It was during the 86th Council Sitting which happened to be the last council of Cllr. Mahole Simon Mofokeng as the Executive of Sedibeng District Municipality. This came as a result of the recent redeployment of Sedibeng and Emfuleni Municipality councilors. In his last remarks Mofokeng was proud to announce continuous scooping of great awards and achievements during his Mayoral duty at the Sedibeng District Municipality. “Our constituent municipalities must really take stock from their District Municipality in order to deliver quality services to the people of Sedibeng.” Said Mofokeng. It is because of this consistency that we welcome the announcement by President Jacob Zuma that there will be no increase in university fees in the 2016 academic year. This decision is in line with the vision of the Freedom Charter and will bring the muchneeded monetary relief, especially to the poor, working class and lower middle class families with university students. On the 60th anniversary of the Freedom Charter, we must ensure that the doors of learning and culture are opened to all. “One of the decisions which have been taken is for me to handover the position of the Executive Mayor of the Sedibeng District Municipality and to ascend the position of the Executive Mayor of the Emfuleni Local Municipality,” said Mofokeng. “We may be aware of the current situation regarding matters of governance in the Emfuleni Local Municipality which calls for urgent intervention,” he continued.
He took a few moments to reflect on just how well the council have performed as this collective by listing just some of our awards and accolades; • Women’s month Trophy 2012; • The award by the late Minister Sicelo Shiceka bestowing Sedibeng District Municipality with the title of “Ambassador of Operation Clean Audit”. Higher education commission of enquiry welcomed

Gauteng Premier David Makhura, (pictured) has urged businesses to train more young people to take up jobs and other economic opportunities within the ICT space. The Premier was speaking at the Gauteng ICT (Information and Communications Technology) Summit which started on Monday, November 2, at the Gallagher Convention Centre in Johannesburg. “We live in an increasingly digital economy and information age in which equal access to broadband (Internet connectivity) is a basic human freedom which must be guaranteed to every member of society. Connectivity is now a utility with which to measure the quality of life, human progress and economic development,” said Premier Makhura. Makhura also told the summit that the old ways in which our governments and public servants communicated and worked together with members of the public were becoming inadequate. “Public services and public engagements have to respond to the information technology revolution; where millions of people can access services and transact with governments anytime, anywhere, without coming face to face with public officials,” added Makhura. Minister in The Presidency, Hon. Jeff Radebe much-admired Gauteng for taking the initiative to be the first province to introduce tab-
lets in all high schools, with the aim of taking all public schools into the modern age. “This is what I call leadership and this can only be expected from a province such as Gauteng, our economic heartland,” said Minister Radebe. The two-day summit, led by the newly-established e-Government department, is a direct follow-up of the inaugural Gauteng Infrastructure Investment Conference (GIIC), held earlier this year. One of the key commitments of the he GIIC was to realize the goal of 100% broadband connectivity in Gauteng by year 2020. The Gauteng Provincial Government has adopted a five-pillar strategy to transform Gauteng into a “Smart Province” and a Connected Global City Region (GCR). Through this strategy the GCR seeks to: • Build an enabling broad-band (Internet) infrastructure for a networked government; • Create a platform to bring e-government (electronic-government) services; • Form a Gauteng City Region structure to co-ordinate, systematize, regulate and prioritize the implementation of all e-government initiatives; • Promote the use of e-government services to all - to government, organizations, citizens and the private sector; • Stimulate the ICT economy by encouraging public, private partnerships (PPPs) for the development and roll-out e-government services.
60% discount on unpaid e-tolls debt!
As from Monday, November 2, all Gauteng freeway road users are going to enjoy the benefits of 60% reduction on their existing e-tolls debt. The once-off discount applies to all unpaid e-tolls levied on Gauteng Freeway Improvement Projects from 3 December 2013 up to 31 August 2015. This is in line with an announcement made by Deputy President Cyril Ramaphosa in May this year, when he unveiled the new dispensation on the electronic tolling system.
Road users have six months to settle their accounts, or make payments arrangements. Among the changes that are already in place are a uniform rate of 30 cents per kilometre for light vehicles and a 50% reduction in the monthly maximum for registered account. Cabinet also welcomed the establishment of an Inter-Ministerial Committee on Water and Security that is being chaired by Cooperative Governance and Traditional Affairs Minister Pravin Gordhan. The committee will discuss and propose further interventions on the communities mostly affected by the drought. The Department of Water and Sanitation is assisting communities in KwaZulu-Natal and the Free State that are affected by the recent drought.
“Areas that are supplied by the country’s larger regional water supply dams and schemes remain water secure as these systems are currently in a positive water balance with a national average dam storage at 66 percent full,” Minister Radebe said. – SAnews.gov.za

Government has approved a number of bills for various sectors in the country. Cabinet approved the submission of the Broadcasting Amendment Bill of 2015 to Parliament. “The bill amends the Broadcasting Act, 1999 (Act 4 of 1999) so as to develop and implement a stable corporate governance model that ensures long-term stability and sustainability of the South African Broadcasting Corporation (SABC),” Minister in the Presidency for Planning, Monitoring and Evaluation Jeff Radebe said. He said government is committed to a strong, independent and relevant public broadcaster, which is accountable to the shareholder, the public and Parliament. Cabinet also accepted the Insurance Bill of 2015 to be introduced in Parliament. “The Bill provides a consolidated legal framework for the prudential supervision of the insurance sector that is consistent with international standards for insurance regulation. The Bill enhances the current risk management, capital and governance requirements. “It replaces and also consolidates substantial parts of the Long-Term Insurance Act, 1998 (Act 52 of 1998) and the Short-Term Insurance Act, 1998 (Act 53 of 1998) relating to prudential supervision,” Minister Radebe said. Cabinet also sanctioned the publication of the Draft African Exploration Mining and Finance Bill in the Government Gazette for public comment. The bill establishes the African Exploration Mining and Finance Corporation through legislation. “It also defines its mandate and strategic objectives. It strengthens the governance and oversight of the entity,” he said. Another bill that was approved was the introduction of the Protected Disclosures Amendment Bill of 2015. The bill extends the application of the Protected Disclosures Act, 2000 (Act 26 of 2000) beyond the traditional employer and employee relationship. “These amendments regulate joint liability, introduce a duty to investigate disclosures, provide for immunity against civil and criminal liability in certain circumstances and criminalise intentional false disclosures,” Minister Radebe said. The amendments also contribute to government’s commitment to fight fraud and corruption by strengthening the protection of whistle-blowers. Lastly, Cabinet approved the introduction of the Administrative Adjudication of Road Traffic Offences Amendment Bill of 2015 in Parliament. This bill amends the Administrative Adjudication of Road Traffic Offences Act, 1998 (Act 46 of 1998). “The bill will assist the Road Traffic Infringement Agency and the issuing authorities to be financially stable, and it also introduces efficiencies in serving notices to infringers,” Minister Radebe said. - SAnews.gov.za

free online solution to finance access for SMMEs
United States Agency for International Development (USAID) and the Department of Small Business Development (dsbd) announced the official launch of finfind, a web-based solution that brings together financiers from the private sector and government, business consultants and the small business owner to increase access to finance on October 30.
“Government has prioritised entrepreneurship and the advancement of SMMEs as the catalyst to achieving economic growth and development. We are very excited about the finfind solution and trust that it will result in the provision of adequate financial assistance to SMMEs nationwide, thereby ensuring the long-term prosperity of the sector and the country as a whole,” explained Minister Lindiwe Zulu from the Ministry of Small Business Development. “After a two-year pilot project, we are particularly pleased to officially launch finfind in South Africa. One of the main reasons why SMME owners struggle to obtain finance is because they are not considered ‘finance ready’ by large banking institutions. Secondly, no single solution presently exists that assists a business owner to explore all the finance options available to them. Finfind meets these needs and provides detailed information about available lending products and institutions, answers frequently asked questions and works with the owner to become ‘finance ready’ and assists them with linkage to matching lenders based on the information they provide about themselves as the owner and their business” explains Darlene Menzies, CEO of finfind. Seda, the dsbd and the Human Resource Development Council (HRDC) have worked with USAID and finfind over the past two years to engage the banks, private and public sector lenders and all government grants and loan providers, thereby ensuring their inclusion in the lender database housed within the portal. “Finfind provides a summary of all government funds available to small business along with information about lessor known private sector finance options. The SMME owner is able to access in-
formation about all the various types of funding available as well as access to finance-literacy modules and advice to help them become ‘finance ready.’ The owner works through an online process answering questions related to their finance readiness – if they are ready to access finance and their company information is verified; they are linked with matching lenders. If they are not ready they are assisted with step by step advice to become finance ready,” continues Darlene Menzies, CEO of finfind. The built-in verification system was incorporated to protect lenders and ensure that only ‘finance ready’ applicants gain access to lenders’ details. An additional benefit finfind provides is assistance to SMME owners with links to experienced business advisors through the Institute for Business Advisors South Africa (IBASA) as well as a variety of small business support services through Seda branches throughout the country. The City of Ekurhuleni, on Tuesday, October 27 revealed that it is ready to fight the scourge of substance abuse in its communities during the official opening of the Palm Ridge Community Based Substance Abuse Day Clinic. Together with its partner, the Gauteng Social Development Department, the City is on a drive to convert ageing clinics into substance abuse day clinics in an effort to increase accessibility to treatment interventions. Monica Meyer, an Eden Park resident who heads the Local Drug Action Committee (LDAC), expressed her gratitude for the new rehab center. “We often have drug addicts who are ready to quit referred to us and we sometimes do not know where to take them as facilities are far and parents cannot afford the private rehab centers,” said Meyer. “The center, which is near, will help the LDAC a great deal where we will be able to visit the facilities to support the patients we referred to the center,” she added. MMC for Health and Social Development, Cllr Makhosazana Mabaso, urged the community of Palm Ridge and surrounding areas to encourage those in need to utilise the facility and that those recovering be supported through the rehabilitation phase. Comprehensive assessment, counseling services, rehabilitation and detoxing, recreational and fitness programmes are amongst the services to be offered at the facility. The center will accept walk-in patients and referrals from social workers, schools and the community. Celebs to build homes for the elderly Human Settlements Minister, Lindiwe Sisulu will launch the 2015 Human Settlements Celebrity Build at the Savanna City Integrated Human Settlements project in the Sedibeng District Municipality, Johannesburg.

Amongst the celebrities who will join industry stakeholders to build houses for the three impoverished elders are Pearl Modiadie of Zaziwa, Amanda Dupont of Skeem Saam, Gabriel Temudzani of Muvhango, Sophie Ndaba and Cyprian Ndlovu of Club 808. CHOIRS HONOUR TAMBO IN SONG AT MELTING POT FESTIVAL

The third annual Ekurhuleni Melting Pot Choral Festival, which took place at Carnival City on October 30 and November 1, was truly a memorable tribute to former choral music composer Oliver Reginald Tambo. The Festival saw continentally acclaimed choirs, accompanied by the perfectly coordinated timbre of the 65 piece KZN Philharmonic Orchestra, belt out their best tunes in efforts to win the big prize of a half a million Rands. This year’s top prize, however, was split in two to cater for different genres and R250 000 for the Best African rendition went to Voices of the Nation from Tshwane. The other R250 000 went to Gauteng Choristers in the Best Western rendition category. African Chorus from Kwa-Zulu Natal walked away with a sum of R100 000 in
the Isitibili category, and the best conductors - Ntombovuyo Cekiso of the Transnet Port Terminals choir and Sidwell Mhlongo of the SA Singers - were awarded with R10 000 each. All choirs that participated in this year’s edition of the choral festival received a participation fee of R50 000 each and all conductors were awarded with gold medals for their extraordinary work. Furthermore, this year’s installment of the choral festival was presented with a twist. Guests who bought tickets could enter a competition to win a brand new car by texting their ticket numbers. Luxolo Nongqawuza from the Eastern Cape, a supporter of the Transnet Port Terminals choir was the lucky winner who could not contain excitement when the Ekurhuleni Executive Mayor, Cllr Mondli Gungubele, handed him the keys to his car.
