Head-on collision on R23 road Heidelberg police and paramedics rushed to the scene when a head-on collision between two vehicles occurred at the R23 road in Heidelberg on October 25. “Police opened a culpable homicide case after a middle-aged driver lost his life along the R23 near Overkruin suburbs,” said spokesperson Captain Tshilate. Circumstances that led to the accident are still being investigated. According to police, the driver of the second vehicle also sustained serious injuries and was taken to the Heidelberg Hospital for medical treatment. “The wife of the driver of the white van sustained critical injuries and was airlifted to the Union Hospital in Alberton. Heidelberg police station commander, Colonel Dorothy Viljoen is appealing to local motorists to obey the rules of the road and avoid unnecessary accidents and deaths.

Eight appear for murder of Mayoyo! The Balfour community is in shock and fury after eight suspects appeared in court on Tuesday, October 20 for the murder of well-known funeral businessman, Jabulani Isaac Nkosi, also known as 'Mayoyo'.

Jabulani Nkosi (58) was killed at his home in Balfour on 19 January 2020 in the evening. This was a week after he returned from hospital where he survived being shot by two armed men. “According to reports, Jabulani Nkosi, was at his home when suspects entered his house and fired several shots at him before fleeing the scene.

Police as well as Paramedics were apparently notified by a member of the public about the incident and they swiftly responded. Upon arrival, Nkosi was declared dead by the medical personnel on the scene,” confirmed Mpumalanga SAPS

Brigadier Hlathi in a statement. Police investigations have successfully led to the arrest of the suspects in connection with Mayoyo's murder. They unearthed information which revealed that his wife as well as other suspects, including some family members, were allegedly part of the plot that orchestrated his death. The suspects appeared at the Balfour Magistrates Court and the case was postponed to 19 November 2020. The family members of Mayoyo have expressed their anger and pain on this matter, encouraging the community to join in solidarity of getting justice. Footage of Mayoyo’s father in the gravesite was sent to us and we mistakenly identified him as a sangoma. This caused a lot of confusion as he was dressed in Swati traditional attire. Another mistake made was identifying the woman in the video as Busi Mitta Nkosi, the wife of Mayoyo. Three unidentified bodies, community help wanted! Katlehong Police are requesting community assistance in identifying three unknown deceased bodies that were found in Katlehong at different places.

School classes set alight! Six mobile classrooms were set alight and the seventh one vandalised in the absence of scholars in Thabotona primary school Tsietsi section in Katlehong, City of Ekurhuleni.

“Disaster and Emergency Management Services firefighters from Zonkizizwe fire station received the alarm at 11H25 on Monday (October 19), asking for their intervention for well alight portable classrooms. According to the information on scene, members of the school governing body and the parents are demanding brick and mortar structures to be erected unlike mobile classrooms that are currently being used by learners,” said emergency spokesperson William Ntladi. On arrival of firefighters, six classrooms were already blaz-

ing and destroyed by flames. Some of school furniture, tables and chairs were found burning outside the classrooms as well. No casualties were recorded on scene from both firefighters and some of the school staff members present at the time of the fire. An inquest docket has been opened by the South African Police Services (SAPS) on scene and police are investigating.

Parents Arrested For Torching Classrooms

The Gauteng Department of Education later responded saying several Katlehong residents were arrested for the torching of a primary school in the community earlier in the week.

This story is told from the perspective of Enchanted (Chanty) Jones, a 17-year old aspiring singer. She has dreams of hitting it big as a singer and getting a record deal to record her songs. While auditioning for a singing competition, she meets Korey Fields, 28 year old singer, who is one of the hottest R&B singers on the scene. Through out the book Enchanted's dreams are turned into a nightmare. One morning Chanty wakes up covered in blood with no memory of what happened the previous night. Korey Field is dead, who killed him? This story is the hidden burden placed upon many woman. Serious issues are explored in this novel. Reality is exposed. I feeli like this story is inspired by the R.Kelly case (if you know, you know). The ending has a huge twist. "And if I love him hard enough, Maybe, just maybe, I can keep the dark side away" this broke me coming from a 17 year old girl. Miss SA takes it for her community! Shudufhadzo has great plans to tackle mental health stigma!

The radiantly-beautful Shudufhadzo Musida is the new Miss South Africa. First runner-up was medical doctor Thato Mosehle (25) from Klerksdorp in the North West who received R250 000 in cash. Second runner-up Natasha Joubert (23), a B Com graduate from Pretoria, Gauteng, collected R100 000. For the first time in the history of the Miss South Africa pageant, the trio will represent the country at the world’s three most prestigious pageants. Previously, the Miss South Africa Organisation has sent a representative to both Miss Universe and Miss World, but will also now be fielding a candidate to Miss Supranational. It will only be revealed at a later date which contestant will go to which pageant. Shudufhadzo’s mother, Thandi is a real estate agent and she has a 13-year-old sister Zwonka. In her Miss South Africa acceptance speech, Musida said: “It took an entire village to get me here and I would like to thank all of you for being my village. I stand here today as your Miss South Africa with immense pride and joy to be representing such a beautiful nation – one of the first Venda women, but certainly not the last – to become Miss South Africa. Is your Crèche/ ECD Centre Registered? The Gauteng Department of Social Development urges you to register your crèche/ Early Childhood Development as running an unregistered Crèche is illegal. Parents must ensure that the crèche/ECD is registered by checking at their nearest Social Development Office.

PROCEDURES TO FOLLOW WHEN APPLYING FOR REGISTRATION STEP 1: HOW TO REGISTER YOUR ECD CENTER/ CRECHE/ PRE-SCHOOL?

Any person intending to establish an ECD centre must contact nearest Municipal offices to apply for a health certificate/ permit to operate an ECD centre

STEP 2: WHEN IN RECEIPT OF HEALTH CERTIFICATE/ PERMIT

Contact your nearest Regional Department of Social Development where the following will be discussed by the Intake officer: • Registration requirements • Legislative mandates • Registration procedures • Norms and standards • Registration documents • Monitoring processes The Social Worker or a person authorized by Gauteng Department of Social Development will provide the applicant with requirements for registration and relevant documents to be completed: • Application form (form 11 & 16) • Annexure A form (details and qualifications of staff members) • Annexure B & C form (menus for different age groups) • Form 29 (to be completed by the manager of the center) • Applicant to apply for emergency certificate (evacuation plan) • Lease agreement if applicant is leasing the building • Organizational profile • Approved building plan Incomplete documents will not be accepted and will also delay the registration process to begin. If all documents required for registration are submitted, they will enable the evaluation process for registration to begin.

STEP 3

When all documents are properly completed and all documents listed in step 2 have been submitted, the Social Worker or any person employed and authorised by the Gauteng Department of Social Development will: • File will be allocated to a Social Worker to manage the process further • Conduct a site visit (assessment of the center, general care of children, administrative systems and financial systems) • Complete an inspection form • Make a decision on the type of registration certificate to be issued • Issue registration certificates for Partial Care Services and ECD programme. The certificates to be signed by the Regional Director • Full registration certificate will last the period of 5 years • Conditional registration certificate will vary from 6 month to 1 year

How long does the registration process take?

In terms of Section 82 (1)(a) of the Children’s Act, 38 of 2005 consideration for registration should be made within six month of the receipt of the application documents.

How much will cost the applicant to apply for the registration of Partial Care & ECD programme? • Assistance provided by the officials employed by the Gauteng Department of Social Development is free • Registration documents and forms issued by the Department of Social Development are free • No fee for the issuing of the registration certificate • Registration as a Partial Care & ECD programme does not automatically guarantee funding • Registration of Partial Care & ECD programme is to comply with the legislation (Children’s Act 38 of 2005

• Site visits will be conducted to assess compliance with conditions for registration and norms and standards • Partial Care & ECD monitoring forms to be completed by the authorized person

What are the beneﬁts for registration?

• The benefits are in two-fold that is to protect children as well as the management of the ECD center • The ECD center will be operating legally and in compliance to norms and standards • The ECD center may qualify for a subsidy • The ECD center can benefit from free capacity building programme and other programmes conducted by the officials employed by the Gauteng Department of Social Development • Practitioners employed in the registered ECD centers can be trained on NQF level 4 free of charge through Gauteng Department of Education

What are the implications if the ECD centre is not registered? • The center will be contravening the Children’s Act 38 of 2005 by operating illegally • Notice of enforcement can be issued to such ECD center • The Department of Social Development may approach High Court to enforce the operator to cease operation • The ECD center is compromising the care and safety of children

How should parents/ caregivers identify a suitable ECD center for their children?

• Parents/ caregiver should ensure that they enroll their children in a safe and secure ECD center where the child’s best interest is paramount • Parents/ caregivers should verify if the ECD is registered with the Department of Social Development (registration certificate with Gauteng logo is displayed) • Parents/ caregivers should enroll their children in an ECD that will provide the best possible stimulation programme and curriculum to ensure that the child is ready for a primary school at an appropriate age • Parents/ care givers should ensure that the curriculum offered by the ECD is recognized by the Department of Education (National Curriculum Framework, Montessori etc.), teachers or practitioners has relevant qualifications, children are provided with suitable nutrition that matches the needs of their children • Parents/ caregivers should honor commitments by paying the agreed upon fees for their children • Parents/ care givers should be part of the ECD, assist where ever possible (fundraising activities etc.) • Parents/caregivers are the “child’s first teacher” therefore, parents/caregivers’ involvement in all areas of their children’s life is critical for their children’s development

GP reopens relief funds for sports, arts sectors! Closing date for applications is the 30th October

The second phase of Relief Fund applications has reopened for individual applicants in the sports, recreation and arts industries. Thus is efforts from the Gauteng Department of Sport, Arts, Culture and recreation looks to get its sectors up and running again. “This second phase, is earmarked for individuals running programmes within the sectors of sport, recreation, culture and creative industries, also targeting those at local and community level. Only Gauteng based individuals with projects that are implemented within the province can apply on or before closing date on 30 October 2020,” explained the department. Sport and the arts have been some of those most affected by lockdown restrictions, hence the department wants to scaleup its intervention efforts,

especially for those with limited or no assistance. “We have previously received applications but unfortunately a lot of people couldn’t apply because of lockdown regulations which restricted their movements.

Now that we are on level 1, we believe a lot of people will now have a chance to apply and not only those with access to resources including online platforms as it were,” said the MEC for Sport, Arts, Culture and Recreation, Mbali Hlophe. In the first phase a few applications were received, hence we embarked on thes roadshows to make people aware of the funding,” said the MEC.
