NEW BIRTH CERTIFICATE FOR TRAVELLING MINORS!

The new Passport and Travel Documents Act officially took effect from Monday, June 1st. Under the new legislation, South Africans and foreign nationals travelling with children under the age of 18 are required to produce Unabridged Birth Certificates. The implementation of the new legislation is part of government’s commitment to safeguard the best interests of children and prevent child trafficking. The Department of Home Affairs said parents who needed to travel with their children and couldn’t get Unabridged Birth Certificates in time, would be able to leave the country with a letter indicating that they had applied for the documents. Under the new law, all minors under the age of 18 years will be required to produce, in addition to their passport, an Unabridged Birth Certificate (showing the particulars of both parents) when exiting and entering South African ports of entry. According to the department, when a child travels with only one parent, additional documents should include an affidavit in which the absent parent gives consent for the child to travel, a court order granting full parental responsibilities or legal guardianship of the child, or the death certificate of the absent parent. The affidavit should be no more than three months old from date of travel. In the event of a child travelling with a person other than a parent, the Unabridged Birth Certificate must be supplemented by affidavits from the parents or legal guardians confirming that the child may travel with that person. Copies of the ID or passports of the parents or legal guardian, and the contact details of the parents or legal guardian must also be provided. In the event where a child is travelling as an unaccompanied minor, not only the Unabridged Birth Certificate, but also proof of consent from both parents or legal guardians and contact details, and documentation relating to the person receiving the child in South Africa, would have to be produced. – SAnews.gov.za

Youth called to participate in Gauteng Youth Month.

The Gauteng provincial government has called on youth to participate in this year’s youth month programme.

Launching what she called a youth programme with a difference, Gauteng MEC for Sport, Arts, Culture and Recreation, Molebatsi Bopape said this year government would put a special focus on what young people want. “We want to know what makes you tick,” she said. This year’s Youth Month was formally launched at Nasrec Expo Centre under the theme "Youth Moving Gauteng City Region Forward" The 2015 Youth Month Programme will focus on Jobs, Career and Entrepreneurship Expo to be hosted at Nasrec Expo Centre from the 8 - 17 June 2015. Young people across the province are expected to attend the expo and be exposed to new ideas, opportunities, various cultural activities as well as a series of lectures by high profile speakers. The event was attended by Community Safety MEC Sizakele Nkosi – Malobane, Roads Transport MEC Ismail Vadi, Educators, learners and officials to celebrate youth development. MEC Bopape said this year’s event was a prelude

to the 40th Anniversary which would be celebrated in 2016. “As we come towards commemorating the 39th anniversary of the June 16 student uprising, we remember that the youth were the ones who eventually drove this country towards 1994 and democracy,” Bopape said. To entertain the crowd, Joburg emergency services and metro police cadets performed a drill for the audience, displaying their training, discipline and commitment to their jobs. An exhibition showcased information about industries and academic institutions offering opportunities for youths. “We will be having 135 exhibitors showcasing information from different industries and academic institutions,” Bopape said. Here are some of the events on the programme: • On the 11th and 12th June the province will host a Youth Indaba at Nasrec, Johannesburg. • The Department of Economic Development will host an Economic Opportunities Roadshow on the 11th of June 2015. • To promote reading amongst the youth, the Department of Sport, Arts, Culture and Recreation 22-23 June 2015 will host a Readerthon.

In the recent past, we have witnessed an array of attacks on the media by various leaders of the African National Congress and leaders from its alliance partners, these attacks or views by those that are part of the congress movement and those that are sympathising with it suggest that the treatment of the black majority and its elected representatives by the media leaves a lot to be desired however we must remember that the battle for who will shape the discourse between the press and politicians is not a new phenomenon.

It is said that in the current order of things, the press is set to play fourth fiddle to a modernised trio of executive, legislature and judiciary, in emphasising this view this would and should mean that we would have a media that is truly democratic, newspapers that are trusted by readership, their views would be able to change the political landscape so that the political and media life become healthily interdependent. However it’s important to note that this ideal of a truly democratic and objective media is still an ideal particularly in this small but beautiful town of Heidelberg/Ratanda that came into being in 1862 as a trading station by Germans and later became an acting capital for the Boer republic.

‘NO MORE BUCKETS!” An article from Mapepeza Community Newspaper’s nineth issue (April 24, 2015) highlights the promise made by MEC Mamabolo.

It is now official. Bucket toilet systems for Gauteng are a thing of the past. On Tuesday, June 3, the people of Ratanda in Heidelberg were delighted to see government come to the aid of some disadvantaged communities within the township. Gauteng Human Settlements MEC Jacob Mamabolo with Lesedi Local Municipality executive mayor, Lerato Maloka, promised a better life for the affected residents. “Today, the province is officially free of the bucket sanitation system and our people’s dignity has been restored.”

Ratanda’s situation was highlighted by the provincial Water and Sanitation Forum which was formed early this year. The forum’s mandate is to manage water and sanitation challenges including the eradication of all backlogs in the province.

ticularly basic services by ensuring that appropriate investment in water services infrastructure are made. The Human Rights Commission has challenged the province on a number of occasions eradicate the bucket system backlogs.

The Provincial Government has already eradicated the bucket system backlogs in areas such as Merafong, Evaton, Khutsong and Masechaba View, Lesedi, Bekkersdal and Wedela/ Kokosi. Municipalities have the obligation to ensure the realization of the right to access of water services, par-

Lesedi Municipality identified an area (Ratanda Extension 8) that has been subdivided to yield 238 stands as an alternative to relocate the informal settlement community and provide them with decent sanitation and housing. Construction is due to start at the end of July.

The black majority through its public representatives that are deployed by the ANC have since the democratic dispensation changed the socio, economic and political conditions of those that are within the boundaries of Lesedi local Municipality. You see this progress through the housing developments, construction of the Heidelberg Mall and the unqualified audit report that the Municipality got from the Auditor General just to mention a few. However with these changes politically that have occurred the local media of our area (Heidelberg) has not moved and inch, an old unreconstructed media oligarchy bereft of electoral influence is still in full swing, it is often found promoting voices that are in agreement with it and silencing others. It operates in a democratic space but the evidence shown by how it conducts itself displays that it is yet to transform because it is still undemocratic and it is still in pursuit of the same agenda of treating the black majority with contempt and its public representatives. In borrowing the words of Mphutumi Ntabeni he says “most consumers love dynamic and vitriolic journalism for the sensation it provides and the life it brings to issues that need to be debated. Our news would be dour and enervated without grime. As annoying as this may be to public figures, it also serves democracy. Not necessarily by what is said but in the fact that every voice is allowed, no matter how shallow, scandalous or controversial it may be.” This is a sign that tolerance reign, which in turn brings 10 times more public confidence in the democratic government than a constitution engraved in stone.” this suggests that the ANC leadership in general and in Lesedi is not in any way opposed to free press, it knows that public representatives must be under scrutiny and knows that there are no holy cows but Ntabeni continues to say that in the midst of all that” a more balanced view would be in order”. Our local media with its current posture is not and can never be an “Innocent Messenger” it is still trapped in apartheid, every Wednesday we see vilification instead of analysis. Therefore it can’t pose itself as some self-appointed watchdog it doesn’t qualify, we might be in a democracy and it might not be. And because of this behavior Ronald Suresh Roberts in his book Fit to Govern says “Faced with a media that treats the black majority and its elected representatives with contempt and condescension, the ANC is obliged to return the favor. With all the gains we have made our local media has defined itself outside of our society, they have no intentions of changing, they remind me of the role that was played by the media in many coup attempts in Venezuela and in our neighboring country Zimbabwe, maybe it is not feasible for them to overthrow the ANC leadership in Lesedi local Municipality but they have displayed beyond reasonable doubt that “THEY HAVE NEVER LOVED US” Sisa Zandisile Bam is a member of the Young Communist League of South Africa (Lesedi Sub District). He writes this on his personal capacity

THE HISTORY BEHIND ‘YOUTH DAY’

The June 16 1976 Uprising that began in Soweto and spread countrywide profoundly changed the socio-political landscape in South Africa. Events that triggered the uprising can be traced back to policies of the Apartheid government that resulted in the introduction of the Bantu Education Act in 1953. The rise of the Black Consciousness Movement (BCM) and the formation of South African Students Organisation (SASO) raised the political consciousness of many students while others joined the wave of anti-Apartheid sentiment within the student community. When the language of Afrikaans alongside English was made compulsory as a medium of instruction in schools in 1974, black students began mobilizing themselves. On 16 June 1976 between 3000 and 10 000 students mobilized by the South African Students Movement's Action Committee supported by the BCM marched peacefully to demonstrate and protest against the government’s directive. The march was meant to culminate at a rally in Orlando Stadium. On their pathway they were met by heavily armed police who fired teargas and later live ammunition on demonstrating students. This resulted in a widespread revolt that turned into an uprising against the government. While the uprising began in Soweto, it spread across the country and carried on until the following year. The aftermath of the events of June 16 1976 had dire consequences for the Apartheid government. Images of the police firing on peacefully demonstrating students led an international revulsion against South Africa as its brutality was exposed. Meanwhile, the weakened and exiled liberation movements received new recruits fleeing political persecution at home giving impetus to the struggle against Apartheid.
