The Minister commended the improvement of the education sector over the past 10 years, with Grade 12 learners notably achieving an 80.1% pass rate in 2022, and 76.4% in 2021. The provincial rankings for the 2023 results are as follows: • Free State is the leading province at 89.0%, an increase of 0.5% from 2022. • KwaZulu-Natal, which is the third best improved province, achieved 86.4%, an increase of 3.4% from 2022. • Gauteng achieved at 85.4%, an increase of 1.0% from 2022. • North West achieved at 81.6%, an increase of 1.8% from 2022. • Western Cape achieved 81.5%, an increase of 0.1%from the previous year. • The Eastern Cape is the second most improved province, with a pass rate of 81.4%, an

Diploma level passes stand at some 27.2% of candidates. Higher Certificates are at 14.8%, while those who passed with a National Senior Certificate stands at 0.01%. Public reminded to comment on White Paper on migration
Home Affairs Minister, Dr Aaron Motsoaledi, on Tuesday announced the extension of the closing date for the submission of public comments on the White Paper on Citizenship, Immigration and Refugee Protection. Comments on the White Paper have now been extended to 31 January 2024 from the initial date of 19 January 2024. The announcement is contained in Gazette No 49976, published on 8 January 2024. “The department has received substantial public comments. The extension of the closing date follows requests received from various organisations and individuals for additional time due to the December holidays,” the department said. In November last year, Cabinet announced that it had approved the publication of the White Paper on Citizenship, Immigration and Refugee Protection for public comment. “The draft policy aims to provide a framework to guide the grant-
ing of residency and citizenship to foreign nationals, as well as the protection of refugees and asylum seekers in South Africa, cognisant of the Republic’s national security interests and in compliance with international agreements and protocols on migration that South Africa is a party to,” Minister in the Presidency, Khumbudzo Ntshavheni said at that time. According to the department, the White Paper and the explanatory memorandum can be downloaded at www.dha.gov.za. Written submissions should be addressed to the Chief Director of Strategy and Institutional Performance and may be forwarded to the department.

Some people who rejected you had failed many times in life. Traveling in a new direction is difficult, but never give up. Instantly find a new way to take to reach your destiny. In life, no one can choose or control what you have in your mind. The only thing to do is to take action to ensure that the road you take won't lead to regrets later. On this "New Year of 2024," don't do what the ordinary ones do; go the extra mile to learn more. Remember, rejection is not final. You may have failed or been rejected or disappointed last year, but that doesn't mean everyone will reject you this year. It's time to learn from it. Acknowledging rejection as direction is not easy. In 2024, be brave enough to let things that aggravate you build success out of a poor background and build a future out of challenges and disappointments. Gauteng responds to Ratanda electricity problems
BY STEPHEN SEAKGWE The community of Ratanda in the Lesedi Local Municipality has been struggling for years with electricity-related issues. Some of the protests that errupt in the area are caused by the frequent blackouts, unannouced cut-offs and cable theft.
On Wednesday, December 20, Gauteng Premier Panyaza Lesufi led the Siya Transformer programme in the Lesedi Local Municipality and visited the community of Ratanda and Heidelberg with good news just before Christmas. The Premier, local councillors and technicians from City Power came to the area and installed six brand new transformers. These were muchneeded replacements as most of the infrastructure was aging and could not keep up with the demands of the growing township.
Most communities are plagued by illegal connections, vandalism and prolonged loadshedding and unplanned outages. To add to it, most people do not have access to communication channels that timeously inform them on local power interruptions. Other communities like Braaamfischer, Ivory Park, Kagiso, Swaneville, Sebokeng and Emdeni in Soweto, have been left with fully functional transformers that have restored their dignity in
bringing their power back to their households. Action SA in Lesedi said residents can accept Premier Lesufi’s Transformers however, these ‘grand gestures’ are all an attempt to meet all their empty promises and fix issues that they have broken and allowed to be destroyed under their reign over the last 30 years. “We are aware this is all in their effort to fool us,” the party’s Regional Chairperson in Lesedi Webster Kutoane said.
Premier Lesufi later held engagement with community members in Ratanda on the province’s interventions to address power challenges in the area, including the replacement and maintenance of broken down and vandalised transformers, billing and debt management as well as theft of critical infrusctucture. In his address to the residents who filled up the Ratanda Multi-purpose Hall, Lesufi said he came to the area to implement and not talk. He said that despite the responsibility of electricity infrastructure being mandated only to local and national government, he said that Gauteng cannot stand by and not intervene in solving the electricity crisis facing our country.

Drugs disguised as art seized at OR Tambo airport
Customs officers of the South African Revenue Service (SARS) have seized 23kg of narcotics disguised as moulded artwork with an estimated street value of R37 million at the cargo sheds of the OR Tambo International Airport. The customs officers were doing their inspection rounds recently when they came across a box headed for New Zealand.
The box contained items of moulded artwork, which looked suspicious. The officers used a narcotics test kit and some of the items tested positive for crystal meth, which weighed 10kg. A test by the South African Police Service (SAPS) on other items tested positive for fentanyl, which weighed 13kg. The narcotics were handed over the SAPS for further investigation.
Edward Kieswetter praised the vigilance of the customs officers who detected the narcotics. “SARS Customs will spare no effort in stopping the export or import of narcotics and any illegal substance which cause so much pain and hardship for families, particularly their youth. “Drug smugglers must know that our Customs Division is fully committed to this objective, and will act without fear or favour against those criminals involved in the drugs trade. They must know that they will face the full might of the law,” Kieswetter said.

R3.8bn funding for ‘missing middle’ students Higher Education, Science and Innovation Minister, Professor Blade Nzimande, has revealed that government has set aside a R3.8 billion initial capitalisation fund to support “missing middle” students. The new Comprehensive Student Funding Model aims to support students including those currently not supported by the National Financial Aid Scheme (NSFAS) bursary and funding policy. This category of students is those who come from families who have a total income of more than R350 000, but not more than R600 000 per annum. Nzimande, who was addressing the media on Sunday, revealed that the funding model is divided into two phases. Phase one begins this year, 2024/2025, with the State committing the initial capitalisation fund totalling R3.8 billion to support the loan scheme. This amount comprises R1.5 billion from the National Skills Fund (NSF) and R2.3 billion from Sector Education and Training Authorities (SETAs). “This amount will fund 47% of the missing middle students, that is, 31 884 of the estimated 68 446 missing middle,” he said at the media briefing held in Pretoria. “We have also committed funds to revive NSFAS ICT [information and communications technology] systems, including the loan system.” On implementing the scheme, he said his department has so far consulted with the National Treasury, university Vice-Chancellors and student leaders.
“Further workshops will be held with the registrars and student financial officers once NSFAS has obtained Board approval for the funding guidelines.” Second phase Meanwhile, the department is working around the clock to implement the second phase of the funding model from next year to 2034. “The department will ensure that the seed funding contribution by government is increased to R31.6 billion to R42.1 billion over 10 years. This is approximately R3.1 billion to R4.2 billion annually." Criteria and expansion “Together with the National Treasury, we will continue to engage with relevant institutions, including public and private financial institutions to expand the scheme.”

• Students who obtain 70% or above on average and within the prescribed time will get a 50% reduction on loans on request. Nzimande has described this move as “yet another important milestone in the commitments of the ANC-led government to advance a better life for all as we celebrate 30 years of freedom”. The loan scheme will be administered by NSFAS which has the legal mandate to offer student loans as per Section 4 of NSFAS Act 1999. “NSFAS represents one of the most progressive and successful efforts by the government to systematically break the legacies of inter-generational social inequality in access post-school education and training.” Between 2019 and 2022, NSFAS has disbursed R123 billion distributed across 2 918 624 beneficiaries.
To qualify for the loan, students should meet the following criteria: • Students whose annual household income is between R350 000 to R600 000; • Technical Vocational Education and Training (TVET) and public university students; • Undergraduate or postgraduate students; • 70% science, technology, engineering and mathematics (STEM) programmes (which may be adjusted to include commercial programmes that are in demand in the labour market or entrepreneurial programmes); • 30% Humanities programmes; • Students willing to sign a loan agreement; • Students can apply for the loan in the first, second or third year to continue to be funded through the loan; • Students are expected to get an average of 60% pass rate and the loan will cover tuition, learning material and accommodation;

GCRA Bursary still open for matrics Learners in Gauteng have an amazing opportunity to get their studies and other costs paid in full when they reach their tertiary education journey.
The Gauteng Department of Education wishes to announce that the Gauteng City Region Academy (GCRA) Bursary applications for the 2024 academic year opened on November 1 and close on February 29, 2024. “Applicants must ensure that they meet the key requirements and upload all the necessary documents for their application to be considered. We implore young people who meet the criteria to apply for the GCRA Bursary as it is an amazing opportunity to further your studies without having to worry about finances,” said Gauteng Education MEC Matome Chiloane. “It is important to note that candidates who seek to apply must be South African citizens between the ages of 18 to 35 years old, who reside and have completed their matric in Gauteng,” said the department. Candidates must also be students who have been accepted to study an undergraduate or postgraduate qualification at a Higher Education Institution. WINNER OF 2019 GAUTENG SPORTS AWARDS: Community Media of The Year
Rest In Peace to Wheelchair Basketball legend, Wiseman Dhlamini Wiseman Dhlamini, the sportsman, wheelchair basketball player and coach of the Diesel Electric Services Eagles basketball team, was a part of the Gauteng wheelchair basketball team for senior men, has passed away. He was also the team manager for the national wheelchair basketball team for senior men’s side. Wheelchair Basketball South Africa on Facebook shared the news of Dlamini’s passing on Monday, January 8. “It is with complete shock and immense sadness that we received confirmation of brother, friend and colleague, Wiseman Dlamini’s passing this morning. On behalf of WBSA, we extend heartfelt condolences to family and friends. You are in our prayers and thoughts in this time of mourning. Rest in Peace Kwenza you will be sorely missed,” said the organization.
Wiseman has been associated with WBSA for over a decade, progressing from being a player to being part of the administration team. Dhlamini was a known advocate for the development of up and coming wheelchair basketball players. As the Gauteng wheelchair basketball team’s assistant coach, Wiseman Dlamini, he helped the team get three nomination in the Gauteng Sports Awards including Gauteng Ladies Wheelchair Basketball team win the Gauteng Sports Awards in 2021. He also got nominated for the Administrator of The Year Award last year, hosted in his hometown.
Dhlamini began his basketball journey at the age of 13 when he was a learner at Filadelfia Special School in Soshanguve (Tshwane). He went on to represent the Gauteng junior basketball team and the U23 national team.
Colleagues, fans and lovers of wheelchair basketball countrywide have paid tribute to the late 42 year old on social media. “Rest easy bhuti Wiseman Dlamini. It was a pleasure knowing you and working with you. You were a pillar and soldier in wheelchair basketball and your contributions have taken the sport, more especially the youth very far. Condolences to all family and friends. We have lost a good one,” said Princess Boko on TikTok.
He contracted polio as a child which affected his right leg. He was later involved in an accident which affected his other leg. He uses crutches to walk, but when on the sports field he uses a wheelchair to play.
Wiseman will always be remembered as someone full of life, sharing smiles with as many people he interacts with. From Mapepeza, we say Rest In Eternal Peace, may your legacy live on.
