N the month of July alone, $3000 of Tablelands Regional Council ratepayer money was used by TRC councillor Peter Hodge to attend personal courses of study. TRC Cr Marjorie Pagani said she believed some of these events attended by Cr Hodge were not all Local Government Association of Queensland-sanctioned. In her address to fellow councillors, Cr Pagani said:“I’m very concerned about this. We have people paying massive rates; and in the last quarter of a councillor’s term, we are paying for his private study.” TRC CEO Ian Church responded to Cr Pagani by informing the room that they both had corresponded via email.
“Yes, you said that councillors were ‘at liberty’ to attend LGAQ events,” Cr Pagani said. “I then wrote back and said: ‘what about courses of study?’ some of which are up to $10,000 and whether there was any cap limit. “This is a personal course of study; it is not a workshop and has not been approved by Council.” Mr Church further clarified the situation for The Express in a written statement, believing that Cr Hodge had complied with the rules. “By way of resolution from the meeting on December 18, 2014, Cr Hodge and all other councillors were authorised to complete modules of the LGAQ Elected Member Program,” he said. “This resolution stated that:“Councillors wishing to attend workshops that are part of the LGAQ Elected Member Program are authorised

to do so.” “This resolution was carried unanimously. Cr Hodge’s expenditure was therefore in compliance with the resolution. “His expenditure on the Elected Member Program was monitored, as is all expenditure by councillors, for attendance at workshops and conferences. Expenditure is monitored against the overall budget.” Cr Hodge said it was unfortunate that Cr Pagani ‘chose to disrupt the meeting the way she did’, instead of ‘facilitating the business of Council’. “My attendance in the LGAQ Elected Member Program and the Department of Infrastructure, Local Government and Planning 2015 Planning Summit was not only approved by the Mayor and CEO, but also by all Councillor through resolutions,” he said.
“My total focus is always how I can deliver services to the residents of our region in the most efficient way possible. “It is so important that we stay focused on delivering outcomes that are the best for the region and its residents. Councillors must keep their skills current so they can provide these services that the residents require and deserve.” One of the courses attended by Cr Hodge was in Brisbane – during the same time as Cr Pagani – who had originally offered to attend the event at her own expense instead of TRC ratepayers. Cr Pagani chose to respond to both Mr Church and Cr Hodge’s statements and said:“Cr Hodge’s assertion that his expenses were sanctioned by a resolution passed by all councillors is patently wrong, as is the CEO’s statement. Mareeba State High School celebrated the installation of their new flagpoles on Tuesday, August 4. Attending the function was Allan Holmes representing the Mareeba Shire Council, Billy Gordon, the Independent Member for Cook and local Aboriginal elders. After addressing the school parade, the invited guests, students and teachers gathered around the ceremony where the Australian, Aboriginal and Torres Straight Islander flags were raised for the first time on the school grounds. Returning to his old school, Independent Member for Cook, Billy Gordon said: “It’s a tremendous source of pride and recognition that first Australians have a unique place in Australia and here at Mareeba State High as well; it promotes reconciliation. It always has its challenges, but it’s great to see a lot of non-indigenous here taking part in the
ceremony. “Each and every one of us has a role to play making this community, this country, a great place - full credit to the school. Schools aren’t just educational institutions, but are also institutions of social change as well and it starts with young people. “It’s an absolute please to be here today. It’s the first real NAIDOC function I have been to. These are my old stomping grounds, and I feel really connected to this school and community.” Councillor Allan Holmes endorsed Mr Gordon’s words. “Reconciliation means a whole lot of things to different people. This today is a symbolic gesture that reconciliation should be about fairness, patience and understanding; and very important that the students go down this path,” he said. Temporary MSHS Principal Leanne Fox thanked the attending guests, students and teachers for making the ceremony a great success.

THE Mareeba Scouts formally celebrated their 100th anniversary last weekend, with several other scouting groups from across the Far North joining them. On a beautiful day to be out and about - Byrnes Street played host to a street parade from 9.30am – with bagpipes accompanied by smiling fresh faces. Once the parade concluded, scout group members and onlookers gathered together at the Mareeba Cenotaph, where the World Scout Flag was raised proudly. Over the weekend, scout group
Members of the Mareeba Scouts marched proudly down Byrnes Street last Saturday, as part of their 100th anniversary commitments. members participated in a variety of activites, sung passionate campfire songs, ate a scrumptious feast at Ringers Rest and even danced heartily at a bush dance. Mareeba Scouts group leader Glynis Williams praised all volunteers who assisted in making the weekend a success – along with assistant group leader, Jess Fealy, who was unable attend due to travel
complications in Indonesia. “I’d like to thank Mareeba Shire Council for their support; along with John Pearsall, who helped print our centenary book. “Ron Goodhew from Ringers Rest campground has also been fantastic. We’ll be setting up their later and have a heap of activities.”
Ms Williams said that over 150 people participated in the Byrnes Street parade – and was hoping for a solid turnout at the Scout Den the following day. “We have a very proud tradition, with many people volunteering hours of dedication,” she said. “It is a community group effort to put this event together.”

Council row over use of ratepayer funds for ‘study’ trip From Page 1 “There was no authority to attend study courses (as opposed to workshops) and no expense approval. Cr Hodge never informed council about his study tours – I stumbled upon the issue by accident. “Nor had the CEO advised that he had approved an uncapped expenditure for Cr Hodge. When I asked Cr Hodge how much more of rate-
payer funds he intended to spend on personal endeavours, he refused to disclose the amount - saying it depended on how many more ‘modules’ he wanted to do. “His other recent trip to Brisbane was unwarranted and unjustified. That expense is in addition to his study travel and course expenses. “He was advised that I was prepared to attend the Planning Summit, if it was thought neces-
sary for a councillor to accompany the Planning General Manager, and I offered to meet all of the expenses myself. “He went ahead without Council approval (only three of six assented by way of flying minute). Only a week later at the meeting was it approved by Hodge, Stocker and the Mayor using her casting vote. “Many thousands of dollars are being spent by
Cr Hodge on personal advancement and trips – and he voted to charge pensioners the full $100 rate levy - he may think being exposed for this is ‘disruptive’. “I think ratepayers were entitled to know where their money is going. He embarked on his flurry of trips after he voted to increase rates and charges; and in the last gasps of his term on council.”

Spotlight on the range By Justin Fris BUREAUCRATICAL red tape and practices dominated discussion about the Kuranda Range road during a community forum last Thursday evening in Kuranda. The forum – which included presentations from emergency services personnel, local and state politicians - was eagerly debated between everyone in attendance. Off the back of a spate of recent accidents on the notorious 13km stretch of road, concerned residents across the Far North bounced concerns and solutions with those in power. Upon taking their seats, attendees were given a document which contained several comments regarding concerns over safety and poor driver behaviour. All individuals who presented articulated both themselves and their organisation with distinction, although bureaucracy was an overriding theme hampering their intent. Representatives from both Kuranda and Smithfield police were in attendance, along with Tablelands Acting Inspector, Mark Stewart. Beginning the formal component of the evening, the audience was informed that 92 reported crashes had been recorded on the range in the last two years. Of these 92 crashes, 38 per cent were due
to driver error; and even more interesting, 92 per cent of these crashes involved Cairns or Tablelands residents. In terms of enforcement, all incidents from Kuranda to the lookout are handled by Kuranda Police; with Smithfield Police handling from the lookout down to the bottom. Inspector Stewart encouraged the audience to report any ‘silly’ activity to police and said their requests would be dealt with. Some audience members claimed that while phoning the Policelink switchboard some calls were directed to a Brisbane call centre – with some operators not even aware where Kuranda is located in Queensland. These concerns were openly taken on board by Inspector Stewart, who said that the new call system was still in its infancy; and would improve over time. The use of garbage trucks along the range through Kuranda was also raised by several locals, who voiced their displeasure to Cairns Regional Councillor, Greg Fennell. Cr Fennell got into an intense debate with a Kuranda local, who said he regularly witnesses garbage waste spill from the trucks, heading from Cairns to Mareeba. “(Waste) it is impossible for it to drop out (due to the design of the truck),” he said. “So all the stories of stuff dropping out of the
trucks is wrong.” “Well, I’m sorry Sir, I’ve seen it and I’ve smelt it,” the local quickly retorted. This exchange followed several Kuranda residents informing Cr Fennell that they were concerned about the speed of the trucks on the range. Cr Fennell informed the audience that drivers operating the trucks were contractors, therefore CRC had little control over the issue; a notion uniformly unpopular with locals. “They are contracted out, so it’s not our responsibility,” he said. “They are not our drivers. They are not our trucks.” Member for Barron River Craig Crawford said he could relate with concerns put forward, as he himself travels on the road regularly. Mr Crawford agreed that longterm funding for the road from both federal and state governments was imperative; but locals needed to definitely decide on what they want. Meetings regarding the range have occurred for years, with no definitive outcome for improvement reached. Mareeba Chamber of Commerce president Joe Moro summed up how long many years residents have attended these meetings by adding: “I’ve been going to these kind of meetings back to when I had hair.”

MAREEBA Shire Councillors voted last Wednesday in Mt Molloy to transfer ownership of Brady Park from the MSC to the Queensland Department of Education. In a massive coup for Mareeba State School, the decision means that the school will be able to expand in due course to cater for enrolment demand, as the park backs onto the school grounds. MSC Mayor Tom Gilmore explained to the audience that Council had received a request from the department for the transfer; due to
MSS ‘running out of room’. “They need another two classrooms and they have nowhere to put them,” Mayor Gilmore said. MSC Deputy Mayor Jenny Jensen said she was ‘more than happy’ to move the motion as it had the interests of Mareeba’s young people at heart. Cr Allan Holmes also supported the move, although mentioned that he didn’t make his decision lightly. “This is a very important and valued piece of real estate,” he said. “Obviously it backs onto the primary school; it’s also very close to
the hospital. “And in such in the future, it (Brady Park) may have good value; high value. “I’m very glad to see that the Member for Cook is here today, because he may be able to take a message back to the Palaszczuk Government. “I vote for this, because on the balance of benefit, I think it is a good use for the land for the primary school, the education department and for the children.” MSS Principal Mandy Whybird was elated once informed of the news and said it would make a big difference to the school’s future.

The Queen responds By Carl Portella After writing a poem called “ANZAC Day” to commemorate the Centenary of ANZAC, former Chillagoe local Roy Flood, who now resides in Mt Isa, got a pleasant surprise from Buckingham Palace, England. Upon writing the poem on April 24, Roy sent a copy to Buckingham Palace to see if he would get a reply. On July 20 this year, Roy in fact did get a reply, and it read: “Dear Mr Roy Flood. I am writing to thank you for your letter and the poem you have written to commemorate ANZAC Day. It was very kind of you, in this most significant anniversary year to send this touching tribute to those who paid the ultimate sacrifice during the First World War conflict. I am to thank you for writing as you did, and for your thoughtful good wishes. Signed: Lady-in-Waiting” “As you could imagine, I was very taken by the response, because I never in my wildest dreams, did I think I would get one. I am still up in the air; in the clouds and I haven’t come down yet,” said Mr. Flood. “The poem was read at the Lone Pine Memorial at Gallipoli to commemorate ANZAC Day and from there it has spread across the country and I am getting a wonderful response from people who have read it. It gives me great pride and satisfac-
tion to have written something that the whole population can relate to.” With kind permission from Roy, the poem as he wrote it is below:

CENTENARY Park was crammed to the brim last Saturday, with Mareeba hosting the 2015 North Queensland Mining Association Gold Panning Championships. Cars lined the Kennedy Highway in their droves, as people from all ages and geographical locations came together to try their hand. The championships initially were hosted
in both Chillagoe and Mt Surprise in the mid noughties; however Mareeba has accommodated the event now for almost a decade. Beginning at 9am, the events card was chock full of events for both novice and experienced participants, who were keen to reap golden success. NQMA committee member Vicky Lake said numbers across many events – particularly in the novice competitions – were good and subsequently, required additional heats.
“One of the desirable parts of today is all about getting the public to participate in the fundamental activity for mining,” she said. “Gold panning is where the process of mining begins. Many miners also participate in the competitive sections, although it is still a social occasion for them.” Along with the panning competitions, children were able to learn all about various fossicking techniques, with several interesting and educational stalls.

On Saturday August 29, all the colour and splendour of the Mareeba Multicultural Festival will come to life. Eagerly anticipated each year, the festival continues to engage the community through culture and culinary delights. Food stalls and craft stalls from a range of cultures, and the perfect weather in Mareeba at this time of the year makes this day out not to be missed. The colourful costumes from all the different nations on display together with outstanding performances from local artists from around the region capitulates the togetherness of the region. The Mareeba Shire is home to people from some 64 different nationalities and cultural backgrounds, which have lived in harmony for many years before “Multiculturalism” became popular. Just a few weeks out from the event, the Mareeba Shire library has taken the time for a wonderful visual display with photographs, books in other languages and thanks to Fairies and Jewels Shoppe, a range of antique utensils. Library assistant Prin Stroppe said it took just a couple of weeks to put the display together with the help of other library staff. “I wanted to create a display to epitomise the community spirit in our wonderful town,” she said. Education excellence By Justin Fris LIKE every school across the nation, Mareeba State School (MSS) has recently completed their NAPLAN (National Assessment Program of Literacy and Numeracy) commitments. But faithful amongst the Mareeba State School community have every reason to smile, after the release of preliminary data. MSS Principal Mandy Whybird said she was delighted with how the school fared; but was especially thrilled with how all indigenous students shone during the testing.
“We are so very proud of this data which really vindicates our improvement agenda,” she said. In Year Three testing, 80 per cent of indigenous students reached the NMS (National Minimum Standard) of reading, which was up from 77.8 per cent last year. In terms of Upper Two Band (well above the national standard) ratings, 14.3 per cent of indigenous students achieved this result in reading, which doubled on 2014’s performance. Year Three students also are becoming accomplished writers, with 45.7 per cent of all
students receiving an Upper Two Band rating. Boys are also improving with their mathematics at school, with 100 per cent achieving the NMS for numeracy. In Year Five testing, there were some fantastic strides made across the board, particularly in Upper Two Band achievement. Both the percentage of indigenous and overall cohort of students achieving Upper Two Band ratings trebled. Along with this, sizeable improvements in grammar, punctuation and spelling across the cohort indicates a bright future for our town.

Dimbulah State School Student Council participated in Schools Tree Day, last week. This involved schools all around Australia planting trees, or a tree, to get school students into nature, and to teach them the importance of caring for our environment, and giving back to nature. We were able to plant two trees on our oval, which we hope will flourish to provide shade and enhance the beauty of our wonderful school. We sincerely thank the Mareeba Shire Council for supporting our school and donating the trees.

THE people of Ravenshoe can now enjoy free Wifi down the main street of the town, after generous support from the Ravenshoe-Gulf Country Bendigo Community Bank. Ravenshoe-Gulf Country Community Bank board chair Christine Hill said the new addition would be gladly welcomed in the town. “We had intended to “go live” with lots of fanfare. “However, once the new phone line went into the branch it all happened rather quickly, so we decided to delay no longer. “It’s all part of giving back and making a difference to the local community and we believe the free wifi service will benefit businesses, individuals and visitors to the town. “People in the town’s main street are now free to browse the web at
leisure, access social networks and contact their loved ones online – all at no charge.” All users with WiFi-enabling technology in the main street vicinity, from the Ravenshoe Hotel to Foodworks, can simply select the free service on offer and connect and browse within seconds on a variety of mobile devices – including smart phones, iPhones, iPads, tablets and laptops. Ravenshoe’s Community Bank branch, which opened in 2011, has now contributed more than $40,000 back into the local Ravenshoe and the Gulf Country communities. Many different organisations have benefited and this project is just one of the outcomes that the community bank can provide to the local communities.
More interest required for credit scores YOUNGSTERS across the Tablelands are being encouraged to have a greater active involvement with their personal finances. This encouragement comes off the back of recent data indicating that Australians aged 18-24 typically had the lowest average credit score. Unsurprisingly, the study found elder members of society (aged 55+) had the highest range of scores throughout. Credit Savvy managing director Dirk Hofman said younger Australians may misunderstand how important their score
is during adult life. “Every time you apply for a credit card, that enquiry stays with you for up to five years,” he said. “If you make too many enquiries in a short time frame, you could lower your credit score. “It’s tough enough saving for a deposit without getting there and realising that you might’ve done something to jeoperdise your future credit reputation years earlier. I’d encourage young Australians to check their credit score and file to see where they stand.”

Tablelands Regional councillors voted 4-2 (with Cr’s Shaaron Linwood and Marjorie Pagani against) for a raft of new policies as part of a report tabled by Deputy CEO, Matthew Hyde. Cr Linwood (pictured) said she
couldn’t support the motion, as she felt it painted council staff in a poor light. “I honestly don’t see why staff wouldn’t be put on the same level as councillors; as far as being able to accept appreciation,” she said. “In that sense, I can’t support this whole resolution, I’m sorry. “I’m sorry Mr CEO, but I find it very offensive that if I want to go to an officer of council - who has done a wonderful job - and give them a
bunch of flowers; that person then has to go and put it on the gift register. It’s ludicrous.” TRC CEO Ian Church said: “I don’t think it is ludicrous at all. In fact, I actually think it is good governance process and is essential. “I’m really surprised that councillors aren’t keen to support governance procedures such as this. Any gift that any staff member receives simply has to be recorded. “It’s not about them not being
able to keep the gift; so, it’s up to a staff member to determine whether to receive, whether to accept or decline. “In this process, they would consider the nature of the gift, the giver and perhaps, is there any other intent. “Is there an intention to perhaps achieve an outcome? “I imagine you would be very much against a staff member receiving a gift from a supplier, because there could be an inducement.”

‘Ice’ and it’s effects on the agenda By Justin Fris ATHERTON will host a vital community forum tonight (August 12) at the International Club, with residents across the Tablelands encouraged to attend. ‘Breaking the Ice’ will be held between 6.30 pm and 8.30pm, with several emergency services and local government personnel in attendance to address this troubling element in Australian society. The format of the forum will commence by way of a panel discussion, before audience members will be given an opportunity to ask questions. The use of crystal methamphetamine (known as ‘ice’) within Australia, let alone the world, breaks individuals and families – emotionally and physically. Tablelands Regional Council Mayor Rosa Lee Long said the TRC, along with several local organisations, had been made aware of the issue via a ‘Safer Communities’ forum. “The Alcohol Tobacco & Other Drugs Service (ATODS) brought up the issue of

the growing problem of ice usage within our region at a Safer Communities committee meeting in early 2015,” she said. “It was acknowledged that Council, other partner service organisations, and the wider community knew little about the drug and its effect on users and society. “The Safer Communities committee then decided to raise awareness about the drug, hence the community forum.” Mayor Lee Long added that while councillor attendance at the forum wasn’t mandatory; she said they had all been invited to do so. “A positive outcome from the forum will be if people have a greater understanding of what this drug does to an individual, their family and the wider community; what they can do to break the habit and how to access services. “Ice users have to want to stop - no one can force them. “Sadly this drug is very addictive and destructive. “More often than not it’s the families that suffer the most.”

because of the fear of dog attacks. Heated pool fundraiser for Ravenshoe What do we have to do to develop an indoor, solar heated venue for the township of Ravenshoe? We have been chipping away for 15 years and completed two feasibility studies and now have to update the last one before Council will give us a firm decision. We have contacted the Premier once she was voted in; Sports and Rec, State Development, Shane Knuth, Bob Katter and we have been pointed to grants, which we have to line up to obtain the support from State and Federal governments. We have undertaken various fundraising to cover all our costs. Our latest venture is hosting the Emirates Melbourne Cup, visiting Ravenshoe on August 11, with all day functions throughout the town. Kuranda Range rethink To function effectively as a regional port, Cairns needs two things – a navigable shipping channel and a serviceable range crossing. Both are overdue for major upgrades,
but only the shipping channel is even being discussed. Of the four range crossings the Kuranda Range is closest to Cairns and carries most of the traffic. TMR’s 2013 figures show that 7906 vehicles per day used the Kuranda Range, while only 5034 vehicles per day used the other three combined. The Kuranda Range performs woefully as a regional freight route as it cannot accommodate B-doubles. It is frequently closed by crashes and lately has become a playground for 5 km/h cyclists. To upgrade the Kuranda Range to efficiently cater for the freight, commuter and recreational sectors would require a complete tear-down and rebuild. The cost could be triple the price of a whole new road on a more central alignment – and that is before lengthened travel times for existing users are factored in. If you thought a State politician willing to talk about the port dredging was a rare creature, those willing to discuss the range crossings seem to be extinct. Peter Campion, Tolga
Out with the new, in with the old On July 29 this year, the QLD state government signed an agreement with the Cape York Land Council in relation to giving complete control and ownership over certain sections of the Penisula development road. Under this agreement, the QLD government and some native title holders will also begin negotiations to put in place an Indigenous Land Use Agreement (ILUA) which will cover the whole Penisula development road by the end of the year. A road which starts on the northern side of Mareeba and goes right through to Weipa. The thought process behind this is to have indigenous workers begin construction on the road to help alleviate the unemployment crisis in the Cape York communities. On first thoughts this ideology of helping curb the unemployment in the far north should be cheered. However this latest move from the Labor government fails to take on board that there are already contractors based on the ground from Mareeba through to Weipa who can more than easily construct these roads. These contractors employ locals (indigenous and non-indigenous) every year. Locals who rely on this dry season work. Locals who live in these local communities and most certainly contribute to their economies. This latest move has sadly reminded me of the old Labor days of giving in to these corporations who have very minimal interests at heart. For example the CYLC represents a few select groups across the Cape and only these select few groups will see the benefits derived from this agreement. The risk that we as tax payers face is that the state government will be held to financial ransom to get gravel and water out of the reserves that are already in place due to these areas being controlled by the agreement. Once again the electorate office in Byrnes street, Mareeba is quiet. Very quiet considering the financial impact this will have on the already cash strapped contractors of the Cape. MAREEBA Shire Council travelled to Mt Molloy last Wednesday morning, as part of Council’s continued commitment to reaching each area of the jurisdiction. Intermittent sun welcomed those who attended, with 10 items on the card providing plenty of talking points. MSC Mayor Tom Gilmore did a superb job of chairing the meeting; concisely explaining each agenda item in simple terms, outlining rationale and reasons behind each vote to the audience. For ratepayers, this task was extremely beneficial. No issue was overlooked or hidden – something which other councils could learn from. Once the formal festivities concluded, attendees engaged in a hearty morning tea, before chairs were formed into a circle for an impromptu ‘community forum’, with a focus on Mt Molloy issues. A nest of bird-related issues were raised to both Mayor Gilmore and councillors, along with concerns about road-related concerns. Independent Member for Cook Billy Gordon was also a keen observer during both meeting and forum – happily speak-
ing with ratepayers during morning tea about issues concerning them. Building was a major topic of discussion during proceedings, with Council informing that 18 per cent of value had increased in building works, something which was duly recognised by Mayor Gilmore. “The local construction industry has maintained great performance over the 2014/15 financial year with a total of 397 building approvals issued, including 303 Council approvals and 94 Private Certification approvals,” he said. “The total value of all building approvals for the 2014/15 financial year was approximately $48 million, compared to $41 million in 2013/14 financial year. “The total increase in value of building work is due to a greater than average number of dwelling constructions in 2014/15 financial year of 159, which is an increase of 33 units over 2013/14 financial year.” Julatten also has a newly named road, with councillors approving the name ‘Riley Road’, which is situated on a reserve off Black Mountain Road. Mt Molloy residents who attended seemed overwhelmingly satisfied and offered exceptional hospitality to all visitors.

Kuranda Pool loses heat in winter chill MAREEBA Shire Council is urgently requesting quotes from local businesses, as it deals with a maintenance issue at Kuranda Swimming Pool. Heaters within the facility will need to be replaced, with Mayor Tom Gilmore keen for the matter to be resolved swiftly. "As part of the mid-year closure, the existing heaters were fully serviced; however on July 30, when they were switched on in preparation for the reopening, there was a major failure and as a result we have been advised that they all have to be replaced. "We realise the impact this will have on the users and are moving as quickly as possible to source a replacement heating system. We apologise for any inconvenience this has caused.”
CHILDREN within the Cook Shire have a rare opportunity to experience a special indigenous interactive exhibition at the Shire library until August 15. Dubbed: ‘Our Dreaming’, the exhibition will see a series of Aboriginal and Torres Strait Islander stories recreated in animation. The animations have been narrated by local indigenous leaders; with children also given an opportunity to create their own stories.

Landmark decision in Cape York TRADITIONAL Cape York landowners have signed a landmark decision, which will ensure they play an integral role in future development of the Peninsula Development Road and new construction of the ‘Mean Deviation’. This agreement means that traditional indigenous owners will work collaboratively with the Palaszczuk Government across a wealth of issues, including the registration of a native title claim. Cape York Land Council chairman Richie Ahmat said: “In Cape York, where the indigenous community is battling very high unemployment, high incarceration rates and alcohol and drug abuse, projects such as the PDR are critical in providing opportunity to our mob. “This is a great example of the State Government recognising the Native Title and cultural interests of Traditional Owners to maintain respectful ongoing relationships to carry the PDR to completion.”

Capstone signs with BGL Coporate CAPSTONE Financial Planning has joined a strategic partnership with BGL Corporate Solutions, which will provide a new online AFSL for clients affiliated with BGL. New rules state from July 1, 2016, all financial advisors who wish to provide financial advice will be required to hold or operate with an AFSL. Capstone Managing Director Grant O’Riley said some accountants remained confused about the new rules that were coming into play as the ‘Accountants’ Exemption’ is gradually phased out. “It’s become apparent from our discussions that many accountants are still confused about the forthcoming changes and what the removal of the Accountants’ Exemption really means for them and their business operators. “In addition to the education and competency requirements, there are significant adjustments to business practices that need to be considered.” BGL managing director Ron Lesh added that it was important both parties could unit to improve licensing requirements for clients. “We wanted to help our clients comply with the post July 1, 2016, licensing regime. “We needed a tiered solution that made it easy for our clients to get into licensing in small steps and Capstone was able to provide us with a simple way to do this.”
Katter takes aim over employment KAP Leader and Federal Member for Kennedy Bob Katter has taken a fresh swipe at the Abbott Government over employment. Mr Katter has called on various governments in the past to build a railway line to the Galilee Basin, which would improve employment within the region. “It’s the responsibility of Government to create jobs for their people, and that comes down to the Government building the railway into the Galilee Basin,” Mr Katter said. “It has to be built and owned by the people of Queensland. It is a pivotal railway line into key areas, not just for coal, and it will serve the people of Queensland forever. “At the moment we have an appalling state of affairs. We have one major political party grovelling at the feet of the foreign corporations. We have the other saying that it can’t be done. “In a State where every single inch of the existing 5,200 km of coal railway line was built by the Queensland Government, meaning it was owned by and profited the people of Queensland, now this Government can’t build 300 km of railway line? “Well that doesn’t sit well with me. “People think that the Galilee Basin is all about Adani, but I’ve got news for the people, it’s an area that stretches from Charters Towers and Hughenden in the north down to Bundaberg in the south. “There is no way that new mines are going to get off the ground if a single foreign corporation has a monopoly over the railway line. “To quote the great Andrew Forrest, when WA the Government refused to build the railway line and they built a privately owned railway line, it held the development of WA back 25 years.”

‘Conservative’ rate rise in 2015/2016 Cook Shire budget COOK Shire Mayor Peter Scott recently handed down the 2015/2016 Cook Shire budget, sighting long-term financial viability an important step for the Council. “Council made some very hard decisions resulting in a new organisational structure, which understandably has affected our community,” he said. “However ultimately Council’s core values and business practices must reflect our mission statement of sustainably building and improving infrastructure and services which are responsive to the needs of our region and to do that we must be financially sustainable.” Ratepayers within the Cook Shire can expect a ‘conservative’ increase with their rates, with long-term projections indicating a steady incline. “Those tough choices have resulted in a 24 per cent reduction in employee costs over the past year and a conservative general rates increase for our residents,” Mayor Cook added. “Our total assets are $266 million, against total liabilities of $10 million, leaving community equity at $256 million. Our plant and major assets remain fairly up to date, but we remain mindful of the replacement and operating costs for those assets. “This year’s general rates will rise an average 3.5 per cent, as well as a 3.7 per cent increase in water, sewer-
age and rubbish charges; an increase of about $62 annually for a Cooktown residential property.” A quick gaze across the long-term financial projections makes for very interesting reading. For example revenue from rates, charges and levies will only increase on average by $200,000 a year. Fees and charges revenue for 2014/2015 was locked in at 879,000, but have shot up to $924,000 during this budget. Prices for various Council facilities and services were also included within the document, which will impact residents within the Shire. For those who wish to attend the Cooktown Pool, admission fees for the upcoming year will be $4 for Adults, $3 for Concessions and $2 for Students. If you are entertaining and wish to hire a marquee for your event, an initial bond will set you back $1000. Coupled with a ‘Marquee Hire’ fee of $55, you will be required to pay $150 for a ‘Tables and Chairs’ bond. Additionally if you wish to hire a PA, a bond and hire fee will set you back another $1100, with BBQ hire also not cheap. Cook Shire Mayor Peter Scott is determined to ensure long-term financial viability for the Shire.

Review by Louise Keller: Spectacular visual effects and an engaging cast make this Marvel Superhero fantasy into a enjoyable adventure for the fans. The action begins in 2007, introducing the young nerdy Reed who tells his teacher and classmates of his aspiration to become the first person in the world to be teleported to another dimension. His school pal Ben is sold on the idea. Seven years pass and Reed (Teller) is still on the case, now under the wing of Dr Franklin Storm (Reg E. Cathey), who he meets at a science fair, offering resources required at the Baxter Institute, where the experimental has to answer to commercial realities. Kate Mara as Sue is the most interesting of the people he meets at the institute; she likes to listen to music as she tries to identify patterns, while Toby Kebbell has a dark presence as the unpredictable, volatile Victor Von Doom. Johnny Storm (Michael B. Jordan) is a cool dude and an aspiring rev head brought into the institute by his father against his will. By this time, time Ben (Jamie Bell) is brought on board to make the secret experimental trip to the alternate dimension, when they discover a rocky, desolate reality replete with energy source. Much emphasis is placed on the visuals as the team acquires its super powers. Reed can stretch his arms to abnormal lengths, Sue controls force fields and being invisible, Johnny flies and can burst into flames and Ben becomes a super-strong rock monster like that in The Never Ending Story. As for Victor, his lengthy exposure to the unlimited power source lures him to the Dark Side.

The LAND Get your horses vaccinated against Hendra virus now THE Australian Pesticides and Veterinary Medicines Authority (APVMA) has formally registered a Hendra virus vaccination called Equivac HeV. Having been on the market since 2012, the vaccination was originally created in a bid to counter initial outbreaks of Hendra in the southern parts of Queensland and northern New South Wales. Hendra – a virus only found in Australia – is primarily fatal to both horses and humans. The virus is spread from presence of fruit bats (flying foxes). Humans infected with Hendra have a 57 per cent mortality rate, whereas with horses, it is nudging 75 per cent.
Tablelands Veterinary Clinic veterinarian Frank Condon urged horse owners to get their horses vaccinated and protect their loved ones. “As a veterinarian, I have seen the devastating consequences of Hendra virus first hand. This case could have been far worse if all nine horses were not vaccinated. You simply can’t take chances with this deadly disease. “The Hendra vaccine has always been deemed safe by the regulator. Horse owners and vets should take comfort in knowing that this vaccine has met the necessary requirements for registration.”

Cook Shire firm against GM canola COOK Shire Council Mayor Peter Scott and fellow councillors have signalled their intent clear in regard to growing genetically modified glyphosate tolerant canola in their jurisdiction; ‘we are not interested’. After the vote had been handed down, Mayor Scott said: “We work hard to not just maintain, but improve, our environment through everyday Council practices and programs, as well as supporting and empowering the community to do the same. “The introduction of crops which have been genetically modified to withstand pesticides and herbicides goes against our region’s clean green branding which is a selling point for many of our producers, and is something Council will not support.”
Mayor Scott added that while canola wasn’t currently grown within the Shire, it was important to remain vigilant, amid future development in the region. “Although canola isn’t grown in Cook Shire, continued expansion of agriculture at Lakeland and potential development of Cape York earmarked in the Northern Australia White Paper all point to increased agricultural growth in the near future; and the potential negative repercussions of GM crops is something we need to be aware of “Use of this crop would encourage more broadacre use of Roundup, which has a negative flow on effect to the environment and the clean, green marketing image of our produce.”

THE EXPRESS reports agents yarded 1508 cattle at the Mareeba Saleyards on Tuesday August 4, which was up 634 from the previous sale. It was a positive week all round for local graziers and agents, with a surge in numbers and two more saleyard records falling. Unsurprisingly, midweight steers were again popular amongst the buyers, with a line of two C4 scores topping 277.2c/kg ($1490.40), a saleyard record. Heavier (600-750kg) steers also were plentiful
and sold well, with one C5 score realising to a top of 257.2c/kg ($1,684.66). The second record to fall during the morning was in the cow market, with heaver types topping 243.2c/kg. Heaver heifers had a better week, realising up to 223.2c/kg. Midweights again dominated the bull component of the yarding and sold to a top of 214.2c/kg. Talented FNQ athletes shine in Tolga

ATHLETES from across the far north actively participated in the Tolga Pentathlon last Sunday morning. A pentathlon is an athletic event which tests both physical and mental capability of an individual, as they are required to participate in five different events. Tablelands Athletics president Gerald Raciti said: “It’s an opportunity for all our athletes to participate; we have five events, so they come from a variety of different sport events. “We have throw events, sprint events, middle distance events, jumping events and we also have a throw pentathlon – which gives our throwing athletes to have a crack at that.
“Our age groups are from about four years old, right through to our Masters,” he said. “There is even people in their fifties here having a go. “We have a very diverse range of ages, boys, girls, men and women. It’s a real opportunity for all athletes around the district to come together and reach their personal best.” Athletes attending the event came from far and wide including: Cassowary Coast, Northern Beaches, Cairns, Dimbulah, Malanda, Mareeba and Ravenshoe. The event was also open to independent athletes, who may not have had a formal alliance with an athletic club.

Suburbs splutter to a halt in Mareeba

CDRL top four contender Southern Suburbs failed to back up their impressive victory over Brothers Cairns, after falling to the Mareeba Gladiators 20-18 last Saturday evening at Davies Park. After leading 18-4 at half time and facing minimal resistance, Suburbs endured a second half which left them looking anything but a finals contender. Unfortunately prior to kickoff, the match was marred by crowd trouble with the authorities having to eject several patrons. Thankfully - this unpleasantness was not replicated on the field – with the visitors taking an early lead on six minutes through Raj Haji. Suburbs were able to extend their lead nine minutes later, with Luke Saunders taking advantage of some slick passing from Rhys Hanlon and Jarrad Burton.
The Gladiators were starved of possession during the first half, with the visitors seemingly going through the motions of a routine victory. But despite several selection issues prior to kickoff, the home side provided a watershed half of football after halftime. As Suburbs players began to walk back onside during sets, the likes of Drystan Hayes and Ian King showed how skilful they are in the clutch. King would go on to score two tries during a unforgiving seven minute spell, with the home side growing in belief by the second. After William Dodd converted King’s second try in the 66th minute, the Gladiators took the lead for the first time in the match. They would hang tough and claim the points in the end. The Gladiators will travel to Tully this Saturday night, in a match which will define their season.

QITE overcome the strong challenge from the Ruggeri Ninjas side. The Ninjas were unable to control the scoring ability of talented youngster Lane Hanush. His 20 points certainly contributed to QITE’s success. He received good support from Declan Ebner. Playing strongly for Ruggeri’s ninjas were Reeef James and Liam Bombardieri. The young primary school juniors also provided excellent entertainment with Panetta’s Pirates and the Ravenello Stars recording good wins. These boys and girls show improvement every time they take to the court. Mini Ball also commenced last Friday and proved a great success. WHEN the Yarrabah Seahawks turn up on game day and turn on the style, it is nothing short of lethal. After being soundly trounced 56-14 by Mossman/Port Douglas in their last outing, the enigmatic Seahawks torched a maligned Roosters outfit 70-24. The Roosters – whose side consisted of primarily reserve and U/18’s players were shown no mercy at Jilara Oval. Roosters coach Jamie Blain said it was
difficult for any team to compete against the Seahawks, when their cohesion was firing on all cylinders. It made for a very entertaining round in the Cairns District Rugby League, with two draws fought out in the top five. Yarrabah’s consistency will again be the limelight, such is the gulf of their form. Edmonton and Ivanhoes played a 16-all draw last Friday, while Tully and Brothers Cairns drew 22-all on Saturday.

THE MBA Deadleys signified their intent for Mareeba Basketball League premiership glory this season, after a convincing 45-20 win over the Barras last Thursday night. After coming inches short of a grand final experience last season, the Deadleys appear to have invigorated their hunger to achieve as a cohesive unit. Barras players again gave their all from the opening whistle, but could use one or two enigmatic players who can break a game open. Opening passages of play between both sides were fairly even, with the Barras scooting to an early lead. The Deadleys – who are notorious for their sporadic scoring patterns – took almost two and a half minutes to register their first bucket. Once their high-octane court movement kicked into rhythm, the Barras struggled to maintain their control of the contest. Ashton Cater’s speed proved to be a real focal point during the second term,
with the Deadleys overcoming their sluggish start to lead by nine at the half. Despite the deficit, Barras players appeared confident they could work their way back into the contest, if they all stayed on their men and played accountable ball. Alas, it wasn’t meant to be on this night, as the Deadleys broke the game open with a brutal 19 point spell. As the match wore on, the shots became more flashier, as the youngsters were keen to enjoy their night out. Earlier in the evening, the Red Devils let the league know who is boss right now, after an impressive 47-41 victory over the Stingrays. After tasting grand final defeat for the last two seasons, is this finally the year that Clinton Cameron and co finally snare an elusive premiership? The Comets have also cemented themselves in 2nd spot, after a solid 74-31 victory over Express. With Nocilla pulling the strings and youngsters waiting to impress, they should also feature prominently at season’s end. Matches are held each Thursday night on Walsh Street.
THE Mareeba United Football Club got a welcomed taste of adversity ahead of their finals campaign, after a workmanlike 3-2 win over the Innisfail Cutters at Borzi Park last Saturday night. Despite leading 1-0 at the break and causing a hatful of quality chances, the hosts found themselves trailing 15 minutes from time. Innisfail – who recently pushed fellow contender Stratford in a league game – rode their luck and showed no fear. The Bulls began the contest the brighter, forcing Cutters keeper Ginetto Di Carlo into pulling saves from directly out of the top draw. With two shots cleared off the line, two hitting the post and several other near misses, it was astonishing that the home side only took a 1-0 lead into the dressing room at half time. Riding their luck, the visitors only took three minutes into the second half to equalise, throwing new life into the match. With belief hanging from their coat tails, the visitors would take a 2-1 lead going into the final third of the match; appearing certain to at least take a point away from Borzi Park. However Alex Srhoj’s men showed their nerve, with Anthony Mete, Paul Ruiz and Wayne Srhoj setting good examples for their teammates. Post match, Coach Srhoj said; “Credit to them (Innisfail),” he said.
“They came at us in the second half with the belief that they would get something off us. “I said to the boys at half time: ‘we probably should be four or five- nil up’; but we weren’t. We didn’t capitalise where we should of; and the opportunity was there for them and they took it.” Promising talent David Cater suffered ligament damage during the game to his leg and will be out for a number of weeks. Ahead of this weekend’s table topping decider against Stratford, Srhoj added that he will need to reshuffle his backline, as up to five regular starters will be unavailable. “We’ll need to reshuffle our entire backline again,” he said. “The string of tough games have also taken their toll.” Innisfail coach Adrian Faverno said; “We came here just to be competitive. It can happen if you put in a fight. “I thought the guys were a bit unlucky with one of their goals; I know they missed a few, but we changed our shape in the second half and came out a bit more attacking. “At the end, we’ve been competitive like this all year with teams and we just seem to fall short nearly every game. “The last three weeks – we probably should have nine points – however, we have fallen short in the last 10 minutes of each of these games.”
