Rand Water implements Stage 2 water restrictions across
Rand Water has announced that it will be implementing Stage 2 water restrictions due to a rapid reduction in their reservoir levels.
Municipalities in the Gauteng province have received urgent notices from the water utility on Tuesday, October 4.
The Rand Water supply restrictions have already resulted in some parts of the City of Ekurhuleni, Johannesburg Sedibeng and Tshwane experiencing low to no water supply.
The water supply utility has stated that over the last two weeks, water consumption had increased significantly resulting in a decline of the
overall reservoir storage capacity from 52% to 38%.These restrictions are to ensure that the overall reservoir storage capacity is restored back to 60%.
Therefore, customers are requested to adopt water saving measures to conserve water during this period of supply restrictions.
Some water saving measures include:
Avoid washing cars with hosepipes, but using buckets;
Avoid watering gardens during the day, but do so between sunset and sunrise;
Avoid washing pavements with hosepipes, but use brooms to sweep;
Turn off taps while brushing teeth;
Do not hesitate to repair the leaking taps;
Avoid turning on taps fully and turn them off after use;
Avoid leaving taps running while rinsing hairs or shaving;
Use sprinkler system, if necessary between sunset and sunrise.
Cover swimming pools to prevent quick water evaporation;
Install low flow restrictions on taps at home;
Use cold water to wash hands not hot water;
Re-using bath water for watering the flower beds and lawns; and
Use water-efficient dishwashers.
Water has urgently requested consumers to adopt water savings measures at this time.

Body found in the ceiling of a house in Balfour!
Mpumalanga police recieved a complaint of a bad odour coming from the house on Tuesday, October 4.
On arrival they met the complainant, a female tenant who indicated that she just moved into the said house in Minaar Street with her partner and child.
Police searched the house to determine where the odour was coming from.
They broke the ceiling where they made a discovery of a human body wrapped with some clothes.
Emergency Services personnel were summoned to the scene.
However, the body was in such a
decomposed state that the gender could not be determined at that time.
Police discovered later, through the shoes that the victim was wearing as well as the nail polish and other features, that the body was a female.
Forensic pathologists later confirmed that the family identified the victim as 34 year old, Nosipho Caroline Mthombeni, a resident in Balfour and had been working in Secunda.
Investigators believe that a man named Mr Thabo Silas Tsotetsi, pictured, could assist in their investigation. He is the owner who left the house after renting it out.
Therefore police urge anyone who may know his whereabouts or anyone with information that may help in the investigation to contact Detective Sergeant Moeketsi Mofokeng at 0723513801 or call the Crime Stop number at 08600 10111.
Meanwhile the Provincial Commissioner of the SAPS in Mpumalanga, Lieutenant General Semakaleng Daphney Manamela has condemned the incident in the strongest possible terms it deserves.
“This is really heartbreaking for a woman to be murdered and her body being concealed in such a manner. We strongly suspect that this is another gender-based violence incident but hope and trust that anyone behind this murder will
feel the full might of the law” said the General.

Suspect arrested after SIX bodies found in dumpster!
A 21-year-old suspect has been arrested on murder chargers after six people were found dead in a building in the Johannesburg CBD on Sunday, October 9.
In the horrific incident, the police were called to the building due to a foul smell coming out from one of the rooms. That is when a body of a woman was found.
According to statement from the police, a preliminary investigation led the police to the suspect, believed to be the last person seen with the deceased woman.
“It is reported that on October 2 at 8pm, the suspect was seen with the deceased woman. She was never seen again until her body was discovered on Sunday morning. The
clothes she was wearing matches the description of one of the missing persons reported recently,” confirmed police spokesperson Brigadier Brenda Muridili.
The statement further indicated that, upon questioning the suspect, the police went back to the building and five more bodies were discovered outside the building, where there is a makeshift workshop and rubbish dumpsters.
The other five bodies were found at a late stage of decomposition and will be delegated to the Forensics Unit for identification.
“The suspect will be charged with six counts of murder and the Provincial Murder and Robbery unit is investigating,” said Brigadier Muridili.
Justice served as car guard killer gets ten year sentence!
The Westgate Magistrate Court has sentenced Philani Mkhulisa (30) to 10 years imprisonment on Tuesday, October 4. The court also declared unfit to possess a firearm.
This is after Mkhulisa brutally assaulted a 25 year old car guard at corner Rissik and Pritchard Street in the Joburg CBD on the 7 of August 2018.
“He parked his car and went to buy food at Macdonalds; when he comes back he realized that two bags are missing containing his toiletries, a laptop, ID book and his Matric certificate,” explained police spokesperson Captain Xoli Mbele.
This is when Mkhulisa turned to the car guard and beat him up with his fists mercilessly.
He then drove off and paramedics were called and certified the victim dead on the scene.
Fortunately, Mkhulisa’s vehicle was
captured by CCTV cameras and police went to his address but was not found.
He handed himself over to the police a few days later.
“The conviction is a result of a quality investigation done by Sergeant Matshepo Twala (pictured) of Johannesburg Central Detectives. We hope this sentence will scare away the community from taking the law into their own hands when crime is committed,” Captain Mbele said.

The 1989 Comrades Marathon was a mile stone in South Africa’s sporting history as Tshabalala was joined by Willie Mtolo who came in second place in the long distance race.
During apartheid, many African people were not allowed to participate in sporting events like the Comrades. This win also broke Bruce Fordycerun’s winning streak of an unprecedented eight consecutive wins from 1981 to 1988.
“We ran a great race in 1989 and re mained very good friends since then. We had a lot to talk about every time that we met. Electronic bikes donated to Ekurhuleni entrepreneurs!
In efforts to introduce a carbon-free lifestyle in communities, the City of Ekurhuleni recently donated 50 electronic-bicycles to entrepreneurs who own their own delivery or logistics enterprises.
On Friday, October 7, the City hosted the round table discussion on the introduction of e-bicycles in Germiston, under the theme “Decarbonising the last mile of E-commerce logistics in the Transport Month”.
The City of Ekurhuleni has formed a partnership with e-micro mobility company to explore innovative modes of non-motorized transportation using e-bicycles to support entrepreneurs, all in a project called Green Riders.
Head of Department (HoD) for Economic Development Caiphus Chauke said that Ekurhuleni has partnered with E-micro mobility to provide 50 e-bicycles to young ambitious entrepreneurs from across the city to pilot the project in the city.
“The identified entrepreneurs will go through extensive Ebicycle handling training, road safety mechanism as well as the business model training before hitting the
road in December,” he said.
“E-bicycle is the future of transportation. The dark period of COVID-19 exposed an existing gap for the convenience brought about by the usage of delivery motorbikes for the delivery of household goods such as groceries, fast foods and medication. Therefore, this is a potential game changer for our entrepreneurs in the delivery and logistics space,” Chauke added.
In addition, the city’s fully fledged non-motorized transport (NMT) infrastructure is well equipped to handle the movement of e-bicycles across the city.
The e-bicycle operator does not require a licence or per-
mit to operate. The e-bicycle can operate on the NMT dedicated lanes and on the shared road.
It is made of aluminium steel for wear and tear. It is battery operated and can travel up to 120km with a high speed of 30km per hour for the safety of the rider.
It is also fitted with advanced technology tracker system as a safety feature against theft.

Phase 4 of the P.Y.E.I opens!
Applications for Phase IV of the Presidential Youth Employment Initiative (PYEI) in the Basic Education sector have opened on Monday, September 26 and will close on 16 October 2022.
The Department of Basic Education announced that Phase IV will offer job opportunities to 255 100 youth across the nine provinces in around 20 000 public ordinary schools and schools for learners with special education needs (LSEN).
“Phase IV comes as the country‘s youth have reaped the benefits of more than 850 000 job opportunities coupled with training that was offered throughout this initiative. The applications will officially open on 26 September 2022 and close on 16 October 2022. This gives all the youth 3 weeks for applications,” the department said.
All the youth aged 18-34 years residing within a radius of 5km from a school, are requested to register on SAYouth.mobi and apply for the Education Assistant and General School Assistant job opportunities.
“There is no cost to the youth for accessing SAYouth.mobi, as the site is zero-rated. There will be no applications at schools,” the department said.
The department has requested youth to note that, according to the new case law, any person working with vulnerable people (learners and disabled people) needs to be vetted, hence for Phase IV this is a requirement for placement.
Beware of Gibela Rail job scam
The Gibela Rail Transport Consortium has warned members of the public about a scam designed to mislead the public about existing job opportunities at Gibela’s production factory in Dunnottar near Nigel (City of Ekurhuleni).
At the centre of this scam is a mobile number and WhatsApp profile falsely purporting to be that of Gibela’s head of communications, Loyiso Jiya.
“After investigating the matter, Gibela has discovered that the cellphone number 065 655 0351, with a fake WhatsApp profile bearing Jiya’s image, is being used to defraud members of the public – especially those residing in the vicinity of the Gibela train manufacturing factory,” Gibela said.
Members of the public have been encouraged to disregard any correspondence emanating from this number, as it is a scam.
“As a standard recruitment procedure, Gibela advertises its vacancies on the company website (www.gibela-rail.com). Gibela’s contractors and subcontractors have their
own recruitment channels that are not managed by Gibela employees,” the consortium said.
Members of the public are advised that they should know it is a scam when:
They receive interview invitations via SMS or mobile phone call, because Gibela does not use SMSes or cellphones to invite applicants for interviews.
They are requested to call the sender on their mobile phone because Gibela does not ask applicants to call the company, particularly on their cellphones. Gibela mostly uses email to confirm interviews and conduct other vacancyrelated communications activities.
The potential victim is required to make a payment in advance.
Gibela does not request applicants to pay any money to any individual in any way in exchange for a job placement.
An applicant is invited for an interview for a job they did not apply for.
For more information, or to report any fraudulent activity, please contact Gibela Head of Communications Loyiso Jiya at loyiso.jiya@gibela-rail.com.
City councillors get lifestyle audits!
The City of Ekurhuleni is taking concrete steps towards rooting out corruption in government.
Recently, the Ekurhuleni Council approved the motion to conduct lifestyle audits for all its elected representatives.
This motion – based on the Councillor Code of Conduct contained in Schedule 7 of the Municipal Structures Amendment Act of 2021, passed with an overwhelming majority, now paves the way to stem the rot of corruption which has become endemic in local government.
In last month’s Ekurhuleni Council meeting, the executive mayor Alerwoman Tania Campbell and Alderman Khetha Shandu, submitted a motion calling on the Speaker of Council to initiate a process of lifestyle audits for all Councillors.
According to the City, councillors will be subjected to a lifestyle audit which will be done in two phases.
“The first phase, to be conducted in the next six (6) months, and will start with the Executive Mayor, Speaker, Whip of Council, Mayoral Committee, Chairpersons, and the Leaders and Chief whips of all political parties.
Once this process is concluded, all remaining Councillors will undergo this vetting process,” explained the mayoral spokesperson Warren Gwilt.
“As we have witnessed with State Capture, the tentacles of corruption know no bounds. If left unchecked, they squeeze their way into the pockets of compliant politicians – always at the expense of service delivery. These lifestyle audits will go a long way in the fight against corruption and holding politicians to account,” Gwilt added.
If the conduct of a Councillor is found to be in breach of the Councillor Code of Conduct, the Speaker will refer the matter to the city’s Ethics and Integrity Committee for further investigation and scrutiny.
Thereafter, a report will be submitted to Council and the Office of the MEC for Cooperative Governance and Traditional Affairs (COGTA) for further action.
