$100m tequila vision A LONG-term vision by a major sugar processor to harvest plants used in the production of tequila could be realised in Mareeba and the Tablelands. MSF Sugar Business Development manager Mick Ward revealed a proposal to establish a biorefinery and blue agave harvest operation, worth potentially $100 million, at last Thursday’s Mareeba Chamber of Commerce luncheon.

“It’s early stages. We are just having a look at this but we are serious about it,” he said. Popular in Mexico, blue agave is used to produce ethanol and is a key ingredient in tequila. If eventually followed through, the bio-refinery would be built alongside the company’s existing Tableland mill at Arriga. Mr Ward also spoke about MSF’s planned $75 million “green power station”, which once complete will generate 24 megawatts of electricity

MAREEBA had a few happy mango munchers last week after the winners of The Express’ KP Mango Competition were formally presented with their prize money. Held annually by The Express, Total Food Network and Mareeba District Fruit and Vegetable Growers’ Association (MDFVGA), the competition is open to all farmers and backyard growers in the Mareeba and Tablelands region to see who can grow the heaviest Kensington Pride mango. Mutchilba’s Irene Westwood took out the competition with an impressive 1.198kg entry, earning herself $500 prize money which was formally presented to her by Total Food Network managing director Luigi Garozzo at last Thursday’s Mareeba Chamber of Commerce luncheon. Young Dimbulah toddler Weston Hilditch, 2, was the second placegetter, winning $300 while Biboohra farmer Steven Johnston netted third place with $200. The Express’ managing editor Carl Portella congratulated all competition winners and thanked long-time sponsors Total Food Network and Mareeba District Fruit and Vegetable Growers’ Association for their continued support. The competition is set to start up again this October, with a wave of whopping mango entries expected once more.

A RISING radio star is making her mark in local radio after graduating from TAFE. Mareeba’s Lavinia Collins can now be heard on air in Napranum and Yarrabah between 3pm and 6pm on Black Star radio. The Ewamian woman said her Certificate III in Media (Radio) had literally changed her life. “A year ago I was lacking direction and I really needed to start making better lifestyle choices,” she said. “My grandmother was on my back about enrolling in this course for weeks. “I eventually gave in and signed up and by the second week of the course I knew I had found my calling.” Ms Collins said she had enjoyed the TAFE course and was delighted when Black Star radio owner Queensland Remote Aboriginal Media (QRAM) offered her a job following her graduation. Black Star general manager Gerry Pyne said Ms Collins had plenty of spark. “Lavinia’s liveliness is infectious; she brings a youthful enthusiasm and laughter to the team,” he said. “Lavinia is always ready to work, eager to do research for interesting stories for her listeners and adds lightheartedness and fun to her announcing.” Ms Collins said she would encourage any young indigenous person to give TAFE a go. “This TAFE course really helped to motivate me to turn my life around,” she said. “I got to meet other people, make new friends and I’ve learned how to work as part of a team. “You never know where you could end up when you graduate.”

and May each year. “It complements sugar very well because it grows very well in dry land conditions, so you don’t need to irrigate it,” Mr Ward said. “It does help if you irrigate it a little but it doesn’t have anything like the water demand that sugar cane does.” Mr Ward said MSF would need about 4000ha to grow blue agave. Both Mareeba and Tablelands shires are currently drought-declared zones by the State Government, which makes the region ideal for growing the plant. According to the Department of Agriculture and Fisheries, the crop can only be harvested once after about five years of growth when flowering occurs. New crops would then need to be planted. Mareeba District Fruit and Vegetable Growers Association president Joe Moro said the droughtresistant qualities of blue agave would be a welcome addition to the region’s existing agricultural industry. “Potentially there’s 22,000ha of unused land within the Dimbulah irrigation area and water is going to be a limiting factor from now on,” he said. In 2015, the agriculture industry of both the Mareeba and Tablelands shires was worth more than $552 million in terms of gross value of production.

Hospital meeting to raise concerns THE Mareeba community is being urged to speak up at a public meeting being held to discuss concerns over the future of the town’s hospital. The meeting, to be held at the Mareeba International Club next Tuesday, is being organised by a group of concerned local residents. Group spokesman Ross Cardillo said he believed the hospital had been continuously “downsized and degraded for the last 37 years”. “There’s a real threat of us, I believe, losing even more services than we already have,” he said. “I believe that has been brought about to a degree because they’re over-spending on Atherton Hospital.” A Mareeba Shire Council-commissioned report into “Regional Health and Hospital Trends in Tropical North Queensland” said

that Mareeba Hospital averaged about 30,000 emergency department presentations a year compared to about 18,000 presentations a year in Atherton. The report, written by Cairns economist Bill Cummings, stated that in July 2016, Mareeba Hospital had 48 beds, 22 doctors and 147 nurses compared to 57 beds, 19 doctors and 172 nurses at Atherton Hospital. Atherton will soon welcome an upgrade to its emergency department and build new operating theatres which will enable it to offer a series of “Level 4” hospital services. Mr Cardillo said based on the number of patient presentations, Mareeba, not Atherton should become a Level 4 hospital. The Cairns and Hinterland Hospital and Health Service (CHHHS) maintains that Atherton Hospital is the largest referral centre on the

Tablelands. Mr Cardillo said he invited members of the CHHHS hierarchy and local councillors to attend the meeting. “The health service really should attend,” he said. “They’re making decisions that are affecting our lives. They need to be here to listen to how it’s affecting the lives of people in Mareeba.” The meeting comes as Mareeba Hospital is set to lose its Council of Australian Governments (COAG) 19(2) funding exemption in October, along with $2.1 million that goes with it. The funding relates to Section 19(2) of the Health Insurance Act 1973, which provides an exemption for certain hospitals to claim against the Medicare Benefits Schedule for

non-admitted, non-referred professional services provided in emergency departments, such as outpatient (GP) services. But Mareeba, which has had that exemption since about 2006, is now no longer eligible because of the increase in its population. The Northern Queensland Primary Health Network is currently working with local GPs to establish a new outpatient services model once the COAG funding expires. The public meeting will be held on May 2 at Mareeba International Club. Residents are urged to arrive at 6:30pm for a 7pm start. The group has also created a “Save Mareeba Hospital” Facebook page to help promote their campaign.

Anzac’s name takes pride of place ELWYN Troughton shed a few tears as the Last Post sounded at the Mareeba Cenotaph yesterday. The moving Anzac Day service, in which the names of local soldiers killed in World War I were read out, carried an extra special meaning for her. Private D’Arcy Allan Grainer became the 23rd name to be added to that list on the cenotaph last week, a fitting tribute after Ms

Troughton spent two years lobbying Mareeba Shire Council to recognise the Thornborough man’s service and sacrifice. For Ms Troughton, these are her boys. And she’ll fight like hell to make sure they’re all remembered. “I’m lost for words,” she said. “I’m glad his sacrifice is finally being honoured. He’s no longer missing. He’s finally home.”

Private Grainer was killed in action while serving with the 26th Australian Infantry Battalion in France in July 1916 but like many soldiers, his grave was never found. Fittingly, Private Grainer’s name is placed just below that of his mate, Private Robert Henry Gibbins, who also lived in Thornborough and was sadly killed in France during May 1917 while serving with the 9th Infantry Battalion.

Thornborough, an old mining town, is just over an hour’s drive west of Mareeba. “I’m very proud to see both their names up there now. Anzac Day always washes me out,” Ms Troughton said. “War is a shocking thing.” Both young soldiers’ names are also recorded on the Australian National Memorial in Villers-Bretonneux, France.

Skills visa change endorsed by leaders UNEMPLOYED Mareeba locals look set to benefit from the Federal Government’s plans to scrap the 457 visa. Mareeba Chamber of Commerce president Joe Moro said the visa’s abolition, which relates to temporary skilled foreign workers, was a good move for the local workforce. “On the whole, I think the changes are good,” he said. “I think it gives more certainty to locals that they be given at least a chance to fill those positions.” Under the government’s plans, the 457 visa will be replaced by a new “Temporary Skill Shortage” (TSS) visa from March next year. The TSS visa will be offered as either a two year visa or a higher skilled fouryear visa, depending on the needs of businesses facing a genuine skills shortage in their workforce. The TSS visa will also feature tougher English language requirements and a requirement for applicants to have at least three years’ work experience. “It still leaves the option there for those that can’t find skilled staff to go down that path if need be,” Mr Moro said. “But as businesses we need to be sensitive to the needs of our communities as well.

“The only problem that I see is it may be a bit slower for people to go through the new visa process, which some businesses might see as a hindrance if they need those particular workers.” The number of occupations available under the existing 457 visa has also been reduced from 651 to 435, but none of the planned changes will apply to those already on the existing 457 visa. The 417 “Working Holiday” visa, used by backpackers doing seasonal work like fruit picking, will remain unchanged. Less than one per cent of Australia’s roughly 12 million-strong workforce is currently employed on a 457 visa. Mareeba mayor Tom Gilmore said he wasn’t expecting the 457 visa change to “make much difference” in the shire but welcomed the push to preference locals first in jobs. “The more domestic Australians we can get in the workforce, the better,” Cr Gilmore said. “The young folks here who are unemployed and looking for work should be more than pleased to take whatever work is available to them. “At the end of the day if you’ve got money in your hand and you learn the principles of hard work and reliability, that’s great.”

MAREEBA Shire Council’s fees and charges for cemeteries and urban and regional planning will be slightly increased for the new financial year. The biggest jump in cemetery fees and charges will be the cost of a niche for ashes (including installation of a plaque), which will jump from $292 to $390 in

2017/18. Internment of Ashes in the ground will also be $390, up $46 compared to 2016/17. A local government index increase of about two per cent was applied in 2017/18’s urban and regional planning fees, with council previously workshopping the proposed fees on April 5.

Taxi Council plays down Uber threat THE boss of Queensland’s Taxi Council has played down the threat posed by Uber to Mareeba and the Tablelands after a regional road trip throughout North Queensland last week. Taxi Council Queensland (TCQ) CEO Ben Wash said Uber’s high-turnover “churn and burn” financial model meant the rideshare service could only really work in cities. “You need a massive population with massive unemployment for their business model to work,” he said. “The distances up in Mareeba and the Tablelands are just so great that you have a lot of dead running, and the Uber model works best where you’ve got big cities with airports and entertainment precincts where drivers can do a lot of short fares.” Mr Wash, a former Malanda boy, said the region already had a form of ridesharing, with local pub courtesy vans or buses picking up and dropping off patrons for decades. “I know the taxi operators reasonably well and they do a good job because they live and work in the community. They know where the venues are, they understand that if you’re go-

ing to service places like the Peeramon Hotel or places further out, there’s a cost of doing business and they’ve factored it in.” Mr Wash said he was more concerned about the lack of regulatory oversight surrounding Uber, some of which will be addressed in Stage Two of the Queensland Government’s “Five Year Strategic Plan for Personalised Transport Services 2016-2021”, to be implemented from the middle of this year. That includes “comprehensive changes to primary legislation to introduce a new licensing regime and chain of responsibility for taxi and booked hire services”, mandatory security cameras for personalised transport vehicles and a larger square signage on the bottom left hand side of the front and rear windscreen of rideshare vehicles to clearly identify who they are driving for. All personalised transport vehicles will be required to pass an annual “Certificate of Inspection” under Stage Two, the same as what is currently required for taxis and limousines. “We’re recommending 20 different changes to the current proposed legislation, which will

help tighten up some of those gaps,” Mr Wash said. Uber was legalised by the State Government last September, who then introduced a $100 million “Industry Adjustment Assistance Package” in December to assist existing taxi and limousine operators in an attempt to minimise the impact of Uber. Mr Wash said the average cost of a taxi license was about $300,000, with the government now not releasing any new taxi licenses until next year. “While that figure sounds extraordinary, if you wanted to buy any sort of business, there’s always those upfront capital costs,” he said. “It’s broadly consistent with other businesses of a similar sort of turnover.” Mr Wash said the State Government always released new taxi licenses by tender, with the value of those licenses “market driven”. TCQ has written to all political parties and independent candidates in the upcoming State Election to call on their support for a list of demands to address the issues faced with Uber entering the transport market.

Citrus on the up for the region THE wider Mareeba area has helped contribute to a record 2016 export season for Queensland’s citrus industry. The latest trade data from Citrus Australia showed Queensland growers shipped $67 million worth of fruit to overseas consumers, a 30 per cent increase over the previous season. Citrus producers are mainly based in Bundaberg, Emerald, Central Burnett and the wider Mareeba region around Dimbulah. Mareeba District Fruit and Vegetable Growers Association president Joe Moro said it was encouraging to see exports increase as the region’s small citrus industry continues to grow. “We’ve come a long way in citrus,” he said. “It’s nearly as big as sugar in terms of dollar value. Dimbulah has always been identified as an area where you could grow more citrus.” According to the State Department of Agriculture and Fisheries Tablelands Agriculture Profile, citrus was worth $31 million in 2015 to the region, which took in both the Tablelands and Mareeba shires. That compared to $39 million for sugar. Mr Moro said the area grew predominantly lemon, limes and ruby red grapefruit. “Citrus is one of the crops that could benefit from the proposed Nullinga Dam, if it was to get the tick by the Federal Government,” he said. “There’s a lot of land not used around the

KATTER’S Australian Party (KAP) have vowed to push ahead with introducing their “Fair Milk Price Logos” Bill despite a recommendation it not be passed by a parliamentary committee. But Mr Knuth rubbished those claims, citing the fact the Queensland Competition Authority saw no issue with the Bill infringing on competition laws as proof it was not unconstitutional. “I get sick and tired of seeing the major parties march with the dairy farmers over farmgate price and yet never have they offered anything to assist, apart from rhetoric,” he said. “The dairy industry is in dire straits. MAREEBA Shire Council will cop the cost of managing biosecurity threats in the shire after the State Government all but offloaded the responsibilty to them. Council has been required to authorise a biosecurity program under the State’s Bisecurity Act 2014, which came into effect on July 1 last year. The program means council officers will now have to “survey, detect and monitor for the presence, absence and treatment of invasive biosecurity matter” within the shire, which was largely a State responsibility. Weeds to be targeted include Koster’s curse, Bellyache bush and parthenium, while council will also be required to monitor feral animals such as pigs and rabbits. However, Navua sedge, Crofton weed and other weed

species that council officers already manage as local priorities cannot be included in the surveillance program as they are not listed as declared invasive species under the Act. The program will start on May 1 and operate for a period of three years until April 2020. Speaking at last Wednesday’s monthly meeting, council CEO Peter Franks said council could not afford to carry out the program. “It’s just going to manifest and become a bigger and bigger issue,” he said. “It’s going to affect multiple ratepayers all the way down. The State has said it’s our problem and are walking away from it.” Councillors resolved to send a letter to the State Government expressing their disappointment at “the continued devolution of responsibility to local government without any funding”. Deputy mayor Alan Pedersen said he was sick of continual cost-shifting by the State Government to council. “They’ve slowly just kept pushing more responsibility towards council like they have the last 10 or 15 years,” he said. “Council’s in a good position to do this program, but we need the money to do it.” Cr Pedersen feared what new biosecurity threats might be found in coming years that neither the State nor council could prepare for. Mareeba mayor Tom Gilmore said it was “terribly disappointing” the State continued to burden council with more responsibilities and the cost that came with it. “Very rarely is there any money that comes with it and it’s never been, in my experience, money that is recurrent,” he said. “The ratepayers have to pick up these costs.”

Croc meeting sought with Minister FEDERAL Environment minister Josh Frydenberg is being sought for an urgent meeting with Katter’s Australian Party (KAP) MPs to discuss their proposed crocodile cull Bill. In a sign of hope for Far Northern communities dealing a growing number of saltwater crocodiles in populated waterways, Mr Frydenberg said last week he would consider a cull and had the power to authorise one under Federal laws. Federal laws would be able to override the State Government’s Nature Conservation Act 1992, which makes it an offence to remove crocodiles from the wild without authorisation. KAP MP and Member for Dalrymple Shane Knuth welcomed Mr Frydenberg’s comments. “It’s great that the minister took the time to visit North Queensland and speak to locals about

this problem,” he said. “It’s very easy for people who don’t live in the area to see this as a bit of a joke, but this is a major, life-threatening problem.” More than 70 people attended a community forum run by the KAP on April 12 to discuss the issue at Mareeba Bowls Club as part of a wider “Crocodile Cull, Safari Shooting and Egg Harvesting Legislation Consultation Tour”. Kennedy MP Bob Katter, Mr Knuth and Member for Mt Isa Robbie Katter listened to pleas from local residents and councillors as they draft a Bill for a controlled croc cull, shooting safaris and legalising egg collection in Queensland. Miles urging him to take action to remove crocodiles from Two Mile Creek, where there have been several confirmed sightings. “We have an environment which is not an estuarine (saltwater) crocodile environment yet we have crocodiles in it,” he said. “Who’s responsible for it? The State. What do we want them to do? Take them away. All of them. How they achieve that is their business.” Cr Gilmore said he would judge the State Government’s new Queensland Crocodile Management Plan on its outcomes. Under the plan, Biboohra, where saltwater crocodiles have been sighted, is located in “Monitoring and Education Zone E”. Solar power to net ratepayer savings MAREEBA Shire Council’s decision to install solar panels on two administration buildings is expected to save the ratepayer almost $40,000 per year. Two Solar Photovoltaic (PV) Systems have been installed on council’s Rankin St and Kowa St administration buildings, with works to be completed by the end of this month. The systems, which were installed by Solgen Energy, will allow up to 75kw per hour to be put back into the electricity network when not in use. The council’s Rankin St system will be able to put up to 10kw per hour back into the electricity network when not in use. When fully operational both facilities will be able to operate solely using the energy produced by the

PV systems during daylight hours. The total costs of the system are expected to be recovered from the Rankin St building within threeand-a-half years and just over three years for Kowa St, based on current pricing by Ergon. Mareeba mayor Tom Gilmore said the solar systems’ turnaround on investment was “first class”. “The net savings beyond the initial outlay is very significant for ratepayers,” he said. Mareeba councillor Lenore Wyatt said the solar project was “fantastic” for the community. “We’re leading the way environmentally. I would like to see more. We’ve talked about pump stations and things like that but obviously that’s all in the future,” she said.

24 hour gym gives Cooktown fitness kick FITNESS fanatics in Cooktown are set to take full advantage of the local PCYC’s gym after it officially started operating 24/7 last Thursday. The PCYC, which also doubles as the town’s cyclone shelter and events centre, will now offer busy locals all hours access. “We know it’s going to be a great service to community,” said Cook Shire mayor Peter Scott. “It’s been received really well. The PCYC did their community consultation first and found out the numbers.” Cr Scott said the revamped gym would appeal to a wide cross section of people in the community, from shift workers to local footy teams wanting to bulk up for the coming season. “The gym has always been part of the

PCYC ever since it was built but this just opens it right up, particularly for the guys who work all day,” he said. “It’s just about getting people engaged.” Cr Scott said the PCYC had grown from a simple indoor sports and recreation centre to hosting the gym, conference rooms and full commercial kitchen which Cooktown State School uses for hospitality training. Cooktown PCYC Acting Branch Manager Sergeant Craig Green said the updated facilities wouldl be a huge benefit to the community as a whole. “This newly revived space will not only cater for athletes and those who use the gym, but will also be a benefit to our youth development programs and the Cooktown community,” he said

Far North Queensland was one of the most expensive areas to fill up with unleaded petrol (ULP) in Queensland during March, according to RACQ’s latest monthly fuel price report. Club spokesperson Renee Smith said with an average of 144 cents per litre, Northern motorists had been charged 10.1 cents per litre and 13.6 cents per litre more for ULP than Townsville and Ayr drivers respectively. “There’s simply no good reason for the high prices we’ve seen in the far north over the past 18 months, and it’s no surprise motorists are frustrated,” Ms Smith said. Ms Smith said RACQ hoped the Australian Competition and Consumer Commission’s (ACCC) in-

vestigation into far northern fuel prices would have a positive impact on the region. “The Commission’s findings are due in coming months and we hope it shines a light on any price gouging that might be happening.” she said. Pedaling for a good cause

FAR Northerners will be riding to make a difference this Sunday when an inaugural fundraiser kicks off in Mareeba. Riding her mountain bike through the backroads of Far North Queensland, Cairns woman Jennifer McManus will be one of several riders raising money for the Far North Queensland Hospital Foundation as part of the “R’n’R MTB Adventure”. Mrs McManus said she knew the importance of providing additional equipment “over and above” what the government supplies. The ride is a five-day trip that will start in Mareeba and travel through to Almaden, Mt Surprise, Einasleigh and finish in Forsayth. From there, riders can either make their own way back to the coast or as an optional extra, take the iconic Savannahlander train trip back. “My family were early settlers in the north and they explored much of the countryside I'll be riding through. I've heard many stories over the years of its rugged beauty and can't wait to see for myself the changing landscapes from the vantage point of a bike,” Mrs McManus said. Foundation fundraising and marketing manager Glenys Duncombe said the ride was a great way to see stunning and diverse countryside while fundraising for improved health services. “We know there is plenty of need for improved health services in the Far North and that’s what we’re aiming to do with this new adventure – improve facilities and improve health outcomes,” she said. “There are some medical conditions, where if people live in a regional area, they have less chance of survival than if they live in a big city so we’re trying to redress that imbalance. “Some of these small country towns that we’re travelling through are really struggling so bringing these riders through will boost their profile and their economy and hopefully we can get more people seeing their beauty.” For further information head to www.rnrmtbadventure.org.au

Suburbs have collected their second win of the season after defeating the Atherton Roosters 36-16 at Roosters Stadium, on Saturday night. After setting up a commanding 22-6 lead at halftime, Suburbs withstood a strong comeback from the Roosters early in the second stanza to record a seven tries to three victory. The Roosters did well to fight back in a short period after the break and looked to have levelled the score at 22 all with a try under the posts. However, the try was disallowed and soon took its toll on the Roosters as their recovery seemed to fall away and Suburbs delivered another three unanswered tries. According to Roosters coach Dean Howard, while they tried to catch up on the score sheet, it was Suburbs enthusiasm all game long that his team could not match. “It’s an 80 minute game, we played for 20 minutes,” Howard said. “In that 20 minutes I thought we did okay, but for the rest of the game I thought we were pretty poor.” All the celebrations on Saturday belonged to the Roosters under 19 side who continued their impressive form and defeated Suburbs 66-0. Ty Grogan, Travis Jenkins, Egan Graham and Brayden Prandolini all crossed for doubles in the young Roosters twelve tries to nil win. While Suburbs downed the Roosters 40-6 in the reserve grade match. Results from other Cairns District Rugby League first grade games played over the weekend: Innisfail 56 v Kangaroos 10, Brothers 41 v Mossman 22, Yarrabah 26 v Edmonton 24 and Tully 8 v Ivanhoes 6. Bulls cut down by Innisfail THE Mareeba Bulls have suffered a 4-0 loss at hands of Innisfail at a wet Steve Corica Oval last Saturday night. Looking to bounce back after their 4-1 FFA Cup home loss against the FNQ Heat on April 13, the Bulls dominated Innisfail in the first half. But Mareeba just couldn’t find the back of the net with both teams going to the sheds at nil-all by half-time. Things changed in the second half when Innisfail’s Joshua Taylor broke the deadlock in the 57th minute, netting one home to go up 1-0. Cutters teammate Francesco Trotter was next off the line, scoring in the 65th minute before Zane Simpson made it 3-0 in the 85th minute. Taylor followed up with his second of the night just two minutes after Simpson’s goal to close out the match 4-0. The Bulls had two or three clear chances themselves in the second half, but once again, just couldn’t put them away. Mareeba Bulls coach Alex Srhoj said the loss was a lesson for his side in missed opportunities. “It wasn’t a 4-0 game. We were a victim of our own success,” he said. “We kept dominating and we should have taken our chances and been up on the scoreboard pretty comfortably before they even got a shot at goal. “It’s a lesson to us that things don’t just come our way.” But Srhoj paid tribute to the young and energetic Innisfail side. “As soon as they got one, it started pouring rain and they got their tails up, got confident and we dropped off,” he said. “The game swung in their favour…We didn’t keep the intensity up.” The Bulls will now face Leichhardt in catch-up game tonight in Cairns from 8:30pm.
