Mayor: ‘This is embarrassing’

Just before the next budget announcement Tablelands Regional councillors have finally admitted they stuffed up when adopting the 2017/2018 rate analysis.

At an emotionally-charged council meeting the elected members, including the Mayor, publicly apologised to the community for the second time this year for an error that was made by council officers in its rates calculations.

But Deputy Mayor Katrina Mellick (Spies) read out a damning statement criticising Mayor Joe Paronella for his conduct during the fiasco and claimed that she had lost faith in his leadership abilities.

Timeline of events: June 28, 2017: Councillors adopt the 2017-2018 Budget September 29, 2017: Email sent to the then Finance Manager by a concerned ratepayer regarding an error in the rates formula.

October 3, 2017: Mayor Joe Paronella writes an open letter to the community regarding complaints about massive rate hikes off the back of land valuation increases. In it he states that ‘Council thought long and hard about minimising this impact to the majority ratepayers’.

October 4, 2017: A public meeting is attended by 160 people concerned about massive rate rises for a sector of the community known as Categories F and G. Neither the Mayor or councillors attend.

October 11, 2017: Mayor and councillors meet privately with members of the newly formed Rate Payers Action Group. Members of the group claim councillors were not allowed to speak at the meeting. Also present was the then CEO Hurriyet Babacan and COO Bob Owen. An error in the rating model was outlined by the group.

October 18, 2017: Ratepayers email CEO Hurriyet Babacan about an error in the rates.

October 26, 2017: TRC passed a resolution with regard to ratepayers in Categories F and G for the 2017/2018 financial year. They voted to cap the rates at 15 per cent to minimise the impact.

November 1, 2017: A second community meeting is held by the Rate Payers Action Group.

TRC releases a statement stating no one from the organisation would be attending.

December 21, 2017: Protestors attend council meeting with placards claiming they are not satisfied with the way the council is being run.

December 21, 2017: Mayor Joe Paronella makes a public statement to the community stating that council is transparent, committed to meet and listen to its constituents and the community. In it he says “Being a ratepayer does not entitle individuals to scrutinize every operational expenditure” and that “There is no wrong doing in our finan-

cial processes and trying to create suspicion where there are no transgressions leads us to question the motivations of the few who are trying to stir up issues.”

January 19, 2018: Mayor Joe Paronella makes a public statement. In it he refutes claims of a lack of transparency, corruption, gagging councillors and a lack of accountability.

January 25, 2018: Division 6 councillor Bronwyn Voyce resigns effective immediately citing “personal and professional reasons”.

February 15, 2018: Five months after requesting a follow-up meeting, three concerned rate payers meet again with councillors, Mayor Joe Paronella, CEO Hurriyet Babacan and COO Bob Owen to express their concern over an error in the rating schedule.

The CEO states “that a thorough review process was necessary to quantify the extent of these errors.”

February 16, 2018: TRC released a statement stating that “An independent review and verification of the impacts of the rating model used for 2017/18 rate notices is currently underway.” The statement read: “As soon as Councillors were made aware of the impacts of the formula applied, a statement was issued to the public. The anomaly is due to a system, not human error.” Details of who was conducting the review and the expected length of the process was not forthcoming.

February, 2018: The council’s finance manager resigns.

March 19, 2018: CEO, Hurriyet Babacan, resigns. No reason was given for her resignation after only 18 months in the job.

April 5, 2018: Division 6 has a new councillor – Owen Byrnes.

May 21, 2018: TRC has a new CEO – Justin Commons.

June 24, 2019: New CEO Justin Commons releases a statement saying he: “apologised on behalf of the Council.”

June 29, 2018: Details of the review of the 2017/18 budget process are released to the public. Councillors and Mayor apologise.

‘The Mayor should resign’

It took three members of the community – Stephen Raso, Ed Kochi and Sandra Curcio – persistent calling, emailing and requests for a meeting to convince Tablelands Regional Council staff and councillors that there was an error in the rate model for 2017/18.

Now one member of the group is calling for the Mayor to resign.

“I think the Mayor’s conduct throughout has been sub-standard to be honest,” said Ed Kochi.

“I think it’s not befitting of the position. He should take more responsibility and the ultimate responsibility for the length of time it’s taken to admit there’s been a problem.”

Mr Kochi said he was there during a meeting with councillors, the then CEO Hurriyet Babacan and Chief Operating Officer Bob Owen on October 11, 2017 when Stephen Raso presented them with a spread sheet showing a mistake with the Minimum General rate (MGR) in the 2017/2018 rates schedule.

Council announced a four per cent increase to the MGR in that budget, but when rates notices were issued in September 2017

the MGR had actually reduced by four per cent.

“I personally rang the Mayor and all of the councillors who had difficulty in comprehending that there was a problem and the Mayor in particular kept reassuring me that there wasn’t a problem, that there was no need for a meeting and I had to lobby the councillors to convince him otherwise,” said Mr Kochi.

“That was the frustration of it all – that he wasn’t prepared to take any advice or listen to the constituents or even his own councillors and he went further and made public statements or comments that were inappropriate, false, misleading and deceptive to say the least.”

Fellow rate payer Lyn O’Connor said she welcomed the report but alleges it is still missing some facts.

“The councillors were all in a meeting with the CEO and the Chief Operating Officer and other key officers but not the finance manager on October 11 where the Rate Payer Action Group gave the spread sheet to the council for the first time,” she said. “They then refused to meet to discuss it and then it took persistent people in February to bring the information to them again. They had this information

since October 11. And that needs to be admitted.”

Ms O’Connor said she does not believe the Mayor should resign, but that his attitude going forward needs to change.

“It’s a cultural issue around leadership and arrogance that has to be fixed,” she said.

“We want leaders without the arrogance. Leadership is bold and brave and sometimes not very popular, but is not arrogant.

And that has to stop today.”

Mr Kochi said he had renewed confidence in the council going forward since the departure of former CEO Hurriyet Babacan and the previous finance manager.

“I think under the stewardship of the new CEO and the new finance manager, they’ve been very open with us and the review has been very thorough and conclusive in how they’re going to go forward and I have confidence in them now,” he said.

“There are still considerable problems in Category F which is mainly attributable to the rise in valuations and I believe the council has done everything they can now to look at it and try and minimise the impact. However I think the Government has to be lobbied on their principles of valuations.”

‘My trust has been eroded’

Tablelands Regional Council’s Deputy Mayor, Katrina Mellick (formerly Spies) did not hold back at last week’s council meeting when commenting on the adoption of the Rates Verification Review.

The itemised report gave constituents the first opportunity to see in detail what went wrong with calculations of the 2017/18 rating model and gave councillors and the Mayor the opportunity to apologise for their part in adopting it last year.

Cr Mellick raised a number of concerns with the way in which knowledge of the errors was handled and along with making an emotional apology for her part in the fiasco, she also made a point of criticising Mayor Joe Paronella for not doing enough to rectify the problems from the outset.

An independent review of the ratings process was conducted by the Mead Perry Group, but significantly Cr Mellick said the focus of the review was not to investigate the ratings calculation error until it was specifically asked to do so by councillors in May – months after the investigation was instigated.

“It is of great concern to me that this second report (investigation into the distribution effect of the errors) had not appeared to be a focus of Mr Perry’s review until it was specifically requested at the end of one of the workshops by councillors in May; where the query was taken on notice and a further workshop organised to provide feedback on this,” she said.

“I do understand that during this time we have had a CEO resignation and new appointment, but considering the magnitude of this, I would have thought it fair and reasonable to expect that some oversight/monitoring by the Mayor would have been warranted?”

Cr Mellick went on to claim that Cr Paronella knew about the errors in the rates model long before the rest of the councillors did at a meeting with rate pay-

ers Stephen Raso, Sandra Curcio and Ed Kochi on February 15.

“I understand that the Mayor was involved in some of the meetings of concerned rate payers along with the then Finance Manager,” she said.

“I question why the Mayor didn’t inform his fellow councillors, particularly the then Divisional 6 councillor, or the CEO about these meetings and the grave concerns raised?

“I do not think it is fair or right to attribute all blame on the staff as outlined in this point when one of the councillors, indeed our Mayor, had at least some knowledge of this very early on and didn’t see fit to act on this information.”

Cr Paronella denied any knowledge of the rates error prior to the February 15 meeting.

“I’d like to make one point very clear that I was informed at the exact same time as yourselves in February,” he said to the councillors.

“I wasn’t privy to any earlier information on that, we found out all at the same time. We were all informed at the same time at that meeting in February.”

Cr Paronella went on to say that the debacle was “very very embarrassing for all of us”.

“It just goes to show how one error in the original model has just ricocheted through. We’re now making sure in the organisation that this sort of thing should never happen again,” he said.

“Any advice or comment that was put out to the public was done by asking for advice from people in our organisation who I had great respect for. So it’s from there I’d like to say, hindsight is a wonderful thing but I believed I was doing things correctly.

“I apologise to the community on behalf of the organisation, the councillors and myself, but it was a series of events that I don’t think anyone could have anticipated.”

But Cr Mellick said she now had “significant concerns” about the leadership of the council.

“Accidents and mistakes do happen, that is life, however true character is displayed by the way in which these are addressed,”

she said.

“Although these reports provide sound and constructive ways in which to minimise future risk; I fear that a significant risk remains, as my trust and confidence in the leadership and judgement of the head of this organisation, our Mayor, has been severely eroded.

“Over the past months, I have raised these concerns privately with the Mayor and offered, what I have thought to be constructive ways to minimise risk.

These issues have also been addressed rightly, behind closed doors around this councillor table but again, not to the satisfaction of allaying my significant concerns.”

Cr Kate Eden pointed out that an email was sent to the then CEO Hurriyet Babacan on October 18 outlining concerns with some errors in the rates. Current CEO Justin Commons said he had seen the email and would ensure it was added to the report.

Cr Eden added that she wanted to take some personal responsibility for the situation after ignoring requests by rate payers to look closer at the rates modelling.

“We made a decision based on the information that was given us but I have got primary school mathematic skills and anyone with eyes in their head can see the mistake in the bands so I’m really embarrassed that I didn’t see that. It’s really obvious,” she said.

“The other thing that I’m embarrassed about and I want

to apologise to Stephen Raso because he did give us information that I didn’t understand and that I didn’t have a close enough look at.”

Cr Anthony Ball also apologised to the community but expressed frustration at the handling of the situation.

“It was certainly a great frustration of mine to be a voice for my community and go forward to our CEO and express these issues and be constantly told that ‘there is no mistake, there is no mistake, there is no mistake’ and then to find out in February that there is a mistake is unbelievably embarrassing for me,” he said.

“We can have all the procedures in place but hopefully a bit of common sense comes into play next time and there is a bit more communication on this going forward when issues arise.”

Cr Annette Hayden said it was “inexcusable” that the errors were picked up by members of the community.

“I just can’t understand how we never ever saw or heard these alarm bells ringing, when three people can walk into here and show us, it’s really inexcusable,” she said.

“It’s really humbling that we have to go out into the community and apologise.”

Since January this year Division 6 councillor Bronwyn Voyce has resigned from her position, along with the Finance Manager in February and then former CEO Hurriyet Babacan in March. All were claimed to be for personal reasons.

Analysis of rates review An independent review of Tablelands Regional Council’s rating system was presented to councillors for adoption at last week’s meeting.

The report, produced by the Mead Perry Group, outlined what went wrong during the 2017/18 budget process.

The initial problem began when the council engaged the Local Government Authority Queensland (LGAQ) to undertake a review of their rating model.

One of the strategies was to reduce the number of ratepayers on the minimum general rate and increase the number of ratepayers paying cents in the dollar.

Following a number of workshops and receipt of the LGAQ consultant’s report, council adopted a preferred rating scenario that increased the cents in the dollar by 4 per cent and decreased the minimum general rate of each banding by 4 per cent, to achieve an overall increase in total rates revenue of 5 per cent.

It was subsequently determined that the 4 per cent should have only been applied to the minimum general rate of the lowest band, with the minimum general rate for each subsequent band being the highest amount payable under the band immediately preceding it.

This error resulted in an inequitable distribution

across the ratepayer base. As a result some ratepayers paid less than intended, and some ratepayers paid more than intended.

The report also suggested that staff within the finance department recognised there was a problem.

“Revenue staff raised concerns with the manager of finance regarding rate notice variations however these concerns were not adequately resolved by the manager of finance.”

John Perry’s comprehensive analysis of the issue also highlighted the time it took for staff to react to the errors once they were found.

“When rate payers commenced raising concerns with their rates notices, staff did not respond quickly enough to identify the nature and the full extent of issues in order to inform councillors and decision makers,” he said.

“The communication of the emerging issue to councillors was also inadequate.

As a result, council’s management of the community backlash was hampered.”

The report went on to offer ways to resolve the issue through corrective measures in the next budget, namely freezing council’s total rates revenue, cap individual rates so that no ratepayer will have an increase of more than 15 per cent and increasing Category A and M’s rates to offset the unintended lower rates levies in the 2017/18 budget.

Obesity is the fastest rising health hazard in Australia costing nearly $120 Billion (8% of economy’s annual output)

From 1995 to 2015 there has been steady rise in obesity, nearly 71% of men and 56% of females are overweight or obese.

That would roughly equate to 11 million Australians. Equally worryingly 27% of children are too.

The cost of obesity is staggering. Moreover, the most recent estimates of the impact of obesity in Australia2 show that obesity causes almost one-quarter of type 2 diabetes (23.8%) and osteoarthritis (24.5%), and around one-fifth of cardiovascular disease (21.3%) and colorectal, breast, uterine and kidney cancer (20.5%).

1.5 million Australians living with Type 2 Diabetes (T2D) are twice as likely to suffer a sudden cardiac death compared to those without the condition. Developing T2D early in life is one of the greatest contributors to an early death.

If current trends continue, approximately 1.75 million deaths will have been caused by overweight and obesity between 2011 and 2050.

What can be done about it?

Treatment of obesity entails weight loss and weight loss maintenance.

The co-morbid conditions are resolved or ameliorated with the weight loss and maintenance.

Currently, non-surgical treatments are usually effective in inducing weight loss but rarely weight loss maintenance. Weight regain and return of co-morbid conditions are the norm.

There is a large volume of level1 research and data that shows and was expressed by Chairman of Australian Bariatric Registry recently that best medical and lifestyle management (diet, exercise etc) only are effective for 1 to 2 years and then fail in almost all. That is quite often taken as fault of the person, which it is not.

Solutions that work backed by published research and have evidence of efficacy spread over many decades are supported by insurers and have become effective tools in combating this rising health hazard in Europe, USA and many other countries as public health strategy.

Bariatric Surgery, offers the only modality that provides long term weight loss and weight loss maintenance.

Surgical intervention has now been proven to be effective over long term provided it is offered in a multi-disciplinary, educative and supportive environment.

How Does Weight Loss Surgery Work?

There isn’t just one operation. There are several kinds of these metabolic and bariatric surgeries, as doctors call them. They work in one of the following ways: • Limit how much food your stomach can hold, so you eat less and lose weight.

• Stop your digestive system from absorbing some of the calories and nutrients in the foods you eat.

Use both of the above methods.

Eligibility for surgery covers all obese individuals but based on criterion certain procedures can only be offered to people above 35 BMI. There are many procedures and variations thereof that are being practised. Many have been recent and are awaiting Level 1 evidence of being as effective as established procedures. Therefore, it is imperative to seek treating team that is fully aware and capable of offering most of these procedures. Therefore, any advice you will get will be based on evidence and not restriction of choice.

The following procedures are effective and have large volume of data to support them.

Laparoscopic Gastric Bypass or Roux-En-Y bypass (LRYB)

Laparoscopic Sleeve Gastrectomy (LSG) This procedure often described as relatively easy is in fact very nuanced procedure and thus requires the Surgeon sticking to good principles to make it work.

We at HK Surgical have revised over fifty bands and failed sleeves over 11/2 years the last one year. Therefore it is vitally important to inquire the size of sleeve i.e. the size of measuring tube used. Patients seeking treatment should inquire about the success and failure rates of the team.

Other Procedures: Lap Band is not considered a good option mid to long term and has been replaced in Europe and many parts of Australia.

Omega or Single Anastomosis Bypass is a newer ‘version” of conventional Bypass. It has been promoted as ‘simpler’ version of Bypass. However, we are still waiting for long-term data of its efficacy and complications. Surgeons offering this should ideally be well versed with the conventional Bypass should this procedure need to be revised, which it does in some cases.

There are a host of variants that are too numerous to be mentioned and should be discussed with the specialist and not undertaken lightly.

Newer Endoscopic Procedure: Endoscopic Intra-gastric Balloons and similar procedures are temporary and should be undertaken with well-informed agreement.

Endoscopic Sleeve Gastroplasty: This procedure stitches the stomach from inside (see picture) with a help of an endoscope. This is not replica of Sleeve Gastrectomy and has no mid or long term data as yet. Also it is not reversible as sometimes projected.

We think this should be undertaken carefully and data should be collected nationally to assess its efficacy and safety.

We perform this procedure in those obese patients who do not fulfil the criteria of surgical procedures under close supervision of nutritionist and surgeon.

This entails creating a small pouch from your stomach without removing any part and then bypassing the remaining stomach (see picture). This is potentially reversible if ever required. This is the gold standard and arguable the best procedure to cure Diabetes.

However, the Key message to take home is: The procedure alone is not the panacea. The team support, your own involvement and honest forthright information play a key role in over all success.

Celebrating 125 years of Mareeba State School

Mareeba State School is turning 125 years old and to celebrate a huge weekend of events is being planned, including the opening of a 25 year old time capsule.

Former P&C president Stephen Srhoj said he hoped the 125 year celebrations on October 1214 will be as exciting as the centenary event was in 1993.

“We had 1000 people come to a dinner for that event,” he said.

“Everyone dressed in period costume and we made $45,000 for the P&C.” At the time, everyone was of-

fered the opportunity to pay $5 to put something of importance into a time capsule including items of clothing and letters.

It will be dug up in advance of the October celebrations and the items will be on display.

Dignitaries including Minister Grace Grace, Mareeba Shire Mayor Tom Gilmore and Member for Cook Cynthia Lui have been invited to attend the celebrations which include a meet and greet at the Mareeba Soccer Club, a centenary celebration day, memorabilia stalls, tours of the school and a colour run on the school oval.

“It’s important to continue

these things to keep the history of the school alive,” said Mr Srhoj.

“People enjoy getting back together to see the changes and what has happened throughout the years. It’s important to remember the history and keep having a memory of it.”

Rodeo festivities kick off with cowpokes

It was an emotional day for the mum of both Levi-Joe and Jazlyn Cash Agius after the siblings won the junior cowpokes competition at Kerribee Park on Saturday.

The popular annual event kicked off this year’s rodeo celebrations and gives littlies from across the region the opportunity to be involved in the rodeo buzz by dressing up in western gear and being assessed on their personality and conversation skills.

There are two age groups – 5-8 years old and 9-12 years old for both boys and girls.

Eight-year-old Jazlyn Cash Agius only moved to Mareeba a few years ago from Cairns but said she has been hoping to enter the competition ever since they moved to the country.

“We’ve never done it before but we’ve always wanted to do,” said the Year 3 St Thomas of Villanova school student.

“Me and Levi are really country. We’ve got horses, cows and alpacas at home.

“I was excited to do it and I was proud that I won.”

Year 4 Mareeba State School

student Ethan Morris said he loves going to the rodeo every year for the fun rides and said he enjoyed the competition process on Saturday.

For 11-year-old Casey Sielaff, winning the senior girl cowpokes was a long time coming.

“I’ve entered about five times now,” she said.

“But this year I was much more confident.”

Casey attended Mareeba State School and wants to be a rodeo queen when she is older.

“I’m really looking forward to coming to the rodeo as a Cowpoke,” she said.

“I love the bull rides!”

All four cowpokes have a fun few weeks ahead being involved in the rodeo festival which includes the Downtown Parade on Friday, July 13 and the Rodeo Ball on Friday, July 6.

The 2018 Rodeo Queen entrants were officially introduced on Saturday as part of the Cowpokes competition.

Community rallies for animal refuge

An annual drive that supports Mareeba Animal Refuge has been a huge success with around $1000 raised in cash, as well as food that will keep the shelter’s pets well fed for the next few months.

Throughout last month members of the public dropped off cash and food donations to both the Mareeba and Kuranda libraries to help nourish and take care of the animals that currently call the shelter home.

Refuge manager Jennifer Walsh said this year’s fundraiser was the best yet.

“We’re always looking for more donations,” she said. “We really struggle with the costs of running the shelter, with vet bills being our biggest outlay.

“So a big shout out to the community for all their help.”

Mareeba Library also ran a book sale to raise money for the refuge which raised more than $600.

Mareeba Shire Councillor Kevin Davies presented Ms Walsh with the donations and

said it was great to see the community supporting the initiative.

“You never know if one day your animal might end up in there and if we didn’t have it, your animal would be roaming around the streets,” he said.

“We need this for the whole community.”

Anyone wanting to donate to Mareeba Animal Refuge can do so by popping in on Hickling Avenue, Mareeba.

Mareeba Shire Council recently awarded a tender to begin the critical water infrastructure project on Byrnes Street, Mareeba.

Last year, the Queensland Government announced a funding boost of almost $1.5 million for installation of a new water main on Byrnes Street, Mareeba from Rankin Street to Lloyd Street. The tender was awarded to local company FGF Developments and is scheduled to begin later next month with completion due by early December.

Mayor Tom Gilmore said the upgrade would allow for business growth to meet the increasing demand for goods and services in Mareeba.

“The existing pipeline in has been in place for many years, and council believes that it is imperative that it be replaced,” he said.

“Not only is it struggling to meet current demand, but due to the fact it is reaching the end of its life and may fracture which would cause serious property damage and disruption to businesses in Mareeba’s main street.”

The infrastructure upgrade which has been labelled critical

will cost $2.5 million and will be funded by Mareeba Shire Council and the Queensland Government.

Minister for Local Government Stirling Hinchliffe congratulated the Mareeba Shire Council on the important upgrade that will cater for future growth in the region.

“This critical water main will give local businesses and households increased water security which is vital to the local economy,” Mr Hinchliffe said.

“It will also create and support local jobs.”

“The project includes approximately 900 metres of new PVC water main and water service connections to all existing customers located between Rankin Street and Lloyd Street,” Cr Gilmore said.

Cor Gilmore said projects of great scale such as this would simply not be possible without support from the State Government.

“Grants such as this that are being made by the Queensland Government that make these critical projects of pipeline maintenance and upgrades possible without making a serious burden on ratepayers,” he said.

Playground equipment stolen at site

A piece of essential playground equipment has been stolen from a worksite in Atherton.

Tablelands Regional Council (TRC) started work on refurbishing the Collins Park playground in early June, with the intention of opening it in the coming days.

“Unfortunately someone has taken upon themselves to steal the turntable from the merry-goround before we had a chance to install it,” said Mayor Joe Paronella. “And now we can’t reopen the playground because the

missing piece is causing a safety issue.

“Someone knows who has this piece of playground.

“They know who is depriving the local kids the chance of playing on the new equipment.”

The missing piece is a 750mm galvanised steel turntable that weighs 16kg.

People power vs Telstra tower

Proving that people power does sometimes prevail, an application by Telstra for a telecommunications tower was knocked back by Tablelands Regional Council last week after a group of locals got together to fight it.

Telstra submitted an application to erect a 34.3m telecommunications tower on Eastern Connection Road, Danbulla and council’s planning department recommended that the application be approved.

But a residents living within the vicinity objected in writing and via a petition, claiming the tower would have a massive visual impact on them and local businesses.

“We are not opposed to a Telstra tower in the vicinity; in fact we would welcome the improved mobile coverage that the development would bring,” said one of the objectors Alice Nurthen when she addressed councillors at the monthly meeting on Thursday, June 28.

“It’s the proposed site that we object to and we believe to be incompatible with the Tablelands Regional Council planning scheme.”

Telstra had the opportunity to apply for more than one site but chose to apply for approval to erect the tower on Eastern Connection Road surrounded by rural lifestyle properties.

Ms Nurthen said she and oth-

er nearby objectors believed the application did not comply with Tablelands Regional Council’s planning rules.

“We believe this development does not and cannot satisfy the assessment benchmarks set out in the TRC planning scheme and should be refused by council,” she said.

“The planning scheme outlines that development height should not exceed 12m, development should be set make a minimum of 10m from the boundaries. Candidate A does not comply with any of these requirements.

“Regardless of the screening proposed this tower will become the dominant feature for our area, we believe this point has been significantly downplayed by both Telstra and the Planning Department. “ Ms Nurthen also suggested that the tower would have affected local tourist businesses that rely on the unobstructed scenery of the area.

“The tower will not blend into the landscape and will obstruct views and impact on the visual amenity in the area,” she said. “The proposed facility will include the installation of power lines creating further impact on the visual amenity.”

Cr Eden said it was hard to approve the application given the issues raised.

“This is difficult because we have had other applications like this come before us with objections but we consider each item under its own merit and I haven’t

seen any like this one that has such a detrimental visual impact particularly on those close neighbours,” she said.

“It also doesn’t comply with the rural zone code for height and set back and I hadn’t actually thought about the power lines.”

Tablelands Regional Council’s Planning and Regulatory Services manager Tudor Tanase said there were some good points raised by the residents but that the planning officer had to recommend the application based on the existing planning scheme.

“Some very good points have been raised with regards to the suitability of this development,” he said. “However, the planning process is from the officers perspective assessing the application against the existing planning scheme so we have requested the applicant to show they have considered alternative locations.

They looked at two locations and they have found this one to be more suitable from their perspective.

“It was found that it was very hard to find reason to refuse this application.”

However none of the councillors voted to approve the application.

“I think it’s a good reflection on democracy and it really highlights the officers role to make recommendations, council is the ultimate decision maker and all our reports do is provide recommendations,” said Chief Operating Officer Bob Owen.

“So I think everyone can see that the system works very well.”

Rain water now owned by State

Lakeland farmers have been told they no longer own the water after rainfall hits the ground on their properties.

Desperate for irrigation water to keep their banana crops alive the State Government delivered a mortal blow preventing farmers from building any more dams over 50 megalitres capacity without applying for an expensive licence.

Mareeba-based Department of Natural Resources, Mines and Energy officer Patrick Huber broke the devastating news at a meeting of Lakeland farmers recently.

Mr Huber stressed that wa-

ter caught in domestic rainwater tanks was safe from government hands but any other water belonged to the State.

Releasing the Draft Water Plan for Cape York Peninsula he said overland flow had to be protected and the department would soon require land owners with existing dams, large or small, to supply dam measurements and capacities to the department.

Within 12 months of receiving the information the DNR “would then issue a licence for the water and install meters on all private dams to get an idea of water usage.”

When questioned if the reason for water meters was to charge landowners for their own water, Mr Huber said there was no men-

tion of this in the draft plan.

It was pointed out that other Labor states began charging farmers fees for water storages more than a decade ago but DNR staff denied this was their intention. The draft Plan allowed for total usage of only 2.5 per cent of the entire water availability on Cape York.

“In the Normanby Basin which includes Lakeland, the Draft Bill allows 2000 ml for general use but has allocated 16,000 ml to indigenous groups because they are the largest landowners under the Cape York Peninsula Heritage Act,” Mr Huber said. “If farmers require more water allocation they can buy it from various indigenous bodies at commercial water trad-

The plan allows for a total of 516,350 ml of unallocated water across Cape York.

Lakeland stud cattle breeder Bill Reddie questioned why no more dams could be built saying he had lived at Lakeland since the 1980s.

Weipa grazier Mr John Witherspoon said he was angry the DNR had not provided any allocation in the Watson catchment or allowed more water for farm usage across the Cape.

“The State Government is right out of touch with the Peninsula and we should be demonstrating against them over taking away our water rights and charging so much just to apply for a licence with no guarantee of get-

ting it,” Mr Witherspoon said.

In attendance at the meeting was Katter Australian Party candidate for Leichardt Dan McCarthy who questioned the reason for restricting land owners’ access to the fresh water on Cape York thus preventing any further agricultural development.

“I am very concerned about the overarching policy of only allowing 2.5 per cent of water that falls on Cape York for farming,” Mr McCarthy said.

“The government needs to make up their minds. They are restricting access to a mere 2.5 per cent of rainfall that falls from the sky claiming any more would be detrimental to the environment, yet on the other hand they squeal like a stuck pig that runoff

is killing the reef.

“We are blessed with abundant water during the wet season and we should be encouraging land owners to capture more water rather than the State Government persecuting them.

“It’s a disgraceful situation that legislation is leading towards farmers having to install meters on their own dams on their own properties which will lead to them having to pay for their own water.. We are constantly told that runoff is killing the barrier reef but farmers want to capture water runoff.

“KAP policy is that farmers own any water that falls on their property so how is it they can eventually charge farmers for their own water?”

Weather records and observers needed

Richard Hole from Tolga is seeking people to record the weather at their homes because there is such a lack of accurate data officially provided in our area.

He is happy to loan people instruments and their shelters for as long as people use them.

Mr Hole said that “there are no strict requirements for people regarding when they take the readings so long as the time is recorded.

“I prefer people read them at a certain time. However, I understand it is not possible for some people.”

Richard is trying to establish a weather organisation and network and has an extensive website where he could list people’s records if they are interested.

The media are often seeking readings, especially in extreme weather events.

He said that many recordings are not accurate and that gives people the wrong impression of what is really happening.

“Instruments need to be checked for accuracy and they should be positioned well clear from buildings and trees,” he said. “Thermometers need to be housed in a special shelter or Stevenson Screen”.

Mr Hole has a number of screens he can loan that the BOM use, so records in them would give an accurate indication.

He also invented a simply installed hanging weather instru-

ment shelter that can even hang on a clothes line or fence.

He entered this along with his Accu-Read-Easy rain gauge into the inventors competition at the FNQ Rotary Field Days.

Richard is seeking people to contact him if they are interested in recording the weather or if they want to share any records especially of extreme weather in the past.

“I am also very keen to set up thermometers in the most frost prone areas and possibly trial my frost alarms,” he said.

Recently, he provided residents at Kalunga (near Herberton) with a Stevenson Screen and they recorded a minimum of -3 in the last recent cold spell.

Mr Hole is also seeking people to help set up equipment or advise him in some ways such as with a plan to use drones and balloons to record upper air measurements in our area.

The BOM do not use balloons to enable these measurements any more near Cairns.

This along with more ground recordings would help improve weather forecasting.

Indigenous dancers to shine at show For the first time a local indigenous group of dancers will be performing at the Atherton Show on Monday night, in a bid to raise community awareness about social and emotional well being.

Miriki Tableland Dancers was formed two years ago by Pastor Pam Terare as a spin off from the Cairns group Miriki Performing Arts. Children from Aboriginal and Torres Strait Islander backgrounds come together every Sunday in Atherton to learn dances passed down from the elders of both cultures.

“It is to develop the community awareness about social and emotional well being,” said Pastor Terare from the Power of the Spirit Fellowship church.

“It’s to keep their cultural identity and for the children themselves to identify and know who they are in our growing society.”

Celebrating the arts

MAREEBA'S Centenary Park will come to life on Saturday 22 September when art enthusiasts will gather to celebrate their love of art.

Following the success of last year's Arts Festival, Mareeba Shire Council is once again hosting a free community event to showcase local

arts and culture.

The event, fittingly named 'Arts in the Park', will include local arts and craft market stalls, demonstrations, free activities, displays, entertainment and food available.

Committee Chair Councillor Angela Toppin said the event is shaping up to be a

fantastic celebration of colour and creativity.

“We had such a wonderful response from last year's inaugural Arts Festival, however this year the committee has decided to take a slightly different direction to make the event more unique, bigger and better,” Cr Toppin

said.

“The committee has been working hard to source local artists and entertainers who will bring much colour and atmosphere to the event.”

Local artists Clint Posselt and Shannae Sclippa will be playing live music while Dreamstate Entertainment will be back again to perform, also running a free workshop.

“We will have free face painting, a magician, displays, workshops and much more,” Cr Toppin said.

The event is funded by the Queensland Government's Regional Arts Development Fund and the Mareeba Shire Council.

“We thank the Queensland Government for making this event possible and supporting arts and culture in regional areas,” Cr Toppin said.

Expressions of interest are open to artists and market stall holders to join the Arts in the Park celebration.

Local boxers on form at Golden Gloves Matthew Carrol and George Anderson from Brydes Boxing Gym, Mareeba recently competed in the Sunstate Golden Gloves boxing tournament held in Townsville June 22-23.

Matthew Carrol won gold against very tough boxer Jase Thimble, from Palm Island. Both boxers came out punching hard but in the second round Matthew came out and landed a combination of punches resulting in an eight count on his opponent and then dominated the rest of the fight, resulting in a unanimous decision and winning the Golden Gloves title.

Matthew also took out the Junior Fighter of the Tournament.

Fellow local boxer George Anderson got into the Final and took on a younger boxer named Sidney Booth from Rockhampton pcyc.

Anderson took the fight straight to his younger boxer and landed a barrage of left hooks, but Booth in the end came through with a very close fight resulting in a silver medal for George.

Coach Wayne Bryde was very pleased with the outcome, saying “these boys train hard that’s why we get the results and keep winning these titles.

“Next on the line is another fight show in Townsville on July 14, then not long after that is our big boxing show held at Dimbulah on the August 4.”

Roosters winning form continues It was a tight 80 minutes but in the end it was the Atherton Roosters who took the points 10-6 over Ivanhoes in Saturday nights Cairns District Rugby League match at Atherton’s Mungalli Creek Dairy Stadium.

Both teams struggled in the wet and slippery conditions and there was seven changes to the Roosters line-up before the match. The score was locked up at 6 all for the break and it was the Roosters who registered the only points in the second session through a try to winger Jesse Carleton.

On Sunday at Barlow Park, the Roosters under 19 side were defeated 24-12 by Ivanhoes after leading 12-6 at the break. The match nearly didn’t happen with many of the Roosters players and support crew stuck on the Kuranda Range after a caravan rolled over, blocking the road.

All involved did well to get to the venue minutes before kick off and pretty much run straight onto the field.

The Mareeba Gladiators took on Kangaroos on Saturday going down 22-6. This Saturday is the local derby with the Roosters playing the Gladiators in three grades at Davies Park, Mareeba.

Bulls season resting on tigers tooth THE Mareeba Bulls season is hanging on by a thread after going down 1-0 away to the Leichhardt Lions on Saturday night.

Over the past month the Bulls have shown the ability to match it with teams above their position on the ladder, but on Saturday night, in a game where it was

fifth against seventh, the Bulls did not show up.

The Lions looking the more hungry snatched a 54th minute goal which in the end was all that separated the two sides in encounter which saw six yellow cards handed out – three for each side.

Bryson Wells came in for Leon Perosinni and older brother Jaydon for the suspended Steven Cater. The Bulls missed Cater’s power and pace up front only really creating a handful of chances over the ninty minutes.

The loss now places the Bulls in a tough position and this

weekend’s away trip to the Edge Hill Tigers has now turned into an early grand final for the young Bulls outfit – a loss would mean fourth place moving eight points away.

The clubs reserves have continued their run of good form, having collected 19 points out

of a possible 21. The side came away with a another impressive 3-0 win against the Lions with Damian Wildman scoring two and new signing Haydon Russo scoring one in his debut for the Bulls reserves. A win this weekend against the Tigers would open up an 8 point gap and lock

The Bulls under 18’s have jumped to second on the ladder with a last gasp 2-1 win over the lions, while the clubs 1st division boys enjoyed a 6-1 win over the JCU Strikers with striker Anthony Mete scoring two, giving him six goals in two games.

Junior hockey players off to State Champs The Atherton Hockey Association is taking an U13 boys hockey team to the Queensland State Championships being held in Mackay this weekend.

Australian Hockey Champion Mark Knowles flew in to the Far North recently for a coaching session with members of the Atherton Tableland Hockey Association.

Aussie hockey champ in Atherton for clinic Atherton Tablelands Hockey Association sponsored by the Queensland Country Credit Union had the privilege recently of hosting a full day coaching clinic run by recently retired Australian Mens Hockey Captain Mark Knowles.

The day consisted of three coaching sessions for the Under 12s, under 18s and Seniors. Each coaching clinic was followed by a question and answer session and a photograph and signing opportunity.

Association President Carrie De Brueys said Mark was an engaging and often amusing speaker, answering questions and giving an interesting account of his early life as a young regional hockey player playing on grass.

He went on to talk about his fast paced turf career as the Australian Kookaburras captain and his time playing overseas in India and the Netherlands.

The day concluded with a session for the club coaches sharing Mark’s wealth of coaching knowledge.

“Mark Knowles Patron of our club is not only a great hockey player and ambassador for our sport, but genuinely a great guy,” said Ms De Brueys.

“The Atherton weather was not at all kind but it didn’t dampen the spirits or enthusiasm of our members nor Mark. He took time in all the clinics today with our U12s, U18s and Seniors to ensure everyone enjoyed themselves. Mark’s overall message today was get out and enjoy your sport, win or lose. Just play a sport you are passionate about.

“His message resonates with our club’s mission statement which is to promote, preserve, foster and encourage the growth and enjoyment of the sport of hockey for players, officials and spectators.

“I would like to thank my committee, the band of volunteers, coaches, parents and of course our players for supporting this great day. What a great day for Atherton and of course hockey in the region.”

Bailie’s black belt success TWELVE-year-old Bailie Olufsen received his promotion to Junior Black Belt from Regional Master Instructor Arena, both being from the Mareeba Centre of Rhee Tae Kwon Do. Respect, resilience, self motivation, courage and self defence are just a few of the qualities which can be achieved from learning the art of Rhee Tae Kwon Do. Rhee Tae Kwon Do has been part of the Tablelands Community for over 40 years, with classes being taught by fully qualified black belt instructors.
