TOO MUCH LAND AND NO SKILLS!
Member and founder of the Tokolohong Communal Property Association, Willliam Phiri stands outside his home in Tokolohong agri-village outside Ratanda. He was recently intervied by Mapepeza Newspaper.
Written by N.J Sithebe Meet William Phiri from the Tokolohong Agri-village in the far-side of Ratanda. He is a well-known community leader who has founded the Tokolohong Communal Property Association. On Wednesday, December 30, he opened up to Mapepeza Newspaper about how he feels about his community. “The community was established through a social investment by Karan Beef for the workers. The agri-village is a portion of land made for us to utilize for our wellbeing. Our association was established to organize, build and manage our community,” he said. William says that ever since the establishment of the Karan Beef feedlot, which now stands as the biggest cattle feedlot in the southern-hemisphere, they have been given some hope at the time. “Our plans to build our own township, with basic services to benefit our people, were not done. We formed many societies, which some still exist today, but nobody has put the plans to work.”

CITY’S BY-LAWS ENFORCEMENT BLITZES TO BOOST SERVICE DELIVERY
Reported by Stephen Seakgwe
In an effort to respond to key urban management challenges the City of Ekurhuleni is applying a robust approach to address service delivery shortfalls across the region. In October the City began with a series of By-Law Enforcement Blitzes that will run until December. The aim of the blitzes is to identify critical issues within communities that require intervention, as well as to detect practices which contravene with bylaws.
“By-laws are laws passed by the municipality that regulate activities within the City of Ekurhuleni. It is therefore vital that individuals and businesses conduct their daily activities within the boundaries of these rules, which exist to maintain order,” says Ekurhuleni spokesperson, Themba Gadebe. The blitzes are a multi-departmental intervention, and site visits involve officials from the City Planning, Environmental Health, Outdoor Advertising,
Parks, Roads, Energy, Water and Sanitation, Urban Management departments, as well as Ekurhuleni Metropolitan Police officers. Some of the issues they focus on include overgrown grass, maintenance of parks, potholes, non-functional street lights, illegal posters, illegal dumping and littering, water leaks and pipe blockages, illegal taverns, missing manhole covers and dilapidated buildings. To read up on your local By-Laws visit www.ekurhuleni.gov.za.
Traffic authorities gear up for New Year’s festivities
Traffic law enforcement authorities will ensure tight traffic control during the New Year’s Eve festivities tomorrow, says the Road Traffic Management Corporation (RTMC). “Traffic law enforcement authorities are gearing up for highly visible and tighter traffic control ahead of New Year’s Eve festivities and the end of holidays,” said the corporation’s spokesperson Simon Zwane, on Tuesday.
Traffic is expected to increase in the coming days as motorists move to different venues to celebrate the dawn of the New Year. Thereafter they will be driving
back to major cities to resume work at the end of the holiday period.
“This festive season has been exceptionally busy for all traffic authorities in the country. They have managed to stop about a million vehicles in all roadblocks that have been set up in all the major national routes and provincial roads,” said Zwane. The corporation said the abuse of alcohol, speeding, reckless and negligent driving have emerged as major issues. They have been identified in most crashes that have been investigated during this period.
The RTMC said stray animals and jaywalking have also paid a significant contributory role in the number of crashes and fatalities recorded.
In addition, head-on and multiple vehicle collisions have been common as a consequence of drivers overtaking when it is unsafe to do so, driving in wrong lanes, tyre bursts and brake failure. Zwane said a consolidated report of all crashes and fatalities will be released at the end of the festive season in January once all accidents have been collated, verified and validated.
“It is critical that South Africans are provided with accurate and verified information about the state of safety on the roads because roads are a shared space and users are important stakeholders.
“We call on all the non-governmental organizations to work with us in promoting responsible and appropriate behaviour on the roads to reduce carnage,” he explained. Members of the public and road users are urged to call 0861 400 800 to report bad behaviour on the road. – SAnews.gov.za

XMAS BABIES WELCOMED TO THE CITY!
Compiled by Stephen Seakgwe
On the special day when family and friends exchange presents, a few delighted Ekurhuleni mothers gave birth to the most treasurable Christmas gifts. The new citizens of the City of Ekurhuleni were also welcomed into the world by a delegation headed by the Member of Mayoral Committee (MMC) for Health and Social Development, Cllr Makhosazana Mabaso. The MMC visited Thelle Mogoerane Hospital in Vosloorus followed by Bertha Gxowa Hospital in Germiston and Tambo Memorial hospital in Boksburg where she celebrated the arrival of the Christmas babies with their mothers.
HEADLINE STORY, SEE PAGE 1 Phiri claims that the Tokolohong Communal Property Association members have abandoned their first constitution, which protected their land from misuse and neglect. “Some of them were promised training courses to get skills to sustain their future, but look at us, the land is mostly empty,” he said. According to Phiri, a representative from the Lesedi Local Municipality said the people of Tokolohong lacked the capacity to properly allocate resources, establish governance structures and sustaining their projects. Tokolohong lies within Ward 3 in Lesedi Local Municipality, made up of fairly larger stands than that of normal RDP houses in the area. Resident use their yards to grow vegetables and food gardening projects. Community facilities such as library, police station, municipal offices and secondary schools are far from Tokolohong – about 5 kilometres away. According to information from the Karan Beef website, the Agri-village was built in order to provide their staff - and the agricultural workers from the surrounding area - with homes of their own. Karan Beef says they had donated a large tract of land adjoining our farm to the Tokolohong Home Owners Association. Not only does this agri-village feature housing, but also communal areas set aside for growing vegetables and maintaining livestock - allowing the people to take responsibility for their own lives and becoming progressively more self-sufficient. Mapepeza asked William Phiri of his opinions of the coming 2016 year in the agri-village. He wishes that the younger generation in Tokolohong can unite with the association to rebuild the vision once again. As a member of the association, William says he has hopes that the small community can come together and take ownership of themselves and their land. “We have so much land here, even people from the township (Ratanda) and surrounding areas can help us in the New Year, so we can see a better future for our children.”

Speaking to the mothers, Cllr Mabaso said: “I am happy that all the babies born today are healthy and so are their mothers. I wish the mothers and their families a Merry Christmas and nothing but good health for their babies.”
The MMC further thanked the staff working at the hospitals and encouraged to continue giving the mothers and their new-borns the love and support they need. The newborns received their first gifts which included Ekurhuleni branded bathtubs, baby blankets and essential baby products. Speaking on behalf of the new mothers, Lindiwe Makhasane - who gave birth baby girl Tshegofatso Makhasane at exactly twelve o'clock - thanked the MMC for the City’s thoughtful gesture, saying the gifts were very welcome. “The gift was not at all expected, I’m very thankful that my baby’s first gift comes from the municipality, thank you for making this day extra special” she said. The MMC will also be welcoming babies born on New Year’s Day at Pholosong Hospital, Tsakane followed by Far East Rand hospital, Brakpan and Tembisa hospital.
