The KwaZulu-Natal Department of Social Welfare is tackling the scourge of drugs and substance abuse by advocating an integrated approach under the umbrella of Premier Dr. Zweli Mkhize’s Operation Sukuma Sakhe! This means that communities, Community Based Organisations (CBOs), ward committees and local municipalities, provincial government departments, national government departments and agencies as well as all other stakeholders all work together in fighting drugs and substance abuse. A key focus area of the KwaZulu-Natal Department of Social Development’s approach to fighting the scourge of drug and substance abuse is the development and investment in youth empowerment programmes. The high rate of unemployment, lack of access to education and other social ills faced by the youth has focused government’s intention on prioritizing youth empowerment initiatives, specifically the following priority target groups: • • • • •
Young Women Youth Living with Disabilities Unemployed Youth Youth out of School Youth in Rural Areas

Youth-headed Households Youth at Risk Youth at Conflict with the Law Youth Abusing Drugs Youth at Risk of All Abuse
The importance of the family unit in the integrated approach to combat drug and substance abuse cannot be underestimated and therefore the Department of Social Development aims to improve the quality of household life and strengthen family units. A basket of services and interventions has been developed and is being implemented to respond to a wide spectrum of different types of families in the province. In his State of the Province Address, Premier Dr. Zweli Mkhize directed that drastic measures be taken to address the issue of drug and substance abuse. The integration and alignment of resources must translate into effective service delivery at local level through: • The establishment of a Provincial Substance Abuse Forum • The strengthening of Local Drug Action Committees • The development of a Provincial Master Plan to combat Drug and Substance Abuse Next year is the International Year of the Family and the KwaZulu-Natal Department of Social Development will be at the forefront of working hand in hand with all stakeholders to combat drugs and substance abuse and working with communities to build strong family units.
