ON Friday, May 15, 2015, thousands attended the coronation of Xhosa King Zwelonke Sigcawu at Nqadu Great Place in the Eastern Cape. Sigcawu is the first Xhosa king to be crowned in 50 years. President Jacob Zuma arrived to praise the new king and deliver the keynote address.

On May 21st (Thursday), the City of Ekurhuleni and the Department of Correctional Services hosted a spelling bee competition at the Boksburg Correctional Centre. The contestants were inmates from Boksburg Correctional Service, Modder bee and Heidelberg correctional services. They were grouped according to their education levels. Programme director, Ms O.

Moganedi spread positivity to inmates throughout the event. “You attract what you transmit. The power of life and death is in the tongue,” she said. Opening the Selling Competition with prayer was Chaplain F. Manganye, who later quoted the Bible saying; “For God has not given us the spirit of fear; but the spirit of power, love and a sound mind. Quoted from 2 Timothy 1:7.”

A 27 year old man from Ratanda was arrested for Murder after he stabbed a 21 years old boy on the chest on Saturday 2, May 2015, along Denne Avenue – Extension 23 Ratanda Location.

It is alleged that the deceased and his colleagues were coming from drinking in the nearby tavern when they came across a group of boys and girls on the street. The victim’s group confronted the suspect’s group and a fight started. It is further alleged that the suspect produced a knife and stabbed the deceased once on the chest. Victim collapsed and bled uncontrollably. Victim died on the spot whilst receiving medical attention from Paramedics. Thorough the investigation led by Detective/Sargent, December Mateki and Detective/Constable, Luncedo Takela lead to the arrest of the suspect at about 12 noon at Ratanda Location.

GOVERNMENT INTRODUCES THE CENTRAL SUPPLIER DATABASE AND eTENDER PUBLICATION PORTAL! Following an announcement by the Minister of Finance, the Office of the Chief Procurement Officer (OCPO) recently launched the e-Tender Publication portal and the central supplier database (CSD).

The e-Tender Publication portal will be a single platform for the publication of tenders to eliminate duplication and fragmentation of notices for government tenders. It can be accessed at www.etenders.gov.za. The central supplier database (CSD) will be a consolidated list of all supplier information for national, provincial and local government. ETENDER PUBLICATION PORTAL: The e-Tender Publication portal is an initiative of the OCPO that is aimed at simplifying, standardising and automating the procurement process. National and provincial depart-

ments will publish their tenders in accordance with the demand plans for acquisition of goods, services and infrastructure.

The tenders for the 2015/16 financial should start going through towards the end of April 2015 for procurement plans that have been approved. Municipalities will start to publish their tenders on the portal on 1 July 2015 to coincide with the start of the financial year for municipalities. The portal will carry tender notices, ac companied by official tender documents and relevant Terms of Reference or other description of functionality that may be applicable and the publication of Award notices and minimum information prescribed by the OCPO. The eTender portal will be managed by the OCPO, which sets the policy on content, functionality and coordinates the administration with users at na-

The State Information Technology Agency (SITA) will be responsible for technical support, maintenance and hosting of the portal. CENTRAL SUPPLIER DATABASE: A uniform Supply Chain Management system for government is essential to optimise the efficiency of service delivery. But currently, there is no single consolidated comprehensive supplier database and consequently, information related to the compliance requirements is duplicated during procurement processes, the processing of payments and audit procedures to name but a few. The CSD will therefore, reduce duplication of effort and cost for both business and government while enabling electronic procurement processes.

The CSD will have interfaces to South African Revenue Service (SARS) to enable tax clearance status verification of suppliers throughout the Procure-to-Pay process and the Companies and Intellectual Property Commission (CIPC) for vetting of business registration and business ownership. Suppliers who are currently registered on a supplier database of any organ of state will be automatically transferred to the supplier database by 31 March 2016. New suppliers will have the option to make use of the self-registration portal of the CSD from 1 September 2015. Modernising Supply Chain Management through technological innovation will enable government to reduce the administrative burden for both government and business and improve the monitoring of procurement patterns, contracts and prices.

He also praised the fund’s fast-tracking process on handling claimants and their requests. Motor Vehicle Accident Fund of Namibia led by Chief Executive Officer (CEO) Rosalia Martins-Hausiku gave a message of support to RAF and Governement. “The fuel levy system was taken from SANRAL and its successful implementation is a fruitful outcome shows in our country economy. In Namibia, motor vehicle accident claims can be settled within 30 days.”

On 16th May, the Road Accident Fund reached out to the communities of Sebokeng and other areas in the Sedibeng region. The outreach programme was aimed at delivering much needed services to people who are road crash victims. Through this mobile service, the RAF is able to reach far-flung communities, interacting directly with those affected by the carnage on South Africa’s country’s roads, while making a difference in their lives. RAF CEO, Dr Eugene Watson, said there was a growing improvement in that whereas 30% of total payments were previously made to middlemen, that figure was now 19%. Under the proposed Road Accident Benefit Scheme, the odds will be in favour of the crash survivor and there won’t be a need for lawyers. “One in three claims is direct claims instead of through the courts. Whereas it can take as long as 2 000 days for a claim to be finalised through the courts, it can take only 700 days if they come directly,” said Dr Watson. The ‘middle man’ or unscrupulous lawyers came under heavy criticism during the stakeholder’s engagement, when an official expressed his disgust at lawyers who had surreptitiously acquired accident victims’ services by acquiring

their signatures during moments of distress, or fleeced them of their rightful settlement. Gauteng Portfolio Committee on Transport Chairperson, Jacob Khawe, said lawyers had tried to persuade him to fill in a form and acquire false birth certificates in order to claim on behalf of his late younger brother’s children – who didn’t even exist! “The temptation was there, but then I asked my mother when we enjoy this money, what will my conscious say, I decided to reject the corrupt offer from the middleman. Let us build a social consciousness based on Ubuntu, where a human being does not engage in corrupt practises,” said Khawe. SANTACO (South African National Taxi Council) president, Philip Taaibosch spoke of “sharks in hospitals” who told crash victims to “sign here” with false hope of huge payments, whilst they were still in pain. They handed over baby car-seats to five lucky motorists, while 20 protective helmets were donated to learners commuting by bicycles to school. In addition, 40 pairs of school shoes and bag packs were given to deserving schools around Sebokeng as part of the RAF’s Corporate Social Responsibility programme.

against Apartheid in August 1992 on the subject of Women. The UN declared the day an International Day of Solidarity with Women in South Africa. In 1994 she was elected to the National Assembly and served as a Member of Parliament from 1994 to 1996. From 1996 to 2000, she served as Ambassador to Switzerland. In recognition of her exemplary service to her people, the NorthWest University in 1996 awarded Mama Ruth an Honorary Master’s Degree in Education. The then Medical University of South Africa (now called Sefako Makgatho Health Sciences University) also awarded her an Honorary Doctorate later.

Mam’Ruth: The quintessential human being; A worthy and inspiring leader and a comforter. Mama Ruth, Sis Ruth, Auntie Ruth, Mme Ruta and Mane, as she was affectionately known, was a nurturer, a guardian and a selfless principled leader. She was a firm, strict but structured, balanced and gentle human being who was also a devout Christian. She was a loving mother and grandmother to all and always carried herself elegantly. True to her name Segomotsi, which means “Comforter” in Setswana, she was to play the role of mother, aunt, sister, friend and grandmother to the hundreds of young and old who found themselves separated from their own as a result of apartheid brutality. EARLY LIFE Ruth Segomotsi Mompati was born in Ganyesa Village in the District of Vryburg in present-day North West on 14 September 1925. She grew up in Tlapeng – a rural environment in Ganyesa (now Kagisano). Between 1933 and 1936, she attended United Vryburg Primary School. She started her teaching career at Dithakwaneng Primary School near Vryburg in 1944 at the age of 19. In 1948 she was transferred to the United School in Vryburg, where she continued her teaching career. When she got married in 1952 she lost her job as a teacher because the apartheid laws regulated that married black female teachers were not allowed to teach. WORK IN THE ANC AND EXILE Mompati moved to Johannesburg in 1952 and it was at this stage that she officially joined the ANC and was

a member of the Orlando branch. In 1953 she was employed as a Secretary by the first black law partnership Nelson Mandela and Oliver Tambo, Attorneys at Law. In the words of the late President of the ANC, Tambo, (known for his perfectionist approach on anything): “Sis Ruth is the best secretary we had”. In 1954, she became a member of the National Executive Committee (NEC) of the ANC Women’s League (ANCWL) and, together with Helen Joseph and Lillian Ngoyi, was among the founding members of the Federation of South African Women. Mompati was one of the central figures in organising the historic 9 August 1956 march by over 20 000 women of all races to the Union Buildings in Pretoria. This show of force to demonstrate against extension of the hated pass books for women was honoured by the day being declared National Women’s Day by the democratic government. Between 1966 and 1973, Mompati served on the Executive Committee of the Women’s Section. During 1966, she was transferred to the ANC’s office in Zambia, but continued commuting between Tanzania and Zambia during the course of her work in ANC President Tambo’s office. In 1990, she was chosen to be part of the ANC delegation that negotiated the peaceful transition with the Government of FW de Klerk at Groote Schuur. At the ANC’s 48th conference, the first held in South Africa in 30 years, she was re-elected to the NEC. In 1993 she was re-elected as National Executive Member of the ANCWL.

In 1996 Mama Ruth Mompati was invited by the University of Texas in the United States of America to deliver a lecture on the role of the ANC in the peaceful transition to a democratic South Africa. The Huston-Tillotson University, Austin, Texas, established a scholarship in her name: the Dr Ruth Segomotsi Mompati Scholarship Fund. Several beneficiaries of that scholarship went to study abroad and qualified with various degrees. FAMILY AND COMMUNITY LIFE In 2009, using the facilities of the old Vryburg Hospital, she initiated the establishment of a donor funded hospice, which continues provide care to terminally ill patients. To ensure that her legacy lives on long after she is gone, Mama Ruth established the Ruth Segomotsi Mompati Foundation to focus on the following key areas: Educational upliftment, Women empowerment, Reconciliation among different races, HIV and AIDS Awareness, Prevention and Treatment and; Arts, culture and heritage. AWARDS AND HONOURS RECEIVED For her role in the struggle, she received the following honours: • Human Rights and Democracy Award in 2004. • Citation: Military Award: Platinum Class 2 for Distinguished Contribution in the Struggle, conferred by President Jacob Zuma in 2010. • Isithwalandwe/Seaparankwe on behalf of the ANC conferred by President Zuma in 2014. • Mahatma Gandhi Satyagraha Award in 2014. • Special Award for contribution to Freedom and Human Rights by the Black Management Forum in 2014. •Ubuntu: Oliver Tambo Lifetime Achievement Award conferred by President Zuma in 2015. Mama Ruth was blessed with two sons, Mompati and Galeitsiwe (Tebogo), who were both also involved in the liberation struggle. They unfortunately passed on before her. She is survived by her niece Sindi, grandchildren Boitumelo, Neo (junior), Neo (senior), Sindi (junior) Thembani, Themba, Makhosi and Buhle, together with scores of children that she nurtured as her own.

THE “NO CROSS, NO CROWN” CHURCH SAY NO TO DRUGS AND XENOPHOBIA! ON Saturday, May 9 at Ratanda Multipurpose Hall, the Independent Order of True Templars (IOTT) hosted their annual summit. This year’s theme for the Christian devotees is “NO to Xenophobia, NO to Alcohol and NO to Drug Abuse.” Primarily, the focus of the event is to enlighten church members about the importance about the war against drug abuse in our township communities. “Alcohol and drug abuse has become a major crisis in our lives; in one way or another , it affects us all.” One of the Templars said. Captain of SAPS Springs was also very unsympathetic towards the growing trend of young people experimenting in alcohol and drugs. He said the root cause of most crimes in our neighbourhoods are rooted from the cycle of addiction and abuse. “If our kids can crowd the streets on weekends, drinking and partying until the morning hours, what happens when it’s time for them to go to church on Sundays? God, the youth (40 years and less) are recovering from the weekends’ adventures.” The IOTT Temples (branches) from Springs, Boksburg and Meyerton among other regional dignitaries from their churches were present. Delegates from different Temples in Gauteng addressed their reports on the progress their respective congregations have made. The Templars strongly condemn the youth that abuses alcohol and drugs, they are offering support to disadvantaged children that succumb or are exposed to such conditions. A planned march proceeded throughout Kwa-Thema and Springs on Saturday, May 23 as part of their on-going campaign against the crime and wickedness around the local communities. Prayer, supplication, food parcels and blankets were expected to be donated to disadvantaged citizens and the homeless. In October, the IOTT will host their conference in Springs in July, at the Methodist Church. The Templar men and women invite all members of the community, the youth in particular.
