Premier Shuffles Provincial Cabinet

(January 30, 2023 Province of Manitoba News Release) Four new ministers will lead the renewal of Premier Heather Stefanson’s cabinet as she completes the third of four steps to refresh executive council to ensure the Manitoba government is better able to get things done quickly for the benefit of all Manitobans.

The overhaul of executive council puts Stefanson’s stamp on her team while also marking a significant departure from previous cabinets over the past decade.

“While retaining the experience of ministers including Kelvin Goertzen, Rochelle Squires, Jeff Wharton, Cliff Cullen, I am excited to welcome fresh new energy and ideas from James Teitsma, Janice Morley-Lecomte, Kevin Klein and Manitoba’s first-ever Muslim MLA, Obby Khan,” said Stefanson.

Janice Morley-Lecomte (Seine River) joins cabinet as minister of mental health and community wellness. James Teitsma (Radisson) becomes minister of the reframed Department of Consumer Protection and Government Services. Ibrahim (Obby) Khan (Fort Whyte) becomes minister of sport, culture and heritage. Kevin Klein (Kirkfield Park) will serve as minister of the refreshed Department of Environment and Climate Change. Other changes to executive council include:

• Cliff Cullen continues as deputy premier and assumes the role of minister of finance;

• Jeff Wharton becomes minister of economic development, investment and trade;

• Jon Reyes will serve as minister of the newly established Department of Labour and Immigration;

• Eileen Clarke becomes minister of Indigenous reconciliation and northern relations;

• Sarah Guillemard will serve as minister of the reframed Department of Advanced Education and Training; and

• Andrew Smith moves to the Department of Municipal Relations and retains responsibility for Manitoba Liquor and Lotteries Corporation.

Additionally, Josh Guenter (Borderland) will serve as legislative assistant to finance to play an integral role in the government’s upcoming pre-budget consultation process, Stefanson noted.

The fourth and final step of Manitoba government renewal, a shuffle of deputy ministers, will occur in due course, Stefanson added.

Reminder: Agricultural Crown Land Lease Auctions to be Held Online Feb. 6-10

The Manitoba government’s agricultural Crown land lease and permit auctions will be held online Feb. 6 to 10, Agriculture Minister Derek Johnson announced January 9.

Leases and permits are available to farmers and ranchers to provide additional land base for agricultural activities. The Agricultural Crown Lands Leasing Program supports the sustainable expansion of livestock in Manitoba, contributes to ecological goods and services, and supports mitigation and adaptation to climate change.

A number of agricultural Crown land parcels will be available to rent for haying, grazing or cropping. The official listing of agricultural Crown lands available for rent can be found at: http://resd.ca/leases_and_permits/LPprope rties.aspx#agLeasePermit.

MFWBA 2023 Provincial Pre-Election Industry Panel

Manitoba Farm Writers and Broadcasters Association is proud to host the 2023 Provincial Election Industry Panel on Tuesday, February 28, 2023, at Canad Inns Polo Park.

Hear from representatives from Keystone Agricultural Producers, Manitoba Beef Producers, and Manitoba Pork about the issues facing farmers, their respective organizations, and the agriculture sector in the province in the lead-up to the 2023 provincial election. A buffet lunch will also be available.

The event will run from 12:00pm until 1:30pm. MFWBA members can purchase tickets for $30, and non-members tickets are $40.

Canada Beef launches Beef Up Your Skills initiative for Canadian consumers

Calgary, AB – Canada’s beef industry is dedicated to delivering an outstanding eating experience each time a consumer prepares our products. While the effort starts on the farm with Canada’s 60,000 beef producers, and continues throughout the supply chain, the finishing touches will always be achieved in the kitchen. With this in mind, Canada Beef is pleased to announce new online tools to make a great home chef even better.

The Beef Up Your Skills initiative provides consumers with helpful advice and meaningful support to address common questions and issues related to cooking beef. Canada Beef President Michael Young said the intent is to take a multi-faceted approach that takes its cue from consumer feedback and applies expert guidance and research to develop enhanced recommendations.

“Canada Beef has surveyed thousands of Canadians across the country to learn more about how consumers currently prepare our products. We are taking a fresh look at our existing recommendations to see if we can make them better and are also developing tips for newer types of cooking appliances,” he said.

The knowledge component is supported by an expert advisory group of scientists from Agriculture and Agri-Food Canada. Where information gaps exist, the experts are performing research that includes an examination of how the flavour, juiciness and tenderness of beef products is impacted by different preparation processes and methods of determining doneness. A study is also being conducted around how much fat is removed during cooking using various appliances increasingly found in Canadian kitchens such as air fryers.

To get this new information to the people who can use it Canada Beef has launched a new online video series called CDN Beef TV. The first episode targets the prevention of steak curling on the grill and features Dr. Nuria Prieto and the chefs from the Canadian Beef Centre of Excellence (CBCE). The production is the first to originate from the newly created consumer culinary studio at the CBCE.

Also under development are new online training courses for consumers on aspects such as beef roasting. Chef Mathieu Paré, Executive Director of the CBCE, said the courses are based on what consumers are interested in knowing.

“Among the most popular content on our Canadabeef.ca website is information on how to prepare a roast. Often this dish is shared with family and friends and everyone wants to serve a great meal,” Paré said. Access the new online course on beef roasting here.

The Beef Up Your Skills initiative is part of a larger Canada Beef strategy to enhance beef quality. This includes the previously announced Canadian Beef Information Gateway program as well as a new tagline to accompany the Canadian Beef logo in domestic and international markets.

The Premium Quality Grain-Fed Canadian Beef tagline was created to directly communicate the focus on quality by the Canadian beef industry, Young said.

“When it comes to achieving consumer satisfaction and loyalty to Canadian beef products there is nothing that matters more than delivering on the plate,” he said

Reminder: 2022 Spring Flood and Mandatory Documents Required for Farm Claims Under the Disaster Financial Assistance (DFA) Program

Manitoba Emergency Measures Organization (EMO) continues to evaluate farm applications under the Spring 2022 Disaster Financial Assistance (DFA) program.

To process DFA claims, EMO requires certain documents from applicants to ensure the integrity of our program and to ensure that funds are being spent appropriately. Manitoba also shares the costs of disasters with the Government of Canada, and Manitoba must demonstrate to the federal government that we have verified that assistance payments are only made for eligible items. We thank you in advance for your cooperation in providing these important documents.

If you have not already, please provide the following in support of your DFA claim as soon as possible so that we can proceed to evaluate your claim and provide assistance:

• The most recent property tax bill for your property to confirm the property value and property ownership of all affected parcels of land and structures.

• For claims with damage to rented land where repairs are delegated by the landowner to the tenant, the Land Owner's Authorization must be completed and signed by the landowner.

• A copy of the insurance declaration form, completed by your insurance broker

• A signed, original copy of the Financial Assistance Application. The names on this document must match the names on the property tax bill.

• Tax information (send copies of all that apply to you):

o For a farm that is a sole proprietorship, a complete copy of the most recent T1 General income tax return or notarized proof of income and Statements of Income and Expense.

o For a farm that is a partnership, a complete copy of your partnership agreement and a complete copy of the most recent T1 General income tax return.

o For a farm that is a limited company, a complete copy of your articles of incorporation, a complete copy of the most recent general income tax return and statements of income and expenses.

• Veterinary Certificate completed and signed for verification of livestock loss. You can email the required documents to dfa@gov.mb.ca; please ensure you quote your DFA claim number in the email.
