30k job opportunity scam condemned!

The City of Ekurhuleni and its residents have fallen into another scam. The City distances itself from this new scam. “Please be aware of a message doing the rounds and encouraging people to visit Benoni Customer Care Centre (CCC) to register for 30000 job opportunities with the CoE,” said Ekurhuleni. Youth (18 - 35 years of age) are told to visit the CCC between 8am and 3pm on 29, 30 and 31 April, and take their ID/certified copy of ID with. “The message goes on to say 'even those without matric are welcome', and encourages people to send the message to those not on social media. It says, 'Hope to see most young people of Wattville taking this opportunity by the City of Ekurhuleni',” confirmed the City in a statement. According to Ekurhuleni, the fraudulent message is said to come from the Youth Sector Head, ‘Thabo’, and lists 0762322044 as the contact number.

RTMC crackdown on fake doctors! Law enforcement authorities are cracking down on unregulated medical practices. A total of 17 unregistered doctors were arrested in different parts of Gauteng when the authorities raided their practices. Sixteen of them pleaded guilty and had to pay fines ranging from R5 000 to R20 000 or a jail term not exceeding six months. The RMTC said the arrested doctors allegedly issued medical certificates without subjecting patients to the necessary medical examination. Investigations are continuing in different parts of the country. The RMTC will also be turning their focus to the fraud pertaining to the issuing of drivers’ permits which are a contributor to the high road fatalities. Citizens are encouraged to assist the authorities by reporting these unlawful activities on 0861400800 or ntacu@rtmc.co.za

City Budget Speech on May 23!

On Thursday, May 23, the City of Ekurhuleni will table its budget for 2019/20 as well as the 2017 – 2021 IDP (Integrated Development Plan) at the Germiston City Council. The Integrated Development Plan (IDP) is a process where municipalities prepare a strategic development plan that covers a five-year period. It includes the: planning, budgeting, resource allocation, and decision-making processes in the municipality. Last year (May 24), the Member of the Mayoral Committee for Finance, Councillor Doctor Xhakaza tabled the R37.5 billion operating budget and R6.9 billion capital and infrastructure budget at Eden Park Sports Ground. The ‘Pro-poor’ Budget, as it was labelled, indicated a major investments like R1.2 billion to Human Settlements projects and zero percent increase in library and information services; library auditorium; cemetery and crematoria; use of arts, culture and heritage facilities; and the hire of parks and facilities. “We have tabled a very progressive budget that can only make our City a better place to live, play and invest. Our people have today, like every year, heard how we are going to spend their money on turning their lives around,” Cllr Xhakaza said last year during his 2018/19 Budget address. Last month, Public participation meetings took place across the City, residents and MMCs engaged and are people were given the opportunity to give inputs for their area. Ntokozo (9) kidnapped! Duduza police are investigating a case of kidnapping after a nine year old boy was reported missing on Friday, May 17 after he had gone to the shop with friends. The victim Ntokozo Ginya aged nine, a learner at James Nkosi Primary school, was last seen on Thursday evening (May 16) when he had gone to buy Kota with two of his friends in Bluegumview section, Duduza. “It is alleged that after buying the Kota the trio were walking when a man sitting in a white VW Golf called them. The two friends refused to go and Ntokozo approached. Then the man, who was in company of other two males then pulled Ntokozo into the vehicle and closed the doors and sped off with Ntokozo in the vehicle and has not been seen since,”said

Duduza police in a statement. The two friends reported at their homes and then to Ntokozo 's uncle who stay with him. Ntokozo was sought throughout the night from all relatives but not found. A case of Kidnapping and a missing person enquiry was registered. On Friday (May 17), the women in blue take time oﬀ to spoil themselves and enjoying the moment of being proud mothers to their children as well to the nation. "We spend most our time away from our families serving the community of Katlehong, but how grateful we are to spend only one day in giving back to our mothers who protect us everyday," said the Support Head , Colonel Noloyiso Dunjwa in her speeh. The Katlehong Station Commander, Brigadier Sammy Thambo who granted the ‘mothers in blue’ to enjoy this day said (in his absentia) "Let iimbokodo (our strong women) enjoy this day because without them we wouldn't be called fathers and we wouldn't be where we are today as a nation,” The day was glamorous, tables decorated with pink which symbolises love and white which generally represents peace.

Khotso keeps local kids smiling! Local athletic legend, Khotso Mokoena recently visited the learners of Khanya Lesedi Secondary School in his hometown of Ratanda. The long-jump/ triple-jump Olympiad has partnered with Colgate to promote a healthy mouth and keeping a healthy lifestyle. Mduduzi Manana returns to support Artisans!

The Mduduzi Manana Foundation recently visited Gert Sibande TVET College Skills Academy and Artisan Development Centre to donate plumbing equipment as part of their ‘Adopt-A-College’ programme. Mduduzi Manana, the chairperson of Mduduzi Manana Foundation and former Deputy Minister of Higher Education and Training stated that the foundation aims to encourage artisan-related care. “When preaching in colleges, our main aim is not to discourage or to downgrade the level of universities, but we need universities to expand the knowledge and qualifications of students. We want to encourage students to go to colleges and do theory and practical,” stated Manana. He also stated that the foundation's slogan says ‘it is good to be an artisan.’ Manana continued to speak about the importance of artisanship and to encourage students to continue on their journey towards artisan careers. “If I could turn back the hands of time, I will become an artisan rath-

er than a businessman. When I saw the gap and lack of understanding towards artisans and their contribution to the economic growth of the country, I then decided to start a foundation that will promote and encourage students to become artisans. This initiative was aimed at letting the students know how cool it is to be an artisan in the 21st century,” alluded Manana. The Deputy Principal: Corporate Services, Jannie Pretorius received the plumbing material on behalf of the college management. “We are proud to be the first college to be adopted by the Mduduzi Manana Foundation. I do not have enough fingers to count the number of times Manana has visited the college. His love for artisan students is deeper than the ocean,” stated Pretorius. He continued to state that the plumbing material will assist students during their practical training. He concluded by motivating students to not give up on their quest towards becoming qualified artisans.

Mzansi has enough water to sustain it through the winter! South Africa currently has 23 809,2 cubic metres of water in storage, at the moment enough to sustain it through the coming dry winter season, according to a weekly report of the Department of Water and Sanitation. The country has entered a hydrological cycle that ushered in the cold and dry winter in the hinterland; while the Western Cape has started its expected wet winter season that hopefully endowed with persistent heavy rains. For the moment, however, the province has its average dam levels at 33,7%. At 96,8%, Gauteng has the highest dam levels in the country although it has dropped by 6% compared to the same period last year when dams had reached their full capacity of 100,4%. Free State and Northern Cape dam levels were recorded at 88,4% and 81,6% respectively, while Mpumalanga retained a stable 74,2%

Unemployment increases in first quarter of 2019! Mzansi’s unemployment rate increased by 0.5% point to 27.6% compared to the fourth quarter of 2018. The increase in the country’s unemployment rate is a result of a decline of 237 000 in the number of people in employment and an increase of 62 000 in the number of people who were unemployed between the fourth quarter of 2018 and the first quarter of 2019. This is according to the Quarterly Labour Force Survey (QLFS) for the first quarter of 2019 released by Statistics South Africa on Tuesday (May 14). The report indicates that the South African working-age population increased by 149 000 in the first quarter of 2019 compared to the fourth quarter of 2018. The labour force decreased by 176 000. The results further indicate that the number of discouraged workseekers increased by 156 000 and

Child support grant stops at 18 years - SASSA

The South Africa Social Security Agency (SASSA) has reminded child support grant beneficiaries that the grant lapses when the child reaches 18 years old. The SASSA spokesperson in Mpumalanga, Senzeni Ngubeni, said some beneficiaries do not understand when the payment is stopped when the child turns 18.

“Beneficiaries must note that the child support grant can also stop if the child has passed on, is no longer in the custody of a caregiver, if the caregiver does not claim the child support grant for three consecutive months, and when living conditions improve to above the [payment] threshold,” Ngubeni said. According to the Social Assistance

Act, beneficiaries must report any changes of living standards to ensure that the grant is reviewed immediately. Ngubeni also reminded social grant recipients that the child support grant is aimed at lower income households to assist parents to provide the basic needs of their children. “The child support grant is intended to bridge the gap

Waste trucks not collecting from other containers!

The City of Ekurhuleni has completed the migration from using small waste bins to bigger 240l wheelie bins. The 240l wheelie bins have been distributed residents and remain available at all the City’s waste management depots for residents who have not collected theirs yet. Effective from 1 July 2019, no waste will be collected if it is not contained in a City-branded 240L wheelie bin. The City’s ﬂeet of refuse trucks are fitted with an automated mechanism to pick up the bins and pour the refuse into the compactor. “The City is therefore urging all residents who missed the mass roll out to collect their wheelie bins from the waste management depots closest to them between Monday and Friday from 8h00 to 15h30,” said Ekurhuleni in a statement. The bin is issued for free, while the refuse collection is charged R162.24 per month for each bin. Residents who are in need of more than one bin may apply for such a bin, at an additional charge.

Residents must ensure that they take a copy of their ID and municipal account to the depot to collect the waste bin. Residents who use the bins are urged to place them outside their homes at 7:00 on calendar days provided by the City. There are various advantages from using the 240L wheelie bin, which include the following: • Provides more storage capacity than the refuse bin used previously. • Has a longer lifespan than a bag (approximately 8 years). • Minimizes tearing of bags by rodents and stray dogs, and infestation of rodents and pests. • Durable to utilize and easy to clean. • Easy to handle with low risk of being exposed to sharp objects • Does not generate water vapour and is made of pest repellent material. Avoid continuous acquisition of plastic bags thus saving air space. Promotes uniform service standards and cleanliness in the environment.

Actonville community vow to care for their new parks!

Drug abuse and many other social ills are destroying the community of Actonville in Benoni due to lack of recreational facilities. To lessen these social ills, the City of Ekurhuleni constructed three state-of-the-art parks to the value of R3 million for residents of ActonVille. These three parks include Actonville Park in Ghandi Street, Delair Street Park and Darling Street Park. The parks were handed over to the community by the Executive Mayor Cllr Mzwandile Masina and MMC for Environment and Waste Management Services Cllr Ndosi Shongwe on April 30.

ArtbankSA!

Artists with ambitions of being considered for the ArtbankSA programme, have until 12 July to submit their applications. The Department of Arts and Culture (DAC) has invited South African artists to apply for their contemporary artwork acquisition with the ArtbankSA. In a statement issued on Wednesday, (May 15) the Department said the ArtbankSA is part of the Mzansi Golden Economy (MGE) strategy implementation and is hosted by the National Museum Bloemfontein. “The programme annually considers acquiring special pieces of art for its own growing permanent collection,” the department said. Arts and Culture Minister Nathi Mthethwa launched the programme in 2017 and was subsequently followed by a provincial exhibition launch in Durban.

“The ArtbankSA was tasked with purchasing artworks from South African artists, particularly that of emerging artists in order to lease and sell the artworks to South African government departments, private companies and private individuals,”

The vision of the ArtbankSA, the department said, is to promote, foster and stimulate a vibrant market for the collection of South African contemporary visual art. The ArtbankSA is expected to achieve this vision by, among other things, curating a definitive collection of contemporary South African visual art. The programme is also anticipated to promote financial sustainability for the artists and Art Bank of South Africa through the leasing of art. It also sought to nurture emerging South African artists by expanding the market for their work and providing skills development opportunities. Prospective applicants are urged to send submissions via email or post. Artists are also required to meet the following criteria: - A detailed submission form is required with each submission. Submission forms can be found on the Art Bank of South Africa Facebook Page and the National Museum Bloemfontein website www.nasmus.co.za - Artists may submit a maximum of five original artworks for consideration. - Artwork can be submitted in any medium. - Artwork must have been created by the artist after September 2018. - Artwork must be of a superior quality and representative of South African contemporary art. - The artist/artist representative will be required to register on the Central Database System (CSD) and be SARS tax compliant. The artbankSA Acquisition Committee consists of nine members who will oversee the selection process; approve and make recommendations of artworks for purchase. The Gauteng Provincial Government’s youth programme, Tshepo 1 Million and the Gauteng City Region Academy (GCRA) will be making a limited number of vouchers available to fund attainment of learner and driver’s licenses for eligible Gauteng young jobseekers aged 18-35. To qualify, applicants will need to enroll on the Tshepo 1 Million website (www.tshepo. mobi) and sign up for K53 Learners Online Training at one of the libraries/community centre/computer café in your area where the Tshepo 1 Million programme offers mass digital learning.

Selection Criteria The applicant is required to: - Be between the ages of 18 and 35 - Have passed matric (Grade 12) - No criminal record - Be medically and physically fit to drive On passing the learner license, an opportunity will be made available for driver training programme towards attainment of a driver’s license. Unsuccessful applicants for a learners and drivers license programme who still qualify can be short-listed for the next open opportunity.

How to apply

To make an application, parents should click on ‘Apply for 2020’ and follow the prompts through the 3 step process: 1. Enter Parent/Legal Guardian Details 2. Enter Learner Details 3. Apply to a School The applicants can choose to listen to and view a step by step video tutorial and/ or read a step by step user guide. Parents have a choice to submit a maximum of five applications using options: 1. Home Address 2. Sibling - the sibling should not be in Grade 7 or Grade 12 in the current academic year 3. Work Address 4. The applicant resides within 30 km radius of the school 5. The applicant resides over 30 km radius of the school Parents with children in Grade R in the current school should also apply online. Applications for Grade 8 in schools of focused learning or schools of specialisation, and applications for boarding schools should also be made online. However, the applicant must apply directly to the school for boarding or accommodation. Applications for Grade 8 at Monastic or Girls/Boys-only schools should also be done online. Once the application is complete online, the applicant will receive SMS notification with relevant reference number. Applicants are also urged to use their own valid cell phone number or email address. All communication with the parent regarding username, password, waiting list reference number, will be conducted through the supplied cell phone number or email ad-

dress. Applicants should submit the certified copy of Identity Document (ID) of the parent/legal guardian, or a sworn affidavit in case parent/legal guardian does not have an ID. Non-South African citizens should submit certified copy of passport, valid visa or temporary/permanent residence permit/asylum seeker or refugee permit. Non-South African citizens should also submit a study permit/visa or child’s asylum/refugee permit. Upon submission of documents parents must sign a register to indicate that documents were submitted and receive a confirmation of submission of documents receipt. Any falsified or incorrect information/documentation provided may result in an application being rejected and/or disqualified. “In case none of the documents are available, the school will accept the learner provisionally. However, the parent must submit proof to the school within two weeks that they have applied for the documentation,” Panyaza said. The placement of learners will take place on 27 August to 20 September 2019. Parents will have an obligation to accept or reject the placement offer within seven days, failing which, they will forfeit the offer and it will be given to the next person on the queue. The online system is reserved for applications for Grades 1 or Grade 8. Applications for the in-between Grades, namely Grade 2-7 and Grade 9-11, should be made at the relevant school and not online. A parent wishing to apply for a learner with special needs should apply at the nearest education district office, as children with special needs require assessment by professionals to determine the nature of the need and appropriate school. Applications for independent or private schools are also not covered by the online system and should be made at the relevant school.

Minister disappointed by slow transformation in sport! “I am disappointed that athletics has not met its scorecard target. I will in due course have a meeting with ASA to detail how they plan to address this matter,” MInister Xasa told a media briefing recently. The Government has released the 2017/18 Eminent Persons Group (EPG) Report on Transformation in Sport, which shows that transformation is taking place in differing sporting codes in South Africa. The report, which was handed over to Sports Minister Tokozile Xasa, picured, on Tuesday (April 23), revealed that 13 of the 19 federations audited were at the top end of the scoreboard, scoring between 50% and 78%. These were cricket, rugby, netball, gymnastics, rowing, softball, swimming, bowls, hockey, tennis, table tennis and football. The remaining six federations were at the bottom end and had scored between 10% and 30% in the following order: volleyball, athletics, baseball, amateur boxing, chess and basketball. Among the big five federations, Athletics South Africa (ASA) suffered the indignity of being the only member to miss its transformation targets. The EPG was appointed to help the Minister monitor and evaluate the current transformation process in sport, as outlined in the National Sport and Recreation Plan (NSRP). It looks at transformation targets set by 19 sporting federations. The report does not deal only with players on the field, but roles throughout the sporting federations. According to the report, only four federations - football, table tennis, netball and baseball - achieved the male underage national representative team predetermined Charter generic Black target of 60%.

ment, schools and federations themselves,” said Xasa, adding that there is a need to audit school sports facilities. Over the past five years, the quality of data related to the number of sport participating schools sourced from different role players was, with few exceptions, sub-standard and unreliable. The report revealed that a declining historic human capital resource base for sport because of a changing national population demographic is beginning to impact codes that are without a meaningful footprint in the school environment. This will affect the longer-term sustainability and competitiveness of several codes. Both primary and senior school sport participation profiles are dominated by what appears to be sub-optimal and unconfirmed sport participating schools: 14 773 primary and 5 918 senior schools. Facility constraints, teacher reluctance to be involved in organising, administering and coaching sports activities and ineffective implementation of MoUs between the Department of Sport and Department of Basic Education have been identified as the reasons for this challenges. o address this challenge, Xasa said government is in the process of being reviewed to address the challenges preventing the establishment of a coordinated and seamless school sports system to improve access and delivery of school sport. “The implementation will ensure a functional school sports system that will form a robust foundation for the successful transformation of sport in the country,” the Minister added. The EPG chairperson Happy Ntshingila said they will continue to pursue the ideals of the Transformation Charter.
