SARS ready to implement VAT increase on 1 April The South African Revenue Service (SARS) is ready to implement the increase in Value-Added Tax (VAT) which comes into effect on 1 April. Former Finance Minister Malusi Gigaba in the February budget tabled in the National Assembly a 1% increase in VAT to 15% as of 1 April. On Tuesday, the revenue service said it has been working on changes to the systems that are used to receive VAT declarations made by vendors and calculate any VAT refunds or VAT due to SARS. “Changes to the VAT201 form have been made to reflect the increase in the VAT rate. Vendors who use SARS eFiling to submit their VAT return and have saved returns that span periods before and after 1 April 2018 will notice that those saved returns have been removed as they contain incorrect VAT rates,” said the revenue service. SARS further added that vendors must request a new VAT201 on eFiling. “SARS would also like to urge vendors to update their systems to align to the new VAT rate in preparation for 1 April 2018. This will minimise confusion for the customer and make it easier for vendors to remain tax compliant and make the correct declarations to SARS.” The revenue service encouraged vendors to visit the Value Added Tax page on the SARS website www.sars.gov.za where they will find a Pocket Guide and a set of Frequently Asked Questions to assist them in understanding the implications of the increase. SARS has also set up a dedicated VAT-rate email address at VATRateEnquiries@sars.gov.za, to which vendors can direct their questions and queries. Vendors may also contact the SARS Contact Centre on 0800 00 7277.

PLASTIC BAG WITH CAT R20,000 FOUND HIDDEN IN THE TOILET AT BETTING SHOP IN BOKSBURG – SUSPECT CAPTURED ON CCTV! On Saturday morning, 24 March, the manager of Hollywood Bets - a betting establishment in Boksburg – noticed a man sauntering aimlessly on the floor of the business carrying a suspicious-looking plastic bag. The manager approached the man and wanted to know why he was not placing bets and also enquired as to what the man was carrying in the plastic bag. The man’s behavior changed suddenly and retorted angrily at the manager and hastily walked towards the toilet. On appearing out of the toilet he was no longer carrying the plastic bag. The quickthinking manager arranged with the secu-
rity personnel for the toilet to be searched whereupon a hidden plastic bag laden with 168grams of the drug cat was located. On reviewing the video footage in the presence of the members of the EMPD Public Order Policing Task Team, it became clear that the same man who was in an altercation with the manager was the one who walked into the toilet with the plastic bag in his hand. The police believe that with the assistance of the video footage the suspect will soon be behind bars. The drugs were booked in at Boksburg North police station.

KEMPTON PARK 240ℓ WHEELIE BINS ROLL-OUT PROJECT COMPLETED The City of Ekurhuleni’s Environment and Waste Management Services Department has completed the roll-out project of the 240ℓ waste wheelie bin in the Kempton Park area. The project began in August 2017 and was completed in March 2018. Though the city officials will not be returning to Kempton Park for mass distribution,
residents who missed the opportunities to collect the bins at various distribution spots can collect them at the Waste Management Depot situated at Corner H. Lewis and Kelvin Road, Spartan on Monday to Friday from8h00 to 15h30. Residents must ensure that they take a copy of their ID and municipal account statement to the depot for collection.

Y.E.S programme launched in Gauteng!
Tashmia Ismail-Saville, out of a youth population of 15.5 million, 5.8 million of these people aged 18-34 are unemployed. Ismail-Saville said the initiative particularly aims to create opportunities for those who lack the necessary skills required by companies for formal employment. “YES aims to give that portion of our youth, which are largely overlooked by the country’s current employment models, a crucial first chance to gain a paid work experience of a decent quality. Youth will not be excluded based on academic ability, or skills they may or may not possess,” said CEO Ismail-Saville. YES CEO called on small businesses to play their part as they have a huge employment base. “Large businesses alone cannot absorb sufficient numbers of youth. Over two thirds of South Africa’s current employment base is medium-sized companies and smaller, making it critical that they [small business] are involved with the programme,” said CEO Ismail-Saville. As an additional incentive for small businesses, participating businesses employing black youth between the ages of 18 and 29 will be eligible for recognition in terms of the Employment Tax Incentive equivalent to a R1000 per month. Businesses will also qualify for a new Youth Employment B-BBEE recognition, which is
to be gazetted shortly. Prior to joining the programme, businesses that sign up to YES will be screened to ensure that the proposed work experiences are of a sufficient quality and that youth will gain relevant skills. Youth, who wish to be part of the programme, will sign a contract with YES indicating their commitment and must comply with the following requirements: YES youth must be: · Between 18 and 34 years old ·Must be unemployed for more than 6 months · Are black people (African, Coloured or Indian) · It is not obligatory but should companies want to claim the Employment Tax Incentive, then the YES youth must be between the ages of 18 and 29

How much will the youth earn?
The salary is expected to be set at the national minimum wage (NMW) level of R3 500 per month, and includes associated training and support which on average will bring the cost to R55 000 per annum. On Tuesday morning, March 27, the City of Ekurhuleni council has officially held at the Kwa-Thema Stadium. This special meeting of the City council sets the stage for the Executive mayor, Cllr Mzwandile Masina to deliver the State of the City Address (SOCA). The big event began with a parade of the City's law enforcement and emergency services departments. The community of the quiet Kwa-Thema township came in their
numbers to see the marching band of the men and women in uniform. Not forgetting the hundreds of residents from around Ekurhuleni who came in buses to fill up the tents at the stadium. The mayor and EMPD Chief did a brief inspection of the parade, before the official business of the day can continue. Inside the large white tents, the mayor delivered his second SOCA.

The mayor's theme building up to the SOCA set the tone for what has been a critically acclaimed speech. Surprisingly, none of the members of the council caused disruptions, Masina was flawless in his delivery to cement the silence. Joined by his wife, the beautiful Mrs Sinazo Masina, the mayor showed a confident attitude throughout the day. Beginning his official address to the City's residents, Executive mayor Masina acknowledged that the SOCA comes at the eve of the Easter weekend, sending his holiday wishes in advance. "As our people and the rest of the South Africans hit the roads we wish all those who will be travelling safe travels and a happy and peaceful Easter weekend." The mayor took his introduction to also wish speedy recovery to ward 61 councillor, Cllr Nkosi, who was recently shot by wanted suspects. "We condemn the senseless attempt to his life and we will not rest until those criminals are arrested," said Masina. Speaking on the state of the dispute between Katlehong residents and Eskom over prepaid meter systems, this is what the Mayor said: "I must also take this opportunity to call for calm and a speedy resolution of the impasse between Eskom and the community of Ncala section in Katlehong. The situation has dragged on for far too long and our children and elderly citizens are the most affected. We will continue with mediation to find a lasting solution. We call for both community leaders and leadership of Eskom to return to urgently act on this matter." Pointing out the centenary of Nelson Mandela and Mam' Albertina Sisulu, the mayor also recognized the local legend, Mama Margaret Gazo,a stalwart of the anti-pass law march by the women in August 1956. The mayor said that this year, the City will prioritize most of its efforts to the empowerment of women. "The City of Ekurhuleni appointed the first female City Manager, Dr Imogen Mashazi, who is academically qualified and well experienced in local government. We currently have 41% of all our senior managers being women and we promise to ensure 50/50 once all vacancies are filled," said Masina.
The City's money
The executive mayor says the Capital Expenditure (Capex) budget has grown from R4,1 billion to R5,1 billion. He said they are hopeful to double this by 2021. "Our Capex expenditure was sitting at 87% when we took over the administration. I'm happy to report that in the 2016/17 financial year we recorded 91,4%. Looking at our performance I'm confident that 2017/18 will further improve going forward. The grant expenditure was at 82% and currently is at 97%, meaning we are not return-
Concerned about some of the City's departments not getting good results this year from the Auditor General, the mayor said the Metro will soon implement recommendations of Section 78 to ensure efficiencies and good governance. Ekurhuleni received a unqualified audit opinion. To date suspended seven senior officials, including HODs who have been found guilty of corruption and illegal activities. Masina says the City will not tolerate any form of corruption and maladministration under his watch, and sent a message to all officials who might be in the wrong: "If you know any wrong doing, please come forward and report to our new Commissioner of Integrity, who will soon be appointed to enhance work already done by MPAC and law enforcement agencies."

Speaking about the economic aspects of the City, the mayor highlighted that the Metro records the highest unemployment rate in the country, standing at 33 (26,7% nationally). "At the same time, Ekurhuleni recorded the highest (98,000) new jobs over the past year. If this trend continues, we are likely to push back frontiers of poverty and underdevelopment in our Metro," explained Masina. To ensure that the plans to reduce unemployment and boost economic activity in Ekurhuleni, the mayor said tthat the city has begun working on key institutional reforms that will make all of their plans a practical success. "Key among these reforms is our current plan to create a Central Investment Clearing Committee. This committee will have the impact of reducing turnaround times in the approval of such crucial items such as land zoning, building applications and the availability of bulk infrastructure, among others.It must also assist investment applications with outstanding matters of compliance without sending them from department to department in a manner that consumes time," said Masina. The mayor also hinted they are working on partnerships and incentive schemes, hoping to attract investors from

private and public sectors. "Our incentive scheme will combine rate rebates, negotiated tax holidays and joint applications to attract investment from public investment institutions for investment projects from R10 million and above. We will be working to put up practical legislation to effect this investment incentives strategy," said the executive mayor. The development of the Ekurhuleni Development Agency is also underway.

"We can learn from Tata Madiba when he said, "Education is the most powerful weapon which you can use to change the World." Therefore, our efforts to conceptualise the University of Ekurhuleni must be understood in this context. The City has made progress around the planning of the Ekurhuleni Applied Sciences and Technology University," explained Masina. The mayor highlighted the success of the University Symposium, where stakeholders from all various sectors and academic experts combined their heads to chart a part towards establishment of the City's first university. "This new generation university is currently being conceptualised and is envisaged to be established within the City of Ekurhuleni," he emphasized. Council will soon finalise the appointment of the University Advisory Panel consisting of technically competent specialists who will advise the City on the best possible model.

"Since our political decision to increase the bursary fund from R10 million to R100 million, the City has been able to substantially increase the number of intake into tertiary. To date, we can report that the City of Ekurhuleni has been able to assist 1 757 students in their pursuit of academic qualification during 2017/18. As we continue to sustain the current bursary holders, we have also resolved to award an additional 500 new bursaries to academically deserving students out of the 2 802 bursary applicants that met the qualifying criteria." The mayor says this is how the ANC-led Metro is contributing in dealing decisively with the circle of poverty by ensuring that more deserving children from poor families are enrolled into the Institutions of higher learning. Masina said the city has ambitions to grow this bursary budget to R250 million before his administration leaves office. "To date, we can report that the City of Ekurhuleni has been able to assist 1 757 students in their pursuit of academic qualification during 2017/18. Supporting the Local economy and Employment
In order to support local businesses and industry, Ekurhuleni has committed R12 billion over the MTREF period to procure from 2 000 local entrepreneurs.
"We have also aligned our EPWP Policy to ensure that no less than 30% of projects value are localized to the ward and/or area where the projects are implemented to ensure that local labourers are employed and local businesses are supported," the executive mayor said. The Mintirho Ya Vhulavhula programme will soon be finalized. This programme is supported by Supply Chain Policy that enables no less than 30% procurement from local businesses. "We have already begun to set up a business support and incubation system that will lead our enterprise development initiatives. The objective here is to encourage entrepreneurship and assist with technical expertise young people to build sustainable and profitable businesses cooperatives in various services and goods sectors," Masina explained. "To date, since the appointment of 102 Vukuphile contractors in 2017, all 102 contractors have been allocated works amounting to R102 million. In efforts to boost the City's agricultural sector, Ekurhuleni will be releasing 80 farms to commercial farmers and for the development of small farmers. Human Rights Day in South Africa is historically linked with 21 March 1960, and the events of Sharpeville. On that day 69 people died and 180 were wounded when police fired on a peaceful crowd that had gathered in protest against the Pass laws. This day marked an affirmation by ordinary people, rising in unison to proclaim their rights. It became an iconic date in our country’s history that today we commemorate as Human Rights Day as a reminder of our rights and the cost paid for our treasured human rights.

South African film and TV stars were celebrated and honoured at the 12th annual Saftas ceremony held at Sun City in the North West. The ceremony entirely hosted by actress Thando Thabete and media personality Phat Joe. The biggest weekend of the
local awards season kicked off on Thursday when the first awards were handed. The theme for the annual awards show is 'Our Stories Are Gold' in honour of "those who have captured our hearts, minds and imaginations through the telling of our unique stories."
This year the Saftas also honoured Nelson Mandela’s centenary. Isibaya won the Best TV Soap award, High Rollers 3 won Best Telenovela and Uzalo was voted Most Popular soap by the public.
Johan Stemmet and Thoko Ntshinga received Lifetime Achievement Awards and Ayanda Sithebe was the recipient of the Youth Achiever Award. Inxeba (The Wound) won Best Feature film.

For the poor and vulnerable, the destitute; the frail, the children, the aged, victims of violence and abuse, people affected by substance and drug abuse and people living with disabilities, this basic right is often accessed through others such as parents, helpers, and significantly, through social workers and caregivers. On the 20th March 2018 we joined the world community in celebrating the International Day of Social Workers in Thaba-Tshwane on Tuesday, in Tshwane. The theme for this year was the “Promotion of Sustainable Communities and Environment”, which is the third pillar of the UN Global Agenda for Social Work and Social Development. Various Social workers unpacked the contributions of the social work profession in the aftermath of environmental degradation that include the climate change that will result in droughts, floods, fires, displacement of people. They also engaged on the gaps existing in the theory and practice in the new field of eco – social work, green social work. Further engagements will take place to finalise a programme of action. On Wednesday, the 21st March 2018, the nation commemorated the National Human Rights Day in Sharpeville, Sedibeng. This noble co-dependency by humans on humanity was well embraced by the world and the people of Gauteng. We asked the world to spare a thought for those whose work is not only traumatic but also affect their social functioning. However, despite those challenges they are prepared to solder on. To borrow from the famous Cayla Mills phrase: “You never know how strong you are until being strong is the only choice you have.” Our professionals often touch lives when it matters the most. They are parents to abandoned infants that may never know their parents. They comfort the heart-broken victims and their families when faced by heinous crimes like rape, femicide, body parts harvesting, mutilations and human trafficking. They break the news to family members where remains of loved ones are beyond recognition or faced with prospects of not finding closure where a body may never found. They console the inconsolable.
At the Gauteng Department of Social Development (GDSD) each year, we touch lives of more than 4 million residents of the 12,7million people who call Gauteng Province their home. We salute our social workers who work tirelessly to protect the rights of people with disability including albinism and mental disability, the
elderly, our children, women and men who experience violence. Our social workers often work in difficult and sometimes dangerous circumstances. They are underresourced and yet continue to do their best to help the most vulnerable in society. As the employer, I have urged the GDSD to ensure continued support for and advo-

Even Honourable Member Ntsheke of the DA could not help but commend the good work done by the department during the March sitting of the Social Development Portfolio Committee.
Even so, we remain committed to serve our people with values of human dignity, respect, integrity, fairness and equality. As the Member of Executive Council responsible for Social Development in Gauteng, I am humbled that our work during this 5th administration term has made an indelible mark in improving the socio-economic conditions of vulnerable communities. It is my conviction that during this final year, the vulnerable and marginalised people in our society, will witness the intensification of the programmes and projects that seek to respond to their immediate needs.
