Inaugural Community Safety Awards sets Law Enforcers on high motivation pedestal

As the country reels in shock with the brutal shooting and killing of five police officers in the Eastern Cape’s Engcobo area, Gauteng Community Safety MEC Sizakele Nkosi-Malobane says this incident lays bare the selfless character of many law enforcement who “like Nelson Mandela” put the safety of others first with little recognition. It is such selflessness of the law enforcement officers that persuaded the Gauteng Community Safety Department to launch its inaugural Gauteng Community Safety Awards on the 22nd February 2018 at the Johannesburg City Hall. “We believe these awards will motivate the nominated and winners of the night to continue to strive for excellence, ethical conduct and persist in good deeds. The zeal and commitment of law enforcement, our community volunteers and departmental officials will not go unnoticed,” she said. The MEC says the awards have been birthed to amplify the element of excellent service by law enforcement agencies in the fight against crime and promoting safety in the province. To law enforcement officers, the awards are an essential motivation to pull all stops to achieve the target of reducing the trio crimes by 50 percent in 2019 within 40 police precincts that contribute significantly to the crime picture in the province.

The Community Awards focused on Most effective Community Policing Forum, Most Effective Victim Empowerment Centre (VEC), Most Effective Community Safety Forum and Youth Desk. In the nomination of Most effective Community Policing Forum, Kwa-Thema CPF came out top. Chairperson of the forum, Oupa Mabiletsa says the award is a recognition of collective dedication of his team. “What sets us apart is a community mass participation and citizen education on social ills such as standing against the killing of members of LGBTI and to help community understand that the killing of LGBTI is a crime,” he said. Randfontein Victim Empowerment Centre scooped the coveted award on the nomination of Most Effective Victim Empowerment Centre. On the nomination of Most Effective Community Safety Forum, Sedibeng stood uncontested, as it is the only one that is active in the province. Naledi Youth Centre walked away with a prestigious award for Most Effective Youth Desk. A beaming Nhlanhla Sithole, Chairperson of the youth desk says he is very excited about the awards because it displays his team’s effort is not in vain.

According to Gauteng Community Safety Head of Department Yoliswa Makhasi, the first instalment of the annual awards ceremony is aimed at acknowledging the devotion and commitment exhibited by law enforcement agencies. “We are confident that these awards will encourage our stakeholders and key partners to keep up the good work and encourage others to follow suit,” she said.

“What makes us unique is that we do not only focus on school visits, but we optimally use social media because young people are found in their numbers on social media. We do our social dialogues on education, substance abuse and gender based violence on social media and on other traditional platforms such as schools visits, community engagement in community facilities,” he said.

The awards ceremony is a culmination of an intense adjudication process in five categories led by advocate Kholeka Gcaleka and supported by senior members of the department’s staff and South African Police Service.

The spotlight on Gauteng Traffic Police Category fell on Most Effective Specialised Unit and Most Improved Regional Office. The Special law Enforcement Unit received an award ahead of nominated Saturation and Taxi Violence Units while N12 West scored an award for Most Improved Regional Office. N3 Central (Germiston – Buccleuch) and R101 (Tshwane were also nominated in this category.

The categories are: Community Awards, Gauteng Traffic Police, Metro Police Department Awards, SAPS Awards and MEC’s Awards.

The Metro Police Department Category focused on areas concerning Traffic Law Enforcement, By-Law Enforcement and Crime Prevention. Dominated by Tshwane Metro Police Department (TMPD), the TMPD stole the show with two awards for best performance in Traffic Law Enforcement and By-Law Enforcement nominations.` The Ekurhuleni Metro Police Department took number one spot on the nomination of crime prevention. The SAPS Awards Category had nominations relating to Gauteng Police Station of the Year, Most Improved Police Station of the Year, and Most effective Family Violence, Child Protection, and Sexual Offences. Villieria Police Station is Gauteng’s Best Police Station of the Year 2018. Other nominees include Khutsong Police Station and Carltonville Police Station, while Vanderbijlpark Police Station was recognised as the Most Improved Police Station of the year. Ikhaya Lethemba Centre received accolades for being the Most Effective Family Violence, Child Protection and Sexual Offences. The last category of the night, the MEC’s Awards focused on Community Bravery Award, Law Enforcement Bravery Award, In-

tegrity Award and Leadership Award. The MEC described the nominees in this category as most dedicated, hardworking, and upstanding individuals who will stop at nothing to restore peace and justice in their communities. These citizens, she said, are guided by honour and deep sense of service to their communities and the betterment of province. Noxolo Ntuli braved her way to the stage to receive Community Bravery Award for standing up against robbers, Constable khotso Manamela received an honour of the Integrity Award for refusing to take bribes and General Leshabane from Tembisa Cluster was saluted for providing outstanding leadership qualities in the fight against crime. The SAPS: Crime Intelligence also received MEC’s award for Law Enforcement Agency Bravery Award.

Gauteng State of the Province Address 2018

The 5th official opening of the Legislature on Monday, February 26 saw the Gauteng Premier David Makhura deliver the State of the Province Address (SOPA). This speech is an annual report by the Premier to the people of the province in terms of the promises made and the progress made.

This year’s SOPA was more of a check-list on the promises made by the Provincial Government, led by Makhura and his tenmember Executive Council. Also this speech lays a foundation for municipality executive mayors across Gauteng to prepare their state of affairs report to their residents.

1. Youth, Jobs, Education and Skills Development

The Premier opened (and closed) the State of the Province Address with the promise of a ‘new dawn in Gauteng.’ This is clearly inspired by the election of President Cyril Ramaphosa into the highest office in the land on February 15. “Fellow South Africans, I sincerely believe President Cyril Ramaphosa is the kind of leader that South African needs at this moment, given the nature of the challenges our country faces. Let us all support him across party-political affiliation and ideological divide,” said Makhura. The premier said that despite the period of pain and adversity that we have recently emerged from, we all must embrace the ‘new dawn’ - inspired by the lasting lega-

For the first time in years, members of the opposition parties humbled their remarks and objections until the end of the State of the Province Address. Instead, Premier Makhura did the poking by calling on fellow members of the legislature to cross party lines and serve the people.

4.Fighting crime and corruption

In his speech, the premier has expressed his sadness that ‘we are not yet winning the war against crime because the high rate of crime destroys the dreams of our people who yearn to live in safe and secure communities.’ Working with the leadership of the South African Police Service, community policing forums and other law enforcement agencies in the Province, Makhura said they are directing resources and the collective energy to fighting crime. This meeting will also include the signing of a pledge to recommit officials to the Batho Pele principles. Premier has promised to reduce crime by 50% in the 40 high priority police stations and 12 clusters in Gauteng.

5. Building sustainable Homes

Premier Makhura said that to build a province with integrated, safe, liveable, green, sustainable, economically viable and culturally vibrant communities is central to the vision of Gauteng. Since 1994, Gauteng has delivered over 1,2 million RDP houses, which is 30% of the country’s housing stock. “Over the past three years, we have delivered 60430 housing units and 28000 serviced units,” said Makhura. The problem of the high rate of in-migration has led to the housing backlog which has delayed 540 000 beneficiaries not getting their houses yet. In order to deal with this, Gauteng government has introduced the Mega-human settlements and building of postapartheid cities. 6.Modernizing the Transport System The Bus Rapid-Transit (BRT) system has been successfully rolled out in Gauteng’s metros (Ekurhuleni, Tshwane and Johannesburg) but are missing in the districts. Premier Makhura has spoken positively saying they are making progress in modernizing the public transport system. “We are working together to roll out the BRT system, expand the Gautrain and integrate the taxi industry into the mainstream if a modernised transport system which will be operated under a single transport authority,” said Makhura. “We all know that the e-tolls have added to the cost of living for many motorists and public transport users in Gauteng. The new dawn must also bring a solution to the protracted and unresolved problem of e-tolls. It is loud and clear for all to see that e-tolls have not worked,” Makhura explains his side about e-tolls. He promised to discuss a new funding model to support the expansion of Gauteng’s road network and public transport system.

“In this regard, the most urgent and pressing challenge for the Gauteng City Region is to guarantee the security of supply of both water and energy. A recent study by the Gauteng City Region Observatory suggests that, as the economic engine of South Africa, we are most vulnerable,” explained the Premier. In March, the Premier has promised a meeting with all the mayors of the Province including experts to discuss plans for Gauteng’s uncertain future for these basic resources. He said urgent action is needed to avoid the crisis facing the Western Cape (#DayZero).

In 2017, we introduced the Premier’s Social Cohesion Games which drew tremendous support from soccer and rugby legends who participated in different townships in Gauteng. We also had the inaugural Tambo-Soncini Solidarity Games which celebrate international solidarity between the people of Italy and the people of South Africa. These will be annual games that bring South African and Italian youth together to showcase their talent,” said the Premier.

9.Nation-building and Social cohesion The premier spoke proudly of the programmes the Provincial government has supported over the years, events that bought thousands of residents and visitors to together in positive and memorable ways. “The cultural and creative industries continue to contribute to social cohesion, nation-building and economic development. Almost 40% of all cultural and creative workers in South Africa are in Gauteng. These industries contribute R30 billion to the Gauteng economy,” said Makhura.

Without a doubt, the slogan “Gauteng is the home of Champions” got many in agreement and applause. The province is home to five of the country’s top soccer teams (Chiefs, Pirates, Sundowns, Supersport United and Wits) and rugby teams (Blue Bulls and the Golden Loins).

10.Women Empowerment Premier Makhura reminded us all that this year we celebrate the centenary of Mama Albertina Sisulu - a struggle heroine who actively played a role in the liberation movement and democratic periods in South Africa, and dear wife of Walter Sisulu. He said the province will continue to place the struggle for gender equality and women’s emancipation at the centre of the Gauteng T.M.R plan.

Indigents are defined as those people, due to a number of factors, who are unable to make monetary contribution towards basic services, no matter how small the amounts seem to be. Any household, earning up to or less than the R3 500.00 qualify to be registered as indigents. Examples are pensioners, unemployed, child / youth headed families.

To qualify for the Indigent subsidy, the following requirements must be met:

All beneficiaries of the Indigent subsidy qualify for a historical debt write off, the process of writing off debts will happen only once in a year. If your debt was written off in the previous year it will not be written off again, customers are therefore encouraged to pay any amount that might be outstanding on the account. Credit control measures will be implemented for excess amount over and above the subsidies allocated to indigent households. REMEMBER ROBERT SOBUKWE! Part one of two part series dedicated to the Legacy of Sobukwe

Robert Mangaliso Sobukwe was born to Hubert and Angelina Sobukwe on 5 December 1924 at Graaff-Reinet, Cape Province. He was the youngest of five boys and one girl. His father worked as a municipal labourer and a part-time woodcutter, his mother as a domestic worker and cook at a local hospital.

Sobukwe was exposed to literature at an early age by his oldest brother. His earliest education was at a mission school in Graaf Reinet. After completing Standard 6 he enrolled for a Primary Teachers’ Training Course for two years, but he was not given a teaching post. He then went back to high school, enrolling at the Healdtown Institute, where he spent six years studying with financial assistance provided by George Caley, the school’s headmaster, and completed his Junior Certificate (JC) and matric. Sobukwe’s schooling was briefly interrupted in 1943 when he was admitted to a hospital suffering from tuberculosis. After completing his schooling he received a bursary from the Department of

Education and an additional loan from the Bantu Welfare Trust, which enabled him to enrol at Fort Hare University for tertiary education in 1947. Sobukwe registered for a BA majoring in English, Xhosa and Native Administration. His keen interest in literature continued and became more focused on poetry and drama. Sobukwe noted that before going to Fort Hare, he was not very interested in politics. It was his study of Native Administration that aroused his interest in politics. This new focus was fuelled by the influence of one of his lecturers, Cecil Ntloko, a follower of the All African Convention (AAC). Fort Hare was also the institution in which generations of young Black South Africans and Black students from other African countries were exposed to politics. These influences combined to make Sobukwe more politically active. In 1948 Sobukwe and three of his friends launched a daily publication called Beware. Topics appearing in the paper in-

That same year Sobukwe joined the African National Congress Youth League (ANCYL), which was established on the university campus by Godfrey Pitje, a lecturer in the Department of African Studies who later became the league’s president. Sobukwe and his classmates were at first sceptical of the ANCYL because they felt that the African National Congress (ANC) had been compromised by its continuing participation in the Native Representative Council and the township Advisory Boards. A year later, in 1949, Sobukwe was elected president of the Fort Hare Students' Representative Council (SRC), where he proved himself to be an effective orator. His speech as outgoing president of the SRC in October 1949 established him as an important figure among his peers. In December he was selected by Pitje to become the National Secretary of the ANCYL. During this period he became influenced by the writings of Anton Lembede and he began adopting an Africanist position within the ranks of the ANC. During 1949 Sobukwe met Veronica Mathe at Alice Hospital, where she was a nurse in training. The couple got married in 1950. In 1950, Sobukwe was appointed as a teacher at Jandrell Secondary School in Standerton, where he taught History, English and Geography. In 1952 he lost his teaching position after speaking out in favour of the Defiance Campaign. His dismissal, however, did not last long and he was soon reinstated. Although Sobukwe was secretary of the ANC’s Standerton branch from 1950 to 1954, he was not directly involved in mainstream ANC activities. In 1954 Sobukwe moved to Johannesburg, where he became a lecturer in African Studies at the University of the Witwatersrand – a job which earned him the nickname ‘the Prof ’. He settled in Mofolo, Soweto, where he joined a branch of the ANC.

Ishashalazi Festival brings Gauteng’s best performing artists together! STORY AND PICS BYBheki Julius Radebe The week-long 2018 Gauteng iShashalazi Theatre and Motjeko Dance Festival was a memorable and one of the biggest gathering of Gauteng’s performing creatives yet. Ishashalazi Theatre and Motjeko Dance is part of the Gauteng Department of Sport, Arts, Culture and Recreation creative arts programme aimed at identifying, nurturing and exposing talent in performance art within the province. It continues to be an important conveyor-belt in the development of community theatre, dance, and theatre in general. “As the department of Sport, Arts, Culture, and Recreation, (SACR) we are humbled by the amount of talents we’ve just witnessed from young people since Gauteng Ishashalazi Theatre, and Dance Festival finals started on the 20 until February 27,” says Andrey Makhaya, Deputy Di-

rector of Theatre and Dance from SACR for Gauteng Province. The 60 contestants that competed on the festival were chosen on merit from the auditions that were held from East and West of Ekurhuleni, Sedibeng and Tshwane, the last one being held at Duduza early this month, adds Makhaya. The festival was held at Rhoo Hlatshwayo Art Centre in Dayveton. The community was spoiled by an overwhelming talents ranging from dance, drama and poetry as they kept the hall packed throughout the whole seven day period consecutively. Now that the fierce festival is over, and artists have done the battle, it is up to the adjudicators to reward groups that exceeded others in terms of presentation. Results would be out on the award

Via Duduza, a dance group from Duduza Township in Nigel (Ekurhuleni) believes that they are already winners. “We believe in the power of our performance, and what we did on that stage was amazing. The crowed was amazed. Even if we won’t take away the R 8 000, we’re already winners for only being on that stage,” says Sfiso Ngwenya, a dancer and choreographer at Via Duduza.

To prepare for the upcoming Provincial Recreation Summit, Sedibeng will, this coming Saturday 03 March, host a summit of their own involving over 300 delegates from across the region. The 5 Gauteng regions are required to host their summits, the outcomes of which will be discussed at the provincial summit scheduled for 09-10 March. The process is a culmination of efforts by Gauteng to inculcate the culture of participation in recreational activities

SOCCER legend Josiah “Sergeant” Cindi’s dreams of imparting his soccer skills to the youngsters of tomorrow at grassroots level in Katlehong has been realized. This after the bespectacled Cindi was elected unopposed as the treasurer of the Katlehong Local Football Association (KALFA) during the annual general meeting held in Katlehong recently. Cindi, former goalminder of the now defunct Moroka Swallows, said it has been his wishes to play a pivotal role in uplifting the standard of the amateur football in Katlehong if the opportunity arises. ‘I strongly believe that my knowledge and skills I learned during my professional soccer career in the early 70’s, would be of a great advantage in ensuring the smooth running of the local football association.’’ “As the brand new office-bearers we need to develop the players holistically, using our experience and qualifications. We are to assist in developing the local

coaches as well to have the know-how of dealing with the kids,’’ said Cindi. “The local football association is a body that deals with the players at the earliest age. Therefore, it is very crucial to develop those players in a correct way with the inclusion of the life skills,” added Cindi, a member of the South African Masters Legend Football Association. “But I have emphasized to the new executive that there is no easy task in life. But everything is attainable if we show commitment, transparency and unity at all times,’’ added Cindi. He finally said he would like to send his gratitude to the officials of all the teams who picked up his name to be part of the new office bearers and promised to live up to expectations.
