Gauteng Province recently hosted the SMS Conference to focus on the provincial government’s main decision makers to uild a culture of integrity, transparency, accountability, ethics and good governance..
Gauteng Premier, David Makhura made a clarion call to Senior Managers to continue to put people first. During his address to the annual senior management (SMS) conference of the Gauteng City Region, he also warned that public servants who do not serve with integrity have no place in the province. “We know that our people want a government that honours its commitments. In this province, failure is not an option. Incompetence is not permissible and corruption is not acceptable,” said Makhura. The second annual one-day conference which was held in Ekurhuleni on April 30 (Wednesday); was attended by senior managers from provincial departments, municipalities and government agencies across Gauteng. The key questions for this year’s conference were how to build state capabilities to implement the National Development
Plan (Vision 2030) through Gauteng’s Transformation, Modernisation and Reindustrialisation (TMR) programme. The conference also focused on how to build a culture of integrity, transparency, accountability, ethics and good governance. The conference was addressed by international and local speakers and academics. Amongst others, speakers included Deputy President Cyril Ramaphosa; Public Service and Administration Minister Ngoako Ramatlhodi, Public Protector Thuli Madonsela and Mr Nick Rodrigues, of Delivery Associate based in Washington DC, USA. Addressing delegates, Deputy President Ramaphosa said that the public service is a critical tool at government’s disposal to discharge its mandate to improve the lives of the people. Minister Ramatlhodi emphasised the need to recruit and retain skilled and
competent senior public servants. “It is important that those appointed in the public service are skilled and competent to deliver the much needed services that would improve the lives and living conditions of all our people, especially the poor,” said Ramatlhodi. Advocate Thuli Madonsela commended Premier Makhura for “walking the talk” in acting on the Public Protector’s reports and remedial action. Premier Makhura also announced that the City Region has established governance and planning roadmap, which would ensure that all public servants in the Province are well equipped to deliver on the TMR programme. “This roadmap depicts the vision of a developmental, integrated, capable and modernised Public Service in Gauteng,” said Makhura.

The University of Mpumalanga will become an instrument of progress and a beacon of hope, says Deputy President Cyril Ramaphosa (pictured above), who is also the first Chancellor of the university. Speaking after his installation as the university’s first Chancellor on Saturday (2 April), Deputy President Ramaphosa said the university should become a vital element of social, cultural and economic lifeblood of the province. “It should develop the skills that the economy needs to grow, to diversify and to create jobs,” he said. He said the university, which opened its doors to its first students in 2013, should promote an intellectual culture that thinks and rethinks the assumptions on development. “This young university, among the first established in a free and democratic South Africa, is an emphatic affirmation of our determination to employ our sons and daughters in advancing the victories of peace. “The University of Mpumalanga exists to create opportunities. It must generate ideas and develop the technology that will be used to tackle poverty, hunger, diseases and environmental degradation,” he said. “The University of Mpumalanga has a vision to produce thinkers and
leaders who see education as a service to humankind,” he said. The Deputy President also called on the students not to destroy or burn the university. “This University is not to be burned or thrashed. When there are problems, there are ways to deal with them,” he said. The Chancellor said the university should join other universities in ensuring that no person is denied access to higher education because they are poor. “We need to work together to develop funding mechanisms that are sustainable and ensure a high quality of education,” he said. As Chancellor of the university, Deputy President Ramaphosa will preside at the first graduation ceremony at the university at a date still to be announced. Congratulating the new Chancellor, Mpumalanga Premier David Mabuza said he was happy that he was part of a team that came with the idea of building a university in the province. “On behalf of the people of Mpumalanga, I want to congratulate you as the new Chancellor of Mpumalanga University. “Our people in the province used to travel long distances to acquire education,” he said.

There really is not much sense in approaching the CeO of Mtn or Coca-Cola about an idea/project of developing disposable diapers/ nappies fitted with an alarm device that goes off when the baby has done a number one or twos’.
When drafting your proposal bear in mind the environment and situation of any busy leader, CeO, president, or company director. take into mind the many activities and tasks they have to get through in any given day, the many emails, requests, proposals, and other correspondence they have to read, decide upon, and probably sign off or reject with legitimate justification. i dare not even mention the countless meetings they have to find time for. it’s plain to see that for these people a 24 hour day is not enough to get through everything they have to, so clearly they don’t always have the time to read through lengthy proposal, especially from people they don’t know. Their time is limited, use it wisely. so what does all of this tell us about a winning proposal? 1. it should be dated at the top with the current date, addressed to relevant person in his/her correct title and correct company address (do not misspell names) 2. it has to be brief or short. 3. it has to get to the point quick. (i know some CeO’s who will hang up the phone on your ear if you don’t quickly state who you are and what you want) 4. it must be simple to read without requiring the reader to get a dictionary, thesaurus, or encyclopaedia. (Big words are at best annoying when you are not reading a novel, book, citation, or thesis) 5. Check your grammar and spelling. 6. Your intentions and message need to be clearly communicated and sincere. 7. Your proposal must sell you and your idea.
