In-depth investigations will be conducted to verify the preliminary results obtained. No firearms were found on the persons of the arrested suspects. The Honda SUV was confiscated and taken to SAPS Van Ryn pound in Benoni for further investigations,” explained the police spokesperson Wilfred Kgasago. A Johannesburg Metro police officer suffered a beating of her life on Friday morning, July 20, when she got into a fight with a taxi driver. Three JMPD officers were stationed at the Houghton Drive and Avenue to control the flow of traffic in the area. During the operations, one of the female officers stopped a taxi on the intersection. But the impatient taxi driver poured insults at the police, but were ignored. So the driver decided to accelerate and skip the traffic, knocking the female officer from behind. In attempts to save her own life, the officer held on to the taxi’s windscreen wipers and bonnet. Another police officer nearby quickly intervened and got the taxi to spot a few meters away. The driver of the taxi refused to listen to police demands for him to exit the vehicle. He instead locked himself, but soon got so aggressive that he went out and attacked the female officer involved in the incident. In response, the other officers fired warning shots to stabilize the situation. After the incident, the taxi driver was arrested at the Hilbrow Police Station and charged

with assault with the intent to do grievous bodily harm (GBH). According to City of Johannesburg Mayor, Herman Mashaba, when the City made an enquiry about the arrested driver it was discovered that he was released on the following day. He only paid R1000 bail following the brutal attack. “This is simply unacceptable. In the present instance, the low bail amount and the formulation of criminal charges against the violent taxi driver are deeply disappointing. Both the charges laid against the assailant and the bail provided tell the law abiding residents that criminals are allowed to act with impunity on our streets and that the law is a toothless tiger, powerless to protect them,” the Johannesburg mayor condemned in a statement.

Gauteng Transport Committee intervenes in taxi violence! The Gauteng Provincial Legislature’s Roads and Transport Portfolio Committee has announced measures aimed at clamping down on spiralling taxi violence across its ranks. The measures came after the portfolio committee on Wednesday (July 25) met with the Gauteng taxi industry leadership and affected stakeholders in order to facilitate the prevalence of peace and stability. Presentations were made to the committee by the taxi industry leadership and provincial Transport Department on what they perceive to be the major contributors of fuelling violence in the industry and what could be done to end the violence. The leadership of the taxi industry took ownership of the ongoing violence in the industry and blamed some operators who do not adhere to the regulations of the industry by operating in routes not allocated to them. Representatives of the industry also raised concerns around the manner in which the Gauteng Department of Roads and Transport and Local Municipalities issues operating permits particularly in new malls and residential areas. Both the department and the taxi industry committed to a safe, peaceful, reliable, efficient and accessible transport system and condemned violence and the recent killings. All parties agreed to the hold an urgent meeting with the provincial government leadership all taxi associations in Gauteng as well as affected stakeholders including law enforcement agencies. The committee and department will also develop roadmap on implementation of Ad-hoc Committee’s resolutions into the issuing of permits and operating licensees. Another resolution was for the attainment of gun free taxi ranks. It was also resolved that the taxi industry to immediately deal with power struggles between the leadership of its associations. The committee said law enforcement agencies to collaborate with the taxi industry leadership to deal with any credible information that will lead to the arrest of all the perpetrators. “The time for merely condemning taxi violence has come to an end, decisive actions need to be taken to fight the scourge of taxi violence. Too many of our brothers and sisters are losing their lives daily in taxi related violence and this has reached unacceptable proportions,” said Chairperson of the Roads and Transport Portfolio Committee, Honourable Mafika Mgcina.

Stores in the K90 Centre near the East Rand Mall in Boksburg, Ekurhuleni caught fire when an attempted ATM robbery went wrong on Thursday afternoon, July 26. Police are still investigating the incident and no fatalities have been reported.

Parliament committee condemns taxi-related killings in Colenso! The Chairperson of the Portfolio Committee on Police, Francois Beukman, has condemned in the strongest terms the murder of 11 people associated with the Ivory-Park Taxi Association in Gauteng. The heinous killings happened at Colenso in KwaZulu-Natal on Saturday (July 21) evening whilst the victims returned home from a funeral. Police reported 11 fatalities, with four injured. The Parliament Committee has on numerous occasions highlighted that in order to deal with crime effectively there is a need to eliminate illegal firearms used as tools to perpetrate these acts. “While the Committee is cognisant that a proper investigation would need to be undertaken to ascertain the firearms utilised in perpetrating these crimes, it is almost certain that illegal firearms were used. These firearms must be removed from our streets to deal effectively with

crime,” said Buekman. The safety strategy of the taxi industry is also necessary in the context as a large number of people who depend on this service as well as the impact these crimes have on innocent families. “The incidence of last night is a further indication that violence in the taxi industry has now reached crisis levels in the country and multi-sectoral intervention strategy must be implemented to effectively deal with this scourge,” Beukman said. The Committee welcomes the activation of a 72-hour action plan by the National Police Commissioner which consists of members from specialized units within the South African Police Service including Crime Intelligence, The Directorate of Priority Crime Investigation, and Detectives to trace and apprehend perpetrators of these killings. The Committee has also sent its deepest condolences to the family of the deceased.

BRICS Heads of State at a family photo with the Heads of Government and State of the BRICS Africa Outreach and BRICS Plus at the 10th BRICS Summit held at the Sandton International Convention Centre in Johannesburg. The 10th BRICS 2018 Summit is under the theme, “BRICS in Africa: Collaboration for Inclusive Growth and Shared Prosperity in the Fourth Industrial Revolution”.

BRICS sets up Africa as trade destination!

The leaders of the five major emerging national economies forming the BRICS grouping are have converged at Sandton, Johannesburg, for the three day of the 10th annual summit. The summit will see the head of states, business leaders, civil society organisations and academics descend on the ICC under the theme: “BRICS in Africa: Collaboration for Inclusive Growth and Shared Prosperity in the Fourth Industrial Revolution”. They will be joined by high-ranking officials from about nine African countries, the African Union, other emerging markets such as Ethiopia, Angola, Zambia, Namibia, Senegal, Gabon, Togo and Uganda who have been invited by the leaders as part of their BRICS outreach programme. Led by President Cyril Ramaphosa as the current chair of the group, the summit kicked off with a business forum on Wednesday (July 25). President Ramaphosa was joined by his Chinese counterpart President Xi Jinping and about 1200 government officials and business people. Inclusive growth, the trade wars, new global growth drivers, the international landscape and the global governance system dominated the first day of the summit.

President Ramaphosa used his address to reflect on the progress of the BRICS union in a number of co-operation areas, saying it is a success in the global developmental agenda. However with the multilateral trading system facing unprecedented challenges, the President expressed his concerns on the rise in unilateral measures that are incompatible with World Trade Organization rules. “We are worried about the impact of these measures, especially in developing countries. These developments call for a thorough discussion on the role of trade in promoting sustainable development and inclusive growth,” said President Ramaphosa. Speaking through an interpreter, President Xi also noted that the world was moving toward multi-polarity and greater economic globalization. He said this trend is a blow to multilateralism and the multilateral trading regime. In this light, he called on the BRICS countries to unite more than before. Minister of Trade and Industry, Rob Davies, who also addressed the forum, highlighted the progress made by BRICS. However, he called for increased investment-led trade among one another. This investment-led trade approach is

hoped to stimulate economic development by promoting outward investment, trade, industrialisation, added value chains and infrastructure development. The second day of the summit saw the tabling of the report by the Chair of the BRICS Business Council, a report by the President of the New Development Bank. The five-member countries bought several issues to the table, and solution they might want to see adopted by this Johannesburg summit. The Johannesburg Declaration was signed in honour of the commitments made during the summit’s five leaders. The BRICS grouping also put their views forward on various issues of cooperation, the political and security environment globally, the reforms of the United Nations and universal multilateral organisation and the advancing of global development and promoting and protecting of human rights. With the group celebrating a decade of BRICS cooperation- the leaders also looked at how they will grow the cooperation going forward. On the final day, the heads of Government and State of the BRICS Africa Outreach and BRICS Plus were expected to hold a closed

dialogue session with the five BRICS leaders. Over the past 10 years, the BRICS countries have already carried out substantial cooperation in a number of areas, laying a firm foundation for the bloc to play a larger role on the world stage, including in the global efforts to tackle climate change and promote sustainable development. The New Development Bank, the bloc's financial arm, offers a glimpse. Since its launch in July 2015, the bank has approved 21 projects worth $5.1 billion. The five-member states, already account for about a fifth of the world’s economic output and 40% of its population.

South Africa’s mid-year population is estimated to have increased to 57.73 million in 2018, representing an overall increase of 1.55% between 2017 and 2018. According to Stats SA Mid-year Population estimates 2018, released by Statistician-General Risenga Maluleke in Tshwane on Monday (July 24), Gauteng continues to record the largest share of the population, with approximately 14.7 million people living in the province. The second largest population, with 11.4 million people, is KwaZuluNatal. Northern Cape remains the province with the smallest share of the population at approximately 1.23 million. The report also indicates that the female population in the country has remained stable year-on-year at approximately 51% million. According

to the report, the proportion of elderly persons is on the increase and this is indicative in the estimated growth rate over time rising from 1.21% for the period 2002 – 2003 to 3.21% for the period 2017 - 2018. Life expectancy at birth for 2018 is estimated at 61.1 years for males and 67.3 years for females. “About 29.5% of the population is aged younger than 15 years and ap-

proximately 8.5% is 60 years or older. The highest proportions of those younger than 15 years in South Africa live in Gauteng and KwaZulu-Natal,” Maluleke said. For 2018, the estimated HIV prevalence rate is approximately 13.1% of the total population -- up from 12.9% in 2017. The total number of persons living with HIV increased from an estimated 4.25 million in 2002 to 7.52 million by 2018. For adults aged 15 - 49 years, an estimated 19.0% of the population is HIV positive, while HIV prevalence among the youth aged 15 - 24 has decline over time from 6.7% in 2002 to 5.5% in 2018. The report shows that for the period 2016 - 2021, Gauteng and Western Cape experienced the largest number of inflow migrants of approximately 1 048 440 and 311 004 respectively.

DA refuses to continue paying for decades of corruption and mismanagement! The Democratic Alliance says it refuses to continue paying for decades of corruption and mismanagement of the ruling party, the African National Congress (ANC). “In August, the fuel price is set to increase for the third time in as many months. We are calling on the ANC-government to come out of hiding and stop these exorbitant petrol price increases by taking action against corruption instead. When you fill your tank, you are paying R265 (33%) directly into the pockets of government. If you take a taxi, you will pay as much as R300 more every month! People are struggling to make ends meet, and the ANC’s tax attack continues unabated,” said the Democratic Alli-

ance (DA) leader, Mmusi Maimane. According to the party, over the course of the last 5 months the government has increased Value Added Tax (VAT), Income Tax increase, Sin tax, Sugar tax, Road Accident Fund and the General Fuel Levy. “The fact is that South Africans are being made to pay for the ANC’s corruption and mismanagement of the economy over the last decade. Enough is enough!” said the party in a statement. The party has joined the July 31 march by several civil society organizations, taxi associations around the country. This Fuel Price Hike protest will be directed to the National Treasury in Tshwane, calling for a R1 reduction in all fuel commodities.

App Launched For Faster Service Delivery!

The City of Ekurhuleni, in collaboration with Vodacom has on Thursday, July 19 launched the My Ekurhuleni App at the Katlehong Customer Care Centre designed to allow citizens to communicate challenges related to service delivery in their communities in just a click of a button. The mobile solution will amongst other matters provide the municipality with a real-time two-way communication engagement platform with citizens to report and resolve service delivery issues from burst water pipes, power outages and navigate any information imaginable at their convenience. In bridging the digital divide, citizens with basic and feature phones will also be able to use their mobile devices to report service delivery issues via a USSD (*134*30263) option at no cost and those using smartphones can log queries through the mobile app at minimal data costs as the App is light on data charges. My Ekurhuleni App is the first services App that encompasses all key local government services such as making burial site requests, reporting potholes, locating municipal and state facilities and the City’s contact directory. The City of Ekurhuleni Chief Information Officer Tumelo Kganane said, “The App is convenient to use because it uses GPS to show everything around the City including other government facilities such as Home Affairs office, schools and police stations. Users can also monitor the status of their queries and other queries in their vicinity. It also has the search engine that can find all City forms that residents normally get from the website or at service points. Residents can basically interface with the City from the conform of their homes." The App promises to reduce high caller volumes at the call centre but does not replace the already existing reporting methods such as walk-ins and call centre.

Temporary workers get justice at ConCourt!

The Constitutional Court (ConCourt) have recently ruled that workers employed under temporary contracts are automatically employed on a full-time basis if they have been working for more than three months. The ruling was made on Thursday, July 26 to conclude a dispute between company Assign Service (Pty) Ltd and the National Union of Metal Workers (Numsa). The union has called the victory as one for the working majority. Many people have called for the banning of the labour broking system. The Economic Freedom Fighters say that employers must now employ all their temporary workers on a full time contract and provide them with employee benefits. “This ruling serves as a historic victory for all workers in South Africa who continue to be exploited and undermined by labour brokers,” said the EFF in a statement. In 2015, Assign Services as a Temporary Employment Services (TES) company hired 22 workers to work for another steel company. A number of these workers belonged to Numsa and called the union to assist them as they have been working for more than three months on a temporary basis.

ANC Gauteng declares successful conference in Tshwane! The African National Congress (ANC) in the Gauteng Province have convened their 13th Conference in Irene, City of Tshwane (20-22 July). The party has used the conference over the weekend to elect the new Provincial Executive Committee members and make resolutions on policies. It has been a high energy atmosphere since the conference opened, with comrades welcoming the ANC President Cyril Ramaphosa with songs and cheers. The mood has been on a positive note since Nasrec (National Conference in December), and the over a thousand ANC Gauteng delegates proved that by their good behaviour throughout. However, the party reserved no space for good words when it came to its problems. President Ramaphosa’s keynote address on the first day opened the conference with a strong condemnation against factions. “You have to work together even after conversation. This new tendency of hating each other while contesting is bad. Members of the

ANC choose who you will work with. Allow the delegates to choose the leadership of the ANC. Unity is not a one day process. We must work to forge this unity. Let us remember that people watch our actions and listen to what we say,” Ramaphosa said. He also commended the provincial government for their efforts in restoring dignity to the people. “We applaud the work being done by the ANC-led Gauteng Province in terms of providing land to people to build their own houses, handing out title deeds, building homes for our people. After the President’s opening remarks, the gloves came off when Gauteng Premier and ANC Chairperson in the Province (elected unopposed) delivered the political report. Noting the many shortcomings facing the ruling party in the province, Makhura said party comrades that work in the public service should never ignore, or neglect the problems facing citizens. “We must remain an effective leader of society, whether in government or not. We must address laziness in our ranks. We adopt poli-

cies and don't implement. Every decision that we have made we should implement,” said Makhura. In the report, the underdevelopment of the coloured community was addressed as one of the critical areas ANC should be working towards correcting. “Crime and drugs have increased‚ while the standard of living has dropped‚ including a decline in educational achievement and advancement among our people in these communities. Both poverty and unemployment have reached extreme levels. This has bred resentment and anger in these communities.” Another hot topic was the land question in the province. Makhura took a swipe at the ongoing efforts by Parliament’s Portfolio Committee looking to amend Section 25 of the Constitution. “We are not to wait for Parliament. Sorry Parliament. This land belongs to us, and we are going to give it to our people. There is no way out." Back in May, the idea of a Rapid Land Release programme, that will expropriate the

unused land in Gauteng was introduced. Makhura said that although no land or property has not been taken yet, the proposal has been well received by members of Parliament and the party. “We have lots of municipal land and property that we want to release to businesses. We are also looking at providing plans. We don’t want informalisation, so we want municipalities to give people building plans.” On corruption, Makhura said the ANC’s own research confirms that members are highly concerned with corruption.” The third major concern in government is corruption according to a quality of life survey by Gauteng City Region Observatory,” he explained. In the report, Gauteng ANC calls for immediate and decisive action in fighting corruption and restoring the integrity of the party. “The ANC needs to take a lead in cleansing itself of corrupt tendencies which undermine the integrity of the organization. There should be no room for the corrupt in the ANC-led administration anywhere in the Republic,” said the provincial chairperson. He called on the party’s Integrity Committees to work with no fear or favour. He also called on all comrades to lead the lifestyle audits and restore trust among citizens and the public. The Gauteng ANC’s elective process was a hotly contested affair. Most reports confirming that the provincial chairperson position will go down to the wire between Panyaza Lesufi and Lebogang Maile. The results are as follows: 1256 total number of delegates, 1244 voted, 12 did not vote. Chairperson - David Makhura Deputy Chairperson - Panyaza Lesufi Province Secretary - Jacob Khawe Deputy Provincial Secretary- Nomantu Nkomo-Ralehoko Treasurer - Parks Tau The newly elected officials of the Provincial Executive Committee of Gauteng were confirmed on Saturday morning, with the election of additional membership elections the last day. Everybody was spared the news of the additional members elected and the conference ended. On the post-conference briefing to the media at ANC’s Luthuli House, the list was unveiled as follows: 1. Ntombi Mekgwe 2. Khusela Diko 3. Sputla Ramokgopa 4. Lebogang Maile 5. Matome Chiloane 6. Boyce Maneli 7. Robert Mashigo 8. Dr. Bandile Masuku 9. Dr. Rebecca Digkamela 10. Tasneem Motara 11. Skills Development Centre for EPWP Beneficiaries launched! On Thursday, July 26 the government unveiled the new Moses Kotane Skills Centre partnership that is made to empower Gauteng’s 2900 Expanded Public Works Programme (EPWP) beneficiaries. The Gauteng Department of Infrastructure Development (DID) has partnered with the Higher Education department and the University of Johannesburg (UJ) to create the programme. “In the last five months, we have piloted the programme by training 50 beneficiaries in different trades including electrical, painting, plumbing and tiling among others. These skills make them attractive to the labour market and allows them to start their own business,” MEC Jacob Mamabolo said. During the pilot phase, beneficiaries were put to the test when they were deployed to five schools, Bopasenatla Secondary, Khomanani Primary, King Zwelithini Primary, Ebuhleni Primary and Thomas Mofolo Secondary in Soweto where they renovated school toilets that were in a bad state. Under the guidance of DID’s artisans and UJ’s Resolution Circle professionals, the beneficiaries repaired toilets, drainage systems and plumbing issues at the five schools. The Moses Kotane Skills Centre which is an internal DID academy that will help further train EPWP beneficiaries so that they get recognised qualifications before exiting the programme. “We will use our Infrastructure Project Pipeline to ensure that the youth in Infrastructure residing in our beautiful Province can look to our DID as the ‘Home of the Artisans’. We will also use our Infrastructure Project Portfolio to ensure that all youth that want opportunities

for practical experience in various Infrastructure degrees have a place to do their practical training,” said Mamabolo. The skills centre was named after Kotane for the commitment he had shown during his life for education. A self-taught scholar Kotane, a former South African Communist leader, received formal education in the Soviet Union and died in Moscow in May 1978. DID announced ANC Deputy Chief whip Honourable Thokozile Magagula as the Honorary Patron of the Moses Kotane Skills Centre. Magagula was selected as she is a perfect match for the custodianship of the skills centre. At the age of 61, Magagula has gone back to class; she is currently studying towards her senior certificate or matric. DHET Deputy Minister Buti Manamela said that the partnership came at an important time where South Africa needs technical skills, adding that the country needs to create 30 000 artisans a year as per the National Development Plan 2030. He also endorsed the initiative by DID to be part of a national programme for youth empowerment. “This project is part of the contribution of correcting this misnomer in our country where more people opt for careers that are seen to be prestigious, but don’t add value in the economy. We’re really excited that TVET college students will find practical training at DID,” Manamela added. DID coordinates EPWP across the Gauteng City Region’s municipalities and provincial Government. Currently the Department has more 5,000 EPWP beneficiaries working in various health facilities, DID offices and construction projects.

ANC Deputy Chief whip Honourable Thokozile Magagula (centre) is given a certificate as the Honorary Patron of the Moses Kotane Skills Centre by Gauteng MEC Jacob Mamabolo and Higher Education deputy minister Buti Manamela in Soweto on July 26.

NPO lauched to empower young women! A new non-profit organization made to empower girls in the community has opened for business. The Bongiwe Qhinebe Foundation was officially launched at the Holy Ground Christian Church in Ratanda on Saturday, July 21. A new mentorship programme called #BlackGirlsRock was unveiled and the first set of beneficiaries received gifts from the organization. This programme is made to assist girls from disadvantaged backgrounds. The founder and 22 year old student from Ratanda township, south of Gauteng, Bongowe Qhinebe says the nonprofit organization is made to give young people a responsive platform, focussing on personal development and community participation. “The main beneficiaries are young people and the community at large. We want to nurture and empower young girls to be better women in the future,” says Qhinebe. Since she began the organization, she has been asking for donations and did some work with local brands and promi-

nent people in the community. They also aim to partner with other NGOs to ensure that young people and the community are taken care of. “One of the projects in the pipeline will be a creating a victim support group, where young women will share their stories and support each other to heal from the wounds of abuse. We will also partner with other organizations specializing in issues involving men and boys. I personally thing it will be more effective if we raise awareness not only to the abused but the abuser as well,” explained Bongiwe. This Womens Month, the Bongiwe Qhinebe Foundation will gather their girls and attend some of the Women Empowerment Seminars. “We are also looking to host Sisters With Soul, a women empowerment where young women from all walks of life get together and share their stories, encouraging one another with issues they face daily,” said Qhinebe. Amajimbos get closer to Cosafa Cup!

NEW MOUNTAIN BIKE TRACK TO BE LAUNCHED AT BOKSBURG STADIUM!

Amajimbos booked their place in the last on Tuesday (24 July) following a 2-1 win over defending champions Zambia. The under-17 side will have to face hosts Mauritius in the semis. The semifinal line-up sees South Africa take on the host nation at the Stade St Francois Xavier at 12h30 (08h30 GMT) on Friday, 27 July, with the latter seeking to feature in a second successive final. This is a repeat of last year’s semifinal, which was won 2-0 by Mauritius. Namibia were the 2016 winners, but Angola have had the best record in the pool stages as the only side to win all three of their matches. Mauritius confirmed their spot after Malawi failed to get margin of victory they needed to end their Group C campaign as the best runner-up on Wednesday, 25 July.

Malawi defeated Swaziland 1-0 to finish second in their pool with six points and a goal-difference of +5 – which is the same as Mauritius in Group A, but while Malawi scored six goals in their three matches, the islanders netted seven and so advance on goals-scored to meet Group B winners South Africa in Friday’s (July 27) semifinals. It is heartbreak for the Young Flames, which had finished third in the last two competitions and now see their hopes of qualifying for the 2019 African Under-17 Championships dashed. Only the winner of the COSAFA competition will take their place in Tanzania next year, which in turn serves as a qualifier for the FIFA Under-17 World Cup in Peru later in the year. Malawi grabbed their goal through Lovemore Mbeta, but then had to with-

stand some heavy pressure from Swaziland to claim the win. Swaziland hit the post through Kendrik Maseko and also forced Malawi goalkeeper Kennedy Nankhaima into a number of fine saves. The Young Flames could not find the extra strike they needed and so bow out with their heads held high, but short of the semifinals. Group C winners Angola made it three wins from three as they defeated Zimbabwe 2-1 to inflict a third successive defeat on the Young Warriors. They are likely to end up in the finals with such a brilliant run alongside South Africa. David Nzanza and Abdoul Barri had Angola 2-0 up, but Zimbabwe were brought back into the game by a strike from Tapiwa Mandinyenya. FIFA World Cup-bound Bantwana won bronze at the recently ended BRICS tournament that took place at Wits Rugby Stadium. The week-long tournament saw Brazil winning gold while China came second to grab silver. South Africa’s u17 Women’s National Teamplayed three games in three days.
