The Beginning
First Encounter
In February 2020, the CEO of CIOB, Mrs Caroline Gumble, visited Malta following an invitation by CIOB member Mr Jesmond Chetcuti.

The road towards the recognition of the Construction Project Manager kicked in, and progress has never halted.

First Working Group
A group of professional project managers formed to establish a hub for local professionals in the field. They aim to elevate the profession's status by gaining government recognition, increasing awareness, and changing perceptions of the Construction Project Manager role through workshops and meetings.
An interim committee, made up of Jesmond Chetcuti, Chris Refalo, Steve Gambin and Nick Vassallo, was created, initially delivering two critical milestones:
1. Document presented to Government justifying the necessity of legal recognition for the profession of the CPM.
2. Draft Chamber statute – Governance Baseline

While establishing the official chamber, the founding members conducted an outreach program to raise awareness among the main stakeholders.
The Act to Establish and Regulate the Profession of Construction Project Manager
The working group was set up in August 2020 and worked on the draft of the Act and the Statute, which was concluded in January 2021

Bill Submission
The draft bill, The Act to Establish and Regulate the Profession of Construction Project Manager was presented to the authorities.

Memorandum of Understandings
MCCM has established several MoUs with various entities and partners. While this helped by sharing the values of the chamber, they also catered for the benefit of its members.

The meeting was between CIOB Caroline Gumble, who came to Malta to launch our Strategy Document and First Members presentation and Chamber of Commerce CEO Dr Marthese Portelli.

In March 2021, a review acting committee presented a feedback report on the Quintano Report about the Hamrun Incident a year earlier.
This was presented to the chairperson of the BICC and was drafted from a construction management perspective.

EDUCATION
The Malta Chamber of Construction Management (MCCM) has demonstrated its commitment to promoting education within the industry by establishing a working group dedicated to this purpose. Through partnerships with reputable institutions such as Idea Academy, CMBS, BICC and CIOB, MCCM has successfully introduced courses designed to further members' education and development.
In addition to these efforts, the Education and Development working group has engaged with the University of Malta students to provide guidance and support for their academic pursuits while simultaneously providing MCCM members with assistance in navigating their own educational pathways.

COMMUNITIES OF PRACTICE
The communities of practice events were born to inform the members about procedures required by the authorities and how they can be optimised.
The first two sessions were held with Environmental Resources Authority (ERA), discussing waste management and planning. Other sessions are planned, including with entities such as the Commission for the Rights of Persons with Disability (CRPD).
