About the COVID-19 Dashboard Transparency and Accountability
On October 28, 2020, prior to the start of Phase 2, MUSD released a COVID-19 dashboard that tracks all confirmed cases of COVID-19 within the MUSD community, well before it became a requirement from California Department of Public Health.
and students enrolled, meaning 42 confirmed cases would need to be present within a 14-day window to reach the 5% threshold needed to warrant a closure. Today, the highest number of confirmed cases at any elementary school is 4.
“The purpose of the dashboard isn’t necessarily for reporting positive cases, but rather tracking cases and reporting closures,” explained MUSD’s Workplace Infection Prevention (WIP) command team; an internal panel whose work guided the District’s COVID-19 Safety Plan.
For high schools, which feature an average of 1,518 students and staff, 75 confirmed cases need to be present in a 14-day window to meet this same threshold. The highest number of confirmed cases at any MUSD high school is 7.
According to guidelines published by California Department of Public Health (CDPH), individual school closures are recommended based on the number of cases and stable groups impacted, and the total percentage of teachers/students/staff that test positive for COVID-19 within the same 14-day period at the school site. The purpose of the public-facing dashboard is to calculate these percentages as they relate to individual school closures. Individual school closure guidelines are as follows: Within a 14-day period, an outbreak has occurred in 25% or more stable groups in the school or, within a 14-day period, at least three outbreaks have occurred in the school AND more than 5% of the school population is infected. MUSD’s case-tracking evidence reflects the epidemiolocal studies cited by public health. Manteca Unified has had little-to-no internal transmission to date, determined by MUSD’s comprehensive contact tracing, which was implemented as part of our strategically phased return to in-person learning. MUSD’s WIP command team meets twice daily to debrief on all suspected and presumed COVID-19
cases to initiate internal protocols and devise district mitigation efforts. Cases are tracked through our Health Services Department and close contacts are traced via the daily symptom check survey, at school sites, on transportation buses, in the District Office, and finally, through a secondary survey with a school nurse. Close contacts are notified personally via phone from a school nurse or administrator. Information is reported to WIP to keep the COVID-19 Dashboard current.
