Fee Free Higher Education is still on the minds of Twitter users as demonstrated by the questions posed to the Higher Education and Training Deputy Minister Buti Manamela during his #ASKDMManamela live Twitter chat recently. "Can we register for this year if we are still in arrears? Does Fee Free Higher Education announced by the President apply to employed students earning less than R350 000 per annum? Is the funding only for first year students and is it effective this academic year?" These were just some of the questions posed by Twitter users to the Deputy Minister. In a tweet by Twitter handle @lebomathlo, the user asked the Deputy Minister if employed students who earn less than R350 000 are covered. “Does it cover us who are employed but earn below R350k per annum,” tweeted @ lebomathlo. In response to @lebomathlo, the Deputy Minister using his personal Twitter account @ButiManamela responded “yes”. Not only are working students earning less than R350 000 covered, Fee Free Higher Education is for all qualifying undergraduate students regardless of their degree of choice. Fifteen minutes into the Deputy Minister’s live chat, he trended at number three on the social media platform. Prospective students also asked the Deputy Minister if they could still apply for funding with the National Student Financial Aid Scheme (NSFAS). Twitter user @TheMontell was told by the Deputy Minister that applications for the 2018 academic year are closed but he was directed to his institution’s Financial Aid office for further assistance. And of course Twitter users did not hold back with their banter and wrapped the

Deputy Minister over the knuckles for a typo he made in a tweet where he said “applications for 2918 are closed…” Twitter user @Joe_Man_Joe tweeted “@ DrTV_ @ButiManamela 2918? Talk about long time planning, literally.” But the Minister did not shy away and responded to @Joe_Man_Joe. “Yes. Long planning and long thumbs that presses a 9 instead of 0. Welcome to the future #HigherEducationSA” In closing off his live chat, the Deputy Minister referred those seeking further clarity on Fee Free Higher Education to President Jacob Zuma’s 16 December 2017 statement. “More details on Fee Free Higher Education, read http://www.thepresidency.gov. za/newsletters/president%E2%80%99sresponse-heher-commission-inquiry-higher-education-and-training .Thank you for participating #HigherEducationSA,” the Deputy Minister tweeted. The Deputy Minister’s Twitter chat was part of government’s efforts for continued public engagement and educating students on higher education matters. “The purpose is to provide students and prospective students an open and unmediated social media platform to seek clarity on any pertinent issues related to their studies including career development, registration and admissions as well as funding,” said Deputy Minister Buti Manamela. The department was prompted to engage, as students slept overnight and queued outside the gates of higher learning institutions this week. The DHET Minister Hlengiwe Mkhize, the Deputy Minister and Director General Gwebs Qonde also held a series of consultation meetings with stakeholders in the sector to address the concerns of students. – SAnews.gov.za

#coebacktothefuture A new journey begins for top achievers of the Ekurhuleni’s matric and university graduates, after City of Ekurhuleni’s Mayor, Mzwandile Masina awarded 220 ambitious learners full bursaries to pursue higher education. Speaking at the annual Academic Excellence Award Ceremony at Emperors Palace today, January 24, Cllr Mzwandile Masina congratulated the matric top achievers and graduates who have made the city proud. “It is precisely because of your victory against all odds that make today's event a special one. We commend all of you for a job well done and encourage you to maintain your spirit of hard work, dedication and commitment,” said Masina. The mayor added that it was great that in this lifetime, no academically deserving child would be denied a chance at education because of their family circumstances. Mayor was referring to recent government’s announcement of free education. The mayor, further, noted that his administration has increased the city’s bursary fund from R 10 million to R100 million and that they are still committed to their mission of laying the groundwork for the establishment of the city’s first University. This coupled with the announcement of free education for all poor students will surely open wide gates of leaning. The city’s new bursary intake adds to over one thousand learners that are still perusing their studies through its bursary scheme and over 2000 learners are on the Ekurhuleni experiential training programme. The bursary scheme will cover the bursary holders’ full Registration fees, examination fees, tuition materials, full amount of prescribed textbooks, accommodation; and other related expenses subject to approval by the city’s bursary committee.

TREND OF THE WEEK: #MARKFISHCHALLENGE Celebrities who knew the late, great Hugh Masekela took to social media to send their tributes. Some even posted memories of them with the recently passed jazz musician and Africanist. But one fellow by the name of Mark Fish (yes, the man who played for Bafana during their heydays) mistakenly posted a picture of him and music legend Sipho ‘Hotstix’ Mabuse instead of one with him and Bra Hugh. The social media community in Mzansi was so fast, that they caught the tweet (a post on Twitter) and it went viral. This began a flood of posts of Mark Fish and other celebrities with a false caption. Enjoy some of the best ones we picked out on social media. Being the last week of January, #markfishchallenge certainly is the funniest social media craze we had this year.

Local EFF opens community pool by force! After publicly condemning the closure of the Ratanda Swimming Pool, the EFF Lesedi sub-region members rolled up their red sleeves and decided to fix the pool themselves. On Saturday, January 20, the local ‘fighters’ bought buckets and cleaning tools to help get the pool operational. This fix was a temporary

solution for kids in the community to enjoy and play. The local EFF’s attempts excited the bored bunch from the area to come and play in the cleaned up pool area. But because there are no infrastructure and equipment to properly manage the pools, the solution was short lived. During the festive season, the kids in the township

resorted to finding river streams and water holes as alternatives to the closure of the local pool. Just before the schools reopening, community has seen kids drowning in one of the popular swimming holes. To add to the woes, the lack of playground facilities and sports fields creates a culture of neglect to the children in the area.

Indigenous Knowledge Systems (IKS)

I

used as a way to: “Emancipate an African voice” at Freedom Park

Kgomotso Lekalakala Research Specialist writes

ndigenous Knowledge System (IKS) is a rich body of knowledge which is embedded in African cultural; spiritual and ecological diversities, which African people have drawn from to resolve specific environmental, ecological, developmental, cultural and spiritual challenges they were faced with since time immemorial.

This indigenous body of knowledge manifests itself in areas ranging from cultural believe systems which includes issues of spirituality; agricultural practices (animal and food production); environmental (which also includes climate change); ecology; socio-economic issues including health and astronomy. During the apartheid government; IKS in South Africa, as well as practitioners within this system were marginalized, suppressed and subjected to ridicule. This negative act had profound negative impact on the indigenous people, which also resulted in the distortion of their social, cultural; spiritual, scientific and their socio-economic ways of life. Even in the newly elected democratic government in South Africa; indigenous people across every measurement of socio-economic status and well-being, across all age groups, gender, geographical circumstances; indigenous people are still severely disadvantaged. The disadvantages that they face have the potential to increase and further entrench the disproportion between indigenous and other sectors of society. This will remain a huge problem for South Africa; unless efforts are urgently embarked on to redress the ongoing inequalities in respect to the indigenous knowledge system of these communities and specific knowledge and traditions within. With the above in mind, Freedom Park has been established by our newly democratic government to redress some of the inequalities and promote IKS to benefit its indigenous owners and users. This redress is seen throughout: • The designs of the elements and the symbols at the park, which are designed using IK; • The content and exhibition at the museum/ interactive centre called //hapo; • Through Education programmes and Storytelling; • Research work that is unearthed within the organic intellectuals (knowledge holders and practitioners) that resides within our traditional villages; • Interfaith activities and programmes Most importantly, Freedom Park also bears testimony to redressing our Indigenous Knowledge Systems which are not only embedded in South African culture but covers cultures of the African continent and the diaspora. To be continued... Second part of this 3-piece series will be published next week.

IKS CONFERENCE TO CREATE A KNOWLEDGE-SHARING PLATFORM! Mapepeza Reporter

The culturally vibrant Freedom Park formed the backdrop for the Indigenous Knowledge System Documentation Centres (IKSDC) knowledge-sharing forum. Located in Pretoria, Freedom Park is a memorial to honour those who sacrificed their lives to win freedom. It also celebrates and explores the country's diverse peoples, and our common humanity. It was in this setting that stakeholders from across the country gathered and discussed a wide range of issues pertaining to the documentation, protection and management of indigenous knowledge. For the first time, all nine provinces were represented and participated in the discussions. With the forum aimed at creating a knowledge-sharing platform for IKSDC teams, the discussions focused on the vision behind the National Recordal System (NRS), reviewing the state of documentation across all IKSDCs, refining the NRS documentation processes across the provinces, and sharing best practices across IKSDCs. The CEO of Freedom Park, Jane Mufamadi, said that one

of the strategic objectives of the conference was to establish mechanisms to promote, protect and preserve IKS. "According to the South African Social Attitudes Survey, many people believe that IKS can be leading contributor to South Africa's progress and development," she said, adding that government was doing more to support communities

of moving this nation from conflict to reconciliation. Gauteng Sports, Arts and Culture, and Recreation Head of Department, Monica Newton, encouraged participants to use the conference as an opportunity to document not only what people had done in the past but also what people are doing at present. The Department of Science

involved in IKS, to promote small business using IKS, and to invest more on protecting IKS. Also addressing the event, Promise Khumalo, founder of Pan African Genesis said, "indigenous people have the ability to interpret and react to people's modern lifestyle challenges in creative ways, drawing on our traditional knowledge and other technologies to develop solutions, but IK practitioners are not recognised or protected." Pan African Genesis is a nonprofit organisation focused on the socio-economic upliftment of South African military veterans and founded on a principle

and Technology's Chief Director: Science Missions, Dr Yonah Seleti, said, "Indigenous knowledge needs to be protected because using IK we can create our dreams and future." He added that IK was about community-centred development and collecting knowledge. He believes that IKS is important to our society, and that people need to go back to indigenous knowledge. The conference looked at using regional, national and international instruments for the promotion and protection of IKS, using technology for innova-

tion and entrepreneurship, and developing a system of accreditation and certification for IKS holders, as well as challenges and opportunities for IKS in the education system. Indigenous knowledge generates value that is currently not recognised and compensated adequately, and IK holders are not rewarded when their knowledge is appropriated in the system currently in place. Indigenous knowledge can help to meet the broader objectives of society, for instance conserving the environment, developing sustainable agriculture and ensuring food security, and its protection encourages the maintenance of traditional practices and lifestyles. The two-day event, which started on 22 January 2018, was held under the theme “Reclaiming the future of indigenous knowledge’’. "Indigenous people have the ability to interpret and react to people's modern lifestyle challenges in creative ways, drawing on our traditional knowledge and other technologies to develop solutions, but IK practitioners are not recognised or protected." - Promise Khumalo, founder of Pan African Genesis

Wednesday, 22 January 1879 On 22 January 1879, the British Army suffered its greatest defeat in Africa when 24,000 Zulu soldiers overran a British camp of 1 700 near Isandlwana Mountain. Over 1 300 of the British force were killed, with only 60 Europeans surviving. The battle lasted only four hours. Just under six months into the war, on 1 June 1879, an escort of British troops accompanied by the French Prince Imperial, Napoléon Eugène Louis Jean Joseph, a descendant of Napoleon Bonaparte, was ambushed outside Ulundi. Louis was killed in the ensuing clash. The short-lived Zulu War of 1879 ended on July 4 at the last ritual battle of Ulundi where the old Zulu order was smashed forever and King Cetshwayo sent into exile. The battlefield of Isandlwana became a site of commeration in later years.

Create a monthly budget and stick to it

We have put together some handy tips to guide you as you embark on the journey to improve your personal financial management in 2018: Borrow as little money as possible – Borrowing to fund your children’s education or to buy a house can be a good thing. But borrowing for consumables—such as groceries, a holiday or designer clothing—can condemn you to a lifetime of debt. Only borrow for what you really need. Plan the repayments before you apply for a credit card, a clothing card, a bank overdraft, a personal loan or any form of credit. Also take into consideration charges such as interest rates as they will negatively affect your ability to save. Avoid stretching the repayment over too many months as that will cost you more in the end. Signing – Never sign a blank credit agreement as you will not have control over other

you might need them in the future. Start saving consistently – Put aside at least 15% of your income every month in a safe investment. Save for your retirement as well. If 15% sound too hard, start saving 1% of any money you receive and never touch it. Pay your debts on time – Paying late or failing to pay the full instalment will adversely affect your credit rating and possibly your ability to take out credit in the future. If you think you will not meet your monthly instalments, contact your credit provider immediately and try to re-arrange payments. Do not wait until you skip payments. Prioritise your home loan – You don’t want to lose your home. Check your credit report regularly – This way you’ll be able to identify any errors and correct them. Under the National Credit Act, a registered credit bureau must provide you with one free copy of your credit report each year. Additional copies come at a cost.
