13 DRUNK DRIVERS NABBED ON SONTONGA ROAD, KATLEHONG

On Friday, August 26, emPD’s bumper-to-bumper monitored sontonga road in Katlehong and more than ten drivers spend the weekend behind bars. Twelve males and one female intoxicated motorist between the ages of 22 and 48, were booked at the Katlehong (ramokunupi) police station and charged with driving while under the influence of alcohol. All thirteen appeared in the Palmridge magistrate’s Court.

The emPD Tracing unit members acted on information provided by the members of Daveyton community and were able to recover two hijacked vehicles and arrest two suspects. The arrests and the recoveries took place around midday on Thursday, August 25. A mercedes benz Compressor hijacked in July at etwatwa and an Opel Corsa hijacked this month in Delmas, were found. The pair, aged 23 and 50 years old have appeared in the Daveyton magistrate’s Court on August 26.

To the surprise of police, it emerged that the suspect was arrested before on similar charges - in July this year - and that he is out on bail. The suspect was charged with possession and dealing in illicit substances at benoni police station. The 30 year old nigerian national is expected to appear in the benoni magistrate’s Court on monday, september 5.

Municipal Ward Committees: What you need to know

With most councils having been constituted following the 2016 Local Government Elections, the focus now shifts to another important aspect of the local government system in South Africa - the formation of ward committees.

According to legislation, the first meeting of the newly elected council must take place within 14 days after the election results are gazetted.

Why are ward committees important?

Ward committees are crucial in the local government system as they are the link between the councillor and the community. The ward committee system is also said to play a critical role in giving meaning to the notion of “the people shall govern”. This is so because local government is regarded as the level of government closest to the people and ward committees are just one way to ensure that citizens give input to the decisions that local councils make. The South African Local Government Association (SALGA), which is the sole representative of all municipalities, says ward committees are also important in fostering relations between ward councillors and key stakeholders at ward level, such as traditional councils and community development workers.

Terms of office for ward committees

The terms of office of ward committees are aligned to that of municipal councils and the municipality must, as soon as possible after the results of the elections have been declared, arrange ward meetings in order for the interest groups in the

ward to be identified and subsequently for the ward committees to be elected, according to the system applicable in each respective municipality.

Election of ward committees

Salga has developed a Code of Conduct for ward committee members, which are available at all municipalities. However, municipal councils must make the rules regarding the election of ward committee members, including how often meetings take place and the dissolution of ward committees. The Speaker shall call a meeting in the ward for the election of a ward committee. Nominations shall be open for 10 but not more than 15 nominees. Closure of nominations may be proposed when there are 10 nominations and, if carried, there shall be no voting if nominations exceed 10, then voting shall take place. The ward councillor and Community Participation and Action Support Unit must ensure that meetings are a fair representation of all recognised sectors identified by the municipality and a quorum of at least 100 qualifying community members are present to vote. An attendance register must also completed.

What are the functions of ward committees?

According to the Department of Cooperative Governance and Traditional Affairs, a ward committee may make recommendations on any matter affecting its ward to the ward councillor, or through the ward councillor to the municipal council, the executive committee or support committee.

The ward committee will be regarded as the official structure recognised by the municipal council as its consultative body and communication channel on matters affecting the ward, including, but not limited to: • representing the community on the compilation and implementation of the Integrated Development Plan; • ensuring constructive and harmonious interaction between the municipality and the community; • attending to all matters that affect and benefit the community; • acting in the best interest of the community, and • ensuring active participation of the community in the municipality’s budgetary process.

Ward committees: FAST FACTS

Ward committees may also be set up in municipalities where the ward committee model is being used. The purpose of a ward committee is: 1. to get better participation from the community to inform council decisions 2. to make sure that there is more effective communication between the council and the community 3. to assist the ward councillor with consultation and report-backs to the community. Ward committees should be elected by the community they serve. A ward committee may not have more than 10 members and women should be well represented. The ward councillor also serves on the ward committee and should act as the chairperson. Ward committees have no formal powers but can advise the ward councillor or make submissions directly to council. It should also participate in drawing up the integrated development plan (IDP) and budget of the area.

PAY BACK THE MONEY!

The leadership of the EFF has called for their municipal councillors to help in getting the party out of debt.

The Economic Freedom Fighters’ 761 councillors will forfeit 50% of their salaries for the first three months on the job to help the party service its election campaign debt. They have also been called upon to buy vans and not sedans to use for the party’s campaign for the national elections in 2019, as well as for servicing their constituencies. In a text from the party’s secretary general, Godrich Gardee, the party outlined conditions for councillors, including: • Each councillor shall forfeit 50% of his salary to the organisation to pay off election costs (for three months) and thereafter a 10% levy of gross salary; and • No one is permitted to owe the organisation this 10% levy, and provincial secretaries

should ensure all councillors pay without fail. The party is said to have incurred serious debt during its election campaign. The party had to source funds for election material all the way down to ward level because candidates and branches had no capacity to do so. Based on the current salary scale of the lowest paid councillor – about R16 000 – the party would, in the three-month period, recover at least R24 million. An EFF insider said the party took out a loan worth millions with Standard Bank to sustain its campaign. “Some were even willing to forfeit their salary for a whole year, but we decided that half the salary was a better option,”

n Monday, August 29 the Department of Public Enterprise donated Telematics Learning Centre and The Mzwakhe Ngomane Technical Centre to Tsakane and Mamellong Secondary Schools in Tsakane respectively, in honour of the struggle stalwart Mzwakhe Ngomane. “The two learning centres are the Department of Public Enterprise’s investment in education to turn the schools into centres of learning excellence by enhancing quality teaching and learning” said Public Enterprise Deputy Minister, Mr Bulelani Magwanishe Tsakane Seconday School RCL President Ms. Mbali Mthombeni believes that the telematics centre will assist learners to fly high and achieve academically in order to reach their dreams. “Intelligence without dreams is like a bird without wings, I believe the telematics learning centre came handy to enable us to fly high, pursue and achieve academically in order to realise our dreams” said Ms. Mthombeni Gauteng Education MEC Mr. Panyaza Lesufi welcomed the investment in education. “The availability of this telematics centre will ensure that learners at our township schools participate in the technology world not be spectators, the centre is one another step towards closing gap of digital divide and enhances e-learning” said MEC Lesufi. Furthermore he said the telematics learning centre will ensure that township learners do receive quality education equivalent to their counterparts in private suburbs schools, thereby providing necessary innovation and development needed to produce the best learners in township schools. “This telematics centre will ensure quality teaching and learning, thereby producing the best in our learners, learners who will not queue for grants but for graduation” he added Deputy Minister of Public Enterprise, Mr. Bulelani Magwanishe said the launch of the telematics centre shows the

importance of investing in educating the African child, regardless of their financial status background or where they live or come from. “We launch and open this telematics centre today to indicate our commitment and seriousness to invest in the education of African child, to ensure access to better quality education to everyone, education not determined by your pocket, geographic location or background” said Minister Magwanishe The telematic learning centre is linked to the University of Stellenbosch wherein the learners will receive extra lessons from subject expert at the university. Telematic Services, as part of the Centre for Learning Technologies, enhances the virtual mobility of geographically dispersed students to broaden their participation in the academic offering of Stellenbosch University. This flexible learning strategy relies on a unique technology platform that integrates satellite, mobile, web-based and video conference technologies. The classes are presented by only the best teachers in nine fields, including Mathematics, Physical Sciences, English, Afrikaans, Life Sciences, Geography, Business Studies, History and Accounting. On Friday, August 19 Zimisele Secondary School in Kwa-Thema hosted a talent show to bring fun back into teaching and learning, ensuring that learner uses their talent to advance and boost their academic capabilities. “We are hosting this talent show for learners to showcase their talent in various activities starting from reading, poetry, technology showcase, music and many more, the idea is to ensure that learners talent is exposed and they have fun in teaching and learning” said Principal Mr. Dempsey Noge. According to the principal, the school is dedicated promote both academic and tal-

ent hence the hosting of the Talent Show to showcasing and exposing learner’s talent and capabilities. “The talent show is important as it provide a platform for the youth to unleash learners’ potential showcasing their talent to be the shinning stars of the school” said Wilfred Xaba, one Grade 11 pupil. Sentiments shared by Grade 10 learner Mary Nkozi “The talent show makes it easy for learners to showcase the abilities and act as platform for peer education as we learn learners lot from those who will be showcasing their talent and capabilities” she said.

As part of Talent Show programme learners received life skills and motivation from variety of speakers from Treatment Action Campaign, Soul City and Love Life. Soul City reminded learners that they do have bright future, however need to take advantage of every opportunity presented in order to make it. “You are the future, you should not take your freedom and opportunities presented to you for granted, work hard pursue your dreams and goals relentlessly, in achieving these you will enjoy your whole life” said Ms. Matebogo Nkosi Soul City-Rise Young Women Club.

Its almost sunset yet a long night in my life again, she's all am thinking about right now, I get my imagination running away with her beauty, she's a Miss indeed. I've been tamed yet again, When she gave me her numbers I felt my world rebuilding from its foundation, she's expecting a call or maybe a text from me before she sleeps, maybe I could be her sweet dream tonight, I may have touched the bottom of her heart, the soft part of her heartbeat, like a muse with no speed, I've uttered white lilies in words which have found a place in her to nourish and grow. Its silly how time flies, it's almost supper then prayer before I take a nap, I believe its time I wrote something for this miss, a sweet message to be her lullaby, just something short from my heart to her phone screen.

On Wednesday, August 24, the local Christ Embassy Church members held a motivational speaking session with the matriculants of Kgoro ya Thuto Secondary school in Ratanda. The books entitled Power of The Mind are meant to strengthen the intellectual and spiritual capacity of the students in preparations for their examination. In attendance was Pst. Beki Nhlapo of Christ Embassy, Mrs. Phumzile Makhubela of The Place lounge and Eatery.

On August 23, Heidelberg Mall doubled the love and donated 421 pairs of shoes to Indawo Yosizo as well as shoes, blankets and sanitary items to nine girls at Shalom Orphanage. The mall’s initiative started as a meaningful drive to collect shoes, of any style, colour or size to assist those most in need after the owners of Heidelberg Mall asked residents how the mall’s social initiatives could best help them. The Shoe Collection Drive made its first stop at Indawo Yosizo, a nonprofit organisation offering a range of

social work services to the community of Heidelberg. Since opening in 2007, the centre continues to provide HIV/AIDS counselling, various empowerment programmes, and a feeding scheme to help support 700 people and 250 children from Ratanda and other vulnerable communities in Heidelberg. After being informed that a helping hand was needed, Heidelberg Mall also donated 12 pairs of shoes, 20 small blankets and 30 packets of sanitary pads at Shalom Orphanage. For over 15 years the home has opened its doors to 600 children and currently offers a safe haven for 72

children who rely on the centre for food, shelter and clothing. Chris Bendall, Heidelberg Mall General Manager says he is grateful for the opportunity to help support local organisations who do wonderful work in making a positive difference in people’s lives. “The ongoing support from shoppers and the Heidelberg community continues to inspire us to lend our help where it’s needed most,” he said. To add your support, simply drop off a pair of shoes at the Heidelberg Mall Centre Management Offices.
