SARS collects R1.216 trillion in tax! “SARS collected a gross amount of R1451.0 billion which was offset by refunds of R234.3 billion, resulting in net collections of R1216.6 billion,” said Minister Nene. Finance Minister Nhlanhla Nene made the announcement at a briefing on Tuesday, April 3. The Minister was flanked by his Deputy Minister Mondli Gungubele and Acting SARS Commissioner Mark Kingon at the briefing. The R1216.6 billion, which is a preliminary result and is subject to a final audit, falls short of the forecasted revised estimate announced by the Minister of Finance in the February 2018 Budget speech of R0.7 billion which is 0.06%. Despite falling short of its target, the taxman said the collection represents a growth of R72.4 billion (6.3%) compared to the 2016/17 financial year. The main sources of revenue that contributed to the R1216.6 billion were Personal Income Tax (PIT) at R462.5 billion (38.0%), Value-Added Tax (VAT) at R297.8 billion (24.5%), Company Income Tax (CIT) at R220.2 billion (18.1%) and customs contributed R49.4 billion (4.1%). The 2017/18 financial year was characterised by distinct and clearly delineated growth patterns. Until December 2017, revenue in aggregate grew by 6.2% year-on-year. “For the period December to February 2018, revenue growth, on a month-on-month basis accelerated to between 9.5% and 15.5%, strengthening aggregated year-onyear growth to about 7.3%,” said Minister Nene. In March 2018, revenue collections on a month-on-month basis contracted, dropping down the aggregated yearly growth to 6.3%. Minister Nene said the majority of taxpayers pay their taxes diligently and thanked them for their and contributions. “Let me thank all those who paid their taxes. It is critical that taxpayers have full confidence that every cent will be spent well,” he said. – Mapepeza Reporter

The mayor has acknowledged the sluggish pace in his administration when it comes to modernizing the City's transport system. Part 2 of SOCA delivered by the Executive Mayor Mzwandile Masina on March 27 at the Kwa-Thema Stadium

City's Infrastructure Development

Social Cluster

* Installed streetlights in many areas from Boksburg to Vosloorus, Brakpan to Tembisa, Alberton to Kwa-Thema, Katlehong to Tokoza and many other areas within the City. * Budgeted an amount of R30 million for the refurbishment of the rental stock that includes the flats and the hostels. * 28 consultants planning for over 2 000km of water and sewer pipes, upgrading, replacement and extension. * Constructing 20 Pump Stations and decommissioning 50 redundant Pump Stations. * Currently metering 40 000 properties, especially those that have been unmetered resulting in water losses. * In the past financial year Ekurhuleni added 61km of new roads to the existing road network. Amongst these is the upgrading of Joe Mzamane in KwaThema, Voortrekker Drive in Edenvale, Sagittarius Street in Katlehong and Modise Street in Duduza. * More than 100km of the existing road network infrastructure was rehabilitated in the past financial year. * Maintenance work on more than 3 000km; this includes rehabilitation and the patching of potholes. * Comprehensive plan to rehabilitate more than 30km of formal gravel roads and continue to improve access to informal settlement.

Mayor Masina told the people that Ekurhuleni has made a number of strategic commitments in the areas of healthcare and social development and they’ve delivered on some of them. “We announced plans to build 12 more clinics with modern facilities over the Medium Term,” he said. Esangweni and Selope Thema clinics have been recently open to the communities, including the construction plans already underway for additional new 10 clinics to cover the 5km radius principle.

The mayor also said that the City's catalytic infrastructure projects in roads improvement and construction are being rolled out. These projects are Vlakplats, aka Nyoni Park Road, widening, doubling of Barry Marais, and widening of Monument and Pretoria roads in Kempton Park and Benoni. On top of that, plans to construct an additional 30km of new roads to add to the existing road network are underway. A huge portion of this will be directed towards the Eastern region which has a higher backlog than the other regions.

“In improving and broadening the service, we have since partnered with commercial Pharmacy Groups such as Clicks, Pick ‘n Pay, Dischem and Medirite to also serve as Pick Up Points for chronic medication. Today we have 44800 patients registered to received their chronic medication at Medicine Pick-Up Points, both external and internal. This has helped to drastically reduce the long queues in clinics and hosWorking with Gauteng government, Masina said pitals at the end of each month, with peothe government is working on the province's first ple waiting for hours on end just to collect highway after democracy. their medication,” the mayor said in his official address.

centres in Alra Park and Witpoort, in November last year and October 2016, respectively. “Since the launch of these Community Based Treatment Centres, about 2000 people benefited. On our part as government, we shall continue rolling out rehabilitation centres. However, as the cliché goes, ‘prevention is better than cure’,” said the Mayor.

Safety and Security

Here are some of the Mayor’s remarks regarding the Safety and security cluster of the City: “Through our EMPD, we will be building new precinct to increase visibility of our Metro Police. We have finalized the conversion of 729 Peace Cops into Traffic Wardens. We have, to date, recruited 100 Land Invasion Officers and we have 270 officers on training currently. We intend to increase the Metro Police by an additional 500 officers.” “Operation Sesifikile and Operation Fiela will be continued as it bears in fighting crime in our communities.” “Our Emergency Department will continue building Fire Stations in Strategic areas to ensure faster response to emergency situations. In the last Financial Year, we procured over 34 new ambulances to replace the old fleet.” “Through our Community Safety Department, we shall implement Safe City Program to install CCTV Cameras across the board.”

Three new Early Childhood Development Centres built by City will be in Vosloorus, Tsakane and Eden Park. Cllr Mzwandile Masina mentioned the problem faced by communities all over the City of drug abuse and addicts. He said Ekurhuleni and the Health and Social Development department, in partnership with the Provincial Department of Social Development, launched two drug rehabiliLast year, these six-brand new medical response vehicles tation and treatment

Working with Gauteng government, Masina said the government is working on the province's first highway after democracy. "The construction of PWV15, a link between R21 and N12 in 2019. The project is aimed at deviating and alleviating traffic from the already congested Gillooly's interchange from R21 direct to N3 in Heidelberg," the mayor said.

worth about R1,8 million were added to DEMS fleet.

Building the first post-apartheid City

An artist’s impression of the R35 billion mega human settlements project, the John Dube City in Duduza

The City has launched three of the six Mega Projects working together with Provincial Government (Leeuwport 19 453, John Dube 10 265 and Daggafontein 17 180). Mayor Masina said these launches are part of the ANC Ekurhuleni's resolution to build 100,000 human settlements, and more are to follow. "I can confidently say the Esselen Park once launched will give us 7 100 yields, Clayville 14 138, Tembisa Ext 25 with 3 510 yields, Chief Albert Luthuli, Heldewyk 12 954, Tsakane Ext 22, 6 441, Brakpan Old Location 7 547, Van Dyk Park 3 350 and Palmifontein 3 687. The project in Palmridge is at its planning phase and we expect 5 000 yields once it gets off the ground," said the executive Mayor in his second SOCA speech.

EKURHULENI

Also, subsidized social housing in Eden Park West, of Moleketi Extension 1 and 2, in Etwatwa, Alra Park and Germiston Fires Station are operational. The City has budgeted an amount of R30 million for the refurbishment of the rental stock that includes the flats and the hostels. Masina could not speak of human settlements without taking about the informal settlements crises faced by Ekurhuleni communities. "Our people residing in all our informal settlements deserve and need a proper provision of basic services that include water, lighting, sanitation, refuse removal and access roads. It is for this reason that we have been rolling out the re-blocking programme, which is a process of reconfiguring the

current layout of informal settlements and re-organising the ground plane in such a manner as to optimally utilise space to promote the health, safety and well-being of households, with a particular focus on promoting accelerated service delivery to informal settlements." Speaking about land grabs by some of the City's residents, this is what the mayor had to say: "We said last year that all municipal land occupied by our people will be given to them for further development this is not tantamount to promoting land invasion." Since the administration under former mayor Mondli Gungubele, the City has established a land invasion until within the EMPD to enforce the law on invaders of private or public vacant land.

EKURHULENI REMEMBERS’ CHRIS HANI THIS APRIL!

The City of Ekurhuleni has scheduled month-long activities to celebrate the life of Chris Hani. Chris Hani, renowned for his fearlessness and impeccable leadership qualities, led the anti-apartheid struggle until his assassination on 10 April 1993 outside his home in Dawn Park, Boksburg. To pay tribute to him for his selfless contribution to the liberation of the oppressed masses, the city will roll out a programme to champion the ideals for which he stood. The city conferred the Freedom of the City to Chris Hani posthumously in November 2006 and declared April, the month in which he died, the Chris Hani Month. In March 2017, the Chris Hani’s grave, Chris Hani Memorial and Walk of Remembrance were declared National Heritage sites by the South African National Heritage Agency. This year the City of Ekurhuleni’s Heritage Services submitted nominations to Provincial Heritage Resources Authority – Gauteng (PHRA-G) for the Chris Hani House situated at 02 Hakea street Dawn Park, Boksburg to be declared as a National Heritage Site”. Ekurhuleni’s Member of the Mayoral Committee (MMC) for Community Services Cllr Dora Mlambo said, “The declaration of the house as a National Heritage Site will enhance the preservation, protection and promotion of Chris Hani’s legacy, history and his contribution to the liberation struggle.” On Tuesday, 10 April, the city will convene a wreath laying ceremony to be attended by government leaders, political leaders, the community and Hani family at the Thomas Nkobi Memorial Park in Boksburg, where Hani’s grave, his Memorial and Walk of Remembrance sites are situated. This will be followed by a memorial lecture on Chris Hani’s life and times at the Boksburg Civic Centre the same day. The Chris Hani Photographic Exhibition, depicting the life of Chris Hani will be opened for public viewing for free at the Springs Art Gallery from 21 April to 21 May, from 09:00 to 16:30 during week days, while it will be open from 08:00 to 12:00 during weekends. Furthermore, 100 primary and secondary school learners from Ekurhuleni and the Chris Hani District Municipality in the Eastern Cape province will, on 14 April, present and debate issues that led to the CODESA negotiations. The learners will thereafter handover their declarations to the Executive Mayor of Ekurhuleni Cllr Mzwandile Masina on Monday, 16 April at Alberton Civic Centre.

It was not April Fool’s Day when the news of the new tax increases kicked in on Sunday. Remember that Former Finance Minister Malusi Gigaba in the February budget tabled in the National Assembly a 1% increase in VAT to 15% as of 1 April. Last month, Cabinet announced that it is considering expanding the list of basic goods that will be zero-rated following VAT increase. The above image shows the 19 basic food items that are zero-rated.
