Soweto school patroller acquitted of sexual abuse charges!
A former scholar patroller accused of rape at AB Xuma Primary School in Soweto has been acquitted of all charges against him. Johannes Molefe, 58, faced three charges of rape and 11 of sexual assault. In 2017, several pupils from the school accused Molefe of touching their private parts while others claimed he raped them. Delivering his judgment on Wednesday (December 12), Judge Peet Johnson emphasised that there were a series of errors during the collection of evidence that led to the contamination of the case. In a scathing judgment, Judge Johnson came down hard on the prosecution and went to the extent of going through the code of conduct on how prosecutors need to conduct themselves. “It is quite a sad moment for us but we need to respect the judgment because there were a lot of things that the Judge indicated [as] errors com-
mitted by the police, prosecution and the Teddy Bear clinic during their process, including our officials,” said Gauteng Education spokesperson Steve Mabona. The department said the case was a lesson that educators and employees need to be sensitised on how to deal with cases of sexual abuse to avoid contaminating cases. “It is an indication that when coming to training our educators, we need to do more. We have already started with the process of training our employees at our schools that when such cases are reported, they know what to do. “The Judge was very clear that the process of taking learners into the same classroom for questioning without privacy was an issue... We need to go back as the department [to review our course of action] when we receive such complaints...” said Mabona.

Drug Dealer couple arrested in Actonville! On Saturday, December 15, the Ekurhuleni Metro Police (EMPD) Drug Enforcement Unit acted upon information provided by the community of Actonville about a couple suspected to be dealing in narcotics. When the location provided was raided, police found a man and woman in possession of crystal methamphetamine and khat valued at R17,500. They were immediately arrested by EMPD’s Drug Enforcement Unit members. “On searching the house on Pillay Street in Actonville, the metro police uncovered 41 ziplocks of crystal meth and 26 ziplocks of khat with the estimated street value of R17,500. The pair – a foreign national male and a local woman – aged 32 and 30 respectively, were detained at Actonville police station on charges of possession and dealing in narcotics,” said EMPD spokesperson Wilfred Kgasago. The couple was expected to appear in the Benoni Magistrate’s Court on Tuesday, December 18.

SASSA throws lifeline to beneficiaries!
T
he South Africa Social Security Agency (Sassa) beneficiaries, who failed to meet the card swap deadline, will now be able to collect their January grants from 28 December 2018 at automated teller machines (ATMs) and stores. SASSA Acting CEO Abraham Mahlangu said the agency has intervened on behalf of social grant beneficiaries who failed to meet the 14 December deadline for changing over to the new gold SASSA card. “About 370 000 beneficiaries were affected. This was because the white SASSA cards expire in December and beneficiaries were urged to obtain the new cards by December,” Mahlangu said. Mahlangu said in terms of the arrangement SASSA made with the South African Post Office (SAPO) and its banking partner, beneficiaries with old SASSA cards will now be able to collect their January grants which will be available from 28 December 2018 at ATMs and stores. “Cash pay points will pay from 3 January 2019 onwards, according to the relevant schedules per area. The January 2019 and subsequent grants will not be available on the old expired cards. What beneficiaries have to do is to visit SASSA offices with their ID books and simply collect their new cards. They can then use the new cards to collect their January 2019 grants. “We had to put our heads together to come up with a working solution because social assistance is a constitutional right. As a caring government we couldn’t deny our beneficiaries their rights because of a technicality, so we just had to cut the red tape and make it happen,” said Mahlangu. Mahlangu also urged beneficiaries to respond to SASSA’s messages on time in future. Beneficiaries who want to receive their grants through their private bank accounts don’t need to apply for the new card and they will continue to receive their grants through their private bank accounts. The new SASSA card does not allow deductions to go through and beneficiaries can also enjoy benefits such as one free withdrawal at post offices per month and free balance enquiries at stores with point of sale machines. Beneficiaries are also reminded to keep their PINs secret and not to respond to suspicious offers made on social media. Beneficiaries should enquire on 0800601011 if they are unsure about any messages they receive, particularly on their phones.

Sometimes I miss my customers but I can`t do otherwise. Sometimes I need fresh flowing river water to ritualise my muthi. I also need animal body parts like that of an owl or a hyena. Today, we only find these animals in a book. This situation makes my job tough,” said Sangoma Dlamini. The Sangoma works with ances-

RIP Mavusana! Kwaito legend Mavusana (real name Vusimuzi Ngwenya) has passed away on his 46th birthday. The 90's musician was born in Dube and was part of popular kwaito group Oda Meesta. He leaves behind four children. Mavusana is well known for his hit single, It’s Summertime featuring the late Mizchief. News of his passing went viral on social media on Tuesday, December 18. Fans and celebrities turned online to share their messages of condolences. DJ AB Dacosta tweeted: ‘One of the most unique voices to ever do it! Rest Bra Vusi. I
t is yet another time for me to wish you happy holidays, joyous festive season and a prosperous new year. As we approach the year end, it gives an opportunity to take stock and marvel on how productive this year has been. Most of the infrastructure and service delivery deliverables per our IDP priorities have been positively achieved as we continue to improve the lives of communities. Through the Thuthukisa Service delivery programme linked with the Gauteng Premier’s Office, we have managed to fast track, address and improve service delivery backlogs. The construction of our fully-fledged 24hrs Customer Care Services Centre has played an instrumental role in assisting on how we effectively deal with service delivery complains through its Case Management System that dispatches complains to the relevant department for attention. I have to boast, this milestone has enabled the Municipality to contribute positively to the Gauteng 5th Edition City Region Observatory 2018 Quality of Life Survey (GCRO), indicating that indeed we are on the right direction. Our municipality is becoming financially viable, and this is realised by the commitment of our residents to pay for municipal services, it is indeed a right thing to do and highly appreciated. In this mammoth task of bettering the lives our people, challenges are inevitable, and it is how we tackled them that bring positive outcomes. I have to accept that though we have encountered difficulties that we overcame, it is our continuous commitment that we are still on par to deliver acceptable services as per our local government mandate. It is my wish that this holidays season becomes a

chance for all of us to find ways to bridge our differences and lift up those around us. he National Assembly has agreed to establish an ad hoc committee to initiate and introduce legislation – before the end of the fifth Parliament – to amend section 25 of the Constitution so that expropriation of land without compensation is made explicit, as a legitimate option for land reform. The ad hoc committee would comprise 11 voting members of the National Assembly and 14 non-voting members. The 11 voting members would be made up of six from the African National Congress (ANC), two from the Democratic Alliance (DA), one from the Economic Freedom Fighters (EFF) and two to represent other parties. The 14 non-voting members would consist of two members of the ANC, one from the DA, one from the EFF and 10 representing other parties. The ad hoc committee would report to the National Assembly by 31 March 2019 on its work of initiating and introducing the necessary amendment to section 25 of the Constitution. In carrying out its work and performing its functions, the ad hoc committee would be guided by the Constitution, legislation, National Assembly resolutions and Rule 167 of the 9th edition of the National Assembly Rules. This Rule sets out the general powers of National Assembly Committees, including the power to: • summon any person to appear before it to give evidence on oath or affirmation, or to produce documents; receive petitions, representations or submissions from interested persons or institutions; • permit oral evidence on petitions, representations, submissions and any other matter before the committee; • conduct public hearings; determine its own working arrangements; • exercise any other powers assigned to it by the Constitution, legislation, the other provisions of these rules or resolutions of the Assembly. “The National Assembly's decision to establish the ad hoc committee follows agreement by both Houses of Parliament that section 25 of the Constitution be amended to make expropriation of land without compensation more explicit,” said Parliament in a statement. This made the matter a duly adopted resolution of Parliament. It also makes it possible for a Bill to be introduced, according to the procedures in Section 74 of the Constitution and the Rules of Parliament. Recently, members of Parliament in the National Assembly voted in favour of the adoption of a report of the Constitutional Review Committee on the review of Section 25 of the Constitution. Despite opposition from the DA, IFP, ACDP, Freedom Front Plus and COPE, among others, the report was supported by a majority of the parties. The report was adopted after 209 MPs voted for the report to be adopted, while 91 voted against the adoption. There were no abstentions.

Applying for government jobs made easier online! Job seekers will soon be able to apply for government jobs through the eRecruitment system that was launched by Public Service and Administration Minister Ayanda Dlodlo. Addressing the launch on Wednesday (December 12), the Minister said the eRecruitment system is being phased in starting with the Department of Public Service and Administration (DPSA), which has gone live will be speedily rolled out to the whole public service. “The e-Recruitment (eJobs) system is part of a government-wide process to make it simpler and easier for people, especially the youth, to apply for job opportunities in the public service. “The process will also include a review of regulations for all entry level posts in the public service to allow the recruitment of new entrants without prior experience into entry level jobs,” Dlodlo said. She said it is indisputable that the current recruitment processes are cumbersome for job-seekers and government departments have not moved or evolved

with the changing technological advancements. “For job-seekers, the new e-Recruitment system will be beneficial because it is web based and accessible from different locations for all job seekers who submit applications to a centralised database,” she said. The Minister said the system will enable the applicants to post their CVs and supporting documents once and the process will save them the cost of making multiple copies for applications. “It is important to stress that applications for jobs in the Public Service will still be accepted through the physical Z83 forms to accommodate those who do not have access to the internet and will also be available in an online digital format to allows a quick and easy application process for those who have access,” she said. The Minister said a benefit for government departments is that the system allows them to advertise posts electronically and therefore reduces the cost of current methods of advertising in newspapers.

This innovative process is a collaborative effort between the Department of Public Service and Administration and the Gauteng Department of e-Government. The Gauteng Department of e-Government provides the required resources to operate the system, while the State Information Technology Agency is partnering on the provision of technical and infrastructure development skills. “Through the launch of e-Recruitment, as government, we demonstrate
our commitment to uplifting the lives of our people, especially the youth and graduates. “It is also a demonstration that the Public Service is evolving and embracing the technological innovations presented by the 4th Industrial Revolution. This launch is part of the bigger message that the public service does indeed care for our people and technology presents us with an opportunity to better serve all our people,” the Minister said.

Kasi Festive Games happening in GP! The Gauteng Sport, Arts, Culture and Recreation MEC Faith Mazibuko unveiled the much anticipated 2018 Gauteng festive season Community games programme on Thursday, December 6at Bapedi Hall in Meadowlands. Over 60 tournaments including Diepsloot Festive Community, Alex, Tsietsi Mashinini and kwaMahlobo Community games and many others, will take place throughout Gauteng over the entire festive season, with some starting this weekend and more from December 16th. Once more the Gauteng Department of Sport, Arts, Culture and Recreation is supporting the programme. MEC Mazibuko handed

over sport attire and equipment for all the tournaments as well as to community clubs as part of the department’s Club Development programme. Three festive season township tournaments will continue to enjoy support from the Spanish La Liga this December holiday season.

Scara Ngobese Memorial Games
The City of Ekurhuleni will host the 6th edition of the Scara Ngobese Memorial Games this festive season. The soccer tournament is held annually in Katlehong in remembrance of the late Kaizer Chiefs dribbling wizard – Emmanuel “Scara” Ngobese.
The kick-off for the Junior Division (Under 13,15, 17) begins on December 10 and the seniors on Reconciliation Day (December 16). Winners receive R100,000 with 10% donated to a charity organization.
Teams from townships around the province come in their numbers to participate in this prestigious annual event that takes place in December every year. The games will play everyday except on Christmas Day.
