long journey towards continuous development. Every member is expected to continuously enhance his/her academic knowledge as well as to gain and share new experiences in an ever-changing industry. The chamber shall be working closely with local and foreign academic institutions to ensure that there are an array of both main stream and specialised courses available for its members. The younger generation should regard MCCM as the institution that can guide them towards achieving their goals when entering the management sector of the construction industry.

Objectives To have as a minimum, at least a course benchmarked at MQF Level 5, 6 and 7 by local and foreign institutions made available to interested members or prospective members. Promote and make available separate modules as a tool to `top up` the existing available courses that do not include all the core subjects as established by the chamber statute. Access

mutual collaboration agreements.

Short Term Strategy Every
project
has
a
short
term
and
a
long-term
strategy
and
this
is
not
different to MCCM. As the institution that is representing the construction managers, it is essential to have the short term goals and the eventual longer term goals. Although MCCM is still in its infancy, the short term goals are as important as long-term goals. It is in this way that our existence and formation can be judged and justified. MCCM shall therefore focus its strategies and the benefits derived from these strategies, in two directions. The benefit for its members and the benefit for the common good. The latter might not be understood immediately especially by those who will benefit the most of it. However, this message will be delivered through a well addressed information
campaign
and
the
relevance
of
MCCM
will
gain
even
more
ground.

To work hand in hand with the government and other members of parliament in order to provide the legal recognition to the profession of the Construction Project Manager. To work in partnership with the BCA, BICC and other government entities, so as to ensure that the roles of the CPM and the CSM form part and are included in all the laws, rules and regulations that relate to the construction industry. To work with local educational institutions so that these will provide enough courses (both short and long), allowing chamber and prospective members to progress and develop further. Dual membership and affiliations with other foreign institutions.

Following the laying of the foundations of the chamber, the early benefits the formation of this foundation will start to be seen. Next will be the long-term strategy to kick in. The long-term strategy will be working in tandem with the short term one. Certain goals and targets of the short-term strategy would have been met and achieved already, thus being the springboard for the long-term ones.

The chamber will ensure to know how to exploit the early achievements obtained during the short term strategy, to the benefit of its members and of the public. It will also make them a catalyst for a change in culture and mentality.
Obtaining the legal recognition will provide the Construction Project Manager with a stronger voice in all aspects that relate to the construction industry.
Obtaining
the
dual
membership
with
other
foreign
institutions,
thus
recognition, would be the start of a collaboration that will open doors to
international opportunities,
not only for international job opportunities but also to enhance the knowledge and experiences for its members by working experiences in other foreign countries.
The expansion of BIM technology within the local market. It is common knowledge that to date, this technology is not exploited enough. We will be giving special attention to this subject through our Education and Development Division in order to explain the benefits of adopting this technology, especially for medium to large projects. A good relationship with foreign institutions is essential for this to happen.
The manager through the MCCM, is to be invited and regarded as a permanent fixture on boards and fora set up both by the public and the private sectors, aiming to address issues related to the industry.
