HOW DO I... JOIN THE MAC? Membership is required to register for MAC programs or rent the MAC. Go to mansfieldparks.com and select Find a Class, then create an account and purchase a membership. See page 18.
RENT A ROOM OR PARK PAVILION? MAC rooms and park pavilions make a great destination for your next celebration! Turn to page 19 for more details, or visit mansfieldparks.com and select Rentals. Park spaces can be rented online; MAC rooms must be rented in person.

An online account is required to use the website; if you’ve never registered before just follow the prompts on the site to create your family profile, then add classes to your shopping cart and check out when you’re ready. The splash pad at Clayton W. Chandler Park opens at 10 a.m. on Friday, May 27 for summer water fun. The splash pad is open from 10 a.m. to 8 p.m. daily through Labor Day. After Labor Day, hours shift to 10 a.m. to 2 p.m. on weekdays, and 10 a.m. to 8 p.m. on weekends until Oct. 1.There is no entry charge or reservation needed.

UNDERSTANDING THE TAX IMPACT
If voters approve all five propositions, city officials estimate that a maximum property tax rate increase of approximately $0.1284 would be needed to fund the bond package. That would equate to an estimated $10.72 per $100,000 of assessed value per month in additional property taxes. This estimated property tax increase assumes the City of Mansfield would immediately issue all necessary debt to finance the projects AND experience zero growth in its tax base over at least the next 20 years. Tax base growth and longer project timelines could reduce the tax rate impact. The City of Mansfield estimates that the city’s tax base will grow by an average of 3.2% per fiscal year for the next five years. The city’s tax base increased by an average of 6.8% per year from fiscal years 2012 to 2022. The City of Mansfield would also plan to issue the necessary debt for the projects in phases that correspond with the projects’ completion timelines.

Construct a veterans memorial at Julian Feild Park that is expected to include a memorial plaza and pavilion for events, a water feature, a monument recognizing all military branches, looped trails and enhancements to Serenity Gardens. The memorial concept was designed in partnership with the Mansfield Veterans Memorial and Tribute Foundation, with room for events on the plaza and tiered amphitheater as well as space for quiet reflection along the wooded trail. Nearby city facilities would provide overflow parking for large events. Proposed renovations to the park include additional parking, a pavilion, restrooms and improvements to Serenity Gardens. The existing playground is planned to be moved to James McKnight Park West. If approved, design and construction would take approximately two years.

The Walnut Creek Linear Trail connects six parks, multiple neighborhoods and business districts throughout the city. This proposal would nearly double the length of the trail system, adding paved trails to city limits, including a connection to Mans Best Field Dog Park. Pond Branch Linear Trail is in Historic Downtown and currently runs from Sycamore to Pond streets. The proposed expansion would add a trail from Pond Street to South Main Street, connecting downtown to future development.

Miracle League fields allow participants with physical and mental disabilities to experience playing baseball as part of a team without barriers they may face elsewhere. Games are played on a custom, rubberized turf field that accommodates wheelchairs and other devices while helping prevent injuries. This project is planned to include upgraded restrooms, a large pavilion, a looped trail and an inclusive playground to compliment the field and accommodate league participants.

How were projects selected?
Bond projects were identified by city staff based on feedback from the 2020 Citizen Satisfaction Survey, public engagement meetings and department research. All proposed projects were presented to a steering committee of more than two dozen Mansfield residents over 13 meetings and two public forums. City Council placed projects on the ballot based on the recommendations of the committee.
What about streets and other projects?
The City of Mansfield is allocating an estimated $125 million over the next 10 years to address street needs. The City Council also approved a 50% ($1 million) increase to the Streets Department’s maintenance budget as part of our fiscal year 2021-2022 operating budget, furthering our ability to maintain our roads. Additionally, Tarrant County voters in 2021 approved a $400 million transportation bond, which provided nearly $10 million in funding for Mansfield taxpayers. Tarrant County could also dedicate additional funding to Mansfield street maintenance. The City of Mansfield also plans to fund two public safety projects, a new police headquarters and a sixth fire station, within the next 10 years.

Bond debt can be compared to a home mortgage that is repaid over time, while operations and maintenance expenses are like the daily household expenditures that are paid for immediately, such as groceries. Like buying a house, major capital improvement projects have a long life, so their cost is typically spread out over many years and paid for by current and future residents who use them. General obligation bond debt is typically financed over a 20-year period. Resident feedback and involvement is important to the City of Mansfield, and the City Council has made engagement a priority in planning for the future. A bond election gives Mansfield residents the opportunity to choose which projects are most important and how their tax dollars are used.
When and where do I vote?
Citizens must be registered to vote by April 7 in the City of Mansfield (Tarrant, Johnson or Ellis counties) in order to be eligible to vote in the May 7, 2022 election. Check the website for more information on voter registration, requesting a ballot by mail and voting locations.
