SONA 2017: RADICAL ECONOMIC TRANSFORMATION

Radical economic transformation will be at the centre of Government's priorities for 2017, President Jacob Zuma declared on Thursday night (February 9), during his televised annual address to the nation.

“Today we are beginning a new chapter of radical transformation, the state will play a role in the economy to drive that transformation," the President said in the State of the Nation Address given to a joint seating of parliament. The State of the Nation Address comes at a time when the economy is not growing fast enough to create much needed jobs in the country. President Zuma said the government anticipates an economic growth rate of 1.3% in 2017. But, unemployment remains a huge challenge, hence Government's nine-point plan to restore growth so the economy can create jobs, he said. HEIDELBERG Police arrested four suspects, aged between 18 to 32 years old, for possession of suspected stolen property after they were found loading slaughtered cattle in a white bakkie (van). The arrest took place at Jordaan Park suburbs in Heidelberg on Monday afternoon, January 6. RAF resumes payments

THE Road Accident Fund (RAF) has resumed payments to claimants, service providers, stakeholders as well as caregivers who were affected by the delays in payment following the attachment of the RAF’s bank account by the Sheriff of the Court. “During the course of last week, the RAF bank account was attached by a few legal firms who sought to extract immediate payment at the expense of many claimants and other service providers. The attachments have been lifted and payments have resumed,” the Department of Transport said on Wednesday, February 8.

President Jacob Zuma has expressed deep sadness and extended his heartfelt condolences on the passing of South African rugby legend and former Springbok captain, Joost van der Westhuizen. Van der Westhuizen passed on Monday morning, January 6, following a long battle with motor neuron disease. Van der Westhuizen was admitted to ICU on Saturday morning after being described as critical. “South Africa has lost a legend and one of the best rugby players that the country has ever produced. On behalf of government and the people of South Africa; we send our heartfelt condolences to Mr Van der Westhuizen’s family. May his soul rest in peace," said President Zuma. The department said the RAF will catch up on the payments that were delayed as soon as is possible and will increase their transacting limits to maximize the value of payments to be made in the next few days. “While the number of firms and the costs involved varied during the course of the attachments, we now have a consolidated view of what transpired and further note the activities that exacerbated the complete cessation of payments by the RAF,” Minister Peters said. Minister Peters has thanked the legal firms who have worked with the RAF within the strategy to ensure that the limited funding that is available is distributed equitably and fairly for the benefit of all crash victims. She said the continued support of the payment schedules and cash management strategy is a necessity if payments are to continue and for the RAF’s value chain and the interests of the claimants it serves to remain intact. “What remains as a concern for government is that the disruption on payments was intended to ensure that few legal firms’ claims are prioritised in a manner that prejudiced thousands of other claimants,” the department said. After signalling the driver to stop, one passenger a Mozambican National ran away. On Police searching the motor vehicle, they found the bakkie fully loaded with cattle carcasses. The arrested suspects have appeared before Heidelberg Magistrate Court.

New Health MEC, Dr. Ramokgopa sworn in!

IN a statement released on Monday (February 6), the provincial government announced that new MEC for Health, Gwen Ramokgopa has been sworn in. A disciplinary hearing against health officials implicated in the report commenced three days earlier on February 3. The Gauteng Provincial Government has announced that it has commenced with implementations of the health ombudsman, Malegapuru Makgoba’s recommendations following the release of the Report on the Circumstances Surrounding the Deaths of Mentally Ill Patients in the Gauteng Province. This comes after Premier David Makhura’s assurance that he will fully and urgently implement the recommendations without any delays. The provincial government said that it has established a team which is co-chaired by the Director-General in the office of the Premier, Phindile Baleni and national Health Department DG, Precious Matsoso. The team also compromises of senior officials, mental health specialists, doctors, psychiatrists, psychologists, nurses, occupational therapists, civil society organisations and family representatives to respond to the recommendations.

The Gauteng Mental Health Marathon Project (GMHMP) has been stopped and a team of specialists and officials are visiting the affected NGOs to find suitable institutions for patients and are said to have been advised on avoiding negative impacts. Forensic investigations are underway, and the provincial commissioner of the South African Police Service has been requested to centralise all the cases related to the GMHMP, to ensure that they are prioritised. The national department of health has started with the process of reviewing the licenses of the 27 NGOs. Consultations by Premier Makhura and Minister for Health Arron Motsoaledi, with the affected families are underway on alternative dispute resolutions, more so to offer closure and redress. Provincial spokesperson, Thabo Masebe said: “Gauteng Health will work together with the National Department to overhaul mental healthcare in the province.” He also said that the World Health Organisation has contacted the department to provide expert assistance in the reestablishment of quality mental health care in the province. -GPG

EKURHULENI SUCCESSFULLY IMPLEMENTS 1ST PHASE OF THE HARAMBEE BRT SYSTEM! Reported By Anatola Mofoka

WEDNESDAY, January 8, was a historical day in the City of Ekurhuleni as a vision became a reality. The much anticipated Phase 1 implementation of the BRT #Harambee. Phase one included the testing of the buses and route between Kempton Park and Tembisa. Executive Mayor, Cllr. Mzwandile Masina together with MMC of Transport, Cllr Petrus Mabunda were joined by major stakeholders in the City of Ekurhuleni such as South African National Taxi Council (SANTACO) and the National Taxi Association (NTA).

Mayor Masina stated that many lessons can be drawn from the other cities regarding their implementation of the system. The Mayor further stated that the testing of BRT system will start with eight buses and a total of R800 million has been invested in the infrastructure of the project. MMC Mabunda indicated that the traffic management centre in Kempton Park is one of the best centres in Africa, where the testing of the buses took place.

“As the association, we are not here to compete with the BRT system to but to complement and to ensure full cooperation for the benefit of the people of Ekurhuleni,” he said.

Mr Peter Mashego of SANTACO explicitly said that the association welcomes this initiative.

The next phase of the system will begin in the operation of 40 buses in the area of Tembisa and Kempton Park.

Features inside the Harambee buses include spacious seat some fit for people with disabilities, the bus is certified to carry 90 passengers, including a wheelchair bay, plus a Stop Request button to alert the driver immediately when pressed.

This table means that the city needs to consume 842 kl every month to achieve a 15 percent savings rate.

Any consumption below 842 kl means residents have used less water and therefore exceeded the 15% target. Any consumption above 842 kl means the city is using more water than the target and the percentage would dip below 15 percent. As at 31 January 2017, the Vaal Dam was at 63.5 percent. With winter approaching, the dam needs to be at 80 percent to enable the city to have sufficient water before summer rains begin later in the year. The national department will review water restrictions in May this year. Water restrictions are still in place and include: •

The BLF26, as they are infamously known were accused of the abovementioned charges by the office of the Public Protector when they protested outside Advocate Thuli Madonsela’s offices in July last year, but which resulted in the 26 members being arrested and subsequently imprisoned for eight days in the Pretoria Central Maximum Security Prison. According to a statement by the Black First Land First organization: “On January 12, a day after BLF concluded a successful meeting with the new Public Protector, Advocate Busisiwe Mkhwebane, where inter-alia the report of the stolen R26 billion was addressed, a leaked report of the Public Protector indicated that ABSA must pay

back the amount of R3.2 billion that it had unduly benefitted from as a result of certain “lifeboats”. This finding which relates to only a part of the R26 billion stolen from the South African Reserve Bank (SARB), absolves the BLF of any wrongdoing and by extension the protest action of the BLF 26 on 18 July 2016.” The BLF claims that the charges placed against its 26 members are trumped-up and baseless. “The State does not have a case and the charges must accordingly be withdrawn,” said the press statement. BLF has vowed that it shall not stop until the entire R26 billion is recovered and utilized towards the Fees Must Fall campaign and the empowerment of the black unemployed youth. “Furthermore, once the charges are dismissed, which BLF is certain will happen, the movement will sue the former Public Protector for both defamation and wrongful prosecution,” concluded the organization in the statement.

S part of his birthday celebration this year, the Zonal Secretrary of ANC youth league Andile Mngwevu, in partnership with Asazi’sophelelaphi donated 100 uniforms to 10 primary schools in Kwa Thema, Ekurhuleni, on Monday, February 6 through his #GivingBackWithLoveCampaign. Mngwevu said that this is the beginning of an ongoing programme by the Andile Mngwevu Foundation which is aimed at making difference within the commities. “Asazi’sophelelaphi requested to do a party for me but I thought that it would be correct that we introduce an element of charity and invest in the education sectory, particulary in the primary level. We want to kill the perception that partying is all about fun and alcohol and the lpurpose is to ensure that young people are given an opportunity to attend their primary education with a smile and dignity,” said Mngwevu. Beneficiaries of this intiative were 10 learners from Mngwevu’s former school, Qedusizi Primary School, including learners from Gorogang Primary School, Zamani Primary School, Nkabinde Primary School, Tshimong Primary School, Khangezile Primary School, Ntokozweni Primary School Muzomusha Primary School, Theo-Twala Primary School, and Langaville Primary School. “We are very happy for this gesture and we really appreciate the donations because it will also teach te children about the importance of ploughing back to the community, said Bethwell Mhlanga, Principal at Qedusizi Primary School. The newly elected ANC Chief Whip of Council in Ekurhuleni, Jongizizwe Dlabathi, was also present at the event. “We are here to support one of the community members because when the schools opened this year, we started the Back to School Program and requested people to help the needy. We are very happy and grateful for his contribution so that the children can feel that they are not neglected,” said Dlabathi.

CRICKET SA has formed cricket hubs and Regional Performance centres (RPC) across 9 provinces in South Africa to develop and maintain effective cricketing structures from grassroots level right through to senior cricket. Cricket was regarded as a game for the privileged but Cricket SA has extended its reach beyond these walls and brought the “gentlemen’s “sport to the townships of South Africa with a focus on poor and previously disadvantaged communities. On the playing front, the hub literally is a hive of activity, taking in club cricket, the schools cricket league, the Coca-Cola T20 schools league, the inter-hub games and 50-over matches. Petros Mofokeng said “the community, especially the parents of the cricketers can’t go and support their kids when they are playing outside of Duduza because they don’t work”.
