Misconduct allegations tabled in state parliament

In front of more than 100 family and friends at the Mareeba RSL, the mother of two shared her personal story and battle with stage 3C Ovarian Cancer – at the young age of 31. The intimate book is written straight from the heart and tells all – the good, the bad and ugly truths of this terrible cancer. ALLEGED misconduct allegations against a current sitting Tablelands Regional Councillor were tabled in a report to state parliament last Thursday morning. Councillors and ratepayers in the gallery were notified of the developments at the end of last week’s TRC meeting. In a statement, TRC CEO Ian Church said that an independent assessor had been assigned to investigate the allegations. “Having confidence in the integrity of our complaints process is paramount for the protection of our staff when raising concerns or complaints. It is appalling for the staff involved to have information disclosed in a confidential process exposed to the public,” he said. “Due to the seriousness of the complaints, as soon as I was made aware of the situation, an independent assessor was engaged to investigate and assess the allegations. “Some of the allegations made against the councillor were substantiated. The independent assessor made a number of recommendations, which are being implemented. “TRC has followed legislative requirements and kept involved parties up to date throughout the review process. “An investigation will be undertaken to determine how these confidential documents came into the possession of Mr Rob Pyne MP to ensure that this significant invasion of privacy does not occur again.” Member for Cairns Rob Pyne – who used his parliamentary privilege defamation defence whilst tabling the report – said the information was provided to him in ac-

cordance with the Public Interest Disclosure Act. “I tabled these documents in relation to TRC and Lockyer Valley Regional Council in Parliament under Public Interest Disclosure because it is in the public interest to see how the complaints system has failed at many levels in these two cases,” he said. “For instance, a CEO has a duty to report alleged corrupt conduct to the CCC and it is alleged in this case that this has not occurred. “It is further reported in the documentation that the complainant has not been kept adequately informed, in contrast to the claims of TRC in their latest media release. “This is also another example of alleged perpetrators investigating themselves. These are all elements that I am fighting to get changed so that the public and staff of local government can raise complaints with confidence that they will be assessed fairly and kept informed during the process of the investigation. “Therefore I out rightly reject the assertion from TRC that I have acted inappropriately in my judgement to table this material in the public interest. “I’m stating again that there is no leak and no-one has acted outside their authority, or duty, in providing this material to me, and I have acted with sound judgement in tabling it in parliament.” For ratepayers who are interested in viewing an online copy of the February 18 tabled report, it can be found on the Queensland Parliament website via: https:// www.parliament.qld.gov.au/workof-assembly/tabled-papers/onlinetabled-papers

Unrivalled family environment at Mutchilba State School By Justin Fris

LAST Tuesday afternoon, Mutchilba State School was visited by the Federal Member for Kennedy Bob Katter, who made a very special presentation. Despite only having 19 students on their books, the school has a culture and astute behavioural record that many other schools would be envious of. Mutchilba SS Principal Luke Morris presided over the ceremony, which saw several school leaders receive their leadership badges. Once the ceremony had concluded, Mr Katter spent time chatting to both students and parents – all dialogue of which, was warmly received. Last year, the school achieved significant improvement in their NAPLAN testing. Improvement of this nature is unsurprising, given such a positive and inclusive environment in the schoolgrounds. Mr Morris revealed a recent example of an education official attending the school and commenting on the standard of behaviour. “They said: ‘there doesn’t really seem to be any behavioural problems at this school at all’,” he said. “I then replied: ‘that’s because there aren’t any behavioural problems’.” Before heading back to class and eagerly attending to their grammar books, the entire school community posed for a memorable picture with Mr Katter.

Celebrating academic success in Mareeba MAREEBA State High School (MSHS) formally inducted their academic captains last Tuesday evening at the Mareeba International Club in front of the school community. Jezzeeka Jeffries (Kennedy house), Chau Truong (McKinlay), Stephanie Tran Nguyen (Gregory), Jordan Namini (Leichhardt) and Leighton Williamson (MSHS Academic Ambassador) have already begun the year in sterling fashion. MSHS gifted and talented co-ordinator Christina Ellacott said the school was committed to celebrating academic and sporting success equally. “We have a really proactive group of academic captains this year,” she said. “They’ve already been putting forward several proposals, ideas and propositions.” Academic captains play a vital role at the school. Along with participating in events to further their education, they positively encourage others to utilise the full range of their talents. “Our academic leaders not only assist others in learning, but they actually promote the academic shield,” Ms Ellacott said. “Students receive points from participating in a variety of external education competitions, which are put towards an accumulated points tally.” The school’s current academic system is very inclusive. Students receive points for every passing grade (the higher the grade, higher the points), which ensures that

Ballot draws for local elections finalised

Mareeba was awash with election fever last week, after the ballot draw had been finalised.

NOMINATIONS have officially closed for the upcoming local government elections, which will be held on Saturday, March 19. Similar to the barrier draw at the Melbourne Cup, there is a great deal of mystique and fanfare about the ballot draw. Myths and chatter are always constant. Does the candidate selected first receive extra votes? If a candidate is situated down the lower end of the draw, do they receive fewer votes? The Express has run a magnifying glass over the final draws, with analysis on all four of our local shires:

Analysis: In terms of mayoral candidacy, the race appears to be between Rod Marti and Joe Paronella. Both men are highly proactive in the community are liked by many in the community. Early indications from discussions with ratepayers indicate that it should be fairly close. Excluding Cr’s Marti and Hodge, no other current councillor will be running. Across the divisions, there are several notable business stakeholders (Michael Lawrence, Bronwyn Voyce) and local entrepreneurs (Tim Forsyth, Darryl Drury) running, which is a real boost for the region. This election is imperative for the future of the Southern Tablelands.

MAREEBA SHIRE COUNCIL Mayoral candidates: Tom Gilmore (elected unopposed) Analysis: All of the current councillors (excluding Cr Jensen, who is retiring) are seeking re election, while five new candidates are hopeful of a first term in office. Since announcing her candidacy, there has been a groundswell of support for Angela Toppin. Mrs Toppin is highly regarded by all members of the community – and over the years, has fostered many close ties with local families and students. Additionally, Mr Davies and Ms Wyatt have drawn handy positions, which would please them. Maggie Herbohn’s presence in this election shouldn’t be underestimated either, despite the unfavourable draw. It will be interesting to see if the MSC ratepayers opt to reinstate all of Mayor Gilmore’s current team or look for some fresh faces.

COOK SHIRE COUNCIL Mayoral candidates (in order of draw): Greg Whittaker, Peter Scott, Faewyn Gowan, Helen Rutherford Analysis: Current Cook Shire Mayor Peter Scott is seeking another term in office. From all accounts, he should be victorious. With 25 candidates nominating for councillor positions, ratepayers will have to make sure their vote counts.

‘I want wins for the ratepayer’ MY name is Darryl Drury. I was born and raised in Atherton – and my family and I have lived here all our lives. I am married and have three children and two grandchildren. I have lived in Rangeview (just outside Tolga) for the last 25 years. For the last 14 years, I have worked in the mining industry on a fly in-fly out basis – specialising in plant and mill maintenance and heavy engineering. During this period, I have worked in Africa, Papua New Guinea, the Pacific Islands, Indonesia, and of course Australia-wide. So I can say that I have seen a lot of the world out there, and I can also emphasise how lucky I feel to live in this paradise, the Atherton Tablelands. Having had this experience of successfully fixing multi-million dollar problems for huge corporations around the world gives me confidence in my ability to be able to serve capably as a Shire councillor here at home if I am elected. I am a part-owner with my daughter of a local business. We operate ‘Giddys’ Place, in Main Street of Atherton. Giddys gives me the opportunity to meet and talk with a whole spectrum of local people who are our customers. I am able to feel the pulse of the town, and to hear the many opinions people express on local issues. My work in the mining industry is basically problem solving; and as such, it often leaves me with long gaps between jobs, where I spend time at home and at the café. Should I be elected to Council, I will be putting my mining service lifestyle on the back burner, and focusing on my local government responsibilities. And of course, being able to be home with my family all the time will be a tremendous side benefit for us. If elected, my three main objectives will be to concentrate on the following issues: Roads and Drainage – This facet of local infrastructure affects all ratepayers who must travel on the huge network of interconnecting roads apart from the major highways that cross the Shire. The reseal of existing roads, re sheeting of worn and eroded gravel roads, our drains always need cleaning out before each wet season. Rates – I will be looking for realistic ways to keep property owner rates down to as low a level as possible, to ensure sustainability and value for the ratepayer dollar.

The ratepayer must be able to see that they are getting what they are paying for every year. Organisational efficiency – Having managed largescale and labour-intensive activities in the mining industry world-wide, I have often addressed the improvement of organisational efficiency. I feel I would be able to effectively transfer my skills in this area to a local government level. I am sure there are many areas here which could be substantially improved. If elected, I will make it my business to find out. In summary, I would like to see wins for the ratepayers. Not necessarily big or spectacular wins, more an accumulation of small and progressive wins over time – to show the effective, well planned, and sustainable expenditure of rates collected from the electorate. Teamwork and collaboration in conjunction with strategic and realistic short, medium and long term objectives and visions on major issues, will build our region to be a much better place than it already is. Toppin keen to help our region An abiding passion for family, education and community affairs has prompted former Mareeba State High School Principal, Mrs Angela Toppin, to nominate for a councillor position on the Mareeba Shire Council. “Strong communities like ours need a council which represents the interests of all our residents and I would love to be part of that,” she said when deciding to nominate. Born and bred in Mareeba, Angela cherished the opportunity to raise and educate her own daughter and to see her grandchildren grow up in the community. Angela said: “The supportive nature of this community makes it an ideal place for families.” Angela believes that councils can do a lot to support families in this endeavour. In addition to her family, Angela has spent most of her career working in local schools. This has given her a unique opportunity to develop positive rela-

tionships with a wide range of residents across the generations. “Getting to know young people and their families has helped me to understand the issues which face the community and the different ways in which these needs can be addressed.” Angela’s passion for her community has also been reflected in her membership of various community organisations, in particular her chairmanship of the Business Liaison Association, which is dedicated to forging connections between young people and local business organisations. Angela hopes that her many connections will prove invaluable in her role as a councillor. Mayoral candidates embrace positive community feedback ahead of local election By Justin Fris MAYORAL nominations for the Tablelands Regional Council officially closed last Tuesday afternoon, with Electoral Commission Queensland receiving four nominations. Joe Paronella, Rod Marti, Peter Hodge and Paul Kneubuhler have thrown their hats into the ring to govern a new-look TRC. All four men will be very busy over the next few weeks, as they will meet with ratepayers and get a real understanding of the issues that matter most to them. Current TRC councillors Hodge and Marti have made their nominations known for several months, with Paronella and Kneubuhler coming much closer to the nomination deadline. Cr Marti said it was a ‘relief’ that the campaign was well and truly underway and that he enjoyed meeting with ratepayers all across the TRC. “It's relief that the campaign is now well underway so that people can fully express their views to those seeking election; and, from my point of view, a proposition for real change can be explained.” In discussions with ratepayers, Cr Marti said recurring topics were the pain of increased rates, the de-amalgamation levy, road conditions and general disharmony within the cur-

rent council. A community forum will be held on February 29 at the Atherton State High School auditorium from 5.30pm. All mayoral and councillor candidates will be given an opportunity to talk about key policies and answer questions from the audience. “The community forums are important because candidates need to present their vision, ideas and a way to achieve them and those in attendance can interrogate/challenge ideas or plans. “I think the last four years means that voters will make their selections very carefully come election day and we do have some very good candidates seeking election.” Mr Paronella said he was heartened by the support from all sectors of the community, since his nomination was announced to the public. A successful businessman and renowned for his positive personality, Mr Paronella said he had received some interesting feedback during chats with ratepayers. “It has been very encouraging with support coming from unexpected sectors of the community,” he said. “The major concern that I am hearing is of the embarrassing turmoil of the current council and the feeling within the community that there needs to be a complete change of council.” Along with Cr Marti, Mr Paronella agreed

Respect all staff and results will follow OPINION PIECE By Justin Fris WHILE many of us are tucked away in bed early in the morning, thousands of dedicated council staff across our nation have already clocked on at work. Across a multitude of sectors, trades and skills, these individuals ensure that fundamental services are carried out across our suburbs and towns. However there are two elements shared between upper management and staff – both are human beings and both have feelings. In the wide world of business, government or sport, these two elements are quite often lost in translation. As a business owner, you seek feedback from your management team.They are out on the ground and notice market trends much quicker than you can. Rather than berate or bemoan their effort, a smart owner should actively seek feedback on what management is observing and work to fix the issue. They are at the coalface of the situation or problem. Not only do you value their feedback, you respect them as individuals. You trust their judgement. They can win the market share for you as a cohesive unit. If you are to critique a particular staff member on an issue, you should emphasise that it is the action or behaviour in question – not them as an individual. The same applies with local gov-

ernment. Elected councillors and upper management can only do so much in their roles. Sure, they can sign contracts, negotiate with stakeholders, write reports and attend luncheons – but are they truly always at the coalface of what is on the mind of their ratepayers? Council staff work at the coalface every day. They may be maintaining the local park. They may be stocking shelves at a library. Irrespective of their role, they regularly converse with ratepayers and hear their concerns. Effective councillors and upper management of a major council anywhere in Australia typically embrace what these individuals bring to the table. By lending an ear and backing their judgement, issues can be rectified quicker and staff will go beyond the call of duty for you. In any organisation or team, you can be sure to have a range of ages and abilities. Bad management teams will attempt to split ‘strong’ and ‘weak’ staff members, whereas good management teams get straight to work - understanding their staff base. They get to learn about their staff. They find out what they are good at. And if they are struggling, they lend a hand to help them up. If they are hurting, they are given support and respect. Whether you earn $120,000 per year plus in upper management or you are on a casual contract cleaning the streets – support and respect to all staff should be free.

that the upcoming community forum was an excellent opportunity for TRC ratepayers to have their say. “I am hoping for a good turn out from the community to hear what each of the candidates have to offer,” he said. “Hopefully the forum will help the attendees get to know their candidates and gain the information required to make an informed decision on election day.” Mr Paronella concluded by stating that he believed his previous experience in local government would assist him – should he be elected as TRC Mayor by the ratepayers. “Having had 8 years previous experience in local government, many years of business experience and having no connection to the current council, I believe I am a suitably qualified and reliable choice for Mayor,” he said. “Although not all the sitting councillors should be tarred with the same brush, the feedback I am receiving is that there needs to be a complete change of council to enable a fresh start and regain community confidence.” The Express also contacted Mr Hodge and Mr Kneubuhler for insight into how their campaigns were faring. Both gentleman said that were unable to provide their responses prior to our print deadline – however if The Express does receive them in the near future we will endeavour to print.

CLUB NEWS With Mareeba Lions Club the Mareeba Lions are back at work gearing up for some big events in 2016. This year, the Lions will be seen participating in Clean up Australia, Anzac Day Biscuits, Coast to Coast Bike Ride, Rodeo, Christmas in July, and Lioness Pink Ribbon to name a few. The club is also continuing to collect your used eye glasses, so if you have any please drop them into the Mareeba Courthouse. So far in 2016 the Club has donated $2,000 to the Australian Lions Foundation and, $1,000 to the Lions International Foundation (both being humanitarian organisations which provide numerous grants and run projects in areas of need and natural disaster). Lions continue to support areas devastated by bushfires in southern states. It is now possible for the public to donate directly to the Australian Lions Foundation. There is now a link on the ALF Website where direct donations can be made. This will give the Lions a much greater profile for the receipt of donations in support of appeals to help natural disasters such as the recent bushfires. All donations over $2 are tax deductible and will be in support of Disaster Relief activities. Mareeba Lions have also agreed to contribute $2,000 to the “Science Live” project being coordinated by the Lions Club Brisbane Central. This will enable two Mareeba senior students to

attend at the Eskitis Institute for Drug Discovery, Griffith University where they will obtain an understanding of the importance of fauna and flora in their surrounding environment, which will in turn provide a valuable contribution to the development of future medicine. The local ‘Youth of the Year’ competition is underway with judging and finals to be held on the February 27, with the local winner going on to compete in the zone final also to be held in Malanda, on March 19. This event has been run by the Mareeba Club for many years and has been a tremendous learning environment for all of the young adults who have participated in it. Although membership of Lions is by invitation you are invited to enquire about joining this great international humanitarian organisation. It is not hard to become a lion. AUTHORITIES would like to remind residents across the Tablelands that it is an offence to tamper with or vandalise local government election signs. While campaigning across the Mareeba Shire has appeared to go swimmingly well, reports out of the Southern Tablelands indicate the exact opposite. It is every candidate’s democratic right to campaign in a local election, without fear of intimidation or financial loss. Darryl Drury – a current councillor candidate for Division 6 in the TRC – said several of his signs had recently been tampered with in Kairi and Rangeview. A hard working individual, Mr Drury added that he was operating on a ‘shoestring’ budget, but wouldn’t be deterred by these actions.

Campaign signage is not cheap. Prices for a large bundle (up to 20) can range between $580-2000 – so naturally, damaged signs hurt the hip pocket. Tablelands Patrol Group Acting Inspector Mark Stewart said the TPG had received notification of two specific issues across the Tablelands, which were currently being investigated by police. “The QPS would like to speak with anyone who has had their signs tampered with, or received any threats directed at them during their council campaign,” he said. “It is an offence to tamper with, or vandalise any local government election signage under the various local government acts. “Upon nominating, prospective councillors sign a ‘Code of Ethics’ – which should be adhered to at all times.”

FEDERAL Member for Kennedy Bob Katter toured the Mareeba Shire last week, spending time with locals across many of our tight knit communities. Mr Katter – who has held the federal seat of Kennedy since 1993 – held a series of ‘drop in’ sessions in Mutchilba, Biboohra, Mt Molloy, Julatten and Dimbulah, where locals could attend and raise any issues they had. Regardless of your particular political preference, Mr Katter’s longevity in Australian politics is something that should be admired across the region. Like Mr Katter, FNQ locals are regarded as tough and gritty – they fight for their fair share and don’t take kindly to southern ‘cityites’ thinking that they know better.

Election victories are built on knowing your constituents inside out. Being accessible, lending an ear and actively generating community debate. All of which transpired during the sessions. Several common themes were raised by locals across the meetings, including foreign ownership of Australian land, marriage equality, welfare payments and cutting bureaucracy. At each of the meetings, each member of the audience was asked the following question: “If you were the boss of Australia, what would you change?” Mr Katter said he enjoyed the reception at all of the meetings and was committed to providing an open avenue of communication to all within the Kennedy electorate.

‘Business as usual’ for Mayor Gilmore By Justin Fris

MAREEBA Shire Council Mayor Tom Gilmore has been elected unopposed as MSC Mayor for another four years, after election nominations formally closed last Tuesday afternoon. But if you for one minute think that he is kicking back on a banana lounge with martini in hand, you are gravely mistaken. “I’m very pleased about that (being returned),” he said. “However, I’m more proud about what we have achieved (as a council). “I now have the opportunity over the next four years to deliver the things that we have been working so hard on.” After emerging from de-amalgamation two years ago, Mayor Gilmore and fellow councillors have sought to regain stability across the Shire. Contrary to the infighting plaguing the Tablelands Regional Council, MSC councillors have worked collaboratively for the ratepayer. “I’m very proud to have been part of this two year period – which has been one of excitement,” Mayor Gilmore said. “Very exciting times, but very complex times. The thought to be given the opportunity to see the first commissioning of the water treatment plant, see the first plane land and trainee take off at the upgraded Mareeba aerodrome – these are the things, as well as all the other exciting things that we have done (that I look forward to).” The final few weeks remain unclear for the remaining councillors, who are all seeking re election for a further four years. Statistics and history tell us that there is a high chance that not all councillors will be returned to office after March 19. Mayor Gilmore said he would reflect with his councillors after the final meeting – however, he will remain staunchly independent of all candidates. “In terms of the changing of the guard, in local

government it a process where change is inevitable,” he said. “If indeed there are changes made, then that is a challenge for me to manage; and ensure that the new council has the same civil view of each other. “That they debate respectfully, that they understand the rules, that they accept the outcomes – that falls to me essentially, as the mentor for

new councillors. Several challenges have been met over the last two challenges, with managing the budget and implementing key projects a top priority. “This next four years is the period of delivery,” he said. “That is delivery on all of these things that we have been working on. “I’d also like to focus on the next step. Lee Long v Pagani I stand by my comments regarding the erroneous report in The Express on January 27, 2016, relating to a lapsed motion put up by Cr Pagani regarding staff wage increase and the following alternative motion supported by all other Councillors at the meeting. Fact: Cr Pagani’s motion was reported as being lost 2/3. In fact, it did not even go to the vote as it failed to get a seconder. Fact: Cr Pagani, in attempting to argue the last TRC staff wage increase was three years ago, fails to add that that increase extended until July 2014. Since then Cr Pagani should be aware that TRC was engaged in Enterprise Bargaining with staff under the Newman Government rules. As a result of those negotiations TRC offered staff a reasonable wage increase in April 2015. Staff in a ballot, chose not to accept this increase. That was their democratic choice. It is impossible to see how the staff’s choice to reject a pay rise can be re-interpreted as Council failing to offer them one. Since 2013, TRC has in fact offered two separate pay increases to staff: one which staff voted to reject and the second which TRC recently approved and back dated to July 2015. We all know that TRC ratepayers are doing it tough and the rise approved by all but Cr Pagani at that meeting was, I believe, more in line with ratepayer affordability than the one proposed by Cr Pagani. View on Greyhound industry It's been a year this week since the explosive ABC Four Corners live-baiting exposé, and what has the dog racing industry done to clean up its act? Precious little. It's hard to believe it cannot see the writing on the wall, even after dozens of trainers were implicated in the barbaric torture and killing of live animals to train greyhounds. Even after the bodies of 55 greyhounds were found dumped on a reserve at Coonarr, allegedly after being shot by their trainers. Even after it was revealed that 18,000 "surplus" racing greyhounds are killed every year, and hundreds more are sent to Asia where all of them will ultimately be killed. Even after all of that, the industry still claims that it can "govern" itself and is opposing the Racing Integrity Bill, which would set up a commission to stop some of the industry's most egregious abuses. The racing industry has had plenty of opportunities to implement reforms. Instead, it has chosen to point fingers and make excuses. PETA urges everyone to stay away from the tracks. NBN. I connected through ACTIV8 and am paying for a 25mbps download. I have been connected for nearly a month. My average download is 8.2537mbps download with a latency average of 82.06. My best recorded download speed is 16.804mbps. At times I cannot even watch Apple TV (Standard programs due to continual stopping of the display due to lack of streaming data) Activ8 blame NBN and ATP for the stuff up and allege the issue will be fixed out of Cairns at the end of February 2016. Yet NBN stated in The Express Newspaper dated, February 17, 2016, talking about further installation of wireless NBN to the Mareeba Shire (which is what I have), quote: “This is great news for Mareeba Shire as access to fast broadband is designed to provide a range of benefits” – rubbish. This is advertising spin. There is no fast NBN in this area. Allegedly there is an issue for the whole of the Cairns area, including the Mareeba Shire, and allegedly it will be fixed by the end of February 2016, allegedly. Do not sign up to NBN until this is fixed. My ADSL2 connection gave me a latency of 40ms and a constant download speed of just of 6mbps – ample. A message from Noeline

I would like to take this opportunity to provide a brief update on how this little Mareeba born and grown woman is travelling in what is becoming a common cancer battle through our communities. I am going really, really well. The good fruit and vegies and fresh air of my childhood must have built some resilience within my system as I am handling the radiotherapy and chemotherapy very well - and it looks like the cancer we fight isn’t. Even now at 1/3 into the first block of treatment, we are seeing physical improvements in the areas affected by my tumour – vision and motion. I am still smiling and extremely positive. I have enough positivity to share if anyone is also down here or struggling with a cancer diagnosis – I am happy to make tea and give hugs and pull as people as I can over the line of success with me. It is wonderful that as we get TH older many old school friends start to ‘re-appear’, mostly on Facebook. I worry that in our later 40’s many of us are entering our ‘second’ teenage phase. Thankyou to my old school mates – your sense of humour, antics and support has been great. The strong science based education I received from Mareeba High School has without a doubt contributed to my understanding and positivity of a battle such as mine, I am so glad I only had a few detentions while at school and learnt from most lessons. There is a lot of hope for the future research and their ongoing improvements in cancer treatments. I know there is a lot of talk around these things at the moment - I am only one MORE INFO example of many that offer proof that this hope and a positive outcome is real. Ovarian cancer month February is Ovarian Cancer awareness month, an opportunity to increase awareness and support for the estimated 270 Queensland women who will be diagnosed with the disease this year. Ovarian cancer is one of the hardest cancers to detect and is the leading cause of death from gynaecological cancers, with fewer than half of all women likely to survive five years after diagnosis. There are currently no effective screening tests for ovarian cancer, so knowing the symptoms is critical to early detection. Symptoms include increased abdominal size or bloating, unexplained abdominal or pelvic pain, feeling full and/or having difficulty eating, unexplained weight gain or loss, back pain, indigestion, nausea or excessive fatigue. Ovarian cancer symptoms can be vague and similar to common illnesses, but when these symptoms are new, or have persisted for two weeks or more, it’s important to see a doctor. This Ovarian Cancer Awareness Month, with your support, we will continue to invest in research and support for those affected, including carers and families. In Far North Queensland, around 14 women will be diagnosed with ovarian cancer this year and sadly, an estimated seven women will die from the disease. Pitt takes aim at LNP Just who in the LNP is telling the truth about the rising trend in business confidence in Queensland? A series of reputable surveys and hard data from the Australian Bureau of Statistics show confidence levels among business operators and investors have risen under the Palaszczuk Government. The Prime Minister Malcolm Turnbull confirmed that recently in Federal Parliament when he cited the latest National Australia Bank survey on business confidence and said: “Business confidence is highest in Queensland, followed by Tasmania and New South Wales.” This directly contradicts his LNP colleagues in Queensland who are now in their fourth year of talking down Queensland. We can all remember when they were in office how they spruiked daily economic scare stories to justify their one and only policy of asset sales. Every piece of good economic news is twisted into bad news by Lawrence Springborg and the LNP and used as part of their deliberate campaign to damage and drag down confidence. Marti backs road improvements at Malanda Showgrounds By Justin Fris

TABLELANDS Regional Councillor (and mayoral candidate) Rod Marti pioneered a motion to improve surfacing of the Malanda Showgrounds’ internal road network last Thursday morning. In a special notice of motion, Cr Marti noted: “That Council note the resealing of the Malanda Showgrounds’s internal road network is forecast for completion during the 2016/17 financial year – however due to the fact that the 100th anniversary of the Malanda Show will occur in July 2016, (that) Council prioritise the project for completion prior to June 30, 2016.” Within the initial motion, Cr Marti said he believed a maximum $80,000 could be put toward the project. “The Malanda Show is celebrating its 100th year in 2016 – this is a fantastic achievement,” he said. “And for those of us who frequent the show, it is a wonderful country show. “The TRC has had an allocation in its forward forecast for 2016/2017 and 2017/2018 budgets to basically resurface the ring round that goes around the showgrounds and also around the facility as well. “Those forecasts in ‘16/17 and ‘17/18 years don’t help the Malanda Show this year. “Having spoken to TRC GM of Community Planning, there is

KATTER’S Australia Party state crossbenchers Shane Knuth (Member for Dalrymple) and Robbie Katter have sided with the Palaszczuk Government’s controversial lock out liquor laws – albeit with several amendments. Of greater significance (overlooked by several mainstream media outlets), is the fact that they have ensured greater attention on high rural unemployment and mental health services by the Palaszczuk Government. Both crossbenchers made it clear that their negotiation outcomes with the Palaszczuk Government were built on two things – aiding the fight against alcohol fuelled violence and securing a greater spotlight on major regional and rural issues. The laws – which have been vehemently opposed by the hospitality industry – will be staged over the following two years. From July 1, ‘last drinks’ will be called at 2am at all licensed premises outside of designated ‘nightlife precincts’; with a 3am curfew in effect for nightlife precincts such as Surfers Paradise and Cairns. The lockout component of the legislation will commence in 2017, with an independent review of the legislation pencilled in for July 2018. Additionally, individuals convicted of drug offences could also be banned from attending designated nightlife precincts. Keeping an open mind during negotiations, Mr Knuth and Mr Katter

provided a list of rural priorities to the government – which are to be completed in exchange for their support on the issue. Mr Knuth told The Express that the Bill would result in a real broadening of issues – and encourage stakeholders to tackle each respective issue with a solution. “We believe there are just as many big social issues in regional and rural areas as there are issues dealing with alcohol-fuelled violence in nightlife precincts,” he said. “Currently in regional Queensland, we have doubled the state average in terms of suicides, along with triple the state unemployment rate. “Much has been done in the past to help resolve unemployment in our cities – but in the bush, we’ve always seemed to get the rough end of the pineapple.” Mr Knuth said the Working Queensland Cabinet Committee (including Premier Palaszczuk) will visit several regional electorates (including Dalrymple) during the year, which will give them an eyewitness account into the severity of both issues. “Prior to negotiations, we consulted a wide range of stakeholders over a 10 month period,” he said. “All views from each side of the argument were taken into account – including those who had been impacted by serious injury after a night out on the town.” He added: “Overall, I believe that we are proud of the package that we put forward for all stakeholders and hope it will help in aiding the fight against alcohol-fuelled violence.”

Initially, Cr Stocker said: “In principle, I agree with this - however I am concerned about a few principles. “Having spoken to members of the Malanda Show Society, they’ve indicated that they would be more than happy with a chip seal of the ring road. “Additionally, I’m concerned that at this time of year, surely we should be organising what our priority projects are.” “I think that at this time, this matter should be further considered.” Despite a lengthy dialogue, all councillors conducted themselves with personal decency.

Meet the ‘Mareeba Shire First’ team candidates

The following is a short bio of the six candidates that form the ‘Mareeba Shire First’ team running as councillors in the March 19, Local Government Elections. NIPPER BROWN Born in Mossman 54 years ago, I grew up in the Julatten area, attending high school at Mareeba. The core of my working life was with Telstra - 23 years in various levels, including management all over North Qld and Qld. I was made redundant in 2003; at which time along with my parents, bought a farm in Mutchilba. In 2004, I began my own business called EVY Entertainment with Mobile Music (DJ) and a Mechanical Bull. In 2008, I was successful in tendering for the Mareeba Landfill with the Mareeba Shire. In the years following, I have been successful in the waste business expanding to the point where I have 10 staff working for me at six locations. As a family venture, we also run beef cattle at Mutchilba. Currently I am the Vice President of the Mutchilba Community Group, President of the Dimbulah Com-

munity Centre and the Dimbulah Museum. In all my travels, I have always been heavily involved in the local clubs and committees filling many and varied roles. On the first Friday of every month, you will find me at the Mutchilba Hall’s ‘community dinner’ - either playing music, or behind the bar. As a councillor, my vision is: a united, strong, vibrant, financially sound organisation delivering highly efficient services at the best quality. With a rate system that is affordable, fair and sustainable to all residents. Strengthening communities, maintaining local participation and encouraging other industry. Over the last two years as a current councillor, I have helped lay the foundations of a path that I know will help our shire prosper and grow. Allan Pedersen I was born in Mareeba in 1959 and did most of my schooling there, except for a short time at Julatten. After completing my bricklaying apprenticeship, I moved to Hurricane Station with my parents, where I spent the next nine years. I married Karen Panigas in 1986, and we have three sons – Jack, Ian and Robert who have all completed their respective apprenticeships in Mareeba. When our family sold ‘Hurricane Station’ in 1989, Karen and I purchased part of ‘Nychum Station’; built our home and have progressively developed the property into what is now known as “Karma Waters”. Along with our grazing property, we run an earthmoving business, a small mining operation and a growing tourism business. I have spent 11 years on Council, four years as Chairman of the Great Wheelbarrow Race Committee; I am a founding member of the Mt Carbine Rodeo Association and President for the last six

Over the last two years our council has delivered balanced budgets, repaid the de-amalgamation cost of $5.1 million from reserves without the predicted impact on ratepayers and have had our long term financial rating from Queensland Treasury Corporation lifted from “weak” to “moderate” which has now put our Shire on a solid footing. We have secured almost $30 million in grants over the last year thanks to our highly committed and innovative staff that will deliver upgrades to our airport, sewerage treatment plant, roads, bridges and other infrastructure. All this would not have happened if not for the hard work, commitment and common sense approach of the councillors around me. We have worked well together, bringing different skills and experience to the boardroom table; and with the inclusion of Kevin Davies, I believe we can continue to deliver a strong and stable local government.

ALLAN HOLMES My name is Allan Holmes. As a resident of Mareeba for the past 40 years, I feel privileged to be part of the team tasked with the duty of advancing Mareeba Shire following de-amalgamation from the Tablelands Regional Council. Make no mistake, it hasn’t been an easy road; and would not have been possible without the dedicated assistance of my fellow councillors. We were told two years ago by the Queensland Treasury Corporation that Mareeba Shire Council would be lucky to last five years. We have managed to prove them wrong, delivering two balanced budgets, minimal rate rises, and no new borrowings, with service delivery being maintained and more often than not actually improved. One example is the Mareeba Sewage Plant. For more than 12 years, it was in breach of State Government regulations while successive councils procrastinated, running the risk of heavy fines. This council has put in place construction of the required new plant at a cost of only $15 million as opposed to a figure of $30 million bandied around previously. We expect it

to adhere to compliancy requirements for the next 20 years or more. Other examples include the Mareeba Airport Development which is already underway, the Industrial Park Precinct on the move, Kuranda water supply infrastructure vastly upgraded, and all of this in conjunction with the council wages bill being reduced. Our objectives for the next four years include: financial integrity through considered and efficient expenditure, limited rate increases in line with the CPI, and no borrowings without a direct funding stream to meet redemption. Council’s focus will of course remain on maintaining the level of existing services such as roads, water, and waste, complimented with essentials like community and social services. I firmly believe that there is nothing to be gained by looking back, the only way is to look forward, stability is paramount, and to re-elect the “Mareeba Shire First Team” will allow us to continue what we have started. At this time, Mareeba Shire needs the stability and the experience of the Mareeba Shire First team. Make Mareeba Shire a place we can all be proud of for the benefit of our children and our children’s children.

KEVIN DAVIES Kevin Davies is a long time resident living in Mareeba Shire for over 40 years. He has been involved in the local community his entire life in various committees, organisations’ and sporting clubs. He has been a member of the Rotary Club of Mareeba since 2009, holding positions of Secretary, Vice President and President in that time. He is also a member of the 2015 Rotary FNQ Field Days committee; he has been a committee member of the Mareeba Swimming Club since 2008, holding the position of President for four of those years. He secured the shade shelter, lane ropes and starting blocks for the Mareeba pool; and Council obtained a grant to have the shade shelter installed. Mr Davies said he has been involved in one way or another in most sporting clubs in Mareeba - from playing in his younger days rugby league, cricket, swimming, basketball and golf - to the involvement he now has with the committees he is on. Mr Davies has over 25 years experience working within local government, from maintenance of rural and urban roads and drainage to major capital works projects and waste management experience. When asked why Mr Davies decided to run for council, he stated that he has been

contemplating running for some time now, prior to de amalgamation; but the time was not right with family and work commitments. Now with the support of his family, it is time to stand for council; to make a difference, to step forward and contribute more to the community and help shape the future of this great shire, by encouraging families and business into the shire; and the already approved upgrading of the Mareeba Aerodrome is a great way for this to start. My late father - Cedric Davies - who was a long serving councillor for a total of 21 years, always said: “Mareeba Shire is the best Shire in Australia.” This is such a true statement, with the diversity we have in the Shire, the grazing and agricultural area of Molloy/ Julatten to the north, the pristine rainforest of Kuranda to the east and farming, cattle and mining industries of Dimbulah and Chillagoe to the west. I am running in the Mareeba Shire First Team - a team of experienced councillors that have, in the last two years with Mayor Tom Gilmore and councillor Jenny Jensen, helped forge Mareeba Shire Council ahead since deamalgamation. If I am lucky enough to be elected to Council, I hope to make a positive contribution to the future of this Shire - with my knowledge and experience from working on Council and within the private sector.

Mary Graham i was born in Mareeba in 1955. I am the daughter of Italian immigrants and I grew up on a tobacco farm on the Walsh River between Mareeba and Dimbulah. Typical of the era, I spent most of my school holidays helping the family on the farm where I developed a strong and long lasting work ethic. My first four years of school was spent at Mutchilba State School – later attending Mt St Bernard College in Herberton, before commencing employment at a local solicitor's office. Settling down to married life with my husband Peter, (who at the time was working for the family lime business at Ootann, near Almaden) it was during that time that our two daughters were born. Our young family moved to Mareeba in the early 1970's purchasing the former Pedro's Cafe which we operated for five years. With my husband returning to mining and our two daughters attending school, I became involved with children's activities including basketball, softball and indoor cricket. At the same time, I gained a wealth of business experience in a number of departmental managerial positions working my way through to 2IC at Coles Supermarket in Mareeba. ADVERTISEMENT

After 26 years, it was time to move on and our family purchased Mareeba News which we still operate to date. The managerial experience gained from working for a national retailer combined with the skills and knowledge derived from developing my own small business have equipped me well in my quest to rise above any challenges in a productive and positive manner. During my time as councillor I have been heavily involved with the Mareeba Multicultural Festival, the Mareeba Heritage Centre, Relay for Life, and the Safer Communities’ committees. Through this involvement I have been able to develop strong relationships with the broader Mareeba community and this in turn has helped me perform my duties as a councillor with real knowledge at a grass roots level. As a councillor who maintains a strong and productive relationship with you – the people of the Mareeba Shire community – I will endeavour to continue to put your needs and aspirations first. On a professional level, I have been part of a progressive council who have delivered balanced budgets in both 2013/14 and 2014/15; and there have been limited general rates increases despite the scare mongering before de-amalgamation. As a piece of cinema, Spotlight (the name of the investigative team at the Boston Globe) is exceptional. The entire A list cast is outstanding: Mark Ruffalo as Mike the reporter who was a terrier in his previous life; Michael Keaton as Robby Robinson, determined Spotlight Editor with a secret; Rachel McAdams as Sacha Pfeiffer and Brian d'Arcy James as the two other Spotlight reporters; Liev Schreiber as Marty Baron, the incoming Globe Editor, smart and cool; Stanley Tucci as Garabedian the hard working lawyer; and Jamey Sheridan as the Church's legal advisor Jim Sullivan, old friend of Robby's now on the wrong side of history. But there are others, too, some with smaller parts, but all with roles that matter. There's a small moment in the third act that will bring nostalgic joy to old school journalists who still remember days when reporters reported. Editor Marty Baron is scanning the copy of the first story (the Globe went on to publish almost 600 on the subject in 2002) and strikes out something, mumbling 'adjective'. Dear reader, adjectives do not belong in news stories.

Dangerous roads RACQ is asking Queenslanders to name and shame the most dangerous and problematic roads across the State. RACQ spokesperson Lauren Ritchie said the Club’s Unroadworthy Roads Survey 2016 was now underway, and was a quick and easy way for people to voice their concerns. “Whether it’s a street which goes under every time there’s a hint of rain, potholes, a road that’s narrow, lacks overtaking chances or has hard-tosee signage, or even a spot where hazardous rubbish gets left constantly, we want to hear about it,” Ms Ritchie said. “The compiled results will form a vital part of our representations to local, state and federal governments on which road maintenance and upgrade projects need to be prioritised. “We can’t help get it fixed if we don’t know about the problem, so it’s really important for people to get

involved and take part. “Your suggestion for change could end up saving lives or even simply make the daily commute less stressful for everyone who travels on that particular road.” Ms Ritchie said this year the survey had an added Google Maps function which made it easier to identify the road name and pinpoint exactly where the issue was. The survey only takes a few minutes to complete and is open until the end of February at racq.com/ badroads for people to have their say.

THE FNQ Heat finalised their 2016 pre season campaign, with a professional 3-0 win over FNQ Premier League side Stratford last Friday evening at Nick Brko Field. Played under balmy conditions with a carnivallike atmosphere, Tim Campbell’s men were able to dictate the match tempo from the off. Mareeba-based talent Jamie Carroll – who was selected as captain for the match – put in a sterling shift for his teammates. In an encouraging sign for Heat fans and coaching staff alike, Carroll ensured he would conclude the pre season by netting goals in all matches. Adopting a disciplined shape, the Heat wasted little time imposing themselves on the contest, and took an early lead in the 5th minute. After patiently waiting for a superbly timed through ball, Jamie Gosling gained possession near the right corner flag at the Captain Cook Highway end. Relaxing and assessing his options, he delicately lobbed a tantalising cross into the box, where Carroll rose powerfully and steered his darting header into the net. The pre season competition – which is warmly embraced by all clubs and supporters – brings added economic and social benefits to the Mareeba township. MUFC officials said they would continue to negotiate with Football Qld on the matter. Should the tournament be cancelled, alternative friendly matches will be organised internally by the clubs.

THE Mareeba United Football Club are steadily progressing through pre season training, ahead of the 2016 FNQ Premier League season. After emerging victorious in last season’s grand final win over Stratford, much has been discussed locally about the potential changing of the guard at Borzi Park. MUFC Premier Men’s coach Alex Srhoj said he has been impressed by the youthful element on the training ground. “The only really impressive thing is the number of youth kids – and the quality is really exciting,” he said. “The three senior grades have taken a little while, (intensity of training) but that is fine. We still have a lot of time left. “In the next week, we’ll put our foot down; and the attitude has to be right, the commitment has to be right as we can’t leave it too late.” Of immediate concern for MUFC is the current status of the MUFC ladies team, along with selection of an available goalkeeper. “We’ve got a bunch of maybe 10 or 11 ladies who are really keen to play football,” Srhoj said. “They’ve been great – they’ve actually been training with the men. But they are a concern long-term (in

Roosters pre season trials commence THE Atherton Roosters will begin the match component of their pre season campaign this Saturday night against Norths Devils (Townsville) at Roosters Stadium from 7pm. Roosters coach Dean Howard said the trial will provide a great opportunity to test a few things ahead of the regular season. “We’ve been training very hard and the boys have done a lot of work with the weights over summer. “Numbers have been fairly good at training - but more importantly, we have really developed a really positive culture here at the club.” The following week (March 5, from 3pm), the Roosters will host their annual match in Irvinebank, which raises funds for the local community. “It’ll be a great opportunity for our U/18’s and all of the A-Grade side will travel to support them,” Howard added.

THE Mareeba Basketball Association kicked off their season last Thursday evening, with plenty of fresh faces. Two new teams (the Ciggy Butts and Young G’s) began life in the big time, joining traditional mainstays the Stingrays, Comets, Red Devils and Barras. It was fitting that the new sides tipped off proceedings, with the experienced Ciggy Butts clinical in their 50-36 win. Journeyman Fabio Nocilla – who formally played for the Comets – took charge of the game for his side. The G’s made a late tilt at eating away at the sizeable lead, however undisciplined shooting in the clutch killed their momentum. Much intrigue surrounded the Stingrays v Comets match up, as both sides are very much in a rebuilding phase. The Stingrays, who have been a perennial powerhouse for several years, offered to dilute their squad to even up the competition. Last season they struggled with player availability, which impeded their run for another grand final win. The Comets have steadily progressed to become one of the more exciting teams to watch, but keeping regular players has proven difficult Pre-game preamble eventually proved to be more exciting than the actual contest, with the match standard very rusty – and at times, a real strain to watch.

Both sides were chock full of experience and talent, but shots did not seem to want to go in. At the end of the first quarter, both teams combined for a total 8/23 from the field. After taking in a needed burst of hydration, both sides got their shooting boots on – which provided for a much better spectacle. Brendan Ebner was doing a great job for the ‘Rays, with Darrell Turner also providing great support for his teammates. Despite their best intentions, the Comets were able to convert more of their shooting opportunities and scoot to the half with a 27-16 lead. Honours would remain fairly even during the third term, with the Comets able to maintain their composure during key 1v1 matchups. By keeping possession of the ball and denying space, the ‘Rays were often pressured into making passes and shots that were not in their game plan. In the final stretch of the game, the superior court speed of the Comets proved to be the difference. Basking in the glory of their 45-33 victory, the Comets will be hopeful that this win will be the first of many. This week’s fixtures are as follows: Young G’s v Comets (7.10pm), Ciggy Butts v Red Devils (8.10pm) Stingrays v MBA Express (9.10pm). Matches are held each Thursday evening at the Mareeba PCYC Sports Hall on Walsh Street. Everyone is welcome to attend.
