For a Safer Festive Season Travelling the RTMC Shares Road Safety Suggestions
W
ith the festive season travelling upon most South africans, the road traffic management corporation together with the Department of transport wishes to share road safety suggestions with motorists and all road users. The road safety tips should be able to assist motorists to reach their desired destinations without harm on the roads.
chief executive officer of the rtmc, advocate makhosini msibi has encouraged motorists to drive at a safe speed and always observe the speed limit. according to the South african National road traffic act, 1996 and its regulations, the general speed limits for freeways is 120km/hour, 100km/hour on public roads outside an urban area which is not a freeway and 60km/hour on a public road within an urban area, to also constantly wear seatbelts and ensure that passengers do the same regardless of how short the trip or how fast or slow the car is going.
adv. msibi has further urged motorists to avoid being distracted by using mobile phones while driving, and taking “video selfies” for instragram, Facebook and other social media platforms. He has appealed to those taking long distance journeys to ensure that their vehicles are properly licensed and in a roadworthy condition. to further make sure that they overtake when it is safe to do so, and avoid head on collisions by making sure rests are taken after every two hours or 200km/hour travelled. The road traffic management corporation has offered the following road safety tips to all road users:
Pedestrians:
• Always cross the road at designated pedestrian or zebra crossings. • Pedestrians must not use ear phones or headsets whilst crossing the road as they will be distracted.
• They must be alert and able to judge the speed and distance of approaching vehicles. • Pedestrians must resist the temptation of crossing freeways instead, use pedestrian bridges to cross.
Driver Fatigue – (Silent Killer)
• Rest enough before a long distance journey the night before. • Remain alert at all periods of the journey and avoid distracted driving. • Do not take heavy meals, and take safety breaks every 2 hours or 200km per hour.
Do not drink and drive:
• In South Africa, the legal limit for alcohol in a driver bloodstream is 0.05g/100ml; and for professional drivers is 0.02g/100ml. Being below the limit does not automatically lower you risk of being involved in a crash, rather not drink and drive at all.
Driving at Night:
• If you drive at night, decrease speed to counter poor vision of the road ahead. • Every time you feel tired-pull off the road
where it is safe to do so. and sleep or rest until you feel fit to continue with your journey. • If possible, travel only during the day. Your chances of being involved in a fatal crash increases significantly at night. additionally, traffic volumes are expected to increase on some of the major roads from December 15, the N1 north to Polokwane and the N3 south to Durban, N2 connecting Kokstad via mthatha to east London, N1 from Johannesburg to Bloemfontein connecting the cape town route will experience higher than normal traffic volumes. motorists are informed to exercise patience and when stopped by traffic officers, to be polite and cooperate to their maximum efforts. road Safety is everyone’s responsibility.

Murderer arrested at Poortjie Site 2 Farms! on monday afternoon, police arrested a 50 years old farm employee suspected for murder case, alledgedly after stabbing his 30 yrs old co-worker twice on the left side of the upper body. The deceased victim was certified dead by intermediate Life Support Paramedic, Mrs Alzona meyer of emer-G-meD based in Heidelberg. it is alleged that the two employees were fighting over a memory card that belongs to the deceased. The ekurhuleni metropolitan municipality wishes to inform its ratepayers of the closure of council offices between christmas and New Year. all administrative offices, libraries, selected rates halls and paypoints will be closed from 13:00 on Friday December 23, 2016 and will re-open on tuesday, January 03, 2017. PREMIER’S ROADBLOCK FINDS DAGGA BAGS!
Gauteng Provincial Commissioner, Lieutenant General Deliwe De Lange, the Premier of Gauteng, mr David makhura and Gauteng mec for community Safety, ms Sizakele Nkosi-maloabane led law enforcement agencies at a roadblock on the N12 highway today, Wednesday morning December 14. Dagga was recovered and suspects were arrested during the roadblock operation. Gauteng Provincial Commissioner Lieutenant General Deliwe De Lange also addressed the media. Provincial Commissioner reassured the community of Gauteng that police visibility will be intensified on the roads, malls and all other hotspots during the festive season.
On Wednesday, December 14, the Executive Mayor of Ekurhuleni Cllr Mzwandile Masina launched the city’s road Safety festive campaign on the busy N3. The launch took place in the form of a roadblock at the N3 Highway between Grey and Heidelberg off ramps.

Mzansi’s Constitution turns 20!
Democratic South Africa has come a long in ensuring that citizens enjoy their rights as enshrined in the Constitution, says President Jacob Zuma. “Much work has been done since 1994 to ensure the enjoyment of these rights. Concrete steps have been taken since 1994 to remove the laws upon which institutionalised racism and discrimination were based,” the President said on Saturday (December 10) at an event held to mark the 20th anniversary of South Africa’s Constitution.
The Constitution was signed into law on 10 December 1996 by the late former President Nelson Mandela in Sharpeville, Gauteng. The signing of the Constitution in Sharpeville was a commemorative gesture in remembrance of the people who died during a peaceful demonstration against the pass laws of apartheid South Africa in March 1960. “The Constitution is the birth certificate of the democratic South Africa. It provides the legal foundation for the existence of democratic South Africa. It commits us, individually and collectively, to build a nation based on the democratic values of human dignity, equality and freedom through constitutionalism and the rule of law,” said the President. The President described the Constitution’s Bill of Rights as a fundamental feature that affirms the country’s democratic values of human dignity and freedom. This includes the freedom of expression and freedom of the media. He told those gathered in a large marquee at the venue that as much as they have rights, they too must respect the rights of others. The socio-economic rights enjoyed by every South African today include the right to education, healthcare and water and electricity, among others. “During the first 10 years of democracy alone, 789 laws aimed at reconfiguring South African society were approved by Parliament,” said the President. Government also enacted laws that promoted employment equity, Broad Based Economic Empowerment and the prevention of unfair discrimination. The laws were implemented to promote economic transformation. “The dismantling of the legal framework of apartheid and the transformation of many State institutions has led to visible improvement of the socio-economic conditions of millions of people,” President Zuma said.

Progress made by South Africa includes the redistribution of nearly eight million hectares of agricultural land to previously disadvantaged people. Land restitution and reform is provided for in Section 25 of the Constitution. In addition, 3.7 million houses have been built since 1994, while electricity provision has moved from 10 million in 2007 to 15.4 million connections. On the education front, democratic South Africa has nearly doubled the number of students in higher education institutions to close to one million.

President Zuma highlighted the importance of the separation of powers, as contained in the Constitution. He said a key feature of the Constitution is its well-developed system of checks and balances. These include judicial review, an independent judiciary, legislative oversight over the executive and the establishment of Chapter 9 institutions. He urged the judiciary to jealously guard its independence, impartiality, dignity, accessibility and effectiveness, while also calling on other arms of the State to support the judiciary. “It is important to note that the three arms of the State continue to work together in a spirit of cooperation. Where problems arise, these are discussed and resolved.” President Zuma said when the three arms (executive, legislature and judiciary) function effectively and smoothly, the people of the country benefit. President Zuma paid tribute to the role that Deputy President Cyril Ramaphosa – who was present at the celebrations -- played when the Constitution was signed. Prior to his main address, President Zuma signed a pledge and laid a wreath at the Sharpeville Memorial Site.

The celebrations of the Constitution coincided with the end of the 16 Days of Activism for No Violence against Women and Children campaign. The President urged communities to protect women and children. “Women have a right to safety and security,” he said. Justice Minister Michael Masutha, Minister in the Presidency for Planning, Monitoring and Evaluation Jeff Radebe, as well as acting Premier Jacob Mamabolo also attended the event. – SAnews.gov.za

The Ekurhuleni ANC (African National Congress) CAUCUS congratulates the new governing administration led by the Ekurhuleni Executive Mayor Cllr Mzwandile Masina on its resounding achievements of 100 days programme in office.
In its 100 days program, the new administration cemented its commitment in serving the community of Ekurhuleni by ensuring that it focuses on key community service delivery priorities. Hundred Thousand houses are expected to be built within this political term of office, including service stands. “This administration wasted no time as it undertook to use the 100 days to handout 292 houses and more than 700 title deeds to the rightful beneficiaries of Ekurhuleni residents” ANC Chief Whip Cllr Jongizizwe Dlabathi applauded. Cllr Dlabathi said, through the ANC’s Taking Caucus to the People as an oversight program, it continues to be in touch with communities as this is an important act towards resolving community frustrations on issues of service delivery. This helps to speed-up a service delivery programme that is people’s centered. We are also proud that the new administration has acquired the house of the late
liberation struggle icon Chris Hani for heritage purposes. Cllr Dlabathi also emphasized that the ANC Caucus will continue to ensure strong political oversight as per the Polokwane Resolution to guarantee mutual accountability, collective leadership, and discipline among cadres deployed. Through Siyaqhuba Friday program, more than 20 wards have been visited and reports of service delivery were attended to on the spot. The residents will continue to receive quality health care services as three (3) additional clinics were opened in Ekurhuleni. This administration has completed the 100 Vukuphile construction intakes, empowered a recycling co-operative in Tembisa and identified land for the construction of a Hospitality School around the Kempton Park area. “At-least our coalition is clear and we are proud to announce that in the last 100 days in office we’ve had an incident free governance in our Council as we are all working towards improving the lives of our people” He concluded. As the Council goes on recess, the CAUCUS wishes all councilors and residents of Ekurhuleni a Merry Christmas and Happy New Year.

Late Thursday evening, on December 8 Ratanda police recieved a complaint of assault where the victim was stabbed at a house in Obed Nkosi phase two. On arrival at he scene, the police found the victim aged 30 year old lying in a pool of blood with multiple stab wounds to his upper body. Ratanda SAPS appeals to anyone with information to please come foward so as to assist in solving the case and must contact Detective Branch Commander Captain Dookhi on 079 692 4853 or 016 343 6022. FESTIVE MESSAGE FROM THE EXECUTIVE MAYOR OF EKHURULENI!
W
e have come to the end of the year 2016. As usual, there were ups and downs in various aspects of our lives, but fortunately by God’s grace we live to see another day. Many lost their loved ones through the criminal violence that continues unabated. Many more lost their homes and their priced possessions in many different ways including the recent flash floods. Abject poverty, hopelessness, joblessness and inequality continue to pummel our people. However, not all is lost. This time of the year gives us an opportunity to reflect on a year that was while putting our ducks in a row in
preparation for the New Year. Christmas should be a time of joy, when families come together to celebrate the festive season, while, New Year gives us time to look forward with hope and resolution. Gone are the days when we had no reason to celebrate and little to look forward to in the year ahead due to the atrocities that characterised our struggle for liberation. Twenty-two years into our democracy we have every right to appreciate this hard earned freedom and join the rest of the peoples of the world in participating in the festivities that go with the festive season as a free, non-racial, non-sexist, democratic, just and prosperous country. Let us use the festive break to relax and
recharge our batteries so that when we come back in the new year – we are better individuals with the necessary energy to do better that we did this year. As we close this year we must continue to open our minds and hearts to the struggles of others. The Christmas break must not disconnect us from the spirit of our work. Instead it must reconnect us with our communities and remind us that we live to serve them. All of us must know and internalize the idea that a life of service to others is worth more than a life of selfishness. The book of Corinthians 9:7 says: “Each one must give as he has decided in his heart, not reluctantly or under compulsion, for God loves a cheerful giver.”
To those of us our people who will be hitting the road to various destinations either to visit family or on holiday, we wish you a safe journey. Remember that speed and fatigue kill. Adhere to the rules of the road and be patient with other road users. Allow me on behalf of the Ekurhuleni Metropolitan Municipality to wish you all a joyous, peaceful Christmas, and a very happy New Year. The guests were entertained by dancing from the current learners of the preschool and food was served at the end of the ceremony. also, the little ones wore costumes of the careers they want to grow into.
The founder and principal of mbusomusha Day care, mrs. t.S Nhlapo, pictured right, announced that 2016 will be last year she is working at the ecDc (early childhood Development centre) and formally retiring from working. She thanked all the teachers and staff at mbusomusha Day care centre, including all the parents that have trusted her with their children for the many years she has been employed.
