Helping locals with NDIS
The way in which people with a disability and their carers access help is changing with the introduction of the NDIS. The National Disability Insurance Scheme (NDIS) provides support to people with disability, their families and carers. The main component of the NDIS is individualised packages of support to eligible people with disability. An information was held in Mareeba last Wednesday at the Mareeba Bowls Club, facilitated by St John’s Community Care. The Express Newspaper has beat off stiff competition from across the state to be Highly Commended twice in the Queensland Country Press Association’s Newspaper Excellence Awards. The only locally-owned and operated newspaper covering the whole of the Tablelands was given a big thumbs up by judge Ron Reedman at the 110th annual awards held in Brisbane last weekend. The commendations were for two of our advertising campaigns – one for International Women’s Day and one for our promotion in the lead up to last year’s Mareeba Rodeo.

New era for TRC By Rebecca Wallis
New CEO of Tablelands Regional Council (TRC) Justin Commons has shed light on the rates error debacle that plagued the organisation over the past year, ahead of a report that will be made public this week. Four weeks into his new role, Mr Commons has been upfront and open about a rating error that was initially picked up by members of the community and resulted in some residents being charged more or less than they should have. Unperturbed by taking over the helm of a council that has been rocked by allegations, Mr Commons openly admitted that “the council didn’t engage and communicate well with the community around the rates issue” and that the anomalies will be rectified in the next budget. He also revealed that there will be a freeze on rates revenue for the upcoming financial year “to acknowledge the fact that errors were made” and to rebalance the budget going forward. Mr Commons went on to explain that the rates process was examined independently by John Perry from the Mead Perry Group
and that the findings will be on the public agenda at this Thursday’s Ordinary Meeting. Mr Commons was employed initially at TRC in an interim role after the resignation of the Finance Manager earlier this year. “My background is in financial management among other things, so rating management, financial sustainability, governance related matters is my core strength, so having been here initially looking at a ratings process and a finance process, that’s given me a really good foundation and understanding of our starting point and we clearly need to make some improvements going forward,” he said. “The council is fully committed to better engaging and communicating with the community, not only about rates but right across the board, but specifically in relation to the rates, the reports will be on the public agenda. They won’t be confidential.” Mr Commons said face to face public meetings will be held in multiple locations across the shire throughout July to engage with the community, explain what happened and answer their questions. “Part of the challenge is that rating is so complex and because of the signifi-
cant variation in valuation movements, coupled with the errors that were made in the actual model, it’s really hard to explain because there’s not a simple story to tell, because each category and each band is different,” he said. “The impacts across the board have been quite different and we need to go out and talk to people in each region, within each category to explain what has happened in 17/18, what council is looking to do to rebalance the rate distribution in 18/19 and how we ensure that the errors occurred in the past don’t happen again.” Although rates across the shire will not increase in the next financial year, some rate payers will pay more than last year, and some will pay less, in order to redress the balance from the errors made. A letter of explanation will be attached to each rates notice. “The headline message that we need to get out to the community is that you need to look at the two years together and what the impact across the two years is, so that hopefully ratepayers can see that nobody’s been financially disadvantaged or advantaged as a result of the errors that were made,” said Mr Commons. to freeze the rates revenue, was, Mr Commons said, an important step in improving the council’s relationship with the community. “We will continue to have an operating deficit next year and for a number of years over the 10 year planning period,” he said. “One way the council can reduce the revenue is to increase the rates, but we don’t believe it’s prudent to increase the rates, despite the fact we’ve got an operating deficit. That’s the decision council will be making when it adopts the
budget.” Before the rating error was discovered earlier this year, a number of residents were up in arms about massive rate hikes for the 17/18 financial year off the back of property valuations. Mr Commons said that valuations will always determine rates, as per the Local Government Act. “Some members of the community had a significant increase, there’s no denying that,” he said. “One of the challenges for both council and the rate payers affected is that be-

Locals living with the hell of boil water notices should not expect them to be lifted any time soon. Despite best efforts, Tablelands Regional Council CEO Justin Commons says a solution to the problem is years away as Queensland Health changed its drinking water standards across the state. He said many other local councils are facing the same issues but that the
likely only solution will be an investment of millions of dollars in a brand new water treatment plant. “The standards haven’t changed,” he said. “What has changed is the interpretation of what we need to do to meet those standards and the level of review and enforcement of those standards. “I can say to you right now comfortably that our water quality is the same if not better than it has been for some period of time.”
Mr Commons said the water issue was top priority for him and steps had been taken to conduct an extensive review of the current water infrastructure across the shire. “We need to spend millions of dollars to put in place filtration systems and water treatment systems to be able to provide a demonstration of the consistent water quality (to Queensland Health). That’s easier said than done. Even if we said right here right now
that we want to go and put a water treatment plant in somewhere, right from start to finish that’s at least a three year window.” Mr Commons said the council were living with being an amalgamation of smaller previous councils. “Some of the historical information that established councils have, we currently don’t have here,” he said. “We really need to do a water strategy across the whole region and find out what are the best sources
and the best way to supply water to the communities across the shire. “What we need to do is strategically look at what best way to deliver water into the future and the potential short term solution to the boil water notices is to drop a water treatment plant into any particular location but until we do that strategic view, making an investment in that location might not be the best location for the longer term. cause we have a propertybased tax, which is what rates are, if property valuations move, so do the rates. “Under the Local Government Act you have to model rates on valuations.” Mr Commons said that he hoped to re-engage with rate payers and gain back their trust in Tablelands Regional Council. “One of my aims to try and rebuild the confidence of the community, as in the perception that the community has of the council,” he said. “Which talks to the need to better engage, con-
sult, inform the community on what council’s doing or not doing. “For an array of different reasons the council didn’t engage and communicate well with the community around the rates issue. There were a whole array of reasons why that happened and in really short terms, some of the messaging from the organisation out to the community, particularly in the latter part of last year and the first half of this year was not good and we need to do better going forward.”

Cooktown safer thanks to funding Council doing all it Cooktown will now be a safer place to live and visit thanks to federal funding announced last week. Federal Leichhardt MP Warren Entsch said the funding had been made available under round two of the federal government’s highly-successful Safer Communities Fund. Cook Shire Council has secured $582,091 in funding under the program. “The Safer Communities Fund delivers on the government’s ongoing
commitment to keep Far North Queenslanders safe and secure,” he said. “Only safe communities can be strong and prosperous, and the best way to tackle crime and anti-social behaviour is to prevent it happening. “Cook Shire Council will install solar and wind turbine powered lighting and CCTV along the footpaths and at other potential crime hot spots around the newly developed Cooktown Waterfront Activity
Precinct. “These installations will act as a deterrent to criminals and will provide valuable evidence for police when solving crimes, including identifying and prosecuting offenders.” Federal Assistant Home Affairs Minister Alex Hawke said the Coalition’s community safety record was solid. He said the Fund will consist of two streams. “Stream one will boost the efforts of identified local governments and com-
munity organisations to address crime and anti-social behaviour by funding crime prevention initiatives such as fixed and mobile CCTV and lighting,” Mr Hawke said. “Stream two will boost efforts to protect schools, pre-schools and community organisations that are facing security risks associated with racial or religious intolerance. “We will continue to put funds towards projects that make everyone safer.”

“We’ve got a body of work that’s in next year’s budget that will help us do that analysis of what our water needs are current and future and how best to deliver those.” Mr Commons said the council was working closely with Queensland Health to try and improve the situation in the interim.
“We don’t want to throw stones at Queensland Health because the advice they are giving us is based on advice they’ve received from a water expert and the interpretation of that advice by Queensland Health has changed,” he said. “Queensland Health are assisting us at present with the active sampling and testing of the water quality across our relevant catch-
ments to hopefully enable us to demonstrate that our water quality is sufficient and that the boil water notices can be removed, but my view is that based on what our current and very recent experience is that when we have the next wet event, as will other councils in the area, we’ll have exactly the same situation again.”

Walkamin residents fearful development will ruin town By Rebecca Wallis
Around 60 Walkamin residents have signed a petition that was presented to Tablelands Regional Council on Monday objecting to a proposal by Landmark to build a supplies store in the town. Locals say the development will “ruin the town” and got together for a meeting on Sunday to unite over tackling the issue. Landmark Operations is allegedly looking to buy a parcel of land on Coral
Street adjacent to the caravan park and opposite a number of home owners, including retired couple Neil and Barbara McInnes. “None of us want this development here, it’s going to ruin the town,” said Mr McInnes. “This is a great town, it’s safe and quiet where the kids play in the road and that’s all going to change if this goes ahead.” On June 12 Tablelands Regional Councillors met with the residents and Lumel Project Managers on behalf of Landmark to listen to their concerns before
the application will be put before council at a future meeting. The application is for a Material Change of Use from residential to agricultural. “It’s going to change the whole scope of this town,” said another neighbour who did not wish to be named. “Our biggest concerns are noise and air pollution, chemicals and hazardous materials being kept here and traffic flow – heavy vehicles are going to be accessing this site and that can’t happen. There’s no turning lane.
“This is a very quiet little town, we have a lot of older people living here, children on bikes, dogs. That’s all going to be gone.” The group of homeowners have employed the skills of a contractor to lodge an official objection with the council on their behalf and are hoping that the application will be thrown out on technicalities. “This affects us personally and we have argued our case from an emotional point of view, but we know that rarely gets taken into consideration,” said the neighbour.

“However, the emotion we had at that meeting was very loud and clear.” Mr McInnes said his home will be de-valued if the development goes ahead. “We’re not opposed to progress, not at all. We need progress, we want to keep Walkamin viable, but not this,” said the neighbour. “We’d be quite happy if they put houses in, or a retirement village but not an industrial business.” Objections to the application closed on June 20. Landmark was unable to be reached for comment.

Knuth questions Clinic open hours

Dimbulah’s new health clinic was the subject of debate in Parliament last week as Member for Hill Shane Knuth questioned Health Minister Steven Miles over its limited staffing hours. Mr Knuth said members of the Dimbulah community were “frustrated” that the “wonderful facility” was not meeting their needs by only being open between the hours of 8am and 3pm and within that time the Director of Nursing had to frequently lock the doors to conduct home visits. “I can understand that the community which is so excited about that clinic would like it open more,” responded Mr Miles during Question Time on Thursday. “Certainly we will continue to work more with the local community there, the staff at the HHS (Cairns and Hinterland Health and Hospital Services) and everyone else to see where we can continue to invest in health services in Dimbulah

Instead the MP used the opportunity to point out that the facility in Dimbulah that was officially opened late

last year, was one of many big investments in health on the Tablelands and cited the $70m upgrade of Atherton Hospital, as well as investments in Mareeba Hospital. “These kinds of investments are only possible because we are a government that invests in health, that employs more doctors, more nurses, more midwives, more health professionals, as compared with those opposite who did nothing but sack them,” Mr Miles said of the coalition.
“1400 nurses sacked by those opposite while we are employing 3,500 more. The reason you couldn’t have those services under those opposite is they were busy sacking the nurses.” It is understood that Mr Knuth spoke with Mr Miles in private after parliamentary Question Time and that the Minister for Health has made a commitment to work with the community regarding staffing and operating hours at the Dimbulah Health Centre.

Mareeba residents asked to help with election
The Australian Electoral Commission (AEC) is asking Mareeba residents to sign up to help deliver the next federal election in the Kennedy electorate. Kennedy covers 567,377 km2, an area larger than Thailand, and contains 108 polling places that will be staffed by more than 600 paid temporary electoral workers on election day. In total, 80,000 temporary workers will be needed across Australia
during the next election and the AEC has identified Mareeba as one of the key areas to bolster ahead of the election period. While the date for the next election is not yet known, the AEC is asking people to register their interest now to ensure there is a healthy pool to choose from when the time comes. Holding elections in Australia is a particular challenge due to the sheer size of the country and the sparsity of the population
in rural areas. All temporary election roles are paid and full training is provided. Ups and downs of the State Budget A STATE budget that offered nothing new for the Tablelands was described by Member for Hill Shane Knuth as “lukewarm”. With the largest single expenditure reserved for the south east, Mr Knuth said it was disappointing that more wasn’t allocated to the Far North. “I believe it was a lukewarm budget, however there were some good wins for the electorate of Hill, we can see the start of the Atherton Hospital upgrade in 2018 with $9.5million of the $70million allocated - This has been pushed for more than 20 years,” Mr Knuth said. “Extra funding has been provided for midwifery services across the State and I’ve asked the Minister of Health to ensure that Atherton is allocated as a part of this funding – which the Atherton Midwives and Mothers Alliance (A-MAMA) has been lobbying for.” Member for Cook Cynthia Lui was unsurprisingly supportive of the Palaszczuk Government’s hand down last week, praising the $26 million allocated to support job-creating maintenance and minor

infrastructure works across local councils in Far North Queensland as part of the Works for Queensland program. The 2018-19 Budget includes $1 million from a $4.1 million pool to provide Indigenous artists access to space, training, education and enterprise development. There is $116,000 for regional councils to provide pre-school literacy sessions, known as First 5 Forever, at libraries in Far North Queensland, honouring another election commitment. “I’m proud of what the Palaszczuk Government is delivered for the diverse and unique communities
spread across the expansive Far North Queensland,” Ms Lui said. “We are honouring our election commitments and investing heavily in health and education, building on the significant projects delivered since 2015. “I am particularly pleased to see millions of dollars in health investment. No matter where you live, people deserve to have the best health services.” Much of the money announced in the budget was already known about locally including funding for both Atherton and Mareeba Hospitals. Mr Knuth said there were some elements of the
budget that he was happy with. “Among the great wins is the confirmation of the $4.7million for the Palmerston Hwy, and it was great to see Herberton School will have funds for painting, Walkamin State School will get further refurbishment on top of funding they received to upgrade their air-conditioning, Butchers Creek State School are wrapped they will be able to replace their playground roof, and we are hoping to see the upgrade of the Atherton Police Station start before the year is out,” he said. “It is also a win to see $612,970 to assist people under 65 and indigenous people under 50 with a disability, and a further $4.9million to assist people with a disability and their families to access support and services as they move through different stages of their lives. “I’m disappointed there wasn’t extra funding for navua sedge, but we are still having ongoing discussions with the Minister for Agriculture for further assistance.”

Wall of Hope to be revealed this week
Nearly five years after it was instigated, the long-awaited Wall of Hope will finally be unveiled this weekend. Plans for the wall fell by the wayside after $4570 was raised through the project for Cancer Council Queensland. Locals purchased bricks that would be inscribed with their loved ones names in honour of their battle with cancer. This Saturday they can finally set eyes upon their investment when the wall will be officially opened to the public by Mareeba Shire Council mayor Tom Gilmore. Cancer Council Queensland CEO Chris McMillan said all funds raised through the Wall of Hope assisted the work of Cancer Council. “The Wall of Hope has been entirely built by volunteers - thank you to everyone in the community who has rallied together to donate their time and resources to
make it a success,” Ms McMillan said. “The Wall of Hope will stand as a reminder of those in the local community affected by cancer. “One in two people are diagnosed with cancer in their lifetime – funds raised from the wall of will go towards our vital work in cancer research, prevention and support. “With local initiatives like The Wall of Hope will enable us to be there for all Queenslanders affected by cancer every minute, every hour, every day.” The Wall of Hope was a community-driven initiative by Mareeba residents Vilma and Graz Moriconi to raise funds for Cancer Council Queensland and has been constructed by Noel and Desley Fisher Capital Homes NQ. The unveiling will take place at Centenary Park, Saturday, June 23 from 9.30am.

Ravenshoe master plan final step
The final stage of the Ravenshoe Town Centre Master Plan involves a workshop with councillors and the Ravenshoe community. “This is the last step for the community to be involved in the development of the master plan prior to its adoption by Council,” said Mayor Joe Paronella. “The document being presented will encompass all that has been seen and heard in the previous community sessions. It is an aspirational document – a detailed descrip-
tion of the community’s collective vision for the future direction of the Ravenshoe Town Centre. It will be central to attracting funding and investment, to growing the town, and to increasing the resident’s quality of life and future prospects,” said Mayor Paronella. The Atherton Show hosted a ‘Junk Weavers Mini Workshop’ on Saturday, June 9 at Love-Lee Cooking, Atherton to promote their ‘Article Made from Waste Material’ in the Craft Section of the Atherton Show. A book chronicling the Atherton Roosters’ journey from inception in 1918 was launched on Friday night as part of the centenary celebrations dinner. Authored by Martin Grandelis, the 428 page history of the club gives supporters a piece by piece look at the highs and lows of one of the Tablelands’ biggest football teams. “When you write something like this you always need interesting people and everybody’s got a story it’s like a big jigsaw,” said Mr Grandelis. “Everyone’s got a big picture, a caption, a recollection, a story and then you piece it together.” Mr Grandelis said the Roosters have got a “fantastic history”. “From 1918 when they started, through the tumult of the depression and then the war and then the reformation of the league in
1946… And of course the 1950s were a turbulent period for rugby league on the Atherton Tablelands,” he said. “The first thing is the great rivalry between Atherton and Mareeba, Atherton and Malanda and later the two Mareeba clubs. It was like war, mass invasions of fields, assaults on officials, walk offs, send offs, the whole lot, it’s all there.” One thing that has remained constant over the past 100 years is the supporters. “The club’s been down and out in the late 1950s, but it’s always had great supporters that have rallied around,” he said. “When the chips are down they rally round and support. Then there’s a new determination that speaks to the community and they fight another day. The book is available from the Roosters’ clubhouse and from Arabella Jewellers in the main street of Atherton. They cost $50.

TWO Mareeba Junior Rugby League players who travelled to the NQ Championships in Townsville recently have been selected for the QRL northern division juniors Under-13 development camp in early July. Kyan Sheppard and
Cain Hastie, both 13 and students at Mareeba State High School said they were proud to have been chosen to take part in the development camp. “I felt very proud and thankful that I got chosen and really keen to go down there,” said Cain who has
played with the Mareeba Gladiators since Under-6s and would one day like to play for the Cowboys. “I was surprised, excited and proud of what’s going to come of me and how I play,” said Kyan who is a huge Melbourne Storm supporter.

Locals take on Ironman Some of the best local and international triathletes in the world took on the gruelling Ironman 70.3 in Cairns on Sunday June 10. Three locals who challenged themselves in this year’s Ironman were Jose Lopez, Kevin Davies and
Matt Jacob. The training and dedication for firefighter Jose and Mareeba Shire Councillor Kevin paid off, with both completing their first full Ironman. Both Jose and Kevin finished in just over 13 hours
Kevin (13:23:06) and Jose (13:23:01). While chiropractor Matt Jacob, who completed the half Ironman in just over 5 hours (5:07:08). Many other locals also took part in the annual event, either in full, half or
team events. The Ironman is held in June in Cairns each year and it was also recently announced that the Ironman will remain in Cairns for at least another three years.

Fun and games for ladies hockey players Atherton Tablelands Hockey Association Masters Ladies competed in the HQ State Championships in Townsville May 8-10 along with 43 other teams from around the State. Team 1 captained by Carrie De Bruey’s seasoned participants in the competition came an impressive 2nd in Division 4. Team 2 captained by Fiona Massaso on their ‘maiden voyage’ brought home the wooden spoon but the predominantly novice team competed well and gained valuable experience, with most players hoping to be part of the team next year for the Mas-

New players are always welcome, both experienced and those new to the game. Veteran Player Anne Roberts joined the Plastered Vets hockey team four years ago and says despite never playing before all the players made her feel very welcome. Last year Anne travelled to the World Masters in New Zealand and recently joined Atherton Team 2
at the Townsville Masters games. “Hockey is a great game and the Veteran ladies are a really friendly social group, I highly recommend it to anyone looking for a sport to play,” she said. The ladies teams play on Saturday afternoons 4pm at Loder Park and training is on Tuesdays at 5:30pm for those wishing to attend. All are welcome to come along and have a look or contact Atherton Tablelands Hockey Association on Facebook. Atherton Hockey are fortunate to have Mark Knowles as the Patron. Recently retired from the
Australian Men’s Hockey team the Kookaburras and straight from winning Gold at the Commonwealth Games on the Gold Coast where Mark was given the honour of being the Australian flag bearer, Mark will be visiting Atherton Hockey at Loder Park on June 24 from 9am and will hold a series of coaching clinics. Registration is necessary to participate but all interested are welcome to attend and meet Mark and have a look at our great facility. Peninsula win for rising basketball star 12-year-old Kieran Turner is making a name for himself on the basketball court after being picked for the Peninsula school team that went on to tie for gold recently. The Year 7 Mareeba State High School student plays for both Mareeba and Cairns in the junior division. “He was five when he started playing and always
loved it,” said mum Lisa. “It would be a dream come true if he could play professional basketball.” Kieran was the only local player selected for the Peninsula shortlist before being selected for the team. This year the comp was held in Cairns over four days and his team only lost one game throughout the tournament to tie for gold. “It was pretty exciting,”
said Lisa. “Two boys from that team got selected for the State and will go and play in Darwin.” Luckily Kieran has dedicated parents that drive him long distances weekly for games and training. Lisa also said that if it wasn’t for Mareeba Basketball and their dedication and support, Kieran would never have started playing the game he loves.

Roosters beat rivals 66-6 on home ground
The Atherton Roosters wrapped up their 100 years weekend celebrations with a 66-6 thumping of the Mareeba Gladiators at the Mungalli Creek Dairy Stadium on Sunday afternoon. It was the perfect ending to the big party and would have to be the Roosters biggest win over Mareeba in local derby history. Playing in the old style
jersey that took many past teams to glory, the Roosters wasted no time in delivering the fourteen tries to one victory. Early tries to Willem Foster and Jesse Carleton started the afternoon and a Nigel Woodleigh length of the field special helped the Roosters to a 26-0 lead at half time. Another 40 points from
the Roosters in the second session kept the party celebrations going much to the delight of the big crowd of fans in attendance. Centre Nigel Woodleigh and lock forward Ned Blackman both crossed for trebles while half’s Caleb Foster and Jermaine Pedro crossed for doubles. Following the match, the centenary jerseys were
