Youth to lead in growing Mpumalanga!

On February 24, the Premier of Mpumalanga Province, Mrs. Refilwe Mtsweni-Tsipane, delivered the Mpumalanga State of the Province Address (SOPA) at the Mpumalanga Provincial Legislature in Mbombela.

In her speech, the Premier talked about six main areas that the province will focus on:

• Creating jobs and empowering young people.

• Building infrastructure.

• Supporting local governments and improving services.

• Making health and education facilities better.

• Strengthening government accountability.

• The Just (Energy) Transition to curb the effects loadshedding on residents and industries.

The Premier talked about how many

municipalities in the province are struggling to remove waste, but she also had a solution.

“Refuse removal remains a challenge for most of our municipalities”, said the Premier MtsweniTsipane, whilst also providing a solution that will assist in addressing this challenge.

The Municipal Infrastructure Grant (MIG) framework will now let municipalities use the grant to buy solid waste removal trucks to help with this problem.

The Premier also talked about some things that the government has accomplished in the past year.

They made progress in providing water to Thembisile Hani and Dr JS Moroka Local Municipalities with the

Loskop dam water project. They also made sure people in Lothair, Chrissiesmeer, Warbuton, and Balfour have access to reliable water with the regional bulk water infrastructure project in Gert Sibande District.

A Provincial Water Master Plan has been developed to guide water infrastructure development in the province.

The Department of Water and Sanitation is working on the Mountain View Regional Dam project, which will provide more water to the Ehlanzeni District by 2027/2028.

The government also approved the Public Private Growth Initiative (PPGI) Operational Framework/ Model to help with unfunded catalytic projects and programmes in the District Development Model

(DDM) One Plans. They will start by testing it out in the Ehlanzeni District.

The Premier ended her speech by saying that the provincial government is at a crossroads.

They can choose to create a better future with shared prosperity, or they can continue to have extreme poverty, inequality, and social problems.

The State of the Province Address happens once a year.

The Premier talks about what the government has done in the past year and what they plan to do in the coming years. After the speech, political parties can ask questions and debate the issues.

Truck hijacking suspects nabbed in Heidelberg, driver dead!

A truck hijacking led to a murder investigation in Heidelberg on March 4, 2023.

The Germiston flying squad received a call from their unit commander about a truck that had possibly been hijacked and was driving on the R103 Heidelberg.

Sergeant TC Nkhumane from the Germiston flying squad quickly responded to the complaint, found the truck, and pulled it over.

Inside the truck, three African males were found, with one African male deceased and the other two arrested.

When the police asked the two suspects about the truck in their possession, they failed to produce necessary documents and failed to provide a satisfactory reason for the

truck being in their possession.

During the search, a revolver was recovered inside the truck with two live ammunition, one magazine, and three cartridges.

The owner of the truck was contacted and confirmed that the deceased person found inside the truck was the driver who suffered three visible gunshot wounds.

“Both suspects arrested and detained in Heidelberg SAPS, both suspects are expected to appear in Heidelberg magistrate court soon,” said police spokesperson Constable Doris Nkosi.

Beware of IEC Chief Officer scam!

The Independent Electoral Commission (IEC) warns the public of the re-emergence of an impostor posing as the Chief Electoral Officer, Sy Mamabolo.

The Commission first became aware of the impostor in October last year and issued a public alert and reported to the matter to police for investigation. Indications of the South African Police Service are that investigations are still continuing. The activities of the fraudster receded in December 2022 but have now resurfaced recently.

Mpumalanga SOPA highlights

Other important points from the SOPA On Youth development:

Over 97 youth-owned businesses supported across the province and funding to the tune of R140 million was allocated to them.

“In the current financial year, 36 companies have been approved for funding, with a total amount of R92.3 million disbursed thus far. The ownership of these companies is comprised of 60 males, 45 females and 5 youth with disabilities,” said the mayor.

The province has recently advertised the 2023 Premier’s Youth Development Fund. The call for applications set to close on March 17.

“We intend to set aside at least 30% of funding for applications coming from the designated applicants, particularly people with disabilities from the rural areas,” she said.

The mayor also spoke about the success stories from their Fortune 40 programme, which has been running for more than five years, saying it has reached maturity and is currently producing young commercial farmers.

On employment and economic development: The mayor announced that in partnership with other spheres of government, they will establish a Jobs War Room – aimed at reaching graduates and those not in employment or training. The war room will identify every job opportunity within and outside government and place young people into these job opportunities. Mayor Mtshweni-Tshipane also visioned young people taking the lead in the activities and programmes that government is implementing.

“The Commission strongly condemns the impersonation of the Chief Electoral Officer as this is damaging to the reputation of the institution, a feat we can least afford as we scale up the preparations for the 2024 National and Provincial Elections. We urge the South African Police Service to intensify the investigation and apprehend the culprit as his or her criminal conduct undermines electoral democratic processes of the country and the Commission as a foremost election management body on the African continent, the IEC said.

In the current financial year, EPWP has created 24 205 work opportunities through the use of labour-intensive methods. The majority of beneficiaries in this regard are youth, women and people with disabilities.

“We need to change the narrative on youth participation through building their capacities as emerging leaders, disseminating data on the positive impacts of youth participation, mainstreaming civic engagement teaching in schools, and creating a Youth Advisory Committee,” she said.

Boy (6) found mutilated in Boksburg!

Police are on a manhunt looking for the people responsible for a brutal act of mutilation on sixyear-old boy who was found alive in a veld on Tuesday, February 28.

The Boksburg SAPS has since opened a case of attempted murder, and an investigation is underway.

The Gauteng Department of Social Development has called on the Boksburg community to work with the police to find the person who cut the genital parts of the child and left him for dead.

The Department is outraged by the violent act and, as custodians of children in terms of Section 7 of the Children’s Act 38 of 2005, is committed to fighting for justice for the distraught family.

MEC for Social Development, Agriculture, Rural Development and Environment, Mbali Hlophe, spoke out about the incident:

“We understand that the child is still alive and transferred to Charlotte Maxeke Hospital after he suffered serious injuries to his private parts. As a department, we will give full support in ensuring that the culprits are brought to face the full wrath of the law. But more

importantly, we will put in a safety plan and intensive therapeutic intervention for the child and his family.”

Hlophe continued, “We are particularly saddened that this happens as the country gears itself for a period dedicated to Human Rights. Therefore, as the department, we condemn any brutality or senseless killings of our people and innocent children.”

The MEC also urged members of the community to come forward with any information they may have regarding the incident.

“We call upon any member of the community with information to come forth, our child activist groups, men’s forums, and law enforcement agencies should join forces in ensuring that Gauteng remains a safe place for its children,” Hlophe said.

The incident has sent shockwaves throughout the community and has highlighted the importance of ensuring the safety and protection of children.

The department has vowed to do everything in its power to bring the perpetrators to justice and provide support to the affected family.

The new members of the National Executive, who were sworn in on Tuesday evening, March 7, say they are ready to take on the mammoth task that lies ahead as South Africa works to stabilise the economy and advance its development agenda.

The new members were sworn in at a ceremony officiated by President Cyril Ramaphosa.

Chief Justice Raymond Zondo presided over the swearing-in of Deputy President Paul Mashatile and other new members of the National Executive at Tuynhuys in Cape Town.

Mashatile led seven Ministers and nine Deputy Ministers in taking their oath of office. The swearingin comes after the much anticipated Cabinet reshuffle that took place on Monday.

Ministers who were sworn include the newly established Minister in the Presidency Responsible for Electricity, Dr Kgosientsho Ramokgopa.

Speaking to media following his swearing-in, Ramokgopa said he is going to be a “hands on” Minister, who will focus on reducing the frequency and intensity of rolling blackouts.

“This is one of the few occasions you will find me wearing a suit. We are on the ground, project managers are on the ground. I don’t [only want the problem] explained [to me], I need to experience the problem.

“What will help is that I am an engineer and engineers are trained to resolve problems, so this is my forte… I am more than confident that we will resolve load shedding,” he said.

Ramokgopa said he will be working with the existing Energy Ac-

tion Plan and deliver within the set timeframes.

The President on Monday made the following changes to his Cabinet:

March is Human Rights Month

March is recognized as Human Rights Month in Mzansi – a time when people around the world come together to celebrate and promote human rights and equality for all.

This year’s Human Rights Month programme launched under the theme, “Consolidating and Sustaining Human Rights culture into the future”.

The Department of Sports, Arts and Culture officially launched the programme on Thursday (March 2) at Freedom Park Heritage Park & Museum in Tshwane. Minister Nathi Mthethwa joined by the Deputy Minister of Justice and Constitutional Development, John Jeffery, led the launch.

Other institutions in attendance were the Pan South African Language Board, Commission for Gender Equality (CGE) and South African Human Rights Commission (SAHRC).

Locally, citizens hold annual events in commemoration of the people who lost their lives in the Sharpeville and Langa Massacres.

Back in 1960, in apartheid police in Sharpeville (in the Emfuleni Local Municipality in Sedibeng) fired on a crowd of protesters who surrounded the police station in a peaceful demonstration, killing or wounding some 250

of them. In Langa (in the Western Cape), police reportedly killed more than 20 protesters and injuring 27, some very badly. Most of the slain marchers were shot in the back.

These events are described in the history books as most violent demonstrations against apartheid in South Africa.

The government has recognized the sacrifices made by those who were striving for freedom and equality, and declared March 21 a public holiday called Human Rights Day.

In both locations of the massacres, government has placed monuments in remembrance of the fallen and for people to host commemorative events.

Deaths at Hospital linked to Nehawu strike!

Health Minister, Dr Joe Phaahla, confirmed on Thursday (March 9) that preliminary figures show that four people are believed to have lost their lives “in a manner that could be directly attributed to the strike”.

“We have a legal team which we’re consulting to look at what our options are in that regard,” he told the journalists, adding that he will not go into too much detail.

The Minister and Gauteng Health and Wellness MEC Nomantu Nkomo-Ralehoko were speaking at Charlotte Maxeke Academic Hospital in Johannesburg.

The officials were conducting site visits at various hospitals affected by the National Education, Health and Allied Workers Union (Nehawu) strike action, which threaten the lives of healthcare workers and patients.

Earlier in the morning, they were at Helen Joseph Hospital where protesters closed the main entrance of the health facility with burning tyres, preventing patients and families from entering the establishment.

The Gauteng Health Department has since instituted a court interdict against the Nehawu to stop their members from obstructing the rendering of health services to patients.

Despite the interdict, the Minister told the media that there are still challenges in some of the hospitals in Gauteng.

According to reports, workers are demanding a 10% salary increase, while government has offered 4.7%.

Phaahla said the department is coordinating a nationwide plan working with MECs to ensure that the situation returns to “normal” speedily.

“We again want to appeal to the leadership of Nehawu that while we don’t want to interfere

with their rights as enshrined in the Constitution to withdraw their services, this must be done in the manner that respects that health services are essential services.”

He also pleaded with the union members to desist from violence, physical intimidation and disruption of services.

“Those who engage in these activities must also face the consequences. We’re not going to shy away from our responsibilities in that regard.”

Nkomo-Ralehoko announced that the province has put in place contingency measures and will ensure that the appointments that were cancelled due to disruptions are rescheduled especially surgeries.

The MEC said they are also working on a catchup programme for chronic patients who may need to refill their repeat prescriptions.

“We’ve been really hit hard by the strike and

you’ve been assisting us, Minister.”

Meanwhile, Nkomo-Ralehoko said no hospital does not have medication because the hospital CEOs are working together.

“Where there is a shortage of linen or medication, they’re able to reroute where it’s needed the most,” she added.

Phaahla has also expressed his gratitude to the healthcare workers across the country who have been holding the fort and are still able to go to work despite security risks.

“We thank them for their diligence and care and how they had to take all sorts of risks to make sure they come to save lives in hospitals.”

The Minister also stressed “no work, no pay”, while those who will be identified to have caused disruptions will be disciplined, the Minister added.

Slight drop in the national unemployment rate!

The country’s unemployment and expanded unemployment rates have decreased marginally during Quarter 4 (Q4) of 2022.

This is according to the Quarterly Labour Force Survey (QLFS) results released by Statistics South Africa (Stats SA) on Tuesday, February 28.

“Changes in employment and unemployment resulted in the official unemployment rate decreasing by 0.2 of a percentage point from 32.9% in the third quarter of 2022 to 32.7% in the fourth quarter of 2022.

“The unemployment rate according to the expanded definition of unemployment also decreased by 0.5 of a percentage point to 42.6% in Q4:2022 [the fourth quarter] compared to Q3:2022 [the third quarter],” Stats SA said.

The institution explained there were employment gains for youth (those aged between 15 and 34 years

old) during the period under review, this group remains “vulnerable in the labour market” with an unemployment rate of some 45.3%.

“The total number of unemployed youth increased by 46 000 to 4.6 million in Q4:2022. There was an increase of 86 000 in the number of employed youth during the same period.

The increase in employment and the decrease in unemployment among the youth resulted in a decrease in the youth unemployment rate by 0.2 of a percentage point,” Stats SA said.

Stats SA indicated that despite difficult economic conditions, South Africans who gained employment, outstripped those who became unemployed.

“The results indicate that 169 000 jobs were gained between the third quarter of 2022 and the fourth quarter of 2022. The total number of persons employed was 15.9 million in the fourth quarter

of 2022. The number of unemployed persons increased by 28 000 to 7.8 million in the fourth quarter of 2022.

“The number of people who were not economically active for reasons other than discouragement increased by 95 000 to 13.4 million and the discouraged work-seekers decreased by 151 000 in the fourth quarter of 2022 compared to the previous quarter resulting in a net decrease of 57 000 in the not economically active population,” Stats SA said.

Sectors leading employment gains were those in finance, private households, trade and transport while jobs were lost in community and social services, agriculture and construction.

“The formal sector recorded an increase in employment of 143 000 and the Informal sector recorded a loss in employment of 15 000 between the third quarter and fourth quarter of 2022,” the institution said.

NSFAS steps up to assist students!

The National Student Financial Aid Scheme (NSFAS) says it has made interventions in to resolving the student accommodation crisis affecting the country’s public universities.

NSFAS on Thursday, March 9, said robust consultations have been held between the scheme and the South African Union of Students (SAUS) to mitigate these challenges.

This follows countrywide protests by students at various institutions of higher learning against a new accommodation limit of R45 000 per annum.

NSFAS spokesperson, Slumezi Skosana, said during a meeting held in Gauteng a few days ago, NSFAS management and the leadership of SAUS agreed that SAUS would assist the scheme in collating details of students who do not have accommodation and are allegedly sleeping in public places.

“The scheme is also engaging universities in a bid to receive credible information to fast-track the process. In the meantime, NSFAS is in the process of identifying alternative accommodation to be provided within the stipulated rate of R45 000 per annum,” Skosana said.

The priority will be the universities affected by the accommodation cap, and these include the University of Pretoria, University of the Witwatersrand, Stellenbosch University, University of KwaZulu-Natal, Rhodes University and Sol Plaatjie University.

Skosana noted that where necessary, NSFAS will have to take extraordinary measures to ensure that NSFASfunded students are not left stranded due to skyrocketing accommodation costs.

SAUS leadership has made an undertaking to contact all SRCs in affected universities to supply the information.

Department of Higher Education and Training has invited young South Africans to submit applications for the 47th WorldSkills International Competition to take place in Lyon, France, late this year.

The 47th WorldSkills International Competition will feature over 1 500 competitors from 65 different countries across the world, competing in 61 skills from 10-15 September 2024.

The department said a total of 24 Skill Areas are open for application until 20 April 2023 to young South Africans who should be 22 years old or younger in September 2024.

“To be eligible to apply, you must be a student in an apprenticeship or learning programme; you must be a student undertaking studies towards a qualification at a Technical and Vocational Education and Training (TVET) college or a Technical High School, or a student undertaking studies towards a Diploma at a University of Technology for one of the skills: Mobile Robotics, CNC Turning, Health and Social Care, Mechatronics and Fashion Technology.

“However, to apply for the skills [including] Mechatronics, Mobile Robotics, Aircraft Maintenance, and Water Technology, applicants must be 25 years old or younger in September 2024,” the department said in a statement.

Mamsi Mashinini Ndlalani, founder and CEO of Mamosa Educational Institute, which is the first English-medium school in Duduza, Ekurhuleni continuous to climb the ladder of success.

National School Sports Champs to be held in Ekurhuleni

The Department of Sport Arts and Culture (DSAC) and the Department of Basic Education (DBE) have partnered in spearheading the National School Sports Championships since its inception in 2012.

The National School Sport Championships (NSSC) which is the bedrock of sport development, remains the premier event in the South Africa school sport calendar. Ministers of both Departments entered into an agreement endorsing that schools were the incubators for sport development and talent identification.

The National School Sport Championships remains the natural stimulant of the rollout of the school sport league programme where children are provided with access to participate in an organized sport programme that has a product born out of the institutional and legislative frameworks as endorsed at the 2011 Sports Indaba

School sport operational structures were established in March 2012 at National and Provincial levels with

the objective of coordinating and rolling out of the schools’ sport program.

The primary aim of the school sport programme is to ensure that each one of South Africa’s schools (i.e.) primary and high schools, are afforded an opportunity to participate in at least one sporting code.

The programme further seeks to address all the barriers of entry that are currently inhibiting broad based participation in school sport through the provision of the requisite support material, personnel, and competition opportunities.

This time around and as part of this programme, the high Schools National School Sports Championships with primary focus on Athletics will be taking place at Germiston Athletics Stadium in the City of Ekurhuleni from 02 - 05 April 2023 placing focus on the following: Junior (ASA U/20), Youth (ASA U/18), Sub-Youth (ASA U/16), Primary Youth and L.S.E.N. = Learners with Special Educational Needs - (DEAF & MID).

Learners will also be participating in the following activities such as:

Long Jump, Triple Jump, High Jump,

Pole Vault, Shot Put, Discus, Javelin, Hammer throw and track and field competing in 100m - 3000m, Relays and hurdles.

NOTICE OF SOCIAL AND LABOUR PLAN (SLP) PUBLIC PARTICIPATION PROGRESS FEEDBACK

Notice is hereby given of the Public Participation process as required in terms of the provisions of Clause 7.3 of the Implementation Guidelines for the Broad -Based Socio-Economic Empowerment Charter of the Mining and Minerals Industry, 2018 (Mining Charter 2018). This relates to the 20212025 SLP submitted to the Department of Mineral Resources and Energy (DMRE).

Sasol Mining (Pty) Ltd is the holder of the Mining Right No 128/2011 MR (Reference number: MP 30/5/1/2/2/138 MR) with the associated approved SLP in respect of the area referred to as the Sasol Secunda Complex. The Sasol Secunda Complex SLP is in its third year of the five -year cycle as per the implementation plan submitted to the DMRE.

Sasol Mining is therefore required, in terms of the Act (Mining Charter 2018), to consult and provide feedback to the surrounding communities on the progress of the implementation plan. In terms of the Public Participation process, the following topics will be discussed:

• An update on progress made with the implementation of the SLP

• An overview of the Sasol Secunda Complex SLP for the financial years 2021 - 2025

Process Description: To comply with the requirements of the SLP implementation plan, we are required by law to give feedback to the interested and affected communities. The SLP addresses issues pertaining to human resources development and local economic development, with the commitments in respect thereof, for the next two -year period. The Women’s World Cup trophy has completed its two day tour in South-Africa as part of a 32-country tour that aims to “inspire global excitement” ahead of the tournament, which will take place in Australia and New Zealand between July 20 and August 20.

South-African Football Association (SAFA) received the trophy at the Shapa Soweto Centre in Pimville on Wednesday, March 22 with the presence of players from the Banyana Banyana women’s national team, including the nations’s coach Desiree Ellis.

In addition, the event saw the presence of SAFA president Danny Jordaan, soccer legends, as well as representatives from FIFA. Another special guest included Gauteng MEC for Sport, Arts Culture and Recreation, Morakane Mosupyoe.

Female footballers from across the province will get the opportunity to participate in coaching clinics for various playing techniques.

“We hope this tour motivates

Banyana Banyana to bring the trophy back home as World Champions,” the MEC said.

FIFA indicated that the tour, which is the “biggest-ever” Women’s World Cup Trophy Tour, seeks to “inspire people of all ages by ‘Going Beyond’ to celebrate the rocketing popularity of the women’s game.”

The tour began on February 25 and will make stops in Asia, Africa, South America, North America, and Europe until May 22. It will then stop in nine cities in Australia and New Zealand which will host the World Cup games.

Representing South Africa, Banyana Banyana have been drawn in group G, alongside South American powerhouse Argentina and European giants Italy and Sweden.

Desiree Ellis guided Banyana Banyana to their maiden continental triumph, with a 2-1 win over Morocco in the final, but the task gets even tougher for Ellis and her ladies as they now chase the biggest crown of them.
