One more shot State Govt to make call on land for $21m shopping centre By Michael Serenc THE State Government remains the last hope for a local developer to secure a parcel of land needed to build a proposed $21 million shopping centre in Mareeba. Reedlodge Pty Ltd’s request that Mareeba Shire Council relinquish its trusteeship over a 1128m2 parcel of State-owned land needed to

make an application to build the shopping centre was defeated 4-3 at last Wednesday’s council meeting. Councillors Alan Pedersen, Kevin Davies and Lenore Wyatt voted in support of the request, while Councillors Nipper Brown, Angela Toppin and Mary Graham voted against it, alongside Mayor Tom Gilmore who had the deciding vote. The land is reserved for aged housing but is

hampered with drainage issues, lack of road access and a power pole which would all need to be rectified if council eventually decided to build on it. If council had relinquished its trusteeship of the land, the State’s Department of Natural Resources and Mines (DNRM) would have been free to sell it to Reedlodge who in turn would have proceeded with a development application

A MAREEBA butcher is hoping his prized snag will pass the taste test when he goes toe-to-toe with the country’s best “Sausage Kings”. Russo’s Quality Meats owner Dennis Russo will head to Hobart this month for the 2017 National Sausage King competition after blitzing the State titles at Brisbane’s Ekka last August. Mr Russo has won a slew of regional awards since first opening his store about a decade ago, with the recent State win for best Traditional Australian beef sausage the icing on the cake.

“We’ve won that category at a regional level the last three years in a row,” he said. “But we’d never won a Queensland title.” While tight-lipped about his secret recipe, Mr Russo said a good sausage needed the right ingredients, time and patience. “There’s a lot of mucking around. It’s taken me a long time to get this one right,” he said. “We’ve experimented a lot. The sausage we won with at the regionals three years ago is totally different to the one we entered at the Queensland titles.”

Sticking to local produce, the father-of-two sources his sausage meat from Walkamin-based Morganbury Meats. Mr Russo was philosophical about his chances at the nationals. “Win, lose or draw, I’ve made the national titles so I’m just happy to be there,” he said. “I’m very proud to represent Mareeba. Out of 3200 butchers that entered, we’re in the top six.” The 2017 National Sausage King competition will be held on February 18.

Sign up to Scouts YOUNG Tablelanders thinking about giving back to their community are being urged to join Scouts. The popular community group will hold its state-wide sign-on this month, open to both boys and girls between six and 25-years-old. FROM Page 1 Despite acknowledging that the process would now be “considerably harder”, Reedlodge spokesman Pietro Girgenti vowed not to give up. “The fight continues. The developer isn’t letting this be the final say. They’ve been working on this project for quite a number of years and they are committed to bringing the project to Mareeba,” he said. “This ultimately does rest with the State Government and we will be lobbying very hard for them to make a decision that is in the best interests of the shire and the state. “We think it’s the wrong decision and we think the State Government will agree with us on that.” Mr Girgenti said if Reedlodge was unable to convince the State Government to sell them the land, they would exhaust “legal avenues of appeal” in court to try and have the decision overturned. If successful with purchasing the land from the State, the block would add to Reedlodge’s existing 12,403m2 of land situated across from Mareeba Plaza along Byrnes St, allowing the company to proceed with a development application. A major supermarket chain is planned to be an anchor tenant if the development goes ahead, which would generate between 200 and 220 direct and indirect jobs during construction. Once built, the 7000m2 centre is expected to sustain between 200 and 250 direct and indirect jobs. In a statement released shortly after the land vote last week, Cr Gilmore said “nothing of sufficient substance had been presented by the developer to council in support of this application for the land, and numerous requests for

further information were, to the greater part, denied by the developer”. Cr Gilmore later told The Express council had taken every opportunity to give fair consideration to Reedlodge’s request. “I have found nothing of sufficient substance to change my mind,” he said. “It’s a very difficult thing when you’re dealing with something where people say they will do something where there’s no real evidence that they will. “We made several applications under the Right to Information Act and every request we made was blocked by the third party, that being the representative of Reedlodge.” Reedlodge has had an at-times rocky relationship with council, resulting in four separate Right To Information requests regarding correspondence between Reedlodge and four different State Government departments over the land purchase dating back to December 2015. Reedlodge’s existing property, which is located on the old Rankine Sawmill site, previously had two successful applications for shopping centres - the first having been overturned in the planning court on a technicality and the second being allowed to lapse by the developer. But the 1128m2 parcel of land Reedlodge now wants is needed for the major supermarket to agree to move in as it would be large enough to fit their zoning requirements. It marks the second time council has been approached by Reedlodge to relinquish its trusteeship of the land, after knocking back an initial approach in January 2015. Mr Girgenti slammed council’s decision and rejected the notion that Reedlodge declined or refused to provide further information regarding their plans for the land in question. “We are absolutely blown away. We consider it a very embarrassing decision on the

council’s behalf and not representative of the views of the residents,” he said. “We’ve said all along this decision was a no-brainer and in the best interests of the shire.” Mr Girgenti claimed that at least two of the councillors who voted against the land sale refused to meet one-on-one with Reedlodge representatives. He added that those councillors who had met with Reedlodge – Alan Pedersen, Mary Graham, Kevin Davies and Lenore Wyatt had been given open access to the developer’s plans for the shopping centre, including several design options prepared by architects assigned to the project. “Those councillors that did agree to meet with us on a one-on-one basis were fully informed and had the information that was relevant,” Mr Girgenti said. Cr Pedersen said the land was virtually useless for aged housing, which would only be able to fit two pensioner cottages. “The land is basically a liability for council,” he said. “It would cost us in the vicinity of $80,000 to $100,000 to relocate the power pole that sits in the middle of it and put road access into there to build two units. “We’re never going to build on it. It’s in an awkward place and we’ve got far better options to build aged care homes.” Cr Pedersen said he saw the shopping centre as a “good development for Mareeba”. While they await a decision from the State Government, Reedlodge will also launch an online e-petition to the Queensland Parliament to lobby for the land sale.

Beef producers take fight to sedge COMBATING the growing threat of navua sedge and remaining a viable industry into the future is the focus of a Tablelands lobby group for 2017. Malanda Beef Plan Group president Bruce Carcary feared sedge had the ability to devastate agriculture on the Tablelands. “Up here, it has a huge economic impact on farmers,” he said. Sedge, which is capable of producing up to 500 million seeds per hectare, has the potential to reduce grazing and pasture capacity by up to 40 per cent. Mt Garnet, Ravenshoe, Topaz, Malanda and Atherton itself are just some of the towns hit hard by sedge, but there are fears the weed could spread into the region’s “golden triangle” - an area of pristine agricultural farming land between Walkamin, Atherton and Kairi. Tablelands Regional council is currently chasing an additional $570,000 in funding over three years from the State Government to combat sedge. The money would be spent on vehicles, quick spray units and the establishment of a dedicated taskforce to eradicate the weed. It would also add to the existing $35,000 council has allocated in his 2016/17 budget to assist and improve pest weed management through additional wash down bays and improved Land Protection software and systems. Meanwhile, the Department of Transport and Main Roads has provided $71,736.50 towards management of weeds on State-con-

trolled road corridors for this financial year, including sedge and parthenium. Mr Carcary commended the council for their funding commitment, but urged them to go further. “They’ve need to realise it just doesn’t stop there,” he said. “We’re still annoying them because we want more money for research and that sort of thing.” Despite the threat of sedge, Mr Carcary, who owns about 400 head of brangus and angus cattle at his “Acton Ridge” property at

Minbun near Millaa Millaa, said his farm had the best year in a decade last year because of high beef prices. “By all reports beef prices are set to be quite good for the next 18 months,” he said. “It all comes to down to pastures. Times have changed in the last five or 10 years…. Land management practices are paramount. “We need to stay viable…There’s an old saying “Feed before the breed”. Unless you’ve got your pastures and your feed bank organised, it doesn’t matter how good your breed is, you fall apart.”

veillance program because they are not listed as a declared invasive species under the State’s Biosecurity Act. The program is set to start on March 1 and run until August 31. Council regulatory services manager Kirsty Lamperd said the program would then be reassessed to better target specific problem weeds. But with the State not providing any funding to council to carry out the program, Ms Lamperd admitted the LPT would need to start prioritising its duties. Council CEO Hurriyet Babcan shared Ms Lamperd’s concern. “The shire is quite large, we’ve got a diversity of species and climates. We have four-anda-half staff to undertake a whole range of pest and weed management,” she said. “I know there’s lots of struggles at the operational level in trying to address all of those issues. There’s been prioritisation undertaken by the Pest Management Advisory Committee.” Ms Babacan said while the State provides no direct financial support for council to carry out the program, the LPT will have access to experts and research. “What I’d like to do is have a conversation with councillors and our Land Protection Team about what we do and how we approach this in the next budget cycle,” she said. “We’ve been to the State Government and in so far as navua sedge goes, they’re not really seeing it as a priority.”

Dalrymple MP Shane Knuth vowed to “get in the face” of the State Government this year over funding to combat sedge. “I hope they become aware it’s as serious as what we’ve been telling them,” he said. “This is about the agriculture security in north Queensland.” Mr Knuth agreed with Cr Paronella that State authorities should not simply be satisfied with containing the spread of sedge but recognise the urgent need to eradicate it. “We need to kick it up another gear for them to acknowledge that it’s not about contain and control, it’s about getting right on top of it,” he said. “We’ve got a dairy industry that’s trying to survive…but if we’re not going to have the pastures there, it will be detrimental.”

Sedge plea not heard TABLELANDS mayor Joe Paronella fears council’s pleas for vital State funding to combat navua sedge are falling on deaf ears. Cr Paronella expressed concern at last Thursday’s council meeting that the State Government was not taking the threat posed by sedge to the Tablelands seriously enough. “What we’ve got to be very aware of is the State moves very slowly and we don’t have a choice but to go along with it,” he said. “When it comes to using certain terms like eradication…As far as they’re concerned, if we can control it, that’s all there is. “The priority that we have on sedge is not being followed by the State, so there’s some very big hurdles there, apart from ourselves being understaffed and under-resourced.” The concern comes as Tablelands Regional Council’s Land Protection Team (LPT) is burdened with a State Government-mandated surveillance program stipulated under the Biosecurity Act 2014. Under the surveillance program, the LPT must “survey, detect and monitor for the presence, absence and treatment of invasive biosecurity matter” within the shire. Strangely, sedge, Crofton weed and several other species that council officers manage under local programs are not included in the sur-

Vandals wreak havoc at gym

SENSELESS: The damage done to outdoor chairs at Essential Fitness by teen vandals last month.

A CARELESS act of vandalism has left a Mareeba gym counting the cost. A group of three teens bent 16 steel chairs at Essential Fitness’ outdoor seating area along Mason St in the early hours of January 22. Gym owner and manager Tanya Barker was

furious upon seeing the damage done the next morning when she went to open the business. “I was disgusted. It was pointless,” she said. “It’s an area that the community can use any time of the week, any day. “They could have sat there and socialised

and we wouldn’t have minded at all. Now nobody can.” Mrs Barker said the steel chairs could not be bent back into shape and would have to be re-welded. “They’re industrial chairs so they’re good quality. I don’t know how much it costs to cut each chair and re-weld it, but that’s what I’ve been advised I’m going to have to do.” Luckily, Mrs Barker had installed CCTV cameras at the gym following an earlier trespassing incident about a month prior to the vandalism, which captured the teens in action. The footage has since been handed over to police while a forensic team have also taken fingerprints from the scene. Mrs Barker said the footage showed the teens were filming themselves on a smartphone while they damaged the seats. “Two of them seemed to be the main offenders with the chairs and one was videoing it,” she said. “They also hung off the shade sails.” The gym was planning to extend its operating hours but Mrs Barker said she was now “hesitant” to do so, citing safety concerns. “I don’t want to attract people that are going to do damage like that and give them more access to our business,” she said. “It’s frustrating, especially when you’re trying to expand your business on the Tablelands and some local youths disrespect it for no reason.” Mrs Barker said up until the two latest incidents, she had never had a major issue in 13 years of operating her gym in Mareeba.

Concerns at ratepayer meeting COOK Shire ratepayers have raised several issues at a special “Community Information Evening” held last week. Organised by the Cook Shire Ratepayers and Residents Association, the meeting raised several concerns over council engaging staff and contractors outside of the shire at the expense of competent locals and the growing number of local families and businesses leaving the shire. Disquiet was expressed over council’s apparent “lack of transparency and failure to treat ratepayers as stakeholders in the shire”. The meeting also featured two guest speakers - Department of Environment and Heritage Protection Com-

pliance Program manager Scott Sullivan and local real estate agent Dan Kerridge. Mr Sullivan discussed the department's response to a complaint about council’s controversial Webber Esplanade foreshore development, which is expected to be completed by May and certified in June. Meanwhile, Mr Kerridge discussed his 2016 Cooktown Property Report which he described as being in crisis and suggested council adopt a policy to make it easier for people to do business in the shire. Lively discussion occurred from the floor on both issues. The ratepayer association is set to host more public information evenings throughout the year.

The Air Tractor AT-401B, owned by Atherton Tableland Air Services, was preparing to spray an avocado farm at Paddys Green along Mareeba-Dimbulah when it was brought down about 7am on January 21. The pilot, a 25-year-old man, walked away with only minor hand injuries while two Queensland Fire and Emergency Service chemical decontamination teams were deployed to clean up spilt pesticide at the crash site. In its initial crash summary, the Australian Transport Safety Bureau (ATSB) states that the aircraft was about 61m above the ground when the engine failed. The pilot was able to make a forced landing at a neighbouring farm near the Skybury Coffee Plantation, but the impact caused the plane’s fuselage to be ripped apart. The ATSB will interview the pilot, obtain an engineering report and gather further information before releasing its own report, which is expected to be complete by May. The AT-401B runs a Pratt & Witney R1340 radial piston engine, almost 35,000 examples of which were manufactured between 1925 and 1960. The engine, which produces about 500 shaft horsepower, served admirably in several fighters during World War II and is still in use today with several older model cropdusters around the world. Anthony Carusi, whose farm the cropduster was supposed to be spraying, previously told The Express he thought something had gone wrong when the pilot took longer than usual to complete his circuit.

Amaroo set to grow A CHANGE to a development approval along Karobean Dr will eventually see a thriving mini shopping centre established on the outskirts of Mareeba. Council voted to approve an application by Prime Constructions Qld Pty Ltd to change the development approval of Amaroo Village Shopping Centre at last Wednesday’s meeting.

Under the amended Stage 2 plan of the development, a café, pharmacy and additional medical business will be built to support the existing Amaroo Medical Centre. Stage 3 will involve a 600m2 supermarket, 300m2 restaurant and one specialty store. Mareeba mayor Tom Gilmore praised the development application.

“This is the way you do an application. It’s professional, designed and upfront,” he said. “It’s exciting to see the original development there has gone well enough to justify going to the next stage. “I think it’s a very exciting development and one we look forward to more of.”

Drinking water safe again RAVENSHOE, Cassowary, Bellview and Millstream residents will be safe to drink from their water supplies again after testing done by Tablelands Regional Council. Council has determined the reticulated water supply in each of the towns is normal and complies with the Australian Drinking Water Quality Guidelines. Council will continue to monitor the water supply as per normal process and apologised to residents for the inconvenience. In the meantime, council has teamed up with the Early Warning Network (EWN) to

provide Tablelands resident access to an alerting system for emergency events. Alerts will come predominately by email and SMS, although there is the ability to send voice alerts as required. Residents are encouraged to join and become better prepared for emergency events, which includes being advised of boil water notices. New restaurant for Mareeba A THAI restaurant is set to open its doors along Mareeba’s main street. Mareeba Shire Council approved a liquor licence application at last Wednesday’s meeting by restaurant owner Secret Recipe Pty Ltd, which will open along Byrnes St. The liquor licence will complement the service of meals in the new restaurant and may extend over a footpath dining area, subject to the applicant obtaining the necessary outdoor dining approval from council.

FAR Northern truck operators have questioned why the Department of Transport and Main Roads (TMR) is spending $240 million on a major upgrade of the Peninsula Development Road (PDR) while bypassing a problem bottleneck at Mt Molloy. Livestock and general transport owners have called on the Federal and State governments to immediately find sufficient funds for a new bridge and to re-align the approaches at Rifle Creek, allowing triple road trains (trucks) to access the Lakeland to Mareeba section. On a recent visit to inspect the bridge, Kennedy MP Bob Katter described it as a “flashing neon light black spot”. Mr Katter said he had several discussions with TMR staff and Mareeba Shire Council last year about the proposed heavy truck bypass route to remove heavy trucks from Byrnes St and to provide for triple road train access through Dimbulah, Mareeba and Mt Molloy. “While I watched traffic coming from both ways at the bridge, there was on average a vehicle crossing Rifle Creek every minute making this one of the worst black spots I have seen,” he said. “Tourists come from decent and safe countries and expect good, safe highways as all drivers do. “Road freight costs for essential goods are going through the roof and are unaffordable for communities on Cape York, so it makes sense to allow triple road train access to the north.” Mr Katter said he wanted planning for a new bridge at Rifle Creek and the straightening of the road access to start within two months. He will ask TMR to start work “as soon as possible”. Dimbulah general transport operator Willy Lamont, who shifts freight to Cape York twice a week in the dry season, questioned why the PDR is being extensively upgraded with a two lane bitumen highway, yet the only southern approach had been neglected by TMR. “All trucks are limited to a B-double or two trailer

unit so when we take a triple from the south ,we have to leave one trailer at the Almaden pad and take two to Lakeland then come back to Almaden to get the third trailer which is a round trip of 12 hours,” he said. “Alternatively, unhooking at Mareeba and taking two trailers to Lakeland and returning to Mareeba for the third is a round trip of five hours and is just unnecessary. “This shuffling around puts up the cost of freight by at least 15 per cent and our log books run out of hours left to drive.” Echoing Mr Lamont’s comments was long-time livestock transporter and grazier, Weipa’s John Witherspoon. “If Main Roads can’t afford to build a new bridge then they should allow us to run on permits to take three cattle trailers through Lakeland to Mareeba,” he said. “We take two through now but this adds to the cost and when we have to unhook a third trailer, this could lead to animal welfare problems leaving it behind. “There are no road safety problems that I have found by using three trailers and carrying the extra numbers of cattle reduces the cost quite a lot. “There’s no point spending all that money on the Peninsula road when the only entrance to it is a narrow bottleneck.” Mr Witherspoon said Mt Carbine’s McLeod River bridge also needed replacing. Main Roads minister Mark Bailey said he was aware of the impact seasonal flooding of Rifle Creek Bridge has on the local transport network. “We have carried out some preliminary planning to improve safety and flood immunity at this bridge,” he said. “This planning identified that a similar upgrade at Spear Creek, on the same section of road, would also be required to improve flood immunity. “This is a large-scale project and will be assessed against competing state-wide priorities.”

Knuth sticks with Katter party DALRYMPLE MP Shane Knuth has ruled out a switch to One Nation ahead of the next State election, as the populist party gains traction in Queensland. Playwright program up for grabs ASPIRING Tablelands writers wanting to learn how to write stories for plays are being urged to apply for an innovative program. Cairns-based JUTE Theater’s “Write Sparks 101 program” provides an intensive and dynamic blend of workshops and readings that have been created to provide the participant with fundamental writing skills and tools needed to become playwrights. The program will be facilitated by award-winning playwright Kathryn Ash. This year’s series of residency workshops begin this month and comprise three weekend workshops spanning three consecutive months. Students will also undertake a one hour, one-on-one, dramaturgical session in April, while enjoying access to a private Facebook page offering an interactive, on-

line platform of support and encouragement from the facilitator and writing group. Added extras include further script assessment, feedback via email (additional cost) and the chance to participate in a weekend Festival of Play Reading with post reading workshop in which dramaturgy will enable feedback and clarity. Venus Williams, who faced her superstar sister Serena in last Saturday’s Australian Open final, was chosen to represent the town in a ballot as part of a Tennis Australia community participation competition run for clubs who held Free Tennis Days. All Australian tennis clubs who held an open day were eligible to have a player representing their town or region. The club would have scored $5000 from Tennis Australia if Venus had won, but were unlucky as she bowed out 6-4 6-4 to Serena, who represented the town of Bentleigh in Victoria. Gymnastics club shines again THE Mareeba Gymnastics Club has jumped to success after scoring a major state award. The club was awarded best in Club Facility Development for a medium-sized club at last month’s Gymnastics Queensland Annual Awards in Brisbane. It follows an extensive set of upgrades the club’s Abbott St facility has undergone, including a building extension, new lighting, roller doors and a larger car park. The upgrades were funded by Mareeba Shire Council, sporting grants and the club, who also purchased new equipment and

matting. Club coaching director Kelly Tulloch said she was thrilled with the award, which recognised the growing popularity of gymnastics in Mareeba. “We now have a facility where we can run sanctioned events,” she said. “It will be great for the region by bringing in competitors from outside town, but it will also give those kids who aren’t competing a chance to come along and have a look at where gymnastics can lead to.” The award capped off a successful 2016 for the club’s young gymnasts, who com-

peted in both regional and State titles. 330 members were signed up to the club last year and Mrs Tulloch said she hoped to get similar numbers in 2017. “At this stage we’ve taken about 120 members since the beginning of January,” she said. “We’ve got a range of members at the club, ranging from toddlers right through to adults. “We cater for kids who want to do it competitively and those who want to do it for fun and fitness.”

In their first match of the day, the boys were sent into bat first by Barron River. The openers got off to a flying start with Jett Prien scoring 47 runs off 30 balls and well supported by Freddy Cambage with 10. Solid batting in the middle order from Mitchell Patterson and Jarrod France saw the home side finish on 4/144. A TABLELANDS Rhee Tae Kwon Do school is putting the call out for new members this year. Rhee Tae Kwon Do teaches unarmed combat for selfdefence purposes, combining the skilled application of powerful kicks, strikes and blocks. It is the most powerful art of self-defence. Rhee Tae Kwon Do has been established in Mareeba and the Tablelands for more than 30 years, seeing many families and friends train together with discipline while improving coordination, concentration and fitness. People of all ages and fitness levels are encouraged to attend, with classes taught by fully qualified male and female black belt instructors. Those interested can attend a free class to try the sport

Classes are held on Monday and Thursday nights from 6.30pm to 7.30pm at the PCYC Hall along Walsh St in Mareeba, while Atherton classes are held at the Atherton Centre Masonic Hall along Golf links Rd on the same dates and times. Special packages for families are also available. Mareeba’s 2017 Classes recommenced on January 30 and an enrolment day will be held at the PCYC Hall this Saturday from 10am to 11.30am. Pride test to set gauge on Gators THE Mareeba Gladiators will get their first chance to test player combinations and tactics when they face the Northern Pride’s Under 20s squad in a trial match this Saturday. Gladiators player-coach Tye Ingebrigtsen said the shakedown run, to be played in Innisfail, was the perfect preparation ahead of their next trials against Mossman/Port Douglas (February 11) and Atherton (February 25). “We’re really looking forward to getting out on the field and gelling as a team,” he said. “The opposition is going to be quality and a great test for us because the Pride Under 20s have been training hard since November.” Ironically, Mareeba’s Mitch

Brimm and Ben Coccoline will be playing against their home team after being called up by the Pride Under 20s. Meanwhile, the Pride’s Intrust Super Cup squad will also feature Gladiators Clint Posselt and George House, going up against the Cowboys Under 20s at Gordonvale on the same day. Ingebrigtsen said the gaps left in the playing group were a good chance to test his side’s depth. “It’s all about effort and putting their right foot forward to get selection in our top 17,” he said. “There’s no guarantees playing in our A-grade side this year, everyone has to work hard for it.” Of interest to watch will be the
