Racism on ‘lockdown’ in Rensburg! City Of Ekurhuleni
YOUNG LADY STAGES PROTEST OUTSIDE ABUSER’S HOME!

When the nationwide lockdown started in late March, only essential services workers were allowed to continue working. When clinic staff worker, Refiloe Ramphone returned from work, she passed by the local U-Save store to buy airtime before going home. Nearing her house, a neighbour in his yard asked her what she was doing in the streets. Refiloe, not knowing who this man was, continued on her way. When he persisted, claiming everyone must stay home, Miss Ramphone was met with multiple racist ranting saying: “you K**firs are the reason this disease is going to spread!” The abuse went from bad to worse when was slapped on the face by this angry neighbour who used the derogatory words.
The incident occurred at Rensburg, a small township in Heidelberg. Refiloe has been living there with her family for years. When her father was told about the fight, he wanted to handle things himself, but called the police to confront the perpetrator. When police interviewed the suspect, he admitted he assaulted Refiloe and everything he said to her. A case was opened. Because of lockdown restrictions (being at level 5 at the time), Ramphone could not follow up with her case to court. She was not even contacted by police to provide progress on her case. “I called then a week later for a follow up and I was told the prosecutor said my case was not ‘strong enough’ because I hit him back,” explained Ramphone. According to her, the legal system has failed her twice. She believes that perpetrators are given favours to some extent - making cases like hers to not even get a day in court. “I’m so angry! Crash takes four lives!
Three adult males and a female died instantly with three others sustaining critical injuries after a head-on collision involving two vehicles. The horrendous incident happened on the M7 Road linking Katlehong and Zonkizizwe on Thursday, July 2. “Rescue teams from both Palm Ridge and Zonkizizwe fire station responded promptly to the scene immediately after the reception of the call. On arrival, all three deceased and two injured patients from the hatch-back, were found lying scattered around the scene.” “Jaws of Life had to be used to recover the critically injured driver (Male) from the bakkie who was still trapped behind the steering wheel. The fourth deceased female passenger was from the bakkie. She was as well found lying next to the vehicle,” explained City emergency spokesperson William Ntladi.

The injured victims received medical treatment on scene before being transported to Thelle Mogoerane Regional Hospital in Vosloorus. The deceased were handed over to the Forensic Pathologists to be taken to an appropriate facility in Germiston. “The call was a walk-in report midday in Palm Ridge fire station by the police. The road had to be closed during the entire operation for traffic flow. Scene was then handed over to the Traffic Officers from the City of Ekurhuleni for further investigations,” Ntladi concluded.

No tariff increase for Ekurhuleni!
The City of Ekurhuleni has decided not to increase the municipal tariffs that are within the control of the City, and relaxed credit control and debt management due to the unprecedented COVID-19 circumstances.
This was announced by the Member of the Mayoral Committee for Finance and Economic Development Cllr Doctor Xhakaza (pictured) who delivered the City’s 2020/21 Budget at Germiston Council Chamber on Thursday, June 25.

This package will come at a cost of R956 million to the City. The social package is set to increase by R300 million from R3.8 billion to R4.1 billion this financial year. This is in addition to the R956 million relief that comes with the new tariff structure.
The COVID-19 pandemic has created additional strain to strained municipal revenues. For instance, the City was forced to adjust the budget downwards from an approved MTREF Capex of R7.4 billion in the current financial year to R4.9 billion in the coming financial year – a move that has massive impact on the City’s infrastructure delivery programme.
“In the quest to bring dignity to our people and provide a better life for all, we will continue with the social package. It must be made clear that we do that because we understand that our people deserve a compassionate government now more than ever,” said MMC Xhakaza.
“Despite our stretched finances, as a caring and responsive government, we have heeded the call. After carefully considering the dynamics and the resources at our disposal, we are proposing NO increase of municipal tariffs that are within the control of the City,” MMC Xhakaza said.

To minimise the effects of the lockdown on the ratepayers, interest on current arrear debt accrued from 1 April 2020 are suspended for a period of six months; with payment extensions; debt payment.

Informal settlements that have not been electrified tend to be dark at night, making residents vulnerable to crime. As part of the Ekurhuleni’s programme to make informal settlements habitable and restore human dignity by installing basic services, the City has installed solar high masts lights at Tsietsi Phase 5, in Katlehong. The solar technology provides a low cost, low maintenance lighting to communities. Ekurhuleni experiences electricity grid overload in winter seasons due to illegal connections and meter bypass, resulting in outages in some areas. Renewable energy such as solar provides energy source to communities without adding further load to the electricity grid. Residents are urged to protect this infrastructure as it is for their own benefit, and other communities are also in need of the same infrastructure, provided through limited government resources.
