Former emoloyee and colleagues arrested for wholesaler robbery! Heidelberg Police arrested three male suspects aged 24, 28 and 29 years old respespectively for business burglary and theft. The arrest took place at Obed Nkosi Phase 1 in Ratanda Location on Sunday, February 11 in the house of one of the suspect's house. Through the information received from the community and through Police investigations by D/Cst Aubrey Mabelane and D/Cst Nkosana of the Heidelberg Station Burglary Task Team led to the arrest of the suspects and discovery of some of the stolen items. Some of the cash money, airtime vouchers and cigarettes that were stolen were recovered from the house. It is alleged that the suspects climbed over the wall fence after cutting off barbed wire. They gained entrance over the roof after removing a zinc and breaking the ceiling boards and landed inside the wholesale store at Shalimar Ridge in Heidelberg. Whilst inside the ceiling, they cut-off camera and alarm system wires. Three burglar door locks were cut-off until they also cut-off the Storeroom burglar doors locks and the self made steel doors inside the safe.
Inside the safe, they took undisclosed amount of cash, airtime vouchers, and various brands of cigarettes. The cash, airtime vouchers and cigarettes taken were estimated at R1 million. One of the suspect arrested, 29 years old was a former employee while was dismissed from work during November last year due theft in the shop. The Station Commander Colonel Amanda Viljoen was very pleased and congratulated the newly established Burglary Task Team for their dedication, commitment, courageousness, and eagerness to crack down the residential and business burglars. One of the Wholesale owners, 49 years Mr Mohamed Mominul Houue and his cousin co-owner were very happy and satisfied on Police investigations and quick arrest of suspects and discovery on items and cash stolen. They commended the commitment and good working relations with Police Investigators in this case as well as their ability, capability, and investigation skills. The arrested suspects were expected to appear before Heidelberg Magistrate Court soon.

BENONI COUPLE ARRESTED FOR R500K DAGGA LAB! On Monday afternoon (February 12), both the EMPD and SAPS members raided a house on Willow Street in Benoni and uncovered a huge quantity of dagga and various materials used in producing of a variety of dagga products. Large quantities of dagga, cannabis oil, wax and muffins were discovered found stored in bucket-size containers, boxes and bottles. The EMPD K9 Unit received information about a suspected dagga laboratory in Petit suburb on Friday, February 9. With the assistance of the SAPS Drug Enforcement Unit, the EMPD K9 Unit was able to secure a search warrant to raid the premises of the suspected house. When approaching the house, the police saw a man running out of the house trying to probably evade arrest. The man was taken back into the house where a woman was found. The couple claimed ignorance of all the illicit substances in the house. They advanced the reason that the house was up for auction and were requested by its owner to occupy it while awaiting its auctioning. Their story was not bought by the police and they were arrested and detained at Crystal Park police station on charges of possession and distribution of dagga and dagga by-products. The couple, aged 30 and 32, were expected to appear in the Benoni Magistrate’s Court.

LESEDI SHARES GOVERNMENT PLANS FOR 2018! The Executive mayor, Cllr Lerato Maloka is leading a two week roadshow to share the Lesedi Local Municipality’s plans for development with the residents in various community meetings. (Ratanda Precinct Projects, Flagship Projects) 4. Financial Management and Viability (Revenue and Credit Control) 5. Democracy and Good Governance 6. Cross-Cutting Issues
Other meetings will be held in Heidelberg, Vischkuil and Devon/ Impumelelo to cater for people around all areas of the municipality. The IDP (Integrated Development Plan) public participation meetings began at the Ratanda Multipurpose Hall on Tuesday, February 13. The IDP manager Andrew Machitje presented the current state of affairs in the municipality, including current and future projects for the 2018/19 financial year. Lesedi Local Municipality has made six priorities for the upcoming year, called Key Performance Areas or KPAs: 1. Service Delivery and Infrastructure Development (Electricity, Water and Sanitation, Roads and Stormwater, Public Buildings, Security, Assets and Social Investment, Human Settlements) 2. Institutional Development and Transformation (Corporate Services, Agricultural Projects) 3. Local Economic Development and Growth
Future plans for the municipality include: - Heidelberg Landfill Site (R40m invested by Gauteng) - Upgrade sewer pumps (R10m invested by Water & Sanitation) - Protective Meter Kiosk (R4m invested by Lesedi) - Obed Nkosi roads & stormwater (R15m municipal grant)

The IDP meetings held by Lesedi are to include residents in the planning of projects and ensure participation in the process. The municipality is in the process of developing its Integrated Development Plan as stipulated in the Municipal Systems Act, (Act 32 of 2000) and in line with the Municipal Finance Management Act, (Act 57 of 2003).
“RATANDA ELDERLY AND DISABLED RESIDENTS MUST GET HOUSES FIRST!” The highlight of the IDP public participation meeting held by the Lesedi Local Municipality was the issues concerning housing. Complaint after complaint came from the frustrated Ratanda residents who need clarity on their problems around the new houses in Obed Nkosi section. The mayor, Cllr Lerato Maloka did acknowledge the fact that some of the beneficiaries of the houses in the new section are not being honest with the government. She said that the provincial government (Gauteng Human Settlements) are the responsible for building RDP houses. “The Lesedi Local Municipality is responsible for ensuring beneficiaries are listed and qualify to get a house. When we were registering people back in 2008, the municipality discovered that there were people who registered their relatives who are not permanent residents of Lesedi. Sometimes you find people already received their house
from Government, but decides to rent out the property to other people,” said the Mayor. Maloka also promised that the people who registered before 2000 and the pensioners will be prioritized, including people living with disabilities. During her address to Ratanda residents, she appealed for the community to assist the municipality. Human Settlements & Town Planning MMC, Cllr Themba Motsepe also stressed that renting out of RDP houses is illegal. He said that his office will directly deal with the prioritized beneficiaries who have not found their new houses. “Any elderly person or people living with disabilities can contact my office through Mr Marhwa directly regarding issues with housing,” said Motsepe. Cllr Motsepe also confirmed that the municipality will be
doing a special programmed to make sure that the right residents are registered.

DIPALESENG MUNICIPALITY MAINTAINS AUDIT OPINION FOR 2016/17!
The municipality managed to maintain the same audit outcome when the Auditor General issued an Unqualified Audit Opinion for the 2016/17 financial year with matters at the Special Council meeting on the 13th December 2017.
The Auditor General stated that the financial statements present fairly, in all material respects the financial position of Dipaleseng Local Municipality as at 30 June 2017, and its financial performance and cash flows for the year then ended in accordance with the South African Standards of Generally Recognised Accounting Practice.
COUNCIL TABLES BUDGET AND PERFORMANCE REPORT The municipality also tabled the Mid-year Budget and Performance Report for the 2017/18 financial year, which was approved by council on the 30th January 2018 for the period commencing the 1st July to 31st December 2017 (where actual financial performance of the municipality was monitored).
This mid-year performance assessment is compiled as determined in Section 72 of the Municipal Finance Management Act, 56 of 2003.
After careful consideration of the financial assessment and forecasting of figures on the 2017/18 annual budget based on the first six months of the financial year, the municipality realized that an adjustment budget for the 2017/18 financial year is required. It is further suggested that revenue and expenditure for the financial year be reviewed for the various votes to reflect the additional revenues and to utilize the projected savings on expenditure to prioritize service delivery votes in line with the SDBIP (Service Delivery & Budget Implementation Plan). “As we are enforcing the Credit Control Policy and are in the process of installing smart meters, we are positive that these initiatives will assist in generating enough revenue to enable us to pay our creditors within the prescribed 30 day period”, said the Executive Mayor, Councilor Mafunda Makhubu as he rendered his statement of communication at the council sitting. By law, as stipulated in the Municipal Finance Management Act, an adjustment budget may be tabled to Council at any time after the Mid-year Budget and Performance Assessment has been tabled in Council, however it should not later than the 28th February of each year. Consequently a report on the adjustment budget will be tabled to Council for consideration before the 28th February 2018.

Welfare-to-Work programme remains key in the development of young women In his 2017 State of the Province Address (SOPA), Premier David Makhura said the Gauteng Department of Social Development was doing very well in increasing the number of Welfare-to-Work graduates from 4 000 to 10 500 in the 2016/17 financial year. He also added that the programme will upscale and reach more than 20 000 young women by 2019. It is through such drive that the department’s Sustainable Livelihood Directorate in partnership with Godisang Development and Thasa Skills Development hosted an induction programme for fifty-five (55) successful Welfare-to-Work beneficiaries who will undergo a 6-months training as professional hair dressers. The induction was held at Thasa Skills Development academy in Alberton, Ekurhuleni Region last Friday.
Welfare-to-Work is a programme that focuses on young women who are dependent on child support grant as their only source of income. It seeks to remove them from the system and equip them with skills to have a decent employment.
“As government, we have a responsibility to ensure that we empower our youth, we empower our women, and create jobs,” said White. “I want to say to you that you have outdone yourselves. We want to see you all graduating. You must not only strive for perfection but tolerate excellence,” she added.

nder the National Monument Act of 1969, South Africa erected life-size bronze statues in major cities across and beyond the borders of the country. Most of these statues are located in Central Business Districts, National Parks, Recreation Areas, and Public Roads. The objective of the act was not only to give guidelines on how tangible and intangible heritage should be protected and preserved but also enforce the dominant and skewed narrative of Afrikaaners national identity.

It is also advisable to suggest that such review and renewal process of our heritage should NOT culminate into vandalism and defacing of visible or tangible structures. Statues are just mere representation of the intangible heritage that should be reviewed and renewed in order to redress that which has been purposefully distorted to honor lies and deception of authentic South African stories.
NELSON MANDELA FREE AFTER 27 YEARS! SUNDAY, 11 February 1990 On this day, the 1st Head of State of our democratic dispensation, late President Nelson Mandela was released after serving 27 years in prison. In his speech on that day he said "I stand here before you not as a prophet but as a humble servant of you, the people" Speaking from the balcony at City Hall in Cape Town, he told the nation that, “Today the majority of South Africans, black and white, recognise that apartheid has no future”. Mandela’s first speech in almost three decades signalled the path of servant leadership, peace and reconciliation he was to make the hallmark of the remaining years of his life. When Nelson Mandela walked into freedom at 4.22 pm there was nothing lonely or quiet about that moment. Hundreds of cheering people witnessed the occasion. Mandela was released from prison unconditionally, including the unbanning of all political parties by the apartheid regime leader and National Party president F.W. De Klerk. He was 71 years of age. Shortly after his release from prison he led talks between his African National Congress and the ruling National Party. These historic discussions culminated in the Groote Schuur Minute, Pretoria Minute & DF Malan Accord which led to full-blown negotiations from December 1991 until 1994.
Messages conveyed by these statues masquerade and manifest itself as reality even today. These statues were placed in the front line (public spaces) to defend deception and lies against anyone in pursuit of authentic historical narrative of Africans within the context of South Africa. WHY FEBRUARY?
February is the month when the world celebrates International Mother Language Day
(IMLD) on 21 February to promote linguistic and cultural diversity and multilingualism. IMLD was first proclaimed by the General Conference of the United Nations Educational, Scientific and Cultural Organization (UNESCO) in November 1999. IMLD has been observed every year since February 2000 to promote linguistic and cultural diversity and multilingualism. This date represents the specific day in 1952 when students demonstrated for Bangla to be recog-
nised as one of the two national languages of the then Pakistan. Protesting students were shot and killed by police in Dhaka, and sacrificed their lives for their desire for the recognition of their mother language. For PanSALB a day is not enough to celebrate our diversity of languages, especially in a country that has 11 official languages. It is for this reason that we saw it prudent for the country to celebrate the month of February as a Language Month.

Since April last year community dance and theatre groups including poets across the province have been showcasing their talent at the various regions, auditioning for a final cut into the last 60 contestants for the provincial festival. A total 25 dance and theatre groups from the 5 Corridors -East (Ekurhuleni), West (Westrand), (Central) Joburg, (South) Sedibeng and (North) Tshwane- will compete for the coveted prize of R9 000 for dance and R13 000 for theatre. The prize also includes an all paid trip to perform at the National Arts Festival in Grahamstown in July this year.
