“Doctors could not have detected Listeriosis sooner” - Minister Motsoaledi

Health Minister Aaron Motsoaledi said the belief which seeks to imply that government was slow to respond to the Listeriosis outbreak is incorrect.

Speaking in the National Assembly in Parliament on Thursday, the Minister said according to data analysis, the Listeriosis outbreak started in June 2017 and doctors at Chris Hani Baragwanath Hospital and Steve Biko Academic Hospital picked it up in July the following month. “They could not have picked it up faster than that. The month of June, according to this analysis, is the month in which Listeria laboratories confirmed cases started differing substantially from the monthto-month figures of 2013, 2014, 2015, 2016 and 2017 itself,” he said. The Minister at the weekend announced that the source of the out-

break, which has claimed 180 lives, was traced back to an Enterprise processing plant in Polokwane.

Addressing MPs on Thursday (8 March), the Minister said Listeriosis is a disease caused by a bacterium, not a virus. “You get it when you ingest food contaminated with this bacterium. Listeriosis is widely found in nature. It can be found in soil, water, vegetation or faeces of some animals. “From these sources, it can contaminate food from four different areas. One, from the food production site – that is the farms and the abattoirs - or from the food processing factories or from the food packaging sites or even from the food preparation at restaurant hotels or even in individual homes.” The contaminated food gets into a

person’s mouth and infection takes place. This may result in three groups of symptoms or signs. Firstly, patients may get flu-like symptoms - headaches, general body pains, sometimes vomiting, diarrhoea and stomach aches. Secondly, patients may get infection of the blood stream. This is called septicaemia and it is deadly. Thirdly, patients can get infection of the brain and the membrane covering the brain and the spinal cord, called meningitis. “Although anyone of us can get Listeria, those who are found highly vulnerable are four groups of people – pregnant women because they don’t have a very strong immunity; newborns in the first 28 days of life because they get it from their mothers; elderly people above the age of 65; people with supressed immunity like people living with HIV and Aids, diabetes, cancer,

chronic lung disease, chronic kidney disease, people on chemotherapy and people who have undergone transplants and are on immunosuppression therapy to avoid organ rejection.” The Minister said the disease occurs annually in South Africa and that doctors typically see 60 to 80 patients per annum. This has been the case for the past 40 years. “The disease is treatable with an antibiotic called ampicillin which is widely available in our health facilities, both public and private,” he said. Meanwhile, the Minister said by 2 March 2018, the number of laboratory confirmed cases had reach 948. Of these 948, a total of 569 patients have been traced with 180 who had unfortunately died. This constitutes 27% case fatalities. Of all countries that had had Listeria, the case fatality rate had always averaged 30%.

Meet SA's new Deputy President! Mpumalanga Legislature appoints Mtsweni as acting Premier!

South Africa has a new Deputy President, the ANC deputy president and former Mpumalanga premier, David Dabede Mabuza. President Cyril Ramaphosa announced his appointment to Cabinet in a late night reshuffle recently.

Mabuza, who is also endearingly referred to by his supporters as ‘DD’, was born in Brondal, Mathafeni, on 25 August 1960. Mabuza, who is a teacher by training, matriculated at Khumbula High School and furthered his studies at Mngwenya College of Education and later acquired his Bachelor's degree at the University of South Africa. The young Mabuza cut his teeth as an activist in the student movement and served as a Secretary of the Azanian Students Organisation (AZASO) in 1984. He did a stint as a teacher when he taught at KaNgwane Department of Education from 1986 to 1988 and he was a Principal of Lungisani Secondary School from 1989 to 1993. According to the ANC website, he later served as the Chairperson of the National Education Union of South Africa (NEUSA) from 1986 to 1988. He further served as a Co-ordinator of the National Education Crisis Committee (NECC) from 1987 to 1989 and a Chairperson of the South African Democratic Teachers Union (SADTU) from 1988 to 1991. He has been a member of Mpumalanga Provincial Legislature since 1994. Previously, he was a member of the Executive Council of Agriculture and Land Administration, as well as Executive Council of Department of Roads and Transport. 10th and 11th March - Update Your Address The Electoral Commission (IEC) has embarked on various ‘address harvest’ initiatives in a drive to secure the outstanding addresses of some 26% of voters on the national common voters’ roll by June 2018. By mid-August 2017 an online facility was made available for South Africans to provide their address to the IEC online. As only some 51% of South Africans have access to the internet and therefore an Address Harvesting Weekend has therefore been planned for the 10th and 11th March 2018. In its order on 14 June 2016 in the Electoral Commission v Mhlope and Others (Mhlope), the Constitutional Court directed that, among others, the IEC must by 30 June 2018 have obtained and recorded on the national common voters' roll all addresses of voters that are objectively available. Prior to December 2003 the law did not require an address for each voter on the voters’ roll. While the IEC was not obliged to obtain addresses of voters who registered prior to December 2003, the Commission has decided that addresses of all registered voters will be obtained regardless of the date of registration. Financing Gauteng’s new dawn

Gauteng Finance MEC Barbara Creecy announced a R121.2 billion budget for the 2018/19 financial year in the Gauteng Provincial Legislature on Tuesday, March 6. “This budget sets out how Gauteng Government funds its commitment to equity and social justice, it outlines how we use our massive procurement spend to improve public facilities, transform our economy and create work” said MEC Creecy The Departments of Health and Education are the biggest beneficiaries of this year’s budget with the Health Budget increasing by R4.4 billion and Education by R3.4. billion. Also, benefiting from a large increase is the Department of Roads and Transport whose budget increases by R700 million this year. In 2018, this Department will begin planning Gauteng’s first new highway since the 1970s, namely the PWV 15. Overall R31.8 billion has been set aside for infrastructure programmes over the next three years which include building new schools, rehabilitating health facilities, upgrading roads, renovating hostels to become family units and building houses and serviced stands.

“The Gauteng Government’s R42.2 billion infrastructure spend has made a major contribution to stimulating economic activity, creating employment and raising living standards in communities across our province over the last four years” said MEC Creecy The MEC indicated that the Province’s research shows that this spend contributed R26 billion to economic activity in the province, increase household income by R15 billion and created or sustained 95 thousand direct and 194 thousand indirect or induced jobs over the past four years. The MEC said that the Gauteng Provincial Government is proud of its track record in using government’s massive procurement spend to drive meaningful transformation, empowerment, job creation and economic inclusion in the mainstream economy. “Over the last four years R57.7 billion has been spent on procuring goods and services from 12 041 firms owned by historically disadvantaged individuals. Included in this overall figure are 7488 com-

panies owned by women, and 5539 companies owned by youth and 2145 companies owned by people living with disabilities,” MEC Creecy said. The MEC noted that in these times of rising direct and indirect taxes, citizens have a right to know that their taxes are put to the best possible use, and that this government is not wasting

them through poor financial management and corruption. “All Gauteng Departments and Municipalities have worked hard to ensure better financial management and greater public accountability in the use of public funds. All provincial departments and entities and all Municipalities can now boast unqualified audits with two thirds of provincial Departments getting clean audits,” said MEC Creecy.

BLAME THE GOVERNMENT FOR THE LISTERIOSIS OUTBREAK! This government gambled with our lives the day they speedily passed the Marketing of Agricultural Products Act, 1996 (No 47 of 1996). In that Act, they have abandoned the role and responsibility of the state as well as abolishing the Boards who fulfilled the regulatory part. The control board's specific function was both to control the price and the quality which is given to consumers/ users. This Act when legislated in 1996, it was passed in a speed mode never seen before and the results are the tragic massacre that we are enduring today with this outbreak of Listeriosis. The state abdicated its "divine" responsibility to PROTECT its people against the market forces hence they

cannot even tell what are the ingredients that they put inside those "polonies" and "Vienna's" et al, the government does not know whats the problem. The government had hoped that the market would selfregulate but that is not happening. The deaths of innocent people is the result of state consciously abdicating its fundamental role to protect its people. The ministers are responsible for the deaths, the government is also responsible for another crime, the uncontrolled of hiking food. It is incorrect to blame an output of a process and not the cause. Had government been in charge of taking an interest of what has been produced, then it would be known that this called COLD MEAT has

become an area to make quick cash by processing and mixing all the undesirable "rubbish" to make further profit, by rubbish which is supposed to go straight into the bin. The government says they do not know simply because they do not care. The Pan Africanist Congress of Azania (PAC) urgently calls for the re-enactment of control institution (regulatory bodies) in the agricultural sector which will regulate food pricing as well as ensure quality products are being prioritised. EKURHULENI’S INDIGENTS TO HAVE HOME WATER LEAKS FIXED FOR MAHALA!

Registered indigents in the City of Ekurhuleni are entitled to nine kilolitres (9kl) of free basic water per month, however the consumption in some households goes beyond this allocation due to a lot of water leaks. This direct loss of water has called for the city to fix leaking water fittings at identified homes across Ekurhuleni. Close to 60 000 households have been identified based on their water consumption, with those with the highest water consumption being attended to first.

The “War-on-Leaks” project which includes public schools, entails the replacement of leaking urinals, damaged flushing devices, and taps for leaking basins, baths and showers excluding geysers. Refurbishments of leaking external underground water pipes connected from the water meter to the house will also be attended to. Since the inception of the project in January, 227 stands have already been attended to and the project will continue across Ekurhuleni until 2020 for all registered indigents. Although the main focus of the municipality is external leaks, all

internal leaks will also be attended to so that technicians leave each household without a leak. These efforts are part of the city’s War on Leaks Campaign, which is one of the five-year Integrated Development Plan (IDP) priorities.

An indigent is a person who is unable to pay for the necessities of life, including payment for municipal services. Households whose combined or joint gross monthly income is less than the equivalent of two social pension grants per month qualify as indigents. Residents who meet this criterion are strongly encouraged to visit their nearest Customer Care Centres to be registered on the municipal indigent data-base for assistance. The field workers conducting retrofitting can be identified by their ID cards with the City of Ekurhuleni logo. Alternatively, residents can confirm the workers’ legitimacy with Mpho Chuene on (011) 999 0166 or Thembi Khupuza on (011) 999 4187 from the Water and Sanitation department.

This group of water agents were recruited by the City of Ekurhuleni and Rand Water back in 2016 to curb water loss in the City. The new “War-on-Leaks” team of field workers will be identified with ID cards with the official City of Ekurhuleni logo.

Training is required in the areas of welding, brick-laying, grinding, steel fixtures, fabrication, scaffolding and safety. Details of the requirements will be included in the advertisement and there will be a deadline of 05 days for submitting company profiles.

Learnerships, internships, bursaries and other informal training Opportunities for learnerships, internships, bursaries and other informal training will be advertised in the Mapepeza and Heidelberg Heraut newspapers. Once the advertisement is published a deadline of 05 days will be given to submit applications. The criteria for applications will be: • Youth under the age of 35

• Residents of Heidelberg (with proof of address)

The BEMS/GEMS group held a peer educator session at Kgoro Yathuto Secondary School (in Ratanda) on Monday, March 6. The BEMS/GEMS are groups of boys and girls chosen in school to be peer educators, these are potential future role-models in the local community.

The learners were organized into groups and discussed robust topics likes alcohol abuse, HIV/AIDS, teenage pregnancy and helping vulnerable children who are likely to fall unto these circumstances. Peer Education session organizer and teacher, Mr Thulani Gama said these sessions were made to encourage learners to be young leaders in their communities and school, thereby setting a good example to other peers.

Heidelberg Social Crime Prevention and Communication, Dept. Of Community Safety - Gauteng, Sedaven High School Management and Lesedi Municipality Traffic held a Safer School Awareness for learners at Sedaven High School in Heidelberg West on March 2. "It was aimed at sensitizing learners on prioritizing their education or studies seriously, abstain from bullying of other learners at school or outside the school premises, to abstain from criminal activities, substance and drug abuse," says police spokesperson Captain Thivhulawi Tshilate. The learners were sensitized on portraying good behavioural conduct, as well as good discipline. Furthermore learners were also reminded of breaking the silence if they are accounting domestic violence or abuses at home or at school. In addition, there may be conflicts between the levels at which social cohesion is supposed to occur such that, for instance, the cohesiveness of a small region, with desires such as self-governance, may create problems for the cohesiveness of the country as a whole. Despite these conceptual issues, “politicians, bureaucrats and theoretical specialists in social policy argue for social cohesion and social consensus as if these were self-evidently good” (Pahl 1991, 358).

Definitions vary, but often reference is made to ‘social bonding agent’ (Rajulton, Ravanera et al. 2007), or “the need to find unifying common ground which will inspire assent across the board” (Wetherell 2007, 5). The most rigorous attempt at an academic definition is provided by Forrest & Kearns (2001), whereby social cohesion is broken down into five dimensions: common values and a civic culture; social order and social control; social solidarity and reductions in wealth disparities; social networks and social capital; and place attachment and identity. In public and policy discourse, the Cantle Report (Cantle 2001) used these five dimensions, although replaced the term ‘social cohesion’ with ‘community cohesion’, the reasoning behind which was that, as noted above, it is possible for internally ‘socially cohesive’ communities to exhibit tensions externally with other communities.

As already hinted at, the concept is multi-level in the sense that an individual’s identification with, and relationships within, a group can be at, for example, the national level, the community level, the neighborhood level or even at the individual level.

This day is particularly important not only for Ghana but for the whole continent. On 6 March 1957, Ghana was the first subSaharan country to gain independence, under the leadership of Kwame Nkrumah, ending decades of white colonial rule. Formerly known as The Gold Coast due to its abundance of the precious metal, Ghana was named after the ancient Ghana Empire, which was located in the north of modern Ghana and between Rivers Senegal and Niger. Ghana was colonised for over a century by the British. Before colonisation, the country was made up of several independent kingdoms, including Asante (Ashanti), Gonja, and Gadoma.

REMEMBER ROBERT SOBUKWE! Part two of two part series dedicated to the Legacy of Sobukwe

Sobukwe became editor of The Africanist in 1957 and soon began to criticise the ANC for allowing itself to be dominated by what he termed 'liberalleft-multi-racialists'. In 1958 Sobukwe completed his Honours dissertation at Wits entitled “A collection of Xhosa Riddles”. Politically, Sobukwe was strongly Africanist, believing that the future of South Africa should be in the hands of Black South Africans. As a result of his septicism towards the multi-racial path the ANC was following, Sobukwe was instrumental in initiating an Africant breakaway from the ANC in 1958, which led to the birth of the Pan Africanist Congress (PAC). He stated: “In 1955 the Kilptown Charter was adopted, which according to us, is irreconcilable conflict with the 1949 Programme seeing that it claims land no longer Africa, but is auctioned for sale to all who live in this country. We have come to the parting of the ways and we are here and now giving notice that we are disassociating ourselves from the ANC as it is constituted at present in the Transvaal.” At the PAC’s inaugural congress, held in Orlando from 4 to 6 April 1959, Sobukwe was unanimously elected the party’s first President. Sobukwe's eloquence as a public speaker, his intelligence and commitment to his cause soon established him as natural leader, and helped him rally support for the PAC. Sobukwe’s opposition to ‘multiracialism’ in favour of ‘non-racialism’ is apparent in an extract from his inaugural speech at the PAC launch in 1959. A week after the ANC announced its anti-pass campaign in December 1959, the PAC announced that it was planning to initiate a campaign against the pass laws with the aim to free South Africa by 1963. On 16 March 1960, Sobukwe wrote to the Commissioner of Police, Major General Rademeyer, stating that the PAC would be holding a five-day, non-violent, disciplined, and sustained protest campaign against pass laws, starting on 21 March. On 21 March 1960, at the launch of the PAC’s antipass campaign, Sobukwe resigned from his post as lecturer at the University of Witwatersrand. He made last-minute arrangements for the safety of his family and left his home in Molofo. He intended to give himself up for arrest at the Orlando Police Station in the hope that his actions would inspire other Black South Africans. Along the eight kilometre walk to the police station, small groups of men joined him from neighbouring areas like Phefeni, Dube and Orlando West. As the small crowd approached the station, most of the marchers, including Sobukwe, were arrested and charged with sedition. When an estimated group of 5000 marchers reached Sharpeville police station, the police opened fire killing 69 people and injuring 180 others in what became known as the Sharpeville Massacre. An order was issued on 25 March 1960 for the banishment of Sobukwe to the Driefontein Native Trust Farm,

Vryburg District, [Northern Cape, now North West Province]. At the time, Sobukwe was living in Mafolo Bantu Township, Johannesburg, Transvaal [now Gauteng]. The documentation on the banishment noted that Sobukwe and Leballo had both been arrested and were awaiting trial“but it [was] necessary to have a banishment order in hand just in case they are released.” Sobukwe never spent time in banishment as he was sentenced to imprisonment for incitement. On 4 May 1960 Sobukwe was sentenced to three years in prison for inciting Africans to demand the repeal of the pass laws. He refused to appeal against the sentence, as well as the aid of an attorney, on the grounds that the court had no jurisdiction over him as it could not be considered either a court of law or a court of justice. At the end of his three-year sentence on 3 May 1963, Parliament enacted a General Law Amendment Act. The Act included what was termed the 'Sobukwe Clause', which empowered the Minister of Justice to prolong the detention of any political prisoner indefinitely. Subsequently, Sobukwe was moved to Robben Island, where he remained for an additional six years. The Clause was never used to detain anyone else. The Sobukwe Clause was renewed every year – when it was due to expire on 30 June 1965, the government renewed it. While on Robben Island, Sobukwe was kept in solitary confinement – his living quarters were separate from the main prison and he had no contact with any other prisoners. He was, however, allowed access to books and civilian clothes. As a result, Sobukwe spent much of his time studying, and he obtained a degree in Economics from the University of London. In 1964 Sobukwe was offered a job by the National Association for the Advancement of Coloured People and the Montgomery Fellowship for Foreign Aid in the US. He applied to leave the country with his family to take up the employment but was denied permission by the Minister of Justice, John Vorster. Sobukwe was released from prison in May 1969 and was banished to Galeshewe in Kimberley, where he was joined by his family. However, he remained under twelve-hour house arrest and his banning order prohibited him from participating in any political activity. In 1970 Sobukwe successfully applied for a teaching post at the University of Wisconsin in the US, but the Apartheid government refused his request

for a passport despite assurances that he would be given a visa by the US government. When he applied to leave South Africa permanently together with his family in 1971, the South African government again refused to give him permission. While the restrictions kept him under house arrest and denied him permission to leaving South Africa, he was permitted to attend family gatherings outside Kimberley. For instance, in July 1973 Sobukwe was granted permission to leave Kimberley to visit his son Dalindyebo, who had been hospitalised in Johannesburg. In June 1974 Sobukwe spent three days in Johannesburg visiting his wife, who underwent an operation at a hospital in Johannesburg. Finally, in 1975, Sobukwe’s mother died and he applied to the Chief Magistrate of Kimberley for a permit to leave the town in order to attend the funeral. He was granted permission on condition that he report to the police station upon arrival and departure, and that he return to Kimberley by midnight on Friday 9 May 1975, a day after the funeral. Sobukwe began studying Law while he was under house arrest. He completed his articles in Kimberley, and established his own law firm in 1975. The government’s Department of Justice initially denied him permission to enter the courts, but reversed the decision and withdrew the prohibition after the government relaxed a clause that banned Sobukwe from entering a court of law except as an accused or as a witness. However, newspapers were not allowed to quote him when he argued in court. Shortly after opening his law practice, Sobukwe fell ill. In July 1977 he applied for permission to go for medical treatment in Johannesburg. Benjamin Pogrund, a close family friend, intervened and on 9 September Sobukwe was allowed to leave Kimberley for Johannesburg under strict conditions. He was diagnosed with lung cancer and his condition was deemed serious. Consequently, Sobukwe was transferred to Groote Schuur hospital in Cape Town. While he was in the hospital the security branch instructed the medical staff not to permit any visitors to visit him except his family. Sobukwe’s wife applied for permission from the Cape magistrate for him to stay with a family friend, Bishop Pat Matolengwe. After deliberate delays by the government, on 14 October he was temporality discharged and Bishop Matolengwe took him from the hospital. Sobukwe was sent back to Kimberley, from he was due to travel back to Cape Town for another round of treatment. Each time he left Kimberley, he had to report to the police station – which he also had to do when he arrived at or left Cape Town. The government deliberately made it harder for Sobukwe to receive treatment by insisting that he should comply with the conditions of his restrictions, despite his evidently failing health. On 27 February 1978 Sobukwe died from lung complications at Kimberley General Hospital. His funeral was held on 11 March 1978 and he was buried in Graaff-Reinet. Today, he remains a celebrated political figure in the struggle for a democratic South Africa.

Government condemns chainsaw attack on South African triathlete, MHLENGI GWALA! The Portfolio Committee on Sport and Recreation condemns the vicious attack on South African triathlete Mr Mhlengi Gwala that occurred in the early hours of Tuesday morning (March 6). Mr Gwala, who was training near the University of KwaZulu-Natal, was attacked by three men who dragged him into a nearby bush and attempted to saw off his legs. While Mr Gwala managed to drag himself to safety, he sustained severe injuries to both legs and is currently receiving treatment at the Inkosi Albert Luthuli Central Hospital. This criminal attack undermines the country’s objective of building a united South Africa and the committee calls on the South African Police Service to bring to justice those found guilty of the attack. “The committee wishes Mr Gwala a speedy recovery and is hopeful that he will soon be able to participate in his sporting activities once again and hoist our country’s flag high,” said the committee in a statement released on Thursday, March 8. The Minister of Sport and Recreation, Ms Toko Xasa also lamented about the incident of

The South African leg of Africa’s biggest 5-aside tournament kicked off at Old Parks Fast Sports Fusion 5-aside Arena this past Saturday (March 3).

A total of 16 teams from across Gauteng pitched for the opening games, the teams were split into 4 teams of 4 where they battled it out to the semi-finals with the two winning teams of the day going through to the national tournament taking place at the Rand Show from Wednesday 4 – Saturday 7 April 2018. Munchen Boys managed to secure themselves a place by scoring 6- 2 against the Carlitos making them the champions of the day and the Carlitos runner ups.
