Transport Minister Dipuo Peters has called on members of the public to make a meaningful contribution to the process of formulating the country’s National Rail Policy. This comes after Cabinet last month approved the release of the Green Paper on National Rail Policy for South Africa for public consultation. Speaking at the launch of the National Rail Policy in Johannesburg on Tuesday, September 22, Minister Peters said railways in South Africa operated almost more than a century without an overarching Policy framework that guided its development. “We cannot wait till the last coach, wagon or locomotive is off the tracks to make decisions. “Government had promised to accelerate the roll-out of a massive economic and social infrastructure programme, especially
in energy, public transport, ICT and water supply to unlock economic opportunities, create jobs and improve the quality of life of our people,” she said. She said the railway line and its railway stations have played a pivotal role in the day-to-day lives of communities especially those in the rural areas. She said apart from the telegraph line, the railway was often the vital link to the outside world. “Before the Second World War, few people had motor cars or access to any such transport other than the iron horse and carriages. “The railway station was often the hub of public and business life, a social rendezvous for arriving and departing passengers, and a point of collection and delivery for townsfolk and businessmen,” the Minister said.

This, according to the department, is the first step towards the formulation of a policy that will address the challenges facing the rail sector. According to Minister Peters, the Green Paper will create a foundation and framework to stimulate discussion for the development and finalisation of the White Paper on National Rail Policy. The Green Paper proposes evidence-based interventions designed to revitalise South African railways. It also proposes the revitalisation of rail in South Africa through the implementation of strategically focused investment-led policy interventions. These interventions, according to Minister Peters, will reposition both passenger and freight rail for inherent competitiveness by exploiting rail’s genetic technologies to increase axle load, speed, and train length. – SAnews.gov.za

Presidency initiates the Board of Inquiry into the SAPS National Commissioner
President Jacob Zuma has in terms of Sections 9(1) of the South Africa Police Service Act, 1995, established a Board of Inquiry into the allegations of misconduct by the National Commissioner of the South African Police Service, and/or her capacity to execute official duties efficiently. The members of the Board of Inquiry are the following: • Judge Cornelis Johannes Claasen, Chairperson • Adv Bernard Sakhile Khuzwayo, member • Adv Anusha Rawjee, member The Board of Inquiry shall inquire into whether: 1. The National Commissioner acting together with other leadership of the South African Police Service or alone, misled the Commission by concealing that it had made the decision to implement a "tactical option”, taken at the National Management Forum (NMF) meeting on or about 15 August 2012; 2. The decision taken to implement the "tactical option” ought reasonably to have foreseen the tragic and catastrophic consequences which ensued;
3. The remarks by the National Commissioner at the SAPS parade on 17 August 2012 would have been understood to be an
unqualified endorsement of the police action and thereby having the consequence of undermining, frustrating or otherwise impeding the work of the Commission; 4. The report prepared by the National Commissioner for the President of the Republic on the 16 August 2012 and the media statement subsequently issued on 17 August 2012, was deliberately amended to conceal the fact that there were two shooting incidents (Scene 1 and Scene 2), resulting in misleading the public that all the deaths had occurred at Scene 1 which arose out of members of SAPS having to defend themselves from an advancing mass; 5. The overall testimony by the National Commissioner at the Commission was in keeping with the office which she holds and the discharge of her duties commensurate therewith. President Zuma has furnished National Commissioner General Victoria Phiyega with the terms of reference of the Board of Inquiry following her request for further clarity with regards to the inquiry, and has in addition accorded General Phiyega a further opportunity to make representations by the 28th September as to why she should not be suspended pending the final determination of her fitness to hold office. -PresidencyZA
TWO COUNTS OF MURDER – 21 YEARS OLD ARRESTED!
A 21 year old man was arrested on Sunday, September 13 for two counts of murder at Ratanda’s extention 7.
It is reported that the young suspect was with his rivalry group when they confronted a 22 year old victim, who deceased around March this year at extension 7 – Ratanda Township. According to police Captain Thivhulawi Tshilate, it is alleged that after a short argument, the suspect produced a knife and stabbed the deceased once on the chest.
The victim died on his way to the hospital. In the other separate incident, on Saturday, September 5 at about 2 A.M early morning, the suspect struck again when he stabbed someone once on the neck with a knife and died instantly. Through information from the community and thorough investigation by D/Cst Lehlohonolo Tsotetsi lead to the arrest of the suspect. .The arrested suspect will appear before Heidelberg Magistrate Court soon.

CAT FIGHT IN RATANDA WOMAN NABBED! A 29 year old suspect arrested on Sunday, September 13; for assault with grievous bodily harm (GBH) after she stabbed another young woman with a beer bottle on the back at Extension 1 Ratanda Township in Heidelberg, on 12 September 2015 during the night. On Thursday, September 17, a title deeds and project handover ceremony has hosted at Siyathemba Township in Balfour. In her address to the community, the Mpumalanga Human Settlements MEC, Hon. Violet Siwela said that this event will become the first of many to address the service delivery needs in the area. “The OVS (Operation Vuka Sisebente) Model is aimed at increasing coordination and communication amongst different stakeholders and across sectors within communities. Over the last few years this municipality (Dipaleseng Local Municipality) experienced the so-called ‘service delivery challenges’.” “With the OVS approach, communities and the civil society sector will be bought together to trash out issues of common concern – way before they spiral out of hand.” MEC Siwela added.
According to the Human Settlements MEC, her department has bought a total of 512 title deeds to households within the Dipaleseng Local Municipality. “With a target of issuing 10 000 title deeds this financial year, the Department has so far restored dignity to over five thousand households – and we are still continuing.” Beyond issuing the title deeds to deserving citizens, the Human Settlements department has handed over about 140 decent homes to needy households. MEC Siwela complimented the way Dipaleseng handled the recent ‘service delivery challenges’ facing the Balfour township community. “I must commend the manner in which the local leadership which was often aided by National and Provincial government rose to the occasion in mitigating the challenges,” she said.

OPINION: A call for Africa to be represented in the UN Security Council.

No reform can be complete without the substantive reform of the Security Council, whose membership must be consistent with the principle of equitable geographical representation. The United Nations mandate is a tool to prevent and resolve conflicts around the globe. The independence and impartiality of the UN and promote the principles of its Charter during conflicts and crisis is important. The UN should never take sides in any conflict as it did in Iraq, Libya and now Ukraine, but should always maintain its impartiality. The UN must not allow itself to be used by any country regardless of its history or size. All citizens of the world should feel confident and secure, in the knowledge that the UN is above all interests and only serves those of the global citizenry. Since establishment of the UN structure in the late 1945’s, and in the late 1990s there have been many calls for reform of the United Nations. However, there is little clarity or consensus about what reform might mean in practice. In my own view it means inclusivity of governments of the various nations. Imagine the most important job in the world was handed out secretly by a few politicians
behind closed doors. Here’s the real secret: it is. The UN Secretary General (SG) is supposed to represent all of us – 1 person for 7 billion. And with the world in a mess – looming climate disaster, a refugee crisis in Europe, and horrific conflicts in Syria, Yemen, and elsewhere – we need someone up to the job. In the next few weeks, the process for choosing the next SG the world’s leader will seriously ramp up. The current SG was hand-picked behind closed doors by an openly UN-hating lackey of George W. Bush -- and now, yet again, the Security Council will make the appointment without any transparency. Unless the organisation of African Unity and the ANC led government step in. And engage on a massive campaign and expose these secret, and that African countries themselves should be vocal and support transformation, it’s time for us to take charge of these process and demand for change. The UN feeds million people around the world every year, and has almost 100,000 peacekeepers working in 16 missions. People around the world rely on it to stay alive on a daily basis. And it could be even more important, helping to negotiate world peace, but it won't make these strides without a strong, ambitious, charismatic Secretary General. We should accept nothing but the best person for the job. Yet today, there are no established rules or formal criteria
for making a selection. The Security Council agrees on a final, single nominee – usually after secret bargaining by the 5 permanent members – and then tell the General Assembly to approve the appointment. That’s it. No reporting, no interviews, no public information on who else was considered. It’s time to take a stand and demand our leaders find the best UN leader for the most important job in the world, in an open, fair process. We must have a direct vote, and make noise. The right person at the head of the UN could make all the difference in the world especially if it can adopt a rotation system. We call on our government to work together with the rest of the continent to protect human rights, human dignity and freedom. All Member States have a duty to safeguard the future and relevance of the United Nations from undue influence and to restore its credibility in the world. The success of this call is highly dependent on the willingness of all the nation states to reach an agreement. It does not depend on South Africa alone. Residents get clarification about Sedibeng Demarcation into a Metro On September 23, the Executive Mayor of the Sedibeng District Municipality, Cllr. Simon Mofokeng has issued a statement to clarify the matter of the demarcation of the Sedibeng District and its Local Municipalities into a Metro as per Demarcation proposal DEM4059_3 made on 30 July 2013.
Sedibeng district’s members of Council addressed the people and gave feedback about the dermacation issue.
According to the municipality, the demarcation has been set aside by the High Court of South Africa (Gauteng Division, Pretoria) on the basis of a Settlement that was reached between all parties. The Settlement that was reached was facilitated by the Honourable Minister of CoGTA (Co-operative Governance and Traditional Affairs), Minister Pravin Gordhan on 09 June 2015.

The Settlement reached does not represent a political victory, or defeat, for any party as the move to a Metro is not cancelled, but only postponed until after 2016.
The following key aspects underpinned the Settlement that was reached in the meeting facilitated by the Minister: • The legal challenge by Midvaal, which was also enjoined by the Democratic Alliance, created uncertainty about the outcome. • By the end of 2014 and in early 2015, a transitional process started unfolding with was compromised due to time constraints under underfunding. • On-going delays in the legal process meant that by June 2015 it was clear that time was running out for a legal outcome and a smooth transition. In the greater interest of the people of Sedibeng a decision was needed. • The prospect of a 2016 elections, with the exclusion of the people of the Vaal due to matters being tied up in court was looking a distinct possibility. This would have presented a negative image of the Vaal to South Africa and the world. • The risks associated with the ongoing legal action in relation to preparation and readiness for the 2016
Local Government Elections was the central theme of the discussions facilitated by the Minister of CoGTA. • Parties mutually agreed to postpone the redetermination to after the 2016 Local Government Elections. • Sedibeng District Municipality at its Council Meeting of 29 July 2015, withdrew its opposition to the Court Application which effectively implies that the process of transition to the Metro will take place after the 2016 Local Government Elections and a new Metro is expected in 2021. The above was attested by the visit of the Gauteng MEC (Member of the Executive Committee) of the Gauteng Department of Human Settlements and Co-operative Governance and Traditional Affairs when he visited the community of Sicelo and surrounding areas at Sicelo Stadium in Midvaal. This feedback meeting was supported by a large crowd of people who listened to the MEC’s status report on human settlement and the Vaal Metro status.

Communications Minister Faith Muthambi met some of the residents on Mabopane, north of Tshwane to give an ear to the community and bring some awareness about national digital migration programme.
Residents in Mabopane, north of City of Tshwane, have promised they will not sell the government-issued free set-top boxes which will be used to migrate T.V broadcasting services from analogue to digital. On Saturday, Communications Minister Faith Muthambi visited the area to raise awareness about the Digital Terrestrial Television (DTT) programme.
Another resident, Ephenia Puoane said: “Once we receive the set top boxes, nobody will steal them and we are not going to put the decoders on sale.” If consumers have not acquired a set-top box by the time the country switches to digital broadcasting, they will no longer be able to view the existing terrestrial television broadcasting services.
Senior citizen, Michael Maleka from Ward 22 in Block U said: “I must be honest with you, I’ve never heard about digital migration before and I need to thank the Minister who explained it very well for us… we also want to promise the Minister that we are not going to sell or vandalise the free decoders they are going to distribute to us," he said.
In order to view digital television signals on an ordinary analogue television set, consumers will need a STB. The purpose of the STBs is to convert the digital signal for reception on an ordinary analogue television set. Government will provide free STBs to more than five million poor household owners to migrate broadcasting services from analogue to digital.
Maleka who is also a community leader praised Minister Muthambi for also opening a Parliamentary Constituency Office in the area. “In the past 21 years, this is the first Minister to visit our area to come down to the people to explain a new government project, it has never happened here…apart from that, I also like her humility…these are the type of leaders we want in our government.”

The Umbrella 26 Will of Fortune society was established on August 31, at Ratanda extension 26. The society is a men’s burial society, aimed at assisting the less fortunate around the community. Their intention is to empower disadvantaged households through providing food parcel and groceries. Each member subscribes to paying a monthly contribution of R150 per person. CAREER EXPO UNLOCKS OPPORTUNITIES FOR JEWELLERY DESIGNERS

Standing for hours in a queue to submit his CV and interact with the exhibitors at the Ekurhuleni Career Expo and Job Summit back in 2014, proved to be the first step to a new life for 18 year old Thuthuka Jewellery Awards prize recipient, Thabo Maluke. “When my study bursary was terminated after completing my first year in jewellery making, I saw my dreams shattering right before my eyes. The Career Expo was my last resort and I told myself, if this does not workout I will change careers and forget about becoming an esteemed jewellery designer,” said Maluke. His last shot turned out to be key to unlocking his dream. After his CV was registered
on a database Maluke was called in for an interview where he completed a competency test in jewellery design and mathematics. Following a successful interview he started the one and a half year jewellery manufacturing training course at the Ekurhuleni Jewellery Project (EJP). On the course, he and 19 other trainees are taught to design, polish, cast and clean trinkets. “Being commended at last year’s competition gave me exposure to the industry, what it is about and what it has to offer while I am still a student. At the competition one gets to learn about different designs and techniques, making one eager to know how other designers have perfected their pieces,” said Maluke. Lincon Mokoena, a qualified goldsmith who offers training at the EJP for emerging designers explains the importance of training and developing emerging designers. “The market is looking for skills and not theory. Having the practical experience puts one a step ahead of their counterparts who went to universities because the Ekurhuleni Jew-
ellery School offers practical experience,” he said. “Industries often look for people with experience and practical work is the stepping stone that affords entrepreneurs the opportunity to start up their own businesses after graduating from the programme,” he added. The centre infuses skills in both handmade and machine produced jewellery, creating all-round designers who can perfect both handwork and machinery designs. Emerging designers are encouraged to visit the annual Ekurhuleni Career Expo, spearheaded by the City of Ekurhuleni’s Economic development Department, and lookout for adverts calling for applications into the Ekurhuleni Jewellery Project.
